Cheryl Rangel will be in charge of entry intake and the office management of the show. All entries must be postmarked by May 16, The deadline (per entry blank) will be May 16, No phone entries will be accepted. Post stabling will be accepted on a space availability basis with an additional $40.00/stall post stabling fee. Post entries will be accepted after May 16, 2016 deadline with an additional one time $30.00/horse or pony post entry fee. Please notify show management if you need to be stabled before June 11, The popular Best In Show will return. As a multi-breed show, all breeds and divisions are eligible for the award. The award winner is the horse/pony selected by the judges as the best show horse/pony of the week. The owner and the winner will be presented a $500 award on Saturday during the evening performance. The Patrick Antonacci Memorial Tack Room Awards will again be offered, and the Best Formal Tack Room and The Most Neat & Tidy Rack Room will be honored with awards. Exact time of tack room judging will be posted prior to show commencement. Sign up to participate in the office. SIU School of Medicine Foundation, COCO Children s Cancer Fund, will again be the beneficiary of this year s Show. An endowment fund was initially established by Midwest Charity in the late 1980 s to support the camp which allows support services for young patients and their families, as well as research that will lead to better treatments and better lives. Every entry shall constitute an agreement that the person making it is subject to the rules and regulations of the Midwest Charity Horse Show and the rules of the U.S. EQUESTRIAN FEDERA- TION. It is the exhibitors responsibility to submit entries that do not constitute a violation of the provisions. 2. The Midwest Charity Horse Show will not be responsible for any damages to person, animal or property at the show or on the fairgrounds, nor shall they be liable for any accidents or injuries sustained by persons or animals on the show grounds at any time. Neither will they be responsible for any vehicle or any equipment which is lost or damaged. 3. Registration papers showing proof of ownership, or copies thereof, of American Saddlebreds, Arabians, Hackneys, Morgans, Standardbreds, or other breeds must accompany entry blanks. Include copies of current U.S. Equestrian, breed membership, UPHA, ARHPA, and measurement cards. These must be included with entry. An entry is considered incomplete if the registration papers, membership cards, and measurement cards are not provided. 4. All equines entering Illinois for any reason must be accompanied by a negative test for EIA conducted within a year if the animal is more than one year of age, a certificate of veterinary inspection issued by an accredited veterinarian within 30 days of entry, and an entry permit issued by the Illinois Department of Agriculture. Entry permits are available by calling the Illinois Department of Agriculture, 217/ and are issued 24 hours a day, seven days a week. THERE IS NO CHARGE FOR OBTAINING AN ENTRY PERMIT FROM THE ILLINOIS DEPARTMENT OF AGRICULTURE. The following information will be required for the entry permit: name and mailing address of owner of the animal, date of the EIA test, and destination location where the animal is going. Permit numbers are also available online at HW/animalregistry/login.php A password to access the permit program is required and will be issued to veterinarians by calling the Illinois Department of Agriculture, Bureau of Animal Health, 217/ weekdays, 8:00 a.m. - 4:30 p.m. 3

6 For equine only: The entry permit is good for 30 days (the life of the health certificate). It is requested that if the health certificate is used for multiple entries (i.e. shows on several weekends) that all events during the 30 day period be included on the health certificate. If an event is not listed on the health certificate, the owner is asked to call the Department provide the permit number and provide the location of the additional event(s). For equine sales: A blanket permit is available for out-of-state equine sales and auctions. For more information, please call the Bureau of Animal Health, 217/ USEF required that at Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Please see USEF GR8945 Equine Vaccination Rule. 5. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule; 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 6. ENTRIES MUST BE POSTMARKED BY MIDNIGHT MAY 16, Exhibitors cancelling their entries after the official date for the closing of entries without a veterinarian certificate shall forfeit their entry fees. No refunds made during show. Refund forms will be processed after the show. However, there will be NO REFUND(S) OF STALL RENT, OFFICE FEE OR FEDERATION FEE. Should classes be cancelled and not rescheduled due to severe weather or other emergency, refunds will be made available at the boards discretion. 7. For every horse participating in any competition recognized by the Federation, a $16 Federation fee will be collected ($8 shall be an Equine Drugs & Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. 8. Stalls: Box stalls with doors will be provided inside permanent barns at a charge of $ Stall fee - $65.00 for only one class, one night, specifically limited to Lead Line. Post stabling after May 16, 2016 will be accepted on a space availability with a $40.00/stall post stabling fee. This fee is in addition to initial stall fee. Please notify Show Management if you need to be stabled before June 11,

7 9. Entries: $40.00 for all preliminary classes unless specifically identified elsewhere in this publication. $60.00 for or Stake classes unless specifically identified elsewhere. Exception: UPHA Classics Show Entries must be eligible and also registered with UPHA. Class entry fee $ Entry and payment of $50 is to be made at time of entry on Midwest Charity Entry Form. Balance of $50 must be paid prior to class session. Exception: Midwest Charity Cup Classes: 5 Gaited, 3 Gaited and Fine Harness require a $200 entry fee. USEF non-current participant Show Pass fee is $30.00 and will be collected and remitted to the Federation. Each participant at an AHA Recognized Show must submit a valid AHA Membership with Competition Card, Life Membership Card or join AHA(Membership with Competition Card) at the show or pay a $35 Single Event Membership fee per person, per show. For Arabian Exhibitors/Owners, Midwest Charity is a recognized competition in Region 11. Post entries will be accepted after May 16, 2016 deadline with an additional one time $30.00 post entry fee per horse or pony entered. NOTE: Any exhibitor failing to cancel an entry he/she does not intend to show in any class in which the animal was duly entered will be assessed a fine of $25.00 for failure to cancel up to 1 hour before the start of the performance in which the class is shown Prizes... Prize money for placings in all classes will be distributed within 30 days of the close of the show, to competitors whose accounts with the competition are current, and to the address which is shown on the entry form. All checks are made payable to the owner unless specifically authorized by the owner to a person(s) (payee) or entity specified on the entry form. Such authorization must include Social Security Number or FEIN Number of the designated payee. 11. The management of the Horse Show reserves the right to cancel any class(es), when there are less than four (4) entries the property of different owners, and to combine or divide any class or class(es) should such be in the best interest of the show. All exhibitors will be notified of such changes before the first performance of each session. 12. All classes will be shown in the numerical order listed. Any changes deemed necessary by show management will be made in accordance with U.S. EQUESTRIAN FEDERATION regulations. 13. USEF Medal Class and The Good Hands are offered for USEF Junior Members in Saddle Seat Equitation. 14. Amateur Cards: (Must be available for show management inspection.) Exhibitors may apply for this in the secretary s office one (1) hour prior to such class. 15. Exhibitors are notified that any act of discourtesy or disobedience to judges and/or show officials on the part of the exhibitor can result in forfeiture of all entry and stable fees, and winnings and ejection from the show grounds. 16. Stabling information is available in the show office. Owners and Trainers: Make sure that number of stalls needed and entry blanks are correct. Failure to abide by stable designation will be considered an act of discourtesy. Stabling will not be assigned without payment of stabling fees. 5

8 A Stabling Committee shall be appointed by the President of the Board of Directors of Midwest Charity Horse Show, Inc. Stabling is in the sole discretion of Midwest. Considerations include but are not limited to the following nor necessarily in the following order: The number of total stalls necessary; available barns for stabling; the most efficient use of stalls on the show grounds; number of stalls requested; history of attendance; history at a particular location; increase or decrease in number of stalls requested; support of the show to include personal time, attendance and exhibition of horses, and financial contribution. 17. MEMBERSHIP, STALL, ENTRY, OFFICE AND U.S. EQUESTRIAN FEES MUST ACCOMPANY THE ENTRY BLANK OR THE ENTRIES WILL BE RETURNED TO THE SENDER. INCOMPLETE ENTRY FORMS WILL BE ASSESSED A FEE OF $ CHAMPIONSHIP AND STAKE FEES MUST BE PAID BY THE SPECIFIED TIME. BUT IF ENTRY IS WITHDRAWN AFTER THE DEADLINE, NO REFUNDS WILL BE GIVEN. IF BLANK SIGNED CHECKS ARE RECEIVED THEY WILL BE PROCESSED FOR FEES ASSESSED, WHEN PROCESSING ENTRIES. ALL EXHIBITORS/TRAINERS WILL BE REQUIRED TO LEAVE A BLANK SIGNED CHECK IN THE SHOW OFFICE BEFORE NUMBERS WILL BE RELEASED. ALL FEES INCURRED DURING THE WEEK OF THE SHOW MUST BE PAID BY SATURDAY MIDNIGHT JUNE 18, 2016, OR AN ASSESSMENT FEE OF $50.00 WILL BE CHARGED. SHOW FEES WILL NOT BE DEDUCTED FROM WINNINGS. 18. Competition/show arena footing is sand and sawdust on clay. Dimensions of arena are 190' x 130'. Makeup Arena is 250' x 200' and is sand on clay. 19. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competion grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 20. Midwest Charity Horse Show, Inc. reserves the right to regulate access to the horse show facilities and reserves the right in its sole discretion to determine use of the facilities by any vendor, photographer, or any other individual or party. The Midwest Charity name, or portions thereof, logo, banners, facilities or other identification of the show may not be appropriated, reproduced, or used in any manner without prior authorization in connection with the sale of photographs or other related media. Midwest Charity has entered into exclusive contracts regarding the sale of photographs and the taping by video or other reproduction on DVD. Said agreements with individuals/entities commonly referred as show officials include the Horse Show Photographer and Horse Show Videographer. As such, signatories thereto may have legal remedies for violation. In addition, Midwest Charity retains its right to pursue any and all legal remedies available. 6

AHA Membership Statement: Each competitor (this includes at least one recorded owner and all trainers, drivers, riders, halter handlers, coaches and the person(s) signing the entry blank) in an Arabian Horse Association recognized Arabian Division, at the time of entry into a competition, must submit a copy of a valid AHA Membership/Competition Card, join AHA or pay an AHA single event membership fee per competitor. When an agent signs for the owner at an AHA recognized competition, both the owner and agent must be members of AHA or pay the AHA single event membership. Single event membership is not acceptable at AHA Regional or National Competitions. Exhibitors in Walk-Trot Classes are exempt from AHA membership requirements at qualifying competitions, but must have an AHA membership with competition card at AHA Regional and National competitions. Exhibitors in Lead LIne Classes or Parents/Guardians signing for minors are exempt from AHA membership requirements. MEASUREMENT CARDS No animal may be shown in a class restricted to ponies unless owner possesses a current measurement card issued by U.S. EQUESTRIAN FEDERATION. Ponies will be measured Tuesday and Wednesday mornings at 8:30 A.M., June 14 and 15, Place to be announced. Please bring your permanent cards at that time also. Three Gaited Saddlebred horses may also be measured at the above times. FEED & BEDDING Exhibitors must furnish own feed and bedding, which may be purchased on the grounds. THE FEED MAN WILL BE IN THE FEED CONCESSION BARN NORTH OF THE SHOEING SHOP. Contact Evans Feed and Bedding at (fairgrounds) to place hay, feed, straw & shavings orders and delivery. Feed Barn: and is evansfeed@gmail.com ARRIVAL TIME NOTICE: Animals not permitted on the Fairgrounds before June 12, If it is necessary to stable before that time please include request with entry or contact Show Management. An additional fee for the Fairgrounds may be assessed for those who arrive early without prior authorization. There will be a designated area for Horse, House Trailers and Recreational Vehicle parking. Illinois State Fair Security or Camping Superintendent will collect fees payable to Illinois State Fair by cash or check at the designated area. (No fee-horse trailers). For reservations contact: NOTICE * Coliseum and Horse Show Office will close 1 hour before each performance at 9:30 a.m. daily and 5:30 p.m. each evening. * For the safety of the younger riders the Coliseum will be open for one half hour after each matinee for quiet practice for them only. An additional half hour of quiet practice time will follow for other exhibitors. No training of horses or ponies, including lunging, at that time. * No whips, towels, lighters, or other noise or attention getting devices may be used on the rail in the competition seating areas. * All attendants in the ring should be appropriately dressed. * All entries are requested to come to the make-up ring prior to their class. The gate to the show ring will be closed 2 minutes after the first entry enters the ring. Please be ready. * NO DOGS ALLOWED IN COLISEUM. ALL DOGS MUST BE KEPT ON A LEASH. GOLF CARTS Golf Carts are rented to exhibitors exclusively by the Illinois Department of Agriculture, Non-Fair Events Office. Golf carts must be reserved in advance. 30 ASHA JUNIOR EXHIBITOR DRIVING CHALLENGE FINALS Show Pleasure Driving Country Pleasure Driving Midwest Charity Horse Show June 14-18, 2016 in conjunction with the American Saddlebred Horse Association are pleased to offer classes for the ASHA Junior Exhibitor Driving Challenge. Show Pleasure Driving and Country Pleasure Driving for Junior Exhibitors, ages 17 and under DRIVING CHALLENGE GOALS Promote American Saddlebred DrivingDivisions, Encourage Good Sportsmanship, and Create Healthy Competition Among Junior Exhibitors OVER $10,000 IN CASH AND PRIZES OFFERED! Driving Challenge Rules Rules for Eligibility: 1. Horse must be a ribbon winner qualifying classes in the same division to be eligible to compete in that respective division of the Finals, i.e., a horse must compete in two Country Pleasure Driving qualifying classes to be eligible to compete in the Country Pleasure Driving Challenge Final. 2. Different drivers may show the same horse in the qualifying classes, and one driver may qualify different horses; however, one of horse must show the horse in the Final. 3. a driver from other Driving Challenge classes during that qualifying period. 4. The winner of a Final is not eliminated from further competition. ASHA reserves the right to make changes or decisions regarding this program.
