3 Statements & Search Criteria Statements Mission Statement The Kentucky Horse Council is a nonprofit organization dedicated, through education and leadership, to the protection and development of the Kentucky equine community. Background Statement The Kentucky Horse Council is the official affiliate of the American Horse Council, located in Washington, DC, a national organization representing all segments of the horse industry. We are a collaboration of horse owners and enthusiasts within the state of Kentucky who realize that much more can be accomplished as a group of interested equestrians and owners, than any one of us can do alone. The Horse Council is multi-breed and multi-discipline oriented; we support and assist every equine endeavor and breed from miniature horses to draft horses; race horses to backyard pets; 4-H and Pony Club participants; and individuals who are professionals in an equine business as well as those who enjoy their horses for a hobby and relaxation. Impact Statement Accomplishments Partnered with the University of Kentucky in a grant for the first detailed Kentucky Equine Survey in 30 years. Developed and hosted an all-breed, all discipline horse event (Kentucky Round-Up) at the Kentucky Horse Park, which was targeted at youth and families. Took part in an Executive trip to Normandy France as guests of Alltech, in preparation for representing the Kentucky Equine Industry at World Equestrian Games Goals: Host a successful Recreational Rider Day, providing educational seminars for the horse enthusiast. Expand the audience for the educational dinner series known as the Kentucky Equine Networking Association. Expand the series of trainings that are offered to government officials and first responders. These include Livestock Investigation Training and Large Animal Emergency Rescue. Provide a series of introductory experiences to the public who are interested in horses but don't know where to start. Start a series of Horsemen's Meetings across the state to develop a grassroots communication and advocacy network. Needs Statement We would like to implement a state-wide communications and educational program which allows youth to experience horses, and allows existing horse owners to learn to be more responsible and knowledgeable owners, and to participate in local community activities. This network of activities involves fun activities for youth who are not involved in horses, as well as regional caucuses for horsemen to learn and network. It also involves targeted electronic communication and learning. CEO/Executive Director Statement Kentucky, recognized as "Horse Capital of the World" needs a strong, vibrant and forward-thinking horse council. With a strong diverse board, the Horse Council endeavors to serve everyone in the industry from the most casual rider to the nationally ranked competitor. All segments of this industry are important and all feed each other. We provide education at all levels for not just horsemen, but also legislators and elected officials, the general public, youth, land managers and public agencies. Everyone needs to know about Kentucky's horse industry and its cultural and economic impact, in order to keep it healthy and contributing to Kentucky's lifestyle. Our outreach to the equine community focuses primarily on four key areas: 1. Keeping land accessible for equestrian use through legislative efforts, public relations, & education; 2. Promoting equestrian activities to youth & adults as a healthy, fun, & rewarding lifestyle; 3. Building strong communication & relationships among the KY equine community; 4. Improving the health & welfare of KY horses. 4

5 Programs Programs Save Our Horses Fund Description This program is fully funded by donations. The program offers education to Animal Control officers and Sheriffs regarding how to properly conduct a horse neglect or abuse case, including a review of Kentucky's laws, use of appropriate vet resources, how to take evidence, etc. The fund also pays for food, transportation and vet care when horses are confiscated for neglect. In addition, temporary feed is when horseowners who lose their job or have a medical episode where they cannot work. The fund also provides geld services for low income horse owners. Budget Category Animal-Related Animal Protection & Welfare Population Served Adults,, Kentucky Equine Network Association Description Kentucky Equine Network Association (KENA) is an educational and networking group focused on equine professionals. There are six dinner meetings per year with expert speakers on topics of horse management and business. This program is funded solely by sponsorships and dinner fees. Budget Category Animal-Related Animal-Related, General/Other Population Served Adults,, Kentucky Breeds and Disciplines Council Description The Kentucky Breeds and Disciplines Council is a group of representatives from all of the horse breed and sports in Kentucky, who are members of the Kentucky Horse Council. They meet quarterly and advise the KY Horse Council Board on current issues and concern of the horse industry. Budget 500 Category Animal-Related Animal-Related, General/Other Population Served Adults,, Program Short Term Success Program Long term Success Of a list of top priorities developed in 2012, about 50% have been implemented by the Kentucky Horse Coumcil. This program is one year old and so success cannot yet be measured. 5

6 Legislative Advocacy Description This program is designed to keep legislators aware of the importance of the horse industry to the Commonwealth of Kentucky. Using quarterly postcards, committee testimonies, and event interactions, KHC advocates for the needs of the industry. Budget 5000 Category Animal-Related Animal-Related, General/Other Population Served Adults,, Program Comments CEO Comments Our challenge is to educate the general public as well as legislators about the important role that horses can play in humans' lives; how they enrich our emotional experiences, provide values and character to children who care for and work with horses, how they relieve stress for adults, and how they have a special role with special needs children. Our society takes the horse for granted but because of the increasing urbanization of our society, the ability to interact with horses is becoming more difficult. Our culture is now two generations away from the agrarian lifestyle, and we now have parents who have never been around large animals of any type, and assume that horses are out of reach (and perhaps are not worth the effort they take). Our job is to keep this wonderful animal in front of children and families so they appreciate the value of horses to our culture and to our lives. We must constantly fight the impression that horses are only for rich people, because many a family has kept family horses on a limited budget. We also must fight the impression that most horses in Kentucky are race horses because riding horses outnumber racehorses. Our programs strive to educate everyone - from the general public to youth to the legislators - about the wealth of experience, values and healthy lifestyles that horses offer. 6
