The championship marks the third time the Buckeyes have won a national title in open team competition, as we previously claimed open team titles in 2000 and In addition to the open team title: Freshman standout Irina Andrianova earned first place in women's sport pistol. With a score of 566 out of a possible 600 points, Andrianova captured her first individual national title of her collegiate career. Freshman standout Glenn Zimmerman earned 1st place in the 3-Gun Aggregate, where all three open events are added together and with his totals of 523 (Free Pistol 4th place), 554 (Standard Pistol 2nd place (tie-breaker)), and 557 (Air 8th place) he had an impressive score of 1634 (out of 1800) and captured his first individual national title of his collegiate career. 2 2 A Message From the President Bob Sacco I was recently reminded of the Good Ole Days when I was sent a copy of the 1997 ORPA match schedule at Camp Perry. A wonderful piece of nostalgia, oh, that we could go back to those halcyon days of yore. Well we can t, as much as any of us would like to we have to remember Camp Perry is not ours. Camp Perry is an active military facility and it s under the control of the U.S. Army. More specifically soldiers, who take orders and act accordingly. When ORPA was informed of changes to the 2015 Highpower Program our Camp Perry Liaison, Past- President Ralph Reichman, made several suggestions all to no avail. I have received a personal call from Base Operations Command assuring ORPA that the May and June dates are all that they can support with current cutbacks in funding and personnel. It has been suggested by some that we should write letters, make calls and generally raise hell about the loss of competition dates. I don t feel that would have any effect other than making some feel better about it. The Camp Perry staff is trying to do as much as they can with less and those are their orders. ORPA has come to look at Camp Perry as our home court - it is not. Gunsmoke went to press with dates ORPA had been told were confirmed but that were changed by the reality on the ground at Camp Perry. There will be no clinic this year but due to the hard work of our Highpower Directors Keith and Gwen Bailey and the patience and assistance of Chuck Rowe and his Board at Alliance Rifle Club the Bob Wright Memorial Long Range Match will be held at ARC in Malvern Ohio June 20, I will miss seeing some of you in the pits were I was stationed the last several years, but we will carry on and hope to bring the Clinic back soon. On a happier note the prize pool for the 2015 Sweepstakes to support ORPA Junior shooting teams is now firmed up. Alliance Rifle Club is again donating a modern sporting rifle, a Smith & Wesson M&P15 in.223 Rem. Our friends at Ohio Ordnance Works, President Bob Landis and his Sales Manager Alex Stevenson are providing a Remington R1 commander style 1911 pistol in.45 ACP. Custom knife maker Gary Smith is again donating a handmade knife and sheath. The CMP will make available an M1 Garand and 500 rounds each of.223 Rem and.40 S&W ammo are being provided by an anonymous donor. 4 4 Changed Requirements for Traveling from the U.S. With Firearms Safari Club International has received information about changes in the requirements for hunters who wish to export/bring their firearms and ammunition with them when they travel to hunt outside the United States. SCI has been researching these new requirements in order to understand exactly why these changes are going into effect and what will be required of our members who wish to travel with their firearms and ammunition to hunt in other countries. A great deal of confusion still remains, but we are attempting to present members with some of the questions being raised and the answers we have discovered so far. Please note that the information below is not intended to serve as legal advice. Before traveling, SCI members are advised to consult directly with U.S. Customs and Border Protection and/or their own legal counsel: If a hunter wishes to temporarily export three or fewer non-automatic firearms from the United States and 1000 or fewer cartridges -- at the time of his/her departure from the U.S., he or she must declare the articles to a U.S. Customs and Border Protection (CBP) officer, present the Internal Transaction Number (ITN) obtained from the submission of the Electronic Export Information in the Automated Export System (AES) and present the firearms and/ or cartridges for a visual inspection to the CBP officer at the port of departure from the United States.The firearms and ammunition to be exported must be with the individual s accompanied or unaccompanied (checked) baggage or effects. The owner must declare that the firearms and/or ammunition to be exported are for his/her exclusive use and not for re-export or other transfer of ownership. The owner must state that it is his/her intent to return with the firearms/ammunition on his/her return to the United States. Proposed Changes for Ohio s Hunting Season By Don Hunter, ORPA Hunting Director Last year Ohio s deer hunting regulations made several big changes and again this year several big changes where proposed to Ohio s deer hunting regulations. After receiving public input about regulations proposed to the Ohio Wildlife Council on Feb. 11, modifications were made to some of the proposed season dates for the hunting regulations. These changes were presented to the Ohio Wildlife Council meeting. The council will vote on these amended proposals as well as all other fish and wildlife proposals at their next meeting, according to the Ohio Department of Natural Resources (ODNR). The youth deer-gun season has been proposed to remain in its current time frame of the third weekend in November. Comments from stakeholders during the ODNR Division of Wildlife s open house process revealed both support and a lack of support for moving the season, as well as a range of suggestions for a new time frame and some proposals to remove the season entirely. The division plans to engage sportsmen and women over the next year prior to recommending any changes to this season. The fall wild turkey season has been proposed to open on Oct. 10, two days earlier than the original proposal of Oct. 12.The proposed two days of gun hunting in December are Dec The newly proposed dates for muzzleloader season are Jan Comments about these seasons as initially proposed showed that a season the day after Christmas caused conflict with family and travel plans. Further, hunters wanted additional time between the two days of gun hunting in December and muzzleloader season. The proposed Jan muzzleloader season gives additional time between gun and muzzleloader hunting while staying within the time frame prior to the time most bucks start dropping their antlers. All other proposals remain unchanged from their original presentation at the Ohio Wildlife Council meeting on Feb. 11. The Ohio Wildlife Council will vote on proposals at its next regularly scheduled meeting on Wednesday, April 8. Visit wildohio.com for more information. Hall of Fame Alan C. Joseph, Jr. competed collegiately at Xavier from , and then served as head coach for the Xavier rifle team for 23 seasons. Under his coaching, the Musketeers appeared in 12 NCAA Finals and finished second in 2000 and Joseph was recently hired as the head rifle coach at Morehead State. 18 of Joseph s student-athletes won a total of 53 All-American honors. Two of his students, Jason Parker and Thrine Kane, competed in the 2000 Olympic games in Sydney, Australia. Parker also went on to compete in the 2004, 2008 and 2012 Olympics. Joseph led Xavier from its inception as a NCAA program in 1982 and guided the Musketeers to 14 consecutive top-10 finishes until the affiliation was discontinued in He continued to lead the program as a club until its finish in He was named Collegiate Rifle Coaches Association National Coach of the Year in 2000 and 2003 and was the recipient of the National Rifle Association Coach of the Year honors in 1991 and Alan Joseph competed collegiately at Xavier from , and then served as head coach for the Xavier rifle team for 23 seasons. Under his coaching, the Musketeers appeared in 12 NCAA Finals and finished second in 2000 and Joseph was recently hired as the head rifle coach at Morehead State. To Ohio Rifle and Pistol Association Members, I would like to thank you for your continued support over the past two years that I have shot on the junior team. ( ) Our silhouette event follows the NRA Black Powder Cartridge Rifle Silhouette matches. With two major differences: our steel targets are suspended and we allow any safe smokeless or BP cartridge loads with plain base lead alloy bullets. Firearms are single shot rifles typical of 1800s. We shoot steel targets in 5 stages. Starting at 100 yards in offhand position. From there proceeding in 100 yards increments to 500 yards, WITH cross sticks for support in prone or sitting positions. Twenty minutes are allotted for each stage including sighting shots and 10 record shots at every distance. Everyone is encouraged to have fun make friends & lend assistance to newcomers. It is helpful if persons fire as a two person team as each can score and identify shot impact for the other. In case one enters singly arrangement will be made to help out. We refer to Empty Chamber Indicators as ECIs Firearms are not allowed to be handled or on firing line until instructed to do so by Range officer. Every firearm out of a case is required to have an ECI inserted into open chamber at all times. The exception is for rifles engaged in live fire. When taking your rifle to line, always point muzzle in safe direction, preferably straight up. When you have fired your ten record shots, insert the ECI and remove firearm from the line. This helps in rotating relays. Any unsafe act will be brought to violator s attention and immediately corrected. A second violation will result in disqualification and forfeiture of entry fee. New participants will receive the standard pre-match safety briefing. Time will be taken to discuss their preparedness for event including safe ammunition, rough sight settings, dealing with mechanical malfunctions, scoring and proper procedure. Spectators will really enjoy observing this sport! There is a loud report (hearing and eye protection required same as participants) from a shot heading down range to the steel target, followed by a smack and gyration of these targets. That is when a well-placed shot makes contact. Ear and Eye protection along with folding chair and binoculars or spotting scope should be standard equipment. When shooters are called to line the Spectators must retreat at least 20 feet behind the match participants and keep conversations to a subtle tone. Parking for Spectators on range should not interfere with the conduct of the event.

8 8 Snowy Day for 2015 ORPA Pheasant Hunt Challenge Nearly a half foot of fresh snow fell March 1 for ORPA s 2015 Hunt Challenge at Brier Oak which added to what was already on the ground from February. Tentatively we hope to hold 2016 Hunt Challenge Sunday 6 March, check with Don at hunting@orpa.net to confirm this date or for more information. Tim Riley & Mike Riley won the Flushing Class with their lab Brodie as the Champion and their other lab Banker in 3rd place. Keith Risner won the Pointing class with his dog Lady, and his other dog Bo placed 3rd. 9 9 Akron s Chezem Possible for 2016 Olymoic Games By ORPA Collegiate Director & Akron Rifle Coach Newt Engle As a member of our US Olympic National Development Rifle Team, Akron s Matthew Chezem was invited to a selection match used to determine who will be earning the coveted invites to the 2016 Olympic Games in Rio. In this two day event Chezem fired a respectable on Day 1. To put things in perspective, a 621 is respectable, but it is pretty well established that to be a serious contender a score of 625 or higher would be required. Thus, Chezem s Day 1 score was not bad, but he knew he would have to turn it up a notch on Day 2. Especially since while training on the Akron range last week Chezem was able to fire some impressive shots, including a test match eclipsing the 628 mark. However, Chezem was keenly aware of the fact he was training on a 50 foot indoor range by himself, while on match day he would be on the 60 point outdoor, 50 meter Army Marksmanship Range, side by side with the US Olympians. The training and determination paid off big today on Day 2 with Chezem s smoking hot score of This placed Chezem in 3rd place on Day 2, and 4th place overall at this match. Matt is every coaches dream, states coach Newt Engle, Matt is one of the most focused and determined athletes I have ever worked with. Some athletes may crumble under pressure, but for Matt, he can turn it around and make pressure work to his advantage. The higher the heat, the more determined Matt becomes. Will this be enough to earn a trip to Rio in We won t know for a while, but this strong finish will go a long way towards getting noticed. ELIGIBILITY: Adult and junior shooters who are members of ORPA or their respective state association. Membership in NRA is not required. Teams will consist of 4 firing members and represent either a club, Rule 2.11, , a law enforcement agency, Rule 2.14, a Regular Service Unit, or a Reserve Unit (including National Guard) Rule Team captain and/or coach may be a firing member of the team. NATIONAL CHAMPIONSHIP CREDIT AWARD: Certificates for 50% off Camp Perry or the National Metric Championship entry fees are awarded to Class Winners. Only one award may be earned per class. At least 10 shooters must be in a class to win a certificate. Classes may be combined upward to make a class of 10 shooters. Regionals of less than 10 shooters are not eligible for the NRA National Smallbore Rifle Championship Certificate. Certificates are won in NRA Conventional/Metric Prone Regionals and in NRA 3 Position or Conventional Position Regionals. Only one Prone certificate may be won per year. Only one Position certificate may be earned per year. A shooter may earn one prone and one position certificate per year and both certificates may be applied to the National Smallbore Rifle Championships if a shooter desires to shoot both championships. Certificates may be passed down to the next lower shooter in a class at the same Regional Tournament. Certificates are the property of the NRA who may refuse to honor any certificates for any reason. BULLETINS: RULES: Each competitor will receive a match bulletin. NRA Smallbore Rifle Rules will govern throughout. NRA official targets will be used. Challenge fee of $1.00 will be charged for each challenge made. 12 Suppressors Legal for OH Hunts By Don Hunter, ORPA Hunting Director Some Ohio hunters will get a rest for their eardrums with the passing of a bill by the Ohio Senate on Dec. 9, 2014, and the Ohio House on Dec. 10. The new bill combines parts of three other bills aimed at changing the gun laws in Ohio. This new bill, Sub. HB 234, passed in the Senate with a 24-6 vote and then in the House with a vote, will allow hunters to use suppressors when hunting, bringing Ohio gun laws in line with other states that allow hunting with suppressors. Suppressors help to lower the sound of a gunshot from hearing-damaging levels to a more comfortable noise level. This bill will take affect this year but be aware there are Federal Laws regarding the possession of silencers and anyone in violation can be subject to mandatory prison terms. Be sure to have all required Federal Permits / stamps know Federal Laws regarding possession and Ohio Law. 14 14 Two Buckeyes Compete in the Smallbore NCAA Championships From the Ohio State Athletic Department Ohio State s Drew Cheezum and Remington Lyman each turned in solid performances over the weekend at the NCAA Rifle Championships in Fairbanks, Alaska. Cheezum finished 20th overall in the air rifle competition and took 19th in the smallbore while Lyman was just ahead of him in 18th place in smallbore. Both Lyman and Cheezum scored 577 in the smallbore as Lyman finished with 25 center shots and Cheezum with 24. In the air rifle, Cheezum posted a score of 589 which was his fourth-best score of the season. Drew and Remington put in very solid performances in smallbore at the NCAA Championships, said head coach Ryan Tanoue. For both of them it was their first NCAA Championship experience and I felt they handled it extremely well. Although their scores were a few points short of the level necessary to qualify for the finals competition, they both performed at a level representative of their skills and their season. In air rifle Drew had another solid performance and handled the pressure of the closing day of the championship. Overall both Remington and Drew did a fantastic job of representing Ohio State and showcased the skill and talent of our team. Sophomore Deanna Binnie also received some recognition over the weekend as she was named honorable mention All-America in smallbore by the NRA. It was the first All-America honor of her career. Binnie had a team-best average for the season. Looking back on the season I want to first congratulate West Virginia on their 17th NCAA Championship, said Tanoue. It was an extremely tight match that went down to the final shots which made this year s championship extremely exciting and intense. I also want to applaud the University of Alaska, Fairbanks not only for their second place team finish but also for the fantastic job they did in hosting the 2015 NCAA Championships. I felt everything was top notch and they have raised the bar as to what we will expect at future Rifle Championships. For our team there is a lot to look forward to as we head into the offseason, Tanoue continued. We will return our entire travel team from this season including our two NCAA Championship competitors as well as Deanna Binnie who was named All American in smallbore. We will also be adding several high performing incoming freshman to that group which will only strengthen our depth, expectations and performance level for next season. I am looking forward to a productive spring and summer for our athletes on and off the range. ORPA Membership Will Benefit Your Club Clubs that are members of ORPA benefit in multiple ways. 15 15 ORPA Junior Members Apply Now for the Donna J. Memorial Scholarship ORPA is again providing two scholarships for junior members. The scholarship program is named for a longtime junior club coach from the Erie County Conservation Club and ORPA trustee. Each scholarship recipient will be awarded $ to help fund enrollment in a trade school, community college, or two or four-year educational program. Interested students should be an ORPA individual member and competitor for at least the last two years. They will need to furnish three letters of recommendation, including one from their coach or instructor. Each student will also supply a high school transcript to demonstrate a Grade Point Average of at least 3.0 during their junior and senior years. Applicants should provide a typed statement describing their post-high school goals. This statement can also include detail of the student s other activities, including school extra-curricular, work experience, and community service. An application is available at Please note that scholarship winners do not need to compete on a collegiate team. ORPA is interested in rewarding junior members who share an appreciation for the shooting sports and can positively represent the organization. Trustees are elected at the November annual meeting and serve a threeyear term. We are looking for a variety of people from all disciplines so that the association may better serve its members. You can work within the committees for each discipline or find your interest in other areas, such as women s issues, legislation, hunting, education, etc. There are four trustee meetings during the year, usually held one Sunday during January, March, September and November.
