Don t hesitate to contact USEF for help. They are very responsive. NEW USEF dressage tests (Intro to Fourth Level) were effective 12/1/18. Effective for the 2019 USDF Regional Championship Program Year: most FEI Open and all Freestyle minimum qualifying scores have increased for the USDF regional championships. The new qualifying score criteria is included in this prize list. Effective 1/1/19, ALL USEF adult members (18 years of age and older) with a competing membership must complete the SafeSport curriculum in order to be eligible to participate in USEF activities e.g., USEF recognized shows. This includes the HDS 2019 Spring Classic Shows I&II. The core training consists of three modules which take approximately 90 minutes to complete. Helmet Policy: DR120.6 From the time horses are officially admitted to the competition grounds by competition management, anyone mounted on a horse at any time on the competition grounds, including noncompeting riders, riders on non-competing horses, mounted participants in exhibition classes and those competing in all classes and tests, including Para-Equestrian tests, must wear protective headgear as defined by this rule and otherwise in compliance with GR801. The harness must be secured and properly fitted. ATTENTION COMPETITORS Each competitor is responsible for supplying management with correct association numbers (USDF, United States Equestrian Federation) for horse, owner, rider and trainer, before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. 8

10 INFORMATION FOR FEI (CDI) COMPETITORS The FEI Definite Schedule outlines CDI details including prize money payout. A copy of the FEI Definite Schedule will be posted in the Show Office and on the show website. This event is organized in accordance with: FEI Statutes, 24th edition, effective 20 November 2018 FEI General Regulations, 23rd edition, updates effective 1 January 2019 FEI Dressage Rules, 25th edition, effective 1 January 2019 FEI Equine Anti - Doping and Controlled Medication Regulations, 2 nd Edition, effective 1 January 2019 FEI Anti-Doping Rules for Human Athletes (ADRHA), based on the 2015 WADA Code, effective 1 January 2015 All subsequent published revisions, the provisions of which, will take precedence. All FEI rules and regulations will be strictly enforced. An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. RIDER ELIGIBILITY - Competitors must have reached, or will reach, their 16th birthday in current year (ex. Junior and Pony and Children Riders) and must be licensed by their national federation and may only take part under the jurisdiction of the NF of the country from which they hold their passport. If not a U.S. citizen, they must be nominated by an invited foreign NF. Riders must be prepared to produce their license or USEF membership card on request of the Organizing Committee, and the name on the entry must be the same as appears on the license. U.S. riders in the CDI must include payment of IHP Fees. All riders must present evidence of FEI Rider Registration in order to participate. HORSE ELIGIBILITY - Horses must exceed 148 cm excluding shoes (exception ponies.) For Junior, Pony, and Children classes, ponies/horses must be at least six years of age. For YR/PSG/I-I horses must be at least seven years of age. For I-II, I-B, and GP, horses must be at least eight years of age. Mares may not compete after their fourth month of pregnancy or within nine months after foaling date. The nationality of a horse is that of its owner or of the country in which the company owning it is registered. *Horses must have a valid National Passport or FEI Passport. USEF will provide information on veterinary requirements for foreign horses entering the USA. Horses must be stabled on the grounds and may not leave during the event (commencing with the Veterinary Inspection and ending with the pinning of their final FEI class). Each horse will keep the same number throughout the event. It is compulsory for this number to be worn by the horse, competitor or handler at all times, when the horse is being handled, exercised or shown on the grounds so that it may be identified by the stewards. *The requirement to have an FEI passport is waived for CDI 1* or CDI/Y/J/Ch/P horses competing in their home country. However, these horses must be registered with their NF, have a proper identification document (including FEI-type diagram), and have a valid vaccination certificate (see Vaccination information). The USEF National Passport meets these requirements. Contact the USEF International (859) for more information. Proof of FEI Registration for all horses entered in the CDI must be submitted in order to participate. THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) requires all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount. Welfare of the horse must never be subordinated to competitive or commercial Influences. The FEI urges all involved with equestrian sport to attain the highest possible levels of education in areas of expertise relevant to the care and management of the Competition Horse. 11 INFORMATION FOR FEI (CDI) COMPETITORS VENUE : The event will take place at the Great Southwest Equestrian Center, Ring Number 1 (main indoor). See attached map of facility on page 36. COMPETITION ARENA : PRACTICE ARENA : Total dimensions: 45m x 90 m Arena - dimensions: 30 x 75 m Type of Footing: ESI felt Type of Footing: ESI felt (Competition arena - dimensions: 20 x 60 m) STABLES: Size of stalls are approximately 3.5 m x 3.5 m (12 x 12), permanent stabling with sliding doors. Two bags of shavings will be provided with each stall. Additional bags may be purchased must use facility shavings per contract no outside shavings permitted. Stall charts will be posted at the showgrounds and on the HDS/Show Secretary websites. Late departures are only available by arrangement with the Show Secretary at $45/night/stall. Cost applies to horse stalls or tack stalls. Stalls must be vacated by 9:00 pm Sunday or the late departure fee paid. No staples or nails are allowed to be affixed to any Great Southwest Equestrian Center Property with the exception of stall cards. Individuals wishing to tape advertisements or flyers to the walls must first obtain approval in writing from Great Southwest Equestrian Center. Such approval must be shown to Show Management prior to display or the flyers will be removed. STABLE ACCESS: Only identified riders, trainers, grooms, farriers, treating veterinarians, officials, organizing committee members, and two owners per horse will be authorized to enter the CDI stabling area. Wristbands will be used for identification. Up to two horses not entered in the CDI may be stabled with a CDI horse in this area, if space is available, and only if they show health certificates and vaccination records in compliance with FEI regulations and signed by a veterinarian. Awards for Tex-Over Farms CDI Classes: Distribution of prizes shall be in accordance with FEI General Rules, Articles Neck sashes will be presented for first through fifth place. Prize money will be awarded (see CDI Classes for amounts). Coolers and Champion ribbons for the Leading Athlete Awards shall be based on the highest average score across all tests for each of the CDI2* (Intermediate II and Grand Prix), the CDI2* Medium Tour (highest score average of tests, I-A, I-B and I-A/B Freestyle), the CDI2* Small Tour (PSG, I-1 and I-1 Freestyle), CDIY (YR Team Test, YR Individual Test, YR Freestyle), CDICh (Preliminary A, Team, and Individual), CDIJ (Junior Team Test, Junior Individual Test, Junior Freestyle), CDIP (Pony Rider Team Test, Pony Rider Individual Test), CDIU- 25 (I-II and YR Grand Prix), CDIAm (highest score average over two tests, either PSG and I-I or I-A and I-B, or I-II and GP.) Riders must compete in designated tests of their division to be eligible. CDI Awards- Art 436 Participation in the prize-giving ceremony of placed Athlete/Horse combinations is compulsory (up to 3 rd place.) Failure to do so entails losing the classification (rosette, plaque, prize in kind, prize money). Exception to this rule can only be granted by the President of the Ground Jury/Foreign Technical Delegate and/or the Judge at C for the particular Competition. Dress and saddlery have to be the same as in the Competition, however black or white bandages are allowed. For safety reasons Athletes are not allowed to carry flags or other items during prize giving. Only winner rugs/blankets are allowed to be worn by Horses during prize-giving. GR914.4 effective 4/1/2016 If a horse is withdrawn or eliminated from competition during a horse inspection at any FEI licensed competition, it is prohibited from competing at any concurrently-held Federation licensed competitions with 48 hours following the FEI horse Inspection. 11

12 VETERINARY BARN INSPECTIONS Date: 25 April 2019 Time: Beginning at 3:30 p.m. Where: In each horse s stall For all competitors entered in the CDI competitions. Horses will be examined to verify their identity, age, state of health, correctness of passport, and fitness to compete. The Person Responsible for each horse must be present unless a written request has been approved by the FEI Veterinarian. If the rider is under 18, the committee must be given the name of the adult who shall be the Person Responsible. VETERINARY TROT UP INSPECTION (JOG) Date: 25 April 2019 Time: 5:30 p.m. Where: Wheless Arena adjacent to Barn AA DRAW FOR THE ORDER OF STARTING (Art. 425, 456) Date: 25 April 2019 Time: ½ hour following the jog Where: Arena Club STARTING ORDER - A drawing in accordance with FEI Article 425 will be conducted each day to determine the order of starting for each class except GP. A drawing in accordance to FEI Article 456 will be conducted Thursday to determine the order of starting for the GP and on Friday for the GP Freestyle or GP Special. The draw for Friday s classes will immediately follow the Veterinary Inspection on Thursday in the Show Office. Drawings on Friday and Saturday will be held in the Show Office, times TBA. A draw time cannot be changed. Once entered in a class, a rider may not withdraw, except as specified in the FEI Rules. FEI Rules provide for penalties for scratches without good cause. FREESTYLES A Horse must earn a minimum score of sixty percent (60%) in the qualifying Competition, in order to be eligible to start in a Freestyle of all levels. Article The top 18 riders from each qualifying class will be eligible for the Freestyle. The draw will be in groups of five for the order of starting in the Freestyle. A draw first within the group of riders placed 11th to 18th and then within the group of riders placed 6th to 10th and last the group of riders placed 1st to 5th. i.e. the five best rider/horse combinations will start last. Music for all freestyles on CD in WAV must be given to the show office upon arrival to show grounds and check in to show office. Sound checks will be conducted Thursday afternoon, during the lunch break before or after dragging, and after the last class Friday and Saturday. The times for sound checks will be posted in the show office. Competitors are responsible to picking up their music before the end of the show. Music left will not be mailed. Pony/Junior/Young Rider Freestyles: These competitions are optional for a maximum of the 18 best rider/horse combinations who qualified in the Individual competition. Riders may start one horse. Intermediate I Freestyle and Intermediate A/B Freestyle CDI 2*: These competitions are optional for a maximum of the 18 best rider/horse combinations who qualified in the Intermediate I Competition and who previously declared and entered for the Freestyle. Riders may start one horse. TACK CHECK - A Steward will check the saddlery of each horse immediately after he leaves the competition arena. Any discrepancy will entail immediate elimination. All exercise/warm-up areas and arenas will be supervised. FEI Protective Headgear and top hat/bowler ARTICLE As a general rule Protective Headgear* has to be worn by all Athletes (as well as any other person) at all times when mounted and by Children, Pony riders, Juniors and Young riders for the Horse inspection. It is recommended to be worn by any other person presenting the Horse in a Horse Inspection. Any Athlete (as well as any other person) violating this provision must immediately be prohibited from further riding until the Protective Headgear is properly in place. The following exception applies: Athletes who are 22 years and older** and who are riding Horses that are seven (7) years and older may wear a top hat/bowler instead of Protective Headgear. However, this exception is limited to the actual Competition and the warming-up directly prior to the Competition (with no break before the Competition), which includes riding between the stable and the warm-up area, riding of the competing Horse in the warm-up area, and riding back to the stable. The Athletes are allowed to remove the hat/bowler (not protective headgear) for saluting at the beginning and at the end of the test and during the prize giving, both while receiving the prizes and during the lap of honour. It is however recommended that Athletes falling under this exception nonetheless wear Protective Headgear at all times for their own safety. If an Athlete chooses to remove his Headgear at any time, whether permitted or not by these rules, such removal shall always be entirely at his own risk. A Protective headgear formed as a top hat may be used in the same situations as a standard top hat. Note*: Protective Headgear is defined in Appendix A in the FEI GRs. Note **: An Athlete is considered to be twenty-two (22) years old from the beginning of the calendar year (1st of January) in which he reaches the age of twenty-two (22). 12

13 INFORMATION FOR ALL COMPETITORS Two options to enter: 1.) Mailed entry- only checks or money orders payable to HDS are accepted. For security, NO CREDIT CARDS accepted for mailed entries. Show entry must be postmarked by the closing date. 2.) Online entry- credit cards are only method of payment. A 3.5% online convenience fee will be added to the total of your fees. Visa, Master Card, and Discover only (no American Express) ed entries will NOT be accepted. Checks will be deposited upon receipt. Dishonored checks or declined credit cards will require complete repayment prior to the show plus a service charge of $35. All outstanding fees must be paid before show packets are issued. If you choose to mail- PLEASE SEND ENTRIES WITHOUT A SIGNATURE NEEDED!! NO CERTIFIED, REGISTERED, OR EXPRESS MAIL WITH A SIGNATURE NECESSARY FOR RECEIPT WILL BE ACCEPTED!! Complete entries must include copies of owner/rider/trainer/coach current USEF card(s) or non-member fee and USDF card(s) or non-member fee; a copy of horse s Registration/Recording card or certificate; and a copy of a Coggins taken within 12 months of the show dates showing the same horse name as on the entry GR NEW: the GSWEC show facility requests submission of horse vaccination records for Equine Influenza Virus and Equine Herpes Virus (Rhino-pneumonitis) with each show entry. See USEF GR 845 for additional details. Entries missing any of these items will be considered incomplete. Incomplete/incorrect entry fee is $20. Entries are accepted on a first-come, first-served basis, based on postmark date and entries may be limited. Those entries postmarked after closing will be accepted at the discretion of the show secretary, based on a space available basis and charged a $50 late fee per show. If the classes are oversubscribed, a Waiting List (in the order of receipt) will be maintained. Management reserves the right to refuse any entry. Membership/Non-Member/Proof of Membership fees: All participants (rider, owner, trainer, agent, lessee, or coach) must present to the competition secretary a current USEF membership card or copy thereof. In the event the participant does not have his/her card or copy, he/she must pay a $45 USEF show pass fee per show. All Riders and Owners must present a current USDF Participating, Group, or Business (owners only) membership card or pay the USDF non-membership membership fee per show. Those who cannot provide proof of their USDF membership may fill out an affidavit form and must pay the $5 fee. The affidavit may also be used to verify horse registration and/or horse ownership. The USDF non-member fee is $35 plus the $5 affidavit fee if a copy of the USDF nonmember card can t be provided. The USDF Affidavit Form may be found on Great American/USDF Qualifying Classes: If competitor intends to enter the Great American/USDF Qualifier classes as a qualifier, include the qualifying fee of $15 on each show day entry form. To enter, check the appropriate box on the Entry form and add the appropriate fee to the class fee. These classes will be held concurrently with the classes at the highest test of the level. For Great American qualifying, rider must be USEF senior, junior or life member and a USDF Participating member. Effective for the 2019 regional championship program year, owners must have a USDF Participating or Business Membership and a USEF membership (Junior Active, Senior Active, Life, or Recorded Farm (with Active Farm Owner)). If the horse has more than one owner, at least one owner must have both active USEF membership and active USDF Participating or Business Membership. For a business or farm to be the valid owner under this requirement, it must be listed as an owner of the horse with both USEF and USDF. The horse must be lifetime registered with USDF and Life or Annual USEF registered. HID is not acceptable. Designate the division (Open, AA, or JR/YR) you are entering on the entry form. Refund Policy: Cancellations prior to closing date will be refunded, less office fee and online convenience fee. If the owner is owed a refund of $25 or less, the refund can be donated to the HDS Education Fund by checking the line at the bottom of the entry form. No refunds will be given after closing date with the exception of fees collected on behalf of USEF (drug fees) and USDF (qualifying fees.) 13

14 Non-Compete Horses: Non-compete horses are allowed on grounds, if space is available. Owner must fill out entry form and pay office, non-compete fee, and stall fees, but no USEF drug fee. All horses must wear show numbers at all times when out of stall. Official Ride Times: Stabling assignments and provisional times will be available to competitors at Official times will be available at noon the day before the show. All Change requests for the must be made by 11:00 AM the day prior to the class. Hazardous Weather/Act OF God/Accident Policy: Management reserves the right to cancel any classes due to hazardous weather, Acts of God, accident, or emergency. Every effort will be made to reschedule with priority given to any qualifying classes being offered. No refunds for cancellations due to hazardous weather, Acts of God, accidents or emergencies. Schedule: Classes may not necessarily be run in the order listed in the class lists. It is the responsibility of the rider to inform the show secretary of any time conflicts as soon as possible after receiving the schedule. Class Explanations: JR/YR - Open to Juniors and Young Riders only; any rider is eligible until the end of the calendar year in which they reach the age of 21. Only Juniors ages may enter FEI Junior Tests. Only Young Riders ages may enter FEI Young Rider Tests. AA - Open to Adult Amateurs only; competitors must compete as adults from the beginning of the calendar year in which they reach the age of 22. Must hold current USEF Amateur card. Scores: It is the responsibility of the competitor to verify the accuracy of all scores. Scoring errors must be reported to the Show Secretary within one hour of the official posting of the scores from the last class of the show day during which the score was earned. SWDC Championships Pony Classes: The only pony championship classes offered at the SWDC Championships October 3 rd 6 th are training pony open and 1 st Level pony open. Any class Training 3 class and any 1 st Level 3 class can qualify for the two pony championship classes, AS LONG AS IT IS DECLARED BEFORE THE RIDE. (Exception Opportunity) Also, any pony class of a higher level can qualify for a non-pony championship class in SWDC, e.g. 3 rd Level test 3 Pony can be a qualifier for SWDC 3 rd Level AA if the required score is earned. Please see page 25 for more information. Pony Measurements: Show Management will notify Veterinarian and FEI Chief Steward/Technical Delegate of competitors requiring Pony measurements. Ponies will be measured by appointment with the Show Secretary on Thursday late afternoon. Additional measurement times will be posted in the show office on Thursday after 5 p.m. All ponies competing in pony classes that do not have a valid pony card must be measured prior to the first class shown. Veterinarian: The on-site vet during show hours is Guardia Equine, The after-hours on-call vet is Katy Equine, Phone numbers and information will be posted at the show grounds and in the show secretary s office. Farrier: The farrier, Chris Guillory (713) , will be on site each show day. Phone numbers and information will be posted at the show grounds and in the show secretary s office. Concessions are available at show grounds. No cooking is allowed on the premises. Dogs: Well-mannered dogs on leashes are welcome. Harris County leash law will be enforced. 14

15 INFORMATION FOR SPRING CLASSIC OPEN SHOWS COMPETITORS Stabling: Stalls are permanent, 10 x 10 or 12 x 12 with solid walls and doors. Two bags of shavings are provided with each stall. Additional bags may be purchased must use facility shavings per contract no outside shavings permitted. Stall charts will be posted and check-in will start at 1:00 PM on Thursday, April 25, Early arrivals and late departures are only available by arrangement with Show Secretary at $45/night/stall. Cost applies to horse stalls or tack stalls. Stalls must be vacated by 9:00 pm Sunday or the late departure fee paid. A stall fee must be paid for every horse. No trailer-ins will be allowed at this show. No staples or nails are allowed to be affixed to any Great Southwest Equestrian Center Property with the exception of stall cards. Individuals wishing to tape advertisements or flyers to the walls must first obtain approval in writing from Great Southwest Equestrian Center. Such approval must be shown to Show Management prior to display or the flyers will be removed. Platinum Level show sponsors receive priority stabling. THERE WILL BE NO SMOKING IN THE BARNS AND NEAR THE INDOOR WARM-UP ARENA. DESIGNATED SMOKING AREAS WILL BE PROVIDED. GSWEC will charge a $100 fine for anyone bringing in shavings from outside the facility. There is a $50 penalty for switching horse stalls without notifying the Show Office in advance. Arenas/Footing/Warm-Up: All tests and warm-up will be ridden in either indoor or outdoor arenas. Competition and warmup arenas are masonry sand over clay base, ESI felt, or Otto Sport footing. Competition arenas include two outdoor and three indoor arenas. Schedule for schooling will be posted at the show grounds. Lunging permitted in designated areas only. Arenas close at 9pm. Freestyles/Music: Music for all freestyles on CD in WAV must be given to the show office upon arrival to show grounds and check in to show office. DR129.9 Except for USEF/USDF Championship classes and for FEI Pony Riders, FEI Junior, FEI Young Rider and FEI Para-Equestrian Freestyles, in order to enter a freestyle class at any level, a horse/rider combination must have received a minimum score of 63% in the highest test of the declared freestyle level or any test of a higher level at a Federation Licensed or FEI recognized Dressage Competition or open Dressage class (i.e. open to all breeds) at a Federation Licensed Competition held prior to the competition where the horse/rider combination is entered to ride a freestyle class. A photocopy of the test verifying eligibility, or copy of the USDF score verification, must be submitted with the entry for a freestyle class. 15

16 Awards for HDS Spring Classic Shows I and II: Trophies will be presented for first place and ribbons will be presented for first through sixth place. Qualifying classes will not be pinned separately. Champion High Point ribbon and trophy and a Reserve High Point Champion ribbon will be given at each show in three divisions: Open, Amateur, Jr/YR at the National Levels combined (Training Level through Fourth Level), FEI Levels combined (Prix St. Georges, I-I, I-II, IA, IB and Grand Prix), and Freestyles combined for each of the Spring Classic I and Spring Classic II. The following classes are not eligible: Pas De Deux, Quadrille, Introductory Level, Young Horse, Materiale, and Equitation classes are not eligible. Riders must collect their awards at the show. Awards will not be mailed afterwards. National Dressage Pony Cup Champion High Point ribbons and HDS trophy will be awarded along with second to sixth place National Dressage Pony Cup ribbons for the next highest scores in the Pony Division in all classes combined Training Level through Grand Prix. There will be one set of ribbons for each show (Spring Classic I & II). See next page for more NDPC details. The following tests are not eligible: Freestyles, Pas De Deux, Quadrille, Introductory, Young Horse, Materiale, Equitation, and Para classes." Calaveras County Adult Amateur High Point Award, established in 1993, will be given for the next-to-last time to the Adult Amateur HDS member with the highest single score from the Spring Classic I & II the weekend of April 25 28, Both the national level and the FEI levels must ride in two classes on the same horse one on either Friday or Saturday (Spring Classic I) and on one Sunday (Spring Classic II.) The winner will receive a walnut plaque with a genuine bronze medallion, identical to the one on the perpetual plaque, with an engraved brass plate with the show name and date. Quadrille, Pas De Deux, Freestyles, Introductory Level, Materiale, Young Horse, Para Equestrian, and Equitation classes are not eligible. Hedley Lamberty Trophy will be given to the owner of the horse ridden by the trainer with the highest score on Friday or Saturday. Trophy will be awarded on Sunday morning. Trainer, Owner and Horse are asked to be present. Pas De Deux, Freestyles, Introductory Level, Materiale, Young Horse, Quadrille, Para Equestrian, and Equitation Classes are not eligible. Winsome Award will be given to the owner of the mare with the single highest score for the show weekend (Friday-Sunday). Quadrille, Pas De Deux, Freestyles, Introductory Level, Materiale, Young Horse, Para Equestrian, and Equitation Classes are not eligible. HDS Dapples High Point Award will be offered at each 2019 HDS Recognized Show i.e., Spring Classic I as well as Spring Classic II. This high point trophy is for "opt in" Adult Amateur riders over 50 years of age competing at Training through Fourth levels. An "opt in" form will be available in the show office. Motorized Vehicle Statement GR Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. USEF MEMBERSHIP STATEMENT GR901.9 Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4 H members; 5) walk trot (execption: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Sharps Containers: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. If local law has different requirements, local law will prevail. GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. BOD 1/17/15 Effective 12/1/15. THE RULES MAY HAVE CHANGED FROM THE CURRENT RULE BOOK. IT IS THE COMPETITORS RESPONSIBILITY TO CHECK THE CURRENT USEF RULE BOOK FOR ANY CHANGES. 22 All questions not covered in these rules and regulations shall be decided by the show management whose decision shall be final. Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any loss or damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire or otherwise. The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfilled classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges. Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. Show management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation. No person will be allowed in the show ring during the time of judging except the exhibitor and those having official or requested duties to perform. It is the tradition of the show that riders be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Management may in its discretion bar any person from entering the ring if not suitable presented to appear before an audience. Management reserves the right to cancel any classes due to hazardous weather, Acts of God, accident, or emergency. Every effort will be made to reschedule with priority given CDI classes and to any qualifying classes being offered. No refunds for cancellations due to hazardous weather, Acts of God, accidents or emergencies. Management reserves the right to change officials, limit entries, combine or cancel classes, and modify the schedule, and to modify or cancel awards and/or make whatever changes are required by circumstances to the competition specifications listed herein.
