6 HUNTER DIVISION EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULEBOOK WILL BE CON- DUCTED AND JUDGED IN ACCORDANCE THEREWITH. Hunter sections may be run as back-to-back classes at management s discretion. When classes are run back-to-back, exhibitors may perform both rounds before leaving the ring. Courses will simulate fences found in the hunting field such as: brush, wall, in and out, oxer, post and rails, gate, panels. All classes will be judged on performance and soundness unless otherwise noted. Horses will not be jogged for soundness unless otherwise noted. Judges will reflect any unsoundness in their scores. All Hunter Championships Classes: Awarded to the top two of the top four horses/ponies, which have earned the most points in over fences classes. In addition to these points, only these top four horses/ponies will receive full points for ribbons won in the under saddle class. In addition, Half points will be earned in the Regular Conformation Model class and the Green Conformation Model class, and the Small, Medium, Large & Green Pony Model classes. Jumping Order: Jumping order will be established in accordance with the USEF rules. All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-9) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Only one Registration Number will be issued per horse, and must remain with the horse throughout its career. WARM-UP HUNTER Open to horses and ponies of any age. 7 AMATEUR OWNER WORKING HUNTER SECTION To be ridden by Amateur Owners or an amateur member of the owner s family. In either case classes are restricted to riders who are no longer eligible to compete as junior exhibitors. Leased horses are not eligible and multiple ownership is not permitted unless all owners are members of the same family. An amateur who rides for a person outside the family may not ride in a class restricted to Amateur Owners in the same show. Horses may not cross enter into the Adult Amateur Hunter Division at the same show. Fences 3 3 and 3 6. Champion and Reserve Champion qualify for USEF Junior Hunter National Championship. May be combined if there are four entries or less in any divided section. Manners and suitability of a pony for a rider shall be emphasized and extreme speed shall be penalized. Suitability of pony for a rider shall be determined by the height and weight of the rider in relation to the size of the pony as well as the compatibility of the rider and pony. No rider may show more than three ponies in any one height section. (HU 110, HU 147) Note: If there are four or more entries in any divided section, the sections will be held separately. SMALL PONY HUNTER Open to ponies 12.2 hands and under. Fences 2 3. No juniors over the age of 12. Cross Entry: Riders in this section may enter any Equitation class and any class where otherwise eligible. Riders who compete in the Amateur Owner Hunter and/or Jumper classes may show other horses that they own in the Adult Amateur Hunters. Horses and ponies exhibiting in this section may cross enter multiple sections of Adult Amateur Hunter and any classes where eligible. Fence height: 3 0 or 3 3 with spreads not to exceed the fence height. Courses will not be adjusted for ponies. Combinations will be permitted Combining/Dividing Sections: May be split into three sections: Adult Amateurs Adult Amateurs Adult Amateurs 50 and over. The Adult Amateur Hunter section may be divided by age of rider and/or height of fences. If there are fewer than three (3) entries in a section, that section must be combined with another. The Adult Amateur and Children s Hunter sections may be combined if there are less than three total in Children s Hunter section and if there are less than three total in the Adult Amateur section. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. 9 CHILDREN S WORKING HUNTER USEF C RATED Sections offered and requirements: Children s Hunter Horse 14 & Under Children s Hunter Horse Cross Entry: Riders in this section may enter any Equitation class and may compete one different horse in the Junior 3'3 Hunter section, but may not cross-enter into any Junior 3'6 Hunter or Junior Jumper class at the same show. Horses/Ponies: Horses and ponies exhibiting in this section may cross enter multiple sections of Children s Hunter and any classes where eligible. Fence Height: 3 0 or 3 3 with spreads not to exceed fence height Combinations will be permitted. The Children s Hunter section may be divided by age of rider or height of fences. If the Children's Hunter section is offered divided by age it will be divided: Children s Hunter Horse 14 & Under and Children s Hunter Horse If there are fewer than three (3) entries in either age section, the two sections must be combined. The Children s Hunter section may be combined with the Children s Hunter Pony, Children s Hunter Horse and/or Adult Amateur sections when there are fewer than three (3) entries in either section. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. Riders may show only one pony in either the 2 0 or the 2 6 height of the Children s Hunter Pony section when also competing in the Regular Small, Medium or Large Pony and/or Green Pony Hunter sections. Riders cannot cross enter into any class where fences exceed 3 3. (Exception: Riders may show in Pony Jumpers). Ponies exhibiting in Children s Hunter Pony may cross enter into any class where otherwise eligible but the rider may not show the same pony in the regular pony section. Note: The pony may only be shown by one rider in the Children s Hunter Pony Classic and that rider must be declared prior to the first round of the Classic. Fence Height: Small/Medium Ponies: 2'0 with spreads not to exceed height of fence. Large Ponies 2'6" with spreads not to exceed height of fence. Combinations will not be permitted The section may be divided at managements discretion. The Children's Pony Hunter section must be offered by size of pony Small/Medium and Large Pony. If there are fewer than three (3) entries in either height section, the two sections must be combined. The Children s Hunter Pony section may be combined with the Adult Amateur and Children s Hunter sections if there are fewer than three (3) total entries in the Children s Hunter and Adult Amateur sections. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. Fences not to exceed 2'6"; spreads not to exceed fence height. Riders may not compete in any other classes at the same competition where fences exceed 2'9". Horses may be shown by a different rider in any other division or class at the same competition. Horses will not be jogged for soundness. In and outs will not be used. Entry Fee: $30 per class. 100, 101, 102 $ Children s/adult Amateur Hunter $35, $20, $15, $ $ Children s/adult Amateur Hunter Under Saddle $35, $20, $15, $ $100 Bit O Straw Classic Entry Fee: $45 (Member of the Marshall & Sterling League) $40, $30, $20, $10, ribbons To be eligible horses must have entered, shown and completed the course in at least two classes in the Hunter Section. A Two Round Competition to be shown over a course of a minimum of ten obstacles: 2 6" in height. Round One will consist of class 102. Upon completion of the first round the top 12 scores will return for the second round. If a horse/pony is eliminated in the first round of competition, they may not return for the second round. The class will be judged using the Open Numerical System. Formal attire and protective headgear is required. Children s Pony Hunter Champion and Reserve 9

Open to horses and riders who are members in good standing with the USEF and the USHJA. GR202 Foreign residents and horses in good standing with their national federations are eligible to compete; however points will not count unless they are also members of the USEF and USHJA. Horses competing must have competed in (2) additional classes at the same show. The number of horses a rider can compete is not limited. The same horse may not compete in the USHJA National Hunter Derby and the USHJA International Hunter Derby at the same competition. During the two rounds of the National Hunter Derby, all horses entered must be ridden in official horse show schooling areas unless Management designates a specific schooling area for National Hunter Derby horses. Riders must wear their horse s Derby competition number while mounted. This includes horses entered simultaneously in another class, if any. Entered horses ridden or schooled elsewhere on the competition grounds or NOT wearing their Derby competition number will be eliminated from competing in the Derby and the entry fee will be forfeited. Jog: Horses will not be jogged for soundness. Any unsoundness during the competition will be reflected in the judges scores. Start Order: The order will be posted before one hour prior to the start of the class. In the first round all the horses names are drawn individually starting with the first position and then working down. In the case of riders with more than one horse management will pre-select the draw positions making every effort to have at least eight horses between rides. In the second round the order will be the reverse of the First Round scores (lowest to highest). Handiness is defined as ground saving movement without adversely affecting performance or style. Brilliance of pace is defined as a faster pace than ordinary, without sacrificing performance or style. Handiness is taken into account in the judges base score. After the judges base score is given, one point will be added for each high option fence jumped. The course should simulate riding over hunt country and must have a minimum of two handy options, such as: tight turns, different tracks, clever options for jump approaches, pen type obstacles, hand gallop a jump, trot a lowered obstacle not to exceed 2 6 in height, halt and/or back. Gimmicky options are not appropriate. 3. Unless the prize list states that more than 12 entries are to return for the second round, then only the top 12 horses from the first round, after all ties are broken, are eligible to return for the second round. Overall Score: The final score from each round will be either averaged or added as specified in the prize list to obtain the overall total for each horse. Ties: A. Neither judging panel may award the same base score to any two competitors in any one round unless a competitor s score is below the cut-off score. B. All ties in all rounds will be broken by the base score (before adding height bonus points) of that round. C. Unless the prize list states that more than 12 entries are to return for the second round, only the top 12 horses from the first round, after all ties are broken, are eligible to return for the second round. D. All ties for overall first place in the class will compete in a jump-off round. In the case of unsafe conditions preventing a jump-off from being held, the tie will be broken using the second round base score (before adding height bonus points). E. Ties for other than first place in the overall standings will be broken using the second round base score (before adding height bonus points).awards: Judges are required to pin to 12th place (plus two reserve placings) for the purpose of awarding zone bonus points. Entries must be on the Official Entry Form, signed, and submitted with the $ per class Entry Fee made payable to the NHSAA. Riders who qualify for Regional Championship classes at any time between August 15, 2017 and the final qualifying date of August 31, 2017, shall be required to submit entries by 5:00 p.m. Eastern Time on September 1, 2017, except if that date should fall on a Saturday or Sunday, in which case they must be received no later than 5 p.m. on the following Monday. Class Conditions for Regional Competitions Only one rider per horse. The course for each Maclay Regional Championship shall be designed by a USEF Course Designer who must be selected and/or approved by the National Horse Show Association. The course for each Maclay Regional Championship should be of sufficient difficulty, typifying the Maclay National Championship Finals and thereby reflecting the importance of the class. While the courses must not be identical, they should reflect equal difficulty and challenge. The course must be 3 6 with or without wings and include at least one change of lead, a combination including an oxer and 1/3 of the obstacles must be oxers. In addition, all courses must include at least three of the following: a. bending line b. narrow jump (6-8 ) c. roll-back turn d. end fence e. long approach to a single jump. A Regional competition must have at minimum 6 competitors for the class to be held. A rider in any Regional competition must complete the course to be eligible for acceptance to the National Finals. Two refusals will eliminate a rider from Regional competition. A minimum of ten (10) more riders than one-half the number of riders competing in the Regional (not more than twenty (20) at a time), if available, are required to show at a walk, trot and canter. In addition, at the sole discretion of the judges, additional flat work may be called for, but all groups must be asked to perform the same tests. After the under saddle phase, if additional workouts are required, the call-back must be limited to only the best ten (10) riders if available. Riders are to be judged on seat, hands, guidance and control of horse. The under saddle performance of those riders selected to show under saddle shall count 50%. Judging Conditions Each Maclay Regional Championship shall have two (2) Judges who must be approved by the National Horse Show. A Maclay Regional Championship s Judge is not eligible to judge the Maclay National Championship Final in the same year. The Judges will select a Champion, Reserve Champion, and Third through Tenth places at each Maclay Regional Championship. Judges will also determine a stand-by list of the additional entrants in order of placing. The list will be announced publicly, made available to all competitors at the conclusion of the Regional Final, and sent to the National Horse Show Association office. Judges cards will be sealed immediately upon selection by judges of the Maclay National Finalists and, along with a detailed copy of the course diagram, will be turned over to the official representative of the National Horse Show Association in attendance, or mailed directly to the National Horse Show Association office. Selection of Riders for Maclay Finals The riders finishing in the top positions, apportioned by the Regional Finals, will qualify to compete at the National Finals. Riders who do not finish in the top positions, apportioned by the Regional Finals, may qualify to compete at the National Finals provided they competed in the Regional Finals and placed in the top ten at the USEF Medal Final, Pennsylvania National Horse Show; the top ten at the WIHS Equitation Classic, Washington International Horse Show and the top four juniors placing in the top ten at the USET Talent Search Medal Final West and USET Talent Search Medal Final East. In the interest of fairness, the number of final positions as announced by the National Horse Show in its Prize List will be proportionally allocated strictly in accordance with the number of entries that actually show in each Regional final. The National Horse Show Association will calculate the proportional numbers, by region, and publish them, no later than 48 hours after the last Regional Final is held. If a qualified rider declines to compete in the finals, the rider with the next highest placing will receive an invitation to compete and said invitation will be provided to the next highest placing riders until the invitation is accepted and the spot filled. However, after the first qualified rider declines to compete in the finals, there shall only be one invitation provided for every ten competitors from a regional. Example: if Region Q has 38 riders competing, then the invitation to compete at the national finals shall be provided to all those determined by the percentage formula and if any one of them declines, there shall be no more than two additional invitations provided in order to fill the spot which has been declined. Subsequent to one invitation being provided for every ten riders in the region, the invitation shall then go to the next rider from the regional which has the highest percentage of competitors. The final closing for entries will be 5 p.m. Eastern Standard Time on the first Friday of October, at the office of the National Horse Show, under such conditions as are specified in the prize list. The standby list for accepting Maclay Finalists will close on the Sunday of the WIHS which is the Sunday before the Finals. Schooling Area Protocol for Regionals and Finals Official schooling area will be set one hour before the start of the competition. Schooling fences will be set as a straight line of oxers across the middle of the official schooling area. Each jump will have at least four standards, four rails and four cups. Each jump must be flagged. Each jump may be set as an oxer. Each jump may be set as a vertical. Each jump may be set as a combination (Bounce, One Stride or Two Strides) Tarps (vinyl panels) and coolers are to be allowed. These may be used on the jump, under the jump or on the ground in front of or behind the jump. If they are used on the ground in front of or behind the jump they must be set on the ground a minimum of 9 feet and a maximum of 21 feet from the jump in either direction. They may not be set in such a way that they interfere with either the approach or landing of another jump. Straight lines may not be set. Bending lines may not be set. It is recommended that entries be made online at susie@mmg.management / efax (941) Acceptance of Entries: Once a horse is entered and accepted by the show it may not be withdrawn from competition without the permission of management. Exhibitors shall be held responsible for the stabling fee and service fee of all horse entered by them or their authorized agents(s) even though payment of these fees is not submitted with the entry form. In any case, horses that have not shown in classes on which they have been entered shall forfeit their fees except if a horse becomes ill or is injured prior to the start of the class or classes entered. The entry fee in this case will be dropped, upon receipt of a certificate signed by a licensed veterinarian and presented to the show secretary prior to the start of the class or classes entered. Once the show has started, only certificates signed by the Show Veterinarian will be accepted. The Horse Show Management reserves to itself the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages; to change any course, to cancel or combine any classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges; use dotted line; and to change the specifications in jumper classes as competition warrants. 5. Required Signatures on Entry Form: Entry forms will be accepted only when signed by every exhibitor, rider, coach, agent, and trainer. If the rider or owner is a minor, the signature of the parent, guardian or trainer must be provided. Upon failure to sign an entry blank as required, such person (s) shall be subject to an automatic fine of $250. (GR 908) Entry forms must be accompanied by a check for stall fee. No acknowledgement will be mailed. 6. STABLING: The cost per boarding stall or tack boarding stall is $ Permanent boarding stalls with doors will be provided. Boarding Stalls are cement 12 by 12 no initial shavings will be provided- Management reserves the right to limit tack boarding stalls. STALL CHECKS MUST ACCOMPANY STALL RESERVATIONS. Initial bedding will not be provided, and will be available through the fairgrounds. 7. Prize Money: Prize money will be credited back towards each exhibitor s account. All refunds will be paid within 30 days off the close off the competition. IRS 1099 Miscellaneous Income Forms will be issued to the 1099 designee listed on the entry form. Prize money will be paid within 30 days of the last day of the show. 8. Show Office Hours: The Show Office will be open beginning one hour before the start of each show day and will close one half hour after the last class. Exhibitor accounts will be processed and numbers given out in the show office on THURS- DAY from 1:00 PM until 6:00 PM. 9. Back Numbers: Numbers will be issued only when entries have been paid or an open check has been left, and when all necessary signatures, addresses, Social Security Information for Prize Money, USEF measurement, amateur, and membership cards have been presented for all riders; trainers and owners on entry. 10. Presentation of Federation Membership Cards: All owners, senior, junior, amateur, adult amateur riders and trainers are required to present the actual or a copy of their Federation membership card to the Show secretary. Failure to present a card will result in a $30 per USEF and $30 per USHJA fee ($60.00 total) charged by USEF show pass fees. Junior and pony hunters must present the actual or a copy of their measurement cards at the Show Office before numbers may be picked up. All ponies and junior hunters that do not possess a current measurement card will be measured. All non-members will be charged a show pass fee by USEF. Time and place of measurement stations will be announced. 11. Management reserves the right to limit the Courtesy Circle in Hunter and Equitation classes. 12. Horses competing without a number or with an incorrect number may be refused an award at Management s discretion. 13. Horses will be allowed in the show rings only at such hours as are announced by Management. 14. The Open Numerical Hunter Scoring System will be used at the discretion of Management. 15. Orders of Go are produced in accordance with USEF Rules. Riders and trainers who have conflicts due to classes in more than one ring at the same time should see the Paddock Master so that necessary adjustments can be made. At no time will any ring be held up over 3 minutes due to conflicts. 16. All dogs must be leashed at all times while on the show grounds. Loose dogs will be picked up and detained until the owner has paid a $100 fine. For a second offense, the owner may be barred from showing and required to leave the show grounds. We find this extreme action necessary in order to protect our exhibitors and their horses from injury. 17. Parking will be permitted in designated parking areas only. Vehicles may be brought to the stabling areas for only the purpose of loading and unloading and then must be promptly moved to the Van Parking Area. Your cooperation is appreciated. 18. All entries are required to have a stall per Florida State Fairgrounds and Fair Authority regulations. 19. In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, Bio Hazardous Medical Waste Containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of the waste. 20. An office fee of 10% or $25 (which ever is greater) will be charged on all returned checks. 21. All horses entering the state of Florida must possess an official interstate health certificate issued by a licensed veterinarian attesting to the fact that the animals are free from any symptom of infections or communicable disease. Current negative Coggins Test must be available upon demand. 22. ADDS/ SCRATCHES: All adds and scratches must be completed through the Show Office AND TAKEN TO THE RING BEFORE THE ADDED OR SCRATCHED CLASS BEGINS. 23. All exhibitors are required to wear properly fitting protective headgear when jumping on the show grounds. Additionally, all riders (including adults) in hunter, hunt seat equitation and jumper classes is required and while jumping on competition grounds must wear ASTM/SEI approved helmets. See GR for further details. 24. DeVita Enterprises, Inc., The Bob Thomas Equestrian Center, their officials and employees will not be responsible for any accident or loss which may occur to any exhibitor, spectators, guest, rider, groom, attendant or other employee, animal or equipment at any of the shows. 16

17 25. Should any question arise that is not provided for in the rules, the same shall be referred to the show committee whose decision shall be final. 26. Trophies: In classes not offering prize money, trophies will be awarded in the show office. 27. By signing the entry form, exhibitors acknowledge and understand the following warning as provided in Florida Senate Bill 1658, Chapter 773, Equine Zero Liability Stature : WARNING Under Florida law, an Equine Activity sponsor or equine professional is not liable for an injury to, or the death of, a participant in equine activities resulting from the inherent risk of equine activities. 28. Tack stall splits will be accepted when all entries are received and before 3pm on Friday. If tack stalls are not split they will be billed to a barn account. All shavings and feed orders are COD in the Fairgrounds office by 6 PM on Friday. 29. MOTORIZED VEHICLE USEF RULE Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The Parent(s), legal guardian (s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 30. SCHOOLING RULES: WILL BE POSTED IN THE SHOW OFFICE 31. CHECK OUT - ANY MISTAKES AT CHECKOUT MUST BE RESOLVED WITHIN 24 HOURS. 32. EXPRESS CHECK OUT = FILL OUT A SELF- ADDRESSED ENVELOPE AND WE WILL SEND YOU YOUR STATEMENT. 33. Food concessions will be available during horseshow hours. 34. All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-9) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Only one Registration Number will be issued per horse, and must remain with the horse throughout its career. 35. Equine Vaccination Rule At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee.
