IMPHAL Tele Phone: , NOTICE INVITING TENDER FOR SUPPLY OF SPORT KIT ITEMS FOR SAI TRAINEES & COACHES FOR A PERIOD OF ONE YEAR TO SAI, NERC, IMPHAL Sealed tenders are invited by SAI, NERC, Imphal from reputed Manufacturers or Authorized distributors/agents with minimum annual turnover of Rs lac during the last three preceding years from sports apparel, Shoes and Kit bags including exports duly certified by CA and preferably having minimum three years experience in supplying sports kit items to Government Departments or PS Undertakings, for award of contract for supply of sports kit items to the SAI Trainees and Coaches for a period of one year. The interested/ intending parties may give their competitive rates (inclusive of all taxes like VAT/ Sale Tax/ Freight Charge etc; FOR SAI,NERC Imphal) and other relevant documents/information in the prescribed Tender Form. The detailed information, terms and conditions governing the award of contracts are contained in the tender documents which may be obtained from the office of the Accounts Officer, SAI, NERC Imphal on any office working day from the date of publication of this notice to March 9 th, 2015 between 9.30 A.M. to A.M. on payment of Rs (Rupees Five Hundred only). Details are also available in website www. sportsauthorityofindia.nic.in. In case of downloading from website the bidder will have to submit tender cost alongwith EMD/Bid Security money amounting to 2% of the estimated value. Tender offer in the Prescribed tender form along with all relevant documents sealed and completed in all respect must be submitted latest by March 9 th,2015 upto 1200 hrs.in the office of Dy.Director Incharge, SAI, NERC, Imphal which will be opened on March 9 th, 2015 at 1230 hrs in the presence of the bidders or their authorized representatives. 4 -: 3 ::- TERMS & CONDITIONS FOR SUPPLY OF SPORTS KIT ITEMS TO SAI, NERC, IMPHAL 1. Rate should be for 12 months and no escalation in the price may be accepted. 2. Earnest money amounting 2% of the estimated value in the form of Demand Draft issued by Bank in favour of Director, Incharge, SAI NERC Imphal payable at Imphal, Duly signed Tender Document alongwith relevant/requisitioned documents shall be submitted (Technical Bid) in Envelope A 3. The Financial bid be submitted in Envelope B 4. The quantities, rates and amounts against each items should be given in figures and words as well. 5. Samples not bearing the logo/seal of bidder along with list & Latest Test Report (s) given by Govt or its approved Lab in respect of samples submitted clearly mentioning its specifications, quality, material etc should be submitted separately. One sample each of approved items will be retained by SAI free of cost. 6. Samples must be properly tagged/pasted e.g. T-Shirt for Coaches ; Track Suit for Coaches and Inmates & so on. 7. The colour of wear items in the sports kit should be combination of Dark Blue, Red & white for trainees & combination of Light Blue and White for Coaches. 8. The sample should have SAI logo (New) on the front and SPORTS AUTHORITY OF INDIA in bold letters on the back. 9. The Challan for submission of kit items is given at Annexure-A 10. The tentative requirement of different kit items is given at Annexure-B 11. The technical specifications of sports kit items are given at Annexure-C 12. The payment will be through RTGS for which authorization letter is placed at Annexure-D 13. All kit items must have SAI Logos embroided, screen printed on them. 14. Both the bids should be submitted in an envelope on which the words Tender for the supply of Sports Kit Items should be super scribed on the top of the left corner of the envelope which should also show the name and address of the bidder. 15. Bidders may quote for one or more of its best and economical brand of an item 16. The quantity and size of each item will be decided by the Dy Director Incharge, SAI, NERC, Imphal. 17. In case of doubt in material the expenditure on testing of material will be born by the tendered. 18. The EMD of unsuccessful bidder will be returned within 30 days after the finalization of the tender. 19. But the EMD of successful bidder will be returned after deposit of interest free security money equivalent to 5% of the supply order which will be refunded after six months from the date of supply on the satisfaction of SAI; however, in case the supply was not found as per approved samples the security money of successful bidder will be forfeited. 20. Competitive rates should be inclusive of all taxes like VAT/ Sale Tax/ Freight Charge etc; FOR destination i.e. SAI, NERC, Imphal quoted in tender should be valid for one year from the date of acceptance of bid. 21. Items quoted by the firms should be strictly as per specifications. 22. The supplies shall be executed at the time and in the manner prescribed by the indenting officer. Any contravention thereof shall be deemed as a breach of contract and penalties as prescribed by the Dy. Director Incharge, SAI, NERC, Imphal may be imposed. 23. The Dy Director Incharge will have the right to reject any or all the bids without assigning any reason. 24. Bids received without Earnest Money, Samples of quoted items, conditional or incomplete having cuttings or overwriting is liable to be rejected. 25. The supplies received, if not found as per specification of tendered items, are liable to be rejected. 26. In case the bidder fails in making the supply in a given time and place the Institute shall have the right to purchase the same from the other source at the risk and cost of supplier. 27. The Dy.Director Incharge, SAI NERC Imphal will be legally competent to cancel the contract of supply and also to take any other action against the supplier including imposing of any penalty on the supplier during pendency and till the final execution of the contract of the supply, in case the supplier is ever found to have committed any fraud against SAI, NERC, Imphal in supplying the material or indulge in any other malpractice s thereof causing any financial losses during contract period.

The contract can be terminated or cancelled summarily by SAI in whole or in part any time without assigning any reason, if the supply made by the manufacturer/ supplier is not found according to the sample approved or in case supply is not received within stipulated time 29. The Dy Director Incharge, SAI NERC Imphal have the right of awarding the work to one supplier or different suppliers for the supply of sports kit items. 30. SAI taking into account past performance of party, reserves the right to reject any tender. 31. The Director Incharge, SAI NERC, Imphal will have the right to forfeit the earnest money, if the terms & conditions of the agreement are not adhered to by the supplier/breach of contract. 32. In case any dispute arises in regard to the tender, the decision of the Director Incharge, SAI NERC Imphal will be final and binding. 33. In case of litigation, the courts at Imphal only will have jurisdiction for deciding case according to Indian law in force. 34. The technical bid of the bidders will be opened first and the financial bid will be opened only of the bidders whose Technical bid will be accepted & their samples will be selected by the competent authority. 35. It must be noted that this is just an enquiry and does not amount to any commitment on the part of Sports Authority of India to order any or all products offered. The decision of Sports Authority of India in this regard would be final and be entirely, at its discretion. 36. These are only proposed draft terms and conditions and can be modified, changed or added to at the time of finally concluding and signing the agreement. DECLARATION 1.
