First, it will create a division that will assist breeders who are producing young jumper prospects by providing them with a venue to showcase their young horses (4-7 years old) that are best suited for the jumper divisions. Second, jumper suitability will assist trainers by providing a goal for their clients young horses and encourage clients to continue their horses training. Finally, jumper suitability will enable horse shows to offer jumper divisions for horses that may not otherwise compete. Horses will be judged over 2 rounds by a panel of 2 judges. Horses will be judged on performance, soundness, ride ability, scope and general suitability and likelihood of becoming a Grand Prix prospect. Jumper rounds will be scored on a scale from The judges will determine which ten (10) horses they would like to see in the third round, Best Overall Young Horse. JP116 applies to these classes. Running martingales are permitted. The top 8 horses in each age section will be awarded the prize money for their age group, these 8 horses will be determined by overall scores. The Best Overall Young Horse prize money will be awarded to horses competing in the third round only. 16 special classes Hunter Classics Welcome Week only Each classic will have a designated first-round class in which the last class of each division will be the designated class for the first round score of the classic. Exhibitors must enter the classic prior to the start of the first round class. Scratches are not permitted after the first round class has begun. Horses must have entered, shown, and completed the course in at least two of the respective hunter division classes over fences at this show. To be judged on performance and soundness, suitability and manners to count. To be scored under the open numerical judging system. To be shown over a course of approximately 10 jumps of height designated by qualifying division. The twelve horses with the highest scores from the first round will return to jump a second round over a different course. In the event of equality in the first round, all equal scored will return for the second round. Scores will be combined from the first round with the second round to determine overall winners. The first round shall be judged on performance, hunter pace, jumping style, quality and substance, and movement. After the judges base score is given, one point will be added for each high option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. (Maximum of four points). The second round shall be judged on performance, hunter pace, jumping style, quality and substance, movement, handiness and brilliance of pace. Handiness is defined as ground saving movement without adversely affecting performance or style. Brilliance of pace is defined as a faster pace than ordinary, without sacrificing performance or style. Handiness is taken into account in the judges base score. After the judges base score is given, one point will be added for each high option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. (Maximum of four points). Please note the show and date of the classes Sacramento International Horse Show/NorCal Equitation Championship Welcome Week only Entry Fee - $75 per rider (1) The SIHS/NorCal Equitation Championship is open to junior and amateur members of USEF or Equine Canada that have placed in the top 8 in an equitation class in which the fence height is at least 3 3. (2) Three riders must be entered and compete for the class to run. (3) The same horse must be used in all phases of the event. The only exception that can be made is with a veterinarian certificate. (4) Only one rider per horse, unless the judge requests a change. (5) Classes to be judged in accordance with the current USEF standards for equitation. (6) No trainers will be allowed to walk the course in any phase of this competition. In addition trainers will not be allowed in the warm up area for any phase of this competition. (7) Only running martingales used in the conventional manner is permitted in the Jumper Phase. Boots and conservative colored bandages are permitted in both phases. (8) Jumps in all three phases will be set at 3 3. (9) Horses will be eliminated after two refusals in any phase of the competition. The Competition Three Phase Competition: Riders must compete in all phases in order for the overall score to count. (1) Hunter Phase - To be shown over a minimum of 8 jumps at 3 3. The course will be a straight forward hunter course consisting of natural jumps, including a combination, hunter lines, and a long approach to a single jump. (2) Jumper Phase - The course should be of the type, typically used in a High Junior Jumper competition. To be shown over a minimum of 10 jumps at (3 3 ). A minimum of two double or one triple combination are required. There must be at least two changes of direction after the first fence. A Time Allowed will be used based on a speed of 360 yards per minute. The judge will give a numerical score for each competitor s round. The announcer will announce the judge s numerical score and then deduct time faults as follows: one point for each commenced second over the Time Allowed. Riders will be judged in the warm up area and given a score ranging from -2 to 2 added to the final score. (3) Each phase to be conducted under their own specifications and pinned separately, as well as an overall placing. (a) Both Hunter & Jumper Phases to be scored under the numerical system. Scores from each phase will be added together to determine the overall winner. In the event of a tie for any placing, the jumper score will break the tie. (b) Scores from the first phase will determine the order of go in the second phase. The highest scores will return last; riders may volunteer to move up in the order. (c) One or more judges may be used in any combination. The order of go for the Jumper Phase will be in reverse order of the Hunter Phase with the winner of the Hunter Phase competing last. An audible tone will be used to start competitors. A Time Allowed based on a speed of 360 yards per minute will be applied. The score will be announced. Time Faults, if any, for exceeding the Time Allowed will be deducted from the judge's original score, with one point being deducted for each commenced second over the Time Allowed. (4) Third Phase - The scores from the Hunter & Jumper Phases will be added together to determine the four (4) riders who will participate in the Third Phase. The combined score will determine the order of go, with the highest scoring rider competing last. These four (4) riders will compete over a shorten course of 6 8 jumps. The Sacramento International Horse Shows are covered by the rules and specifications of the current USEF, PCHA, FEI and NorCal Rule Books and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined USEF GR9 COMPETITION PRIZE LISTS AND ENTRIES Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 2. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. See GR CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall defend, indemnify and hold harmless the Horse Show and its officials, employees, directors, officers, Murieta Equestrian Center, West Palms Event Management, and its Sponsors, etc for any loss or accident to his horse, horses, employees or equipment which may occur from sickness, fire or other cause. 4. MANAGEMENT: Horse Show Management reserves the right to interpret all questions and conditions in regard to or arising out of an incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by Horse Show Management-their decision to be final. Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule. Management reserves the right to combine or cancel. Management reserves the right to limit entries in a class. Refused entries will be returned. 5. ASSUMPTION OF RISK: By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Loungeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank, or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble. fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person s foot or push a person-all of which may cause the rider or observer to fall or be jolted, resulting in serious injury of death. A horse may also become loose and cause injury to an observer or rider or to another horse-a loose horse can run at full gallop in a panic and run into objects or persons or other horses. The Show Ground Facilities are bordered by highways/roads and thus noise from traffic and other sources occurs that can and will cause a horse to unexpectedly spook or react quickly. The Show Ground Facilities contain roads or driveways that are traversed by cars, golf carts, tractors, trailers and heavy equipment all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be encountered but it is agreed this is SACRAMENTO INTERNATIONAL HORSE SHOW 32

35 Rules, regulations & general information not an exhaustive list and there are numerous additional conditions and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facility. 6. THE FOLLOWING IS REQUIRED FOR EACH ENTRY: A. All horses on grounds must be registered on an entry blank including horses not entered in classes. One entry blank per horse. B. Entry forms must be complete with owner, riders, trainers and payee information including association membership numbers. C. Date of Birth of all minor exhibitors. D. Signatures of owner, riders, trainer and parent or guardian of minor exhibitors. Parents or guardians of minor exhibitors shall hold the Horse Shows, West Palms Event Management, Murieta Equestrian Center and the Sacramento International Horse Show and staff harmless for injury to such minor(s). E. USEF name of horse, and the correct description of horse including 1st or 2nd Year status and the USHJA ID number. F. For all horses include Nomination and Stall Fees as a deposit. PAYMENT: An open check or credit card is required at time of check in before numbers will be issued. See 6F for deposit information. 8. REFUNDS: Request for a refund of the deposit must be in writing and received before the closing date of entries and a $35.00 fee will be deducted after the close of entries. The nominating and stall fees are not refundable under any condition after the close of entries. 9. POST ENTRIES: Entries received with payment after the close of entries but before the Monday of each show week will pay a $75.00 late fee. All entries received at the show will pay a $ late fee. 10. ADDS/SCRATCHES: All adds must be made by 5:00 pm the day prior to each class. No entries will be accepted for a class scheduled on the same day. In the unusual case the time schedule allows a management approved add the day of a class, the entry fee will be double. Horses and riders who go in a class without entering will pay a fee of $50.00 in addition to the cost of the class. All scratches must be received in the show office before the start of the class in writing to be considered for a refund; scratches via phone call or at the gate will NOT be considered. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be for cancellation of a class by Management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space. 11. PRIZE MONEY: Checks will be mailed within 30 days of the show s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER S or PAYEE S SOCIAL SECURITY/TAX ID Number IS LISTED ON THE ENTRY FORM. Any prize money that is to be paid to someone other than the owner listed on the entry blank must be written on the form when submitted. Change of payee will not be permitted at the show. The Internal Revenue Service requires 30% of prize money won by foreign exhibitors to be withheld. Foreign exhibitors should apply for a U.S. Social Security number and are required to complete a W-8 Certificate of Foreign Status Form. Unless otherwise stated, prize money will be distributed through 8th place as follows - 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. Management reserves the right to adjust the prize money of any class if there are less than 10 horses entered as of 5:00 PM the day before the class or at management s discretion. Prize money will not be paid out to classes that are run with fewer than 3 entries. 12. RAIN: In the event of rain prior to the Show, it is the riders responsibility to call Show Management to determine whether the show is cancelled. 13. RESPONSIBILITY OF PAYMENT OF SERVICES AND SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their animals, agents, or employees, to stalls, buildings and other properties on the Show grounds and shall be billed accordingly. All bills for veterinary, farrier services and feed/bedding are due and payable during the Show. Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official Show Veterinarian, farrier and feed/bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows. 14. RETURNED CHECKS/CHARGEBACKS ON CREDIT CARD CHARGES: Checks returned by the bank for any reason or a credit card reversal are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty will be assessed for each returned check or credit card reversal or 10% of the face value of the check or credit card charge- whichever is greater. Accounts will be given five (5) days to be paid in full or they will be reported to the U.S. Equestrian Federation, Inc., PCHA and other appropriate association(s) for further disciplinary action. Checks will not be deposited a second time. In the case that the debt is not cleared within 30 days of the conclusion of the show, all prize money will be forfeited. 15. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance will be billed for these charges and a $50 billing fee will be added to the total due. Until these charges are settled, all further entries of rider and owner will be returned. 16. STABLING: National Stalls and tack rooms will be available for $ if pre-paid with the Nomination fee by the closing date of entries and SACRAMENTO INTERNATIONAL HORSE SHOW 33

36 Rules, regulations & general information $ if payment is not included. All FEI stalls are $ if pre-paid with the Nomination fee by the closing date of entries and $ if payment is not included. Stalls are of portable construction, 10 x 10 with top and bottom doors. Hauling in is permitted and will be charged $75.00 per day. No bedding included. Water buckets and hoses must be provided by the exhibitor. NO straw or synthetic/paper materials permitted- only wood shavings. It is strictly forbidden to remove stall doors. Exhibitors will be billed for any damage to property. Upon departure from the show, if excessive cleanup is required there will be a $500 fee charged. Trainers are encouraged to supervise their staff to avoid this fee. 17. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open flame devices are not permitted within the stables. Keep flammable decorations to a minimum. Electrical outlets are provided. 18. CLOSED RINGS: Horses are not permitted in any ring where a course is set, or when there is equipment in the ring. Horses and riders must yield immediately for watering and dragging. Violations of the above mentioned rules may be considered cause for elimination from the show. 19. SHOW RINGS & SCHOOLING RINGS: In all jumper classes, competitors will be given fortyfive (45) seconds to cross the start line. All show and warm-up arenas consist of sand/fiber footing. Jumper Rings 130' X 250', 130' X 220', Hunter Rings 100' X 230', 120' X 230'. 20. COMPUTER RANKING: The FEI Grand Prix classes are eligible for the ROLEX/USEF Show Jumping Ranking list and will be held under National/International standards. 21. FEED AND BEDDING: Feed & bedding will be handled by the horse show office. Pre-orders must be ordered by using the form included in this book and ed to feed@westpalmsevents.com. Orders made during the show need to be in writing in the show office. Orders must be made by 1 P.M. each day for same-day delivery. 22. RV RESERVATIONS: Contact Sara at sara@ westpalmsevents.com. Please send form with your entry. 23. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USEF, FEI or appropriate association schooling rules. Horses competing in FEI Division may only school at posted times and in designated areas. 24. NUMBERS: Management will provide a number card for each competitor which shall be worn clearly visible to the judge at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class by the judges. 25. DOGS: Dogs and other pets must be confined to the Stable Area. Dogs must be on a leash at all times. Stray dogs and dogs in violation will be impounded by Animal Control authorities. Under no circumstances are dogs allowed at the arenas. 26. VACCINATION INFORMATION: Beginning December 1, 2016, all horses entering the grounds of a Federation- licensed competition must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. The management in consultation with respected veterinarians and local animal health authorities strongly recommend and urge that all horses attending the show follow a two-part West Nile vaccination protocol consisting of a primary vaccination, followed by a booster 3-6 weeks later. Should you have any questions please contact the CDFAC. 27. ARRIVAL AND DEPARTURE: WELCOME WEEK: Horses may not arrive before 10:00 am, Monday, September 25 and must vacate by Sunday night October 1 unless staying to compete in the World Cup Week. WORLD CUP WEEK: Horses may not arrive before 10:00 am, Monday, October 2 and must vacate by Sunday night October 8 at the conclusion of the show. No layovers without prior authorization. Early/late arrivals must have prior management approval and will be charged $50 per stall/tack room per night. Early arrivals without the approval of management will be charged $65.00 per stall per night. 28. MAIL/TELEPHONE: During the show all mail should be sent to exhibitors as follows: Murieta Equestrian Center, Horse Show Office, 7200 Lone Pine Drive, Rancho Murieta, CA For info - (360) PROTEST: Any USEF member lodging a protest must first deposit $200 (non-members $300) payable to Sacramento International Horse Show for the Sacramento Shows and West Palms Event Management for the Del Mar shows with the Show Secretary, which sum shall be forfeited to the Horse Show, if same is not sustained. All protests must be in writing, signed by the protester and filed within 48 hours of the occurrence of the alleged violation. A protest may be filed with the Show Manager, the Federation Hearing Committee, or Show Secretary. If the protest is sustained, the entries standing next in award shall be moved up accordingly. See USEF GR603 & HELMET RULE: It is compulsory for all persons at Federation licensed hunter, jumper or hunter/ jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/ SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. Exception: In Hunter or Jumper classes, adults may be allowed to remove their headgear while accepting prizes and during the playing of the National Anthem only; they must refasten their headgear prior to the lap SACRAMENTO INTERNATIONAL HORSE SHOW 34

It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience. 31. DRUG TESTING: FEI Drug rules will apply for the FEI Division. State of California drug testing rules apply. For a copy contact the Show Office. 32. GOLF CARTS AND BICYCLES: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offenses. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 33. PARKING: Parking allowed in designated areas only. Violators parked in NO PARKING ZONES and FIRE LANES will be issued citations and/or towed from the premises at the owner s expense. There are Handicap parking areas in the Stable Area and public parking lot. 34. WASHING HORSES: Nozzles are required on all hoses to help conserve water. Violators will be fined $50 for each violation. 35. STALL CLEANING: Please deposit all manure at the ends of the barn aisles and NOT in the middle or in front of the stalls. 36. TURNOUTS AND LUNGING: Horses may not be turned-out in arenas at any time. Lunging in designated areas only. No lunging after 7:00 am. 37. MEDICAL WASTE: All needles and syringes MUST be deposited in designated disposal containers and not left in stalls or thrown in trash receptacles. Violators will be fined $75 per needle/ syringe. For the first offense the trainer/owner will be notified as well as the appropriate association. The second offense will disqualify the individual and horse and they will be banished from the show with NO REFUND. 38. POLING: Poling is prohibited in the State of California. No bamboo or offsets allowed on the Showground s. Non-compliance will result in elimination from the show. 39. ORDER OF GO: There will be a posted order of go in all classes. Any anticipated scheduling conflicts should be brought to the attention of the starters who will advise you on how it will be resolved. Under no circumstances will the Horse Show be interrupted due to a competitor failing to present himself at the gate in a timely manner. Multiple rides must be shown in the correct order. Failure to do so will result in elimination. In hunter classes with double rounds, a posted order will be observed with a rotation of three rounds. 40. AWARDS PRESENTATIONS: In all classes, an awards presentation will be made. A suitable horse should be available for classes where it is required to ride for awards. Riders failing to present themselves for award presentations will forfeit all prize money. 41. CHAMPION AND RESERVE CHAMPION AWARDS: Champion and Reserve will be awarded in all divisions. 42. INSURANCE: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their animals. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. 43. MEDICAL SERVICES: All horses entered in the competition must pay a mandatory medical services fee of $ NON-SHOWING HORSES: All non-showing horses must pay a $75.00 fee in addition to standard fees. 45. TIES: In all jumper classes, ties involving first place will be jumped off. All other ties will be determined by time taken to complete the first round. 46. 43 Murieta Equestrian Center Assumption of Risk and Waiver For valuable consideration and to induce permission to participate in equestrian activities held at Murieta Equestrian Center ( MEC ), 7200 Lone Pine Drive, Rancho Murieta, CA 95683, each of the undersigned agrees to the following terms and makes the following warranties: I acknowledge that participating in equestrian activities, whether as a show participant or an audience member, is a HAZARDOUS RECREATION ACTIVITY with RISK of damage or PERSONAL INJURY, including PARALYSIS OR DEATH, to any person or property. Equines have the propensity to behave in ways that may result in injury, harm, or death to persons on or around the equine; have unpredictable reactions to such things as sounds, sudden movement, and unfamiliar objects, persons, or other animals; are susceptible to certain hazards such as surface or subsurface conditions, collisions with other equines or objects; propensities include kicking, biting, stamping, stumbling, rearing, and others; tack equipment can fail resulting in falling or loss of control; and activities have the potential of the participant(s) to act in a negligent manner that may contribute to injury to the participant or others, such as failing to maintain control over the equine or not acting within the participant s ability. Equine activities are INHERENTLY DANGEROUS. I understand this is not a complete description of all risks and that other unknown or unforeseeable hazards and risks of harm may occur. With this in mind, I accept full responsibility for my own safety and EXPRESSLY ASSUME ALL RISKS OF HARM, whether foreseen or unforeseen while participating in equestrian activities at the Murieta Equestrian Center. I am physically fit and know of no medical or health reason why I should not participate in this activity.
