4 MISSIONS NENY PGA Section Mission Statement The Northeastern New York Section Professional Golfers Association of America, is an association of golf professionals whose mission is to promote enjoyment, participation, and involvement in the game of golf and to contribute to its growth by providing services to golf professionals and the golf industry. The NENY PGA Section PGA will accomplish this mission by enhancing the skills of its professionals and the opportunities for amateurs, employers, manufacturers, employees, and the general public. In so doing, the NENY PGA Section PGA will elevate the standards of the professional golfer s vocation, enhance the economic well-being of the individual member, stimulate interest in the game of golf, and promote the overall vitality of the game and the financial stability of the corporation. Apprentice Committee The primary mission of the Apprentice Committee is to provide assistance and mentorship to apprentices interested in membership in the PGA of America, ultimately expanding the pool of qualified assistants to our members and employers. Assistance will be provided through a series of orientation and education workshops conducted by section and national leaders. Also to encourage head golf professionals to better understand the requirements of the PGA/PGM Program, through mentoring workshops the Committee will attempt to educate head professionals with knowledge and skills so that they can become more effective as apprentice mentors. Awards/Hall of Fame The Awards/Hall of Fame Committee, headed by the Awards Committee Chairperson will establish policies and procedures for the NENYPGA Special Awards Program, including nominees to the NENYPGA Hall of Fame. The committee and the Section Office will be responsible for promoting participation by the membership in nominating fellow professionals for special awards. The committee will select award winners by a majority vote. Board of Inquiry The Section Board of Inquiry Committee shall have jurisdiction and the power to proceed in all matters properly brought before them in reference to questions on all section tournament violation and any code of ethics charges for Minor Penalties defined by the PGA of America and the committee will investigate complaints and then submit a report of its findings to the PGA of America Board of Control. Education The mission of the Education Committee, headed by the Education Committee Chairperson, is to work with the Section Office to offer section members diverse educational programs on a yearly basis. These programs will offer current valuable information to help the section members become more informed golf professionals. The Committee, along with the Section Office, will also be a source of information so the members can access the most current educational requirements and other information regarding the PGA of America s national educational programs. Employment/Club Relations The Employment Committee, headed by the Employment Committee Chairperson will advise, educate, and evaluate Section members and employers in order to improve member salary contracts and the placement of more Professionals. This committee will work in cooperation with the Section Office and the PGA Career Services Consultant in order to utilize the PGA employment tools of PGA JobFinder and CareerNet. Finance & Long Range Planning The Finance & Long Range Planning Committee, headed by the Committee Chairperson will identify longterm objectives of the Section s various membership programs and services in order to foster the Section s overall growth and development and benefit the entire membership and approve tentative annual budgets and make recommendations to the Executive Committee in regard to appropriate fiscal management and ensuring that all budgets are realistic and achievable

5 Growth of the Game The Growth of the Game Committee, headed by the Growth of the Game Committee Chairperson will oversee and assist in the administration and promotion of the PGA of America s national Play Golf America initiatives as well as section based programming to ensure player development and increase participation among existing and beginning golfers and to grow the number of people who play the game. Junior Golf The Junior Golf Committee, headed by the Junior Golf Committee Chairperson will promote and manage the Section s junior golf program in coordination with the Section Office. The Committee will focus their responsibilities on enhancing the NENYPGA Junior Golf Days and exposing the game of golf and PGA Professionals to the youth of Northeastern New York. Media & Marketing Relations The Committee of Media & Marketing Relations, headed by the Committee Chairperson and the Section Office will be responsible for increasing public awareness of the Association and PGA Golf Professionals as well as enhancing the NENY PGA s marketing opportunities. The Committee will continue to foster their relationship with the Times Union though their support and contribution of the Times Union Championships to facilitate the growth of the game in Northeastern New York. Other means of promotion will include press releases, additional growth of the game initiatives, possible involvement with local charities and more. The Committee will also be actively involved in securing sponsorship to support the member Tournament Program. The Committee will investigate the sponsorship opportunities of golf and non-golf related businesses. Senior Liaison The Senior Liaison of the NENYPGA will offer advice and recommendations to the Section Office in regard to the development and administration of the NENYPGA Senior Tournament Program. Tournament Committee The Tournament Committee, headed by the Tournament Committee Chairperson in conjunction with the Section Office shall be responsive to the wishes of the general membership in regard to the Tournament Program and will provide quality competitive tournament opportunities. The committee will establish proper rules and regulations regarding the procurement of tournament sites, tournament entry procedures, entry fee and cancellation policies, tournament schedules and other tournament related activities. Tournament Committee members will be required to serve on the Tournament Rules Committee at NENYPGA tournament events.

8 Certified Professional Program (CPP) Are you looking to advance in your career? Are you wondering how to achieve better employment opportunities or achieve a certain distinction that will set you apart from other members? The PGA Certified Professional Program has been created to offer PGA members the opportunity to advance in their desired career path. A significant Gap Analysis Study and a Competency Report Study were completed in an effort to determine how The PGA of America could help its members better educate themselves. These important reports indicated that skills required by employers were lacking in the Professional Development Program that was discontinued in The PGA Certified Professional Program was created in recognition of specific career paths where PGA members are employed. This program is the first of its kind. It will truly quantify and measure performance against core- and career-specific competencies. The program acknowledges six specific career paths that represent 99 percent of the membership. These career paths are: Golf Operations Instruction General Management Retail Executive Management Ownership/Leasing Please review the following steps toward achieving PGA Certified Professional Status: If you started the program prior to December 2006, you will notice we have a new look. The self assessments are no longer available as self assessments. They are now being presented as practice questions with the on-line library. You will still receive MSR hours for completing practice questions. Step 1: Courses A series of courses have been designed to help you review core competencies that all PGA members should possess. These core competency courses are based on the People, Business & Game components. Specific career-competency courses have been designed to help you become better educated in your career path. All of these courses have a significant amount of information and each course has a series of questions that prepare you for proficiency testing. A fee of $299 per year entitles you to access the complete library of courses and practice questions for information as you prepare for the ProFiciency Test that will lead to PGA certified status. This enables you to take a number of courses in both core areas and career-specific areas. In addition, many other courses are available which will provide helpful information in a variety of topics. If you are pursuing Certification, it is recommended that you purchase the entire library. Individual course purchases are made available to members who are only seeking knowledge in one or two particular course subjects. If you desire only one course, the fee is $85; two courses, $170. Upon reviewing one or two courses purchased, you have 60 days to pay the balance of the $299 fee in order to access the remainder of the library. To register for courses, simply click on the link to the library at PGALinks.com, and follow the appropriate directions. In an effort to prepare candidates for the ProFiciency Test, questions have been created at the end of each chapter and at the end of each course. In addition, a member may call ext. 118 to solicit help from a subject matter expert. Technical problems with any course may be addressed by calling

9 Step 2: Practice Questions All members purchasing the library subscription will have the opportunity to review their knowledge and skills by taking specific practice questions. Practice questions are based on core and career-path competencies. Members who complete the practice questions have the opportunity to earn up to four MSR hours (two for Core and two for Career). Step 3: ProFiciency Testing Once you have completed the online courses and are confident that you possess significant knowledge in core- and career-specific areas, your next step is to register to take the ProFiciency Test by calling MISC at The ProFiciency Test will be a series of multiple choice and true/false questions designed to test both coreand career-specific competencies. The estimated time to take the test is approximately four hours, covering between 220 and 250 questions. The ProFiciency Test will be given on the following dates. Registration must be completed 30 days in advance. April CPP test registration deadline is March 15, 2010 May CPP test registration deadline is April 15, 2010 June CPP test registration deadline is May 15, 2010 In most cases, the test will begin at 9:00 a.m. (you will be notified of any change) and the cost of taking the test will be $150. The test can be given at more than 1800 test sites throughout the continental United States. No candidate will be admitted to the testing center after the starting time of 9:00 a.m. No refunds will be given unless a candidate cancels out of the testing process at least 14 days in advance. The candidate will be required to show appropriate identification in order to be admitted to the testing center including a picture ID and the PGA Membership card. Absolutely no materials will be allowed in the testing room, including books, articles, cell phones, pagers, camera, pens or pencils. All necessary information including the USGA Rules Book, calculators and writing instruments will be distributed by the proctor. Candidates will receive test scores within 15 business days by mail. If a member is unsuccessful, he/she will have the opportunity to retake the test/tests in which he/she has been unsuccessful by registering for the next testing date and paying the appropriate fee ($150). Members will have three years from the first test attempt to successfully complete all areas of the test. If the three-year period of time is exhausted and the Member has been unsuccessful in completing all areas of the test, the member will be required to take a new test in its entirety. Members who achieve the passing standard score, in each area, will be awarded a Certified Status in their specific career path. Recognition - Members who successfully certify in their career path will be recognized in the following ways: A recognition letter (if requested) will be sent to his or her employer informing them of this important accomplishment This achievement will be directly recorded in the Career Links profile of the member The member will receive a plaque of distinction Recognition in PGA Magazine Recognition on PGALinks.com Recognition in the PGA Membership & Golf Directory Recognition plaque placed in the PGA Education Center for Certified Professional and a recognition plaque in the PGA Historical Center for Master Professionals

10 A member who is unsuccessful on the ProFiciency Test will receive feedback designed to assist in the preparation for retaking the ProFiciency Test. Step 4: PGA Master Professional Program Once certified, the member qualifies to pursue the PGA Master Professional Program. The member will be required to complete a project based on his/her specific career path. Project requirements are posted online under PGA Master Professional Program. The project submission fee is $250. This fee must accompany the project. Upon submission and review of the project by a Master Professional Faculty member, it will be determined whether or not the individual will be invited to present the project to the faculty. Projects must be done to the highest standard. Typos, incorrect grammar, poor research, and poor documentation are unacceptable. Following the presentation of the project at a checkpoint, a question and answer session based on the project will be conducted. In some areas, a skill simulation may also be required. Approved projects may be, at a later time, displayed in the PGA Historical Center. In order to qualify and present a project at a checkpoint for PGA Master Professional status, one must have at least eight years of combined education and experience of which no more than four years of formal education beyond high school will be used to meet the requirements. Two years of credit will be granted for an AA or AS degree and four years of credit will be granted for a BA or BS degree. Degrees must be awarded from a college or university attended for collegial purposes and the college must be accredited by one of the regional accreditation agencies. The cost of attending a PGA Master Professional Checkpoint (if project is accepted) is $1,250. All PGA Master Professional Checkpoints will be held at the PGA Education Center. Candidates will be responsible for all travel, lodging, transportation, F&B and other related expenses. PGA Master Professional checkpoint dates are: June 17-18, 2010 (Deadline for submitting projects is March 18, 2010) October 19-20, 2010 (Deadline for submitting projects is July 20, 2010) Step 5: Re-certification Members who achieve certified status will be awarded this designation for a period of five years. Prior to the end of the five-year period, the member will be required to submit Best Practices in their chosen career path. For additional information on re-certification please call Thomas Galvin at (866) ext A Member who achieves Master Professional designation in his/her career path will retain that designation forever. Therefore, recertification is not required. Frequently Asked Questions on the CPP Program: 1. How do I get started in my pursuit of Certification? The best recommendation is to review the Overview of the Program and the Summary of Steps. Start by clicking PGA Education, then PGA Certified Professional Program. Can I register for the PGA CPP Program other than online? No, registration is completed online because it is time efficient, secure and convenient to the member. 3. What is the difference between a "course" and a a "career path"?

11 There are 6 specific career paths : General Management, Golf Operations, Instruction, Retail, Executive Management, and Ownership/Leasing. Each career path has many courses that complete the career path in addition to Core courses. Therefore, when making the purchase decision, if you are pursuing Certification as opposed to only seeking information on a particular course, the recommendation is to purchase the entire library so you can access all the required courses. 4. What do I have to do to become "Certified"? You must pass the ProFiciency Test in your chosen career path. The ProFiciency Test is comprised of two parts: Core and Career Specific. You will answer questions in both areas and must pass both areas to earn the Certification designation. All of the courses listed under the Career Specific area of your chosen career path and the Core area are represented on the ProFiciency Test. If you are unsuccessful in the Career Specific area, Core area, or both areas, you can retake the needed areas at a later date based on the published testing schedule.

12 **NEW MEMBER SERVICE REQUIREMENT ** ACTIVITIES & HOURS Effective Date: June 16, 2008 June 15, 2011 Members Affected: All PGA Members except classifications A-3, A-5, Retired Member and Life Member Retired Rules and Regulations for the Member Service Requirement, (MSR), as defined by the Membership Committee: 1 One credit per hour of service or participation as defined by the chart below. 2 A Section may require that all Section and Chapter activities be approved in advance. 3 Based on previously approved activities, established guidelines and Section recommendations, the National Office will approve the credits to be awarded for a certain activity. The Board of Control will determine the number of credits in all disputes. 4 A participant may receive compensation for an activity, however this activity shall be voluntary and shall not be the participant s primary employment. 5 Fifty-four (54) credits are required for a three-year cycle.

13 Approved Activity & MSR Hours Earned #1: Attending a National, Section, Chapter or Allied Association Meeting. (Includes committee and board meetings) * REQUIRED 12 Credits per 3 year cycle =2 credits per hour with a max listed as follows: 8 Credits max for a national meeting; 6 credits max for a section meeting; 4 credits max for a chapter meeting; 2 credits max for national allied assoc meeting #2a: Participating in PGA sanctioned educational career specific courses as an attendee. Online education must be via PGALinks. = 1 credit per each hour of participation with no max limitations #2b: Serving as an instructor, coordinator or a speaker at a National, Section, Chapter, or Allied Association education or self-improvement seminar. * REQUIRED 12 Credits per 3 year cycle combination of 2a/2b = 1 credit per hour of service with no max limitations #3: Participating in Growth of the Game programs and/or service to the Chapter, Section, National PGA or community such as radio shows, TV shows, speeches, golf promotional non-playing events, golf clinics and other volunteer activities such as a non-playing tournament official =1 credit per hour of participation with a maximum of 8 hours per day #4: Serving as a volunteer golf coach or assistant golf coach of a high school or college golf team (See Rule 4 prior)= Maximum of 6 credits per MSR Cycle Year #5: Completing an MSR-designated National or Section Survey. 15 SUMMARY PGA APPRENTICE REGISTRAION ELIGIBILITY Effective July 1, 2009 Effective July 1, 2009, The PGA of America Apprentice eligibility will enhance the belief that the green grass employment experience and ongoing mentoring of aspiring members is a vital part of one becoming a PGA of America Member. 16 Resolution 3, Frequently Asked Questions of Apprentice Eligibility GENERAL QUESTIONS: Q) What prompted this change to the PGA Constitution and Bylaws? A) The Delegates at the 92 nd PGA Annual Meeting felt that the green grass employment experience and ongoing mentoring of aspiring members was a vital part of one becoming a PGA of America Member. Q) If I am currently employed in a capacity that will not be considered eligible on July 1, 2009, what will happen to me? A) If your current employment meets eligibility in affect through June 30, 2009, you will continue to be considered eligibly employed July 1, 2009 and after, providing you have no change in your employment situation. If you have any change to your employment situation after July 1, 2009, you must then meet the eligibility at that time. Q) If after July 1, 2009, I take a position and become ineligibly employed or my PGA Member Head Professional leaves that employment, does that affect my earning of credits? A) Yes, your ability to earn credits will be affected. If after June 30, 2009 you take a position that makes you ineligibly employed, or your PGA Member Head Professional leaves that employment, you will no longer be earning credits toward the 36 needed for election to Membership. In addition, you will be terminated from the Apprentice rolls at the end of that fiscal year (June 30th), unless you regain eligible status prior to that time. Q) If I am terminated for any reason June 30, 2009, or earlier, what employment status will allow me to re-register July 1, 2009 or after? A) To re-register July 1, 2009 or after, you must have eligible employment as defined at that time. Eligible employment will be determined based on your progression through the PGA PGM. For those who have not completed Level 1, eligible employment is defined as one of the following: 1) As a B-1, B-2, B-4, B-7, or B-13 at a PGA Recognized Golf Course or PGA Recognized Golf Range; Only one Apprentice per facility is eligible to register and earn credits in any of these classifications: B- 1,B- 2,B- 4,B- 7, or B-13. 2) As a B-6 or B-8 under the supervision of a PGA Member Head Professional (A-1 or A-2), PGA Member Director of Golf (A-4), PGA Member General Manager (A-13) or LPGA Class A Head Professional at a PGA Recognized

A) Yes, if you are an Apprentice Teaching Professional (B-6) or Apprentice Assistant (B- 8) you must work for under the supervision of a PGA Member Head Professional, PGA Member Director of Golf, PGA Member General Manager or LPGA Class A Head Professional at a PGA Recognized Golf Course, PGA Recognized Golf Range, or PGA Recognized Golf School, through all three Levels of the PGA PGM. In addition, any Apprentice Assistant hired by an Apprentice Head Professional after July 1, 2009, will not be considered eligibly employed. QUESTIONS FOR PGA GOLF MANAGEMENT UNIVERSITY STUDENTS: Q) I am a PGA Golf Management University Student, does this apply to me? A) Yes, per the Standards and Criteria of the PGA Golf Management Program, internships must follow the eligible employment guidelines outlined in the PGA Constitution and Bylaws.

18 PGA Professional Golf Management Apprentice Program Mission of PGA PGM Program: The PGA Professional Golf Management Program provides world-class training for aspiring golf professionals by offering skill-based training programs that provide state-of-the-art skills and knowledge. Graduates of this program will become outstanding golf professionals who provide exceptional service to their customers, employers, fellow professionals and the game of golf. Management (PGA/PGM) TM Program. In order to register into the PGA/PGMTM Program, you must: 1. Meet the Eligible Employment requirements described below. Eligible Employment *Individuals shall be eligibly employed in one of the classifications listed in the directory * You must be eligibly employed at the time of registration and for six months within the 12 months prior to registration. *Participation in an amateur event will forfeit all work experience credits earned prior to the event. *Satisfy the PAT requirement (see PGALinks.com for more info) 3. An apprentice registration form verifying employment and documenting your review of the Professional Readiness Orientation (PRO) must be signed and submitted by you. 4. In order to become a registered PGA apprentice, you will pay all apprentice fees for National and your Section and will purchase the Level 1 Kit.(see PGALinks.com for fees calculator). 5. When step 4 above is completed, you are a registered PGA apprentice. 6. Acceptable Progress is defined by successful completion of each Level s Checkpoint. In order to remain in good standing, the Level 1 Checkpoint must be successfully completed within two years of the Level 1 start date, the Level 2 Checkpoint must be successfully completed within four years of the Level 1 start date and the Level 3 Checkpoint must be successfully completed within six years of the Level 1 start date. The PGM will retain the current People, Business and Game conceptual framework. Qualifying courses will be required and tests passed prior to entering Level One. To balance the course workload, the number of self-study courses in Level One has been reduced and additional instructor delivered courses added. A learning management portal will offer 24/7 access to course materials, sample assessments and mentor opportunities. A majority of the course material will be available online or as PDF documents. New seminars have been added to increase the number of hours of direct instructor led courses. Assessments will be administered after apprentices attend seminars through a computer-based testing agency. Pre-Requisites Applicants must complete three online courses: Introduction to the PGM and the Golf Profession, PGA History and Constitution, and Rules of Golf 1 and pass a knowledge test based on the three courses prior to registering as a PGA Apprentice. PGA PGM Level One Applicants who have passed the qualifying courses, met the eligible employment requirement and have a qualifying PAT score may register into the PGA Apprentice Program.

21 Applicants pay apprentice fees and Level One online courses fees. The online courses include a self-directed course and pre-seminar courses. These courses must be completed before the apprentice attends level one classes. Golf Car Fleet Management is a self-directed course and pre-seminar courses are: Customer Relations, Introduction to Teaching/Club Performance, Business Planning and Tournament Operations. Level One Classes Apprentices attend five days of level one seminars at the PGA Education Center on the following courses: Customer Relations, Intro to Teaching/Club Performance, Business Planning and Tournament Operations Apprentices return home and test on these courses through a computer-based testing agency. Level Two After passing level one knowledge tests, the apprentice pays a Level Two online courses access fee. These courses must be completed before the Apprentice attends level two Classes. Turfgrass Management is a self-directed course and the pre-seminar courses are: Golf Operations, Intermediate Teaching/Club Alteration, and Merchandising and Inventory Management Apprentices attend five days of level two seminars at the PGA Education Center. Golf Operations, Intermediate Teaching/Club Alteration, and Merchandising and Inventory Management. Apprentices return home and test on these courses through a computer-based testing agency. Level Three After passing level two knowledge tests, the apprentice pays a Level Three online courses access fee. These courses must be completed before the apprentice attends level three classes. Food and Beverage, Human Resources and Career Enhancement are self-directed courses. The pre-seminar courses are: Advanced Teaching/Golf Club Fitting, Player Development/Teaching Business, and Supervising and Delegating. Apprentices return to the PGA Education Center for five days and attend seminars on Advanced Teaching/Golf Club Fitting, Player Development/Teaching Business, Supervising and Delegating and participate in the Final Experience. Apprentices return home and test on these courses through a computer-based testing agency. Apprentices who have passed all tests, the Player Ability Test and have earned 36 education/work experience credits are elected to PGA Membership. Effective January, 2010 Pre-requisite course and tests must be completed prior to registration into the PGA Apprentice program. Applicants who have met the eligible employment requirements and have passed the PAT or PAT qualifier will register online through the learning management portal. Effective July, 2010

Transition Current Level One Checkpoints will be conducted through June, If Level One apprentices do not attend a checkpoint by the above date, they will transfer into the new program and must pay a transfer fee to access the Qualifying Courses and the Level One preseminar courses. Apprentices would be required to take the qualifying test and complete the preseminar courses before they attend the new PGA PGM Level One seminars at the PGA Education Center. Current Level Two Checkpoints will be conducted though June, Current Level Three Checkpoints will be conducted through June, 2013.
