Call to Order and Introductions were made. 2. Standard Local Share Contribution Form The form was distributed for attendees to verify attendance at the meeting. 3. Meeting summary of February 26, 2007 Minutes were accepted with no changes. 4. Update from ADOT Laurel Parker, ADOT project manager, provided the following updates: -Contact had been made with the staff of the Governor s office here in town. The letter to employers encouraging their support of alternate schedules and promotion of alternate modes to their employees, is being routed through necessary channels for review. -The morning newspaper has started a Blog and Web site for updates on the project.

4 -An article was also in the morning paper about the additional assistance and consultants that ADOT is providing to businesses along I-10. -ADOT is updating the I-10 Web site to make it more user friendly with maps, links -and a page on alternate modes. -Questions were asked about clarification on the Prince ramps west vs. the east ramp, clarification on signal light changes, signage placement and routing alternatives. ADOT is not recommending any alternate routes and encouraging the frontage road travel. -Paki Rico, Gordley Design, is planning a conference for public relations and human relations staff from employers. The conference will be held 4/12/07 from 9 a.m. to 11 a.m. at the Sentinel Bldg on Commerce Loop. Working with those key positions will continue efforts to communicate information about the project. 5. TDM Strategies Update Matrix new activities were shown in bold and italics. -New activity added last month was the Green Valley Circulator Route and encouragement for development of a monthly pass. -Michele Joseph, Sun Tran, reported on the new bus route that would go from the Arizona Pavilion temporary Park & Ride lot, along the frontage road to stops downtown. Sun Tran will start this route in May. The route will make three trips in the a.m. and three trips in the p.m. Sun Tran will monitor and survey riders after the route is started. Travel time will vary based on traffic and is difficult to predict at this point. Employers will need to be asked to be flexible with employee arrival times until the route has a chance to stabilize. Ride guides are scheduled to be printed in May and drives need to know what the schedule will be for contract purposes. - Signage has been placed for the Calle Santa Cruz Park & Ride lot. -Pima County has had change of start times approved to be 7:30, 8 and 8:30 a.m. Having the arrival times at 7, 7:30 and 8 a.m. would be better staggered shifts. -City of Tucson is researching staggering start times to reduce city employee travel. -University of Arizona has presentations scheduled to departments concerning the project and options offered by the UofA. -Pima Community College has added the I-10 link to its Web site. -Federal employees are being briefed at their tenant meetings, staggered and flexible hours are already in place.

10 No. 1 Call to Order and Introductions The meeting was called to order at 10:05 a.m. Introductions were made. No. 2 TRP Status Update/Announcements -April Notification to begin program year 23 employers were notified on Friday, March 16, to start the 2007 TRP year. -Update on 2007 TRP Survey Process -18 sites that started the TRP in January will have surveys due March 31. The January sites have a total of approximately 3,700 employees. Four sites have returned surveys and nine sites are conducting the electronic survey. Twenty-five sites that started the TRP in February are also in the survey process. Staff is testing one small site on the in-house scanner. Specifications are being developed to send out a Request for Quotes to code houses for processing surveys from large employers Election Notices - were mailed Friday, March 16, to 168 major employers and nine employers that are volunteers in the TRP. PAG and the jurisdictions do not nominate and nominations are only allowed from the main employer, not any multiple sites. Nominations are due April 13. Quarterly Progress Report submitted to ADEQ Members received a copy of the 2 nd Quarter, October, November and December 2006 report that was sent to ADEQ. The copy can be used as a resource for TRP RTF members on the TRP, Vanpool Incentive Program and Best Workplaces for Commuters. -TDM Working Group I-10 Project Overview and Agenda At the February meeting, the Green Valley Connector Route was added to the Matrix of strategies. A monthly pass for the connector route is also being requested from Pima County. The meetings are continuing and are important for current updates from ADOT and the downtown employers on their TDM strategies. A challenge for the group is how some of the strategies listed can be put in place. -Next meeting date, April 16, TRP RTF Items Beth Gorman, PDEQ Clean Air Manager, gave an update on the activities that will happen March 30, 31 and April 1, during the Clean Air Days. A lot of work had gone into the campaign by all the sponsors and many prizes are available for commuters and the TRP TCs to win. No Standard Local Share Contribution Form The form was distributed for confirmation of attendance. No. 4 Call to the Audience- none No. 5 Summary meeting minutes for the Feb. 26, 2007, meeting. Beth Gorman moved to approve the minutes of Feb 26, 2007, as presented. Barbara Ricca seconded the motion. Motion passed unanimously. No.6 Review, discussion and action on request from Albertsons/Osco #995 (Oro Valley) to cease participation in TRP due to site closure. Barbara Ricca moved to document the site closure for Albertsons/Osco #995 in the TRP. Petronilla Howell seconded the motion. Motion passed unanimously. 2

11 No. 7 Continued discussion and recommendations for 2008 review of Travel Reduction Ordinance(s) and New Travel Demand Ordinance(s). TRP RTF members had received a list of 12 discussion points relating to the purpose and goals of the existing and potential new Ordinance, suggestions for potential new Travel Demand Ordinance Requirements and some identified challenges for a new Ordinance. RTF members were asked to rank the discussion points from 1 to 12, with 1 being their top priority. No new goals or purposes were added to the list and members participated in the ranking of the 12 points listed. This item will be carried over to the next TRP RTF meeting if not completed or for further discussion. Discussion Points: General comments were that some of the discussion points had similarities with the same purpose but slight changes. Members were asked to identify a purpose or goal as one of their top five priorities for the Ordinances. Selected top purposes and goals with an alpha designator and in priority order were: (B. ) To promote and encourage the use of public mass transit, ridesharing, bicycling, walking, flexible hours and telecommuting as alternatives to solo driving. (C. ) To improve air quality by reducing air pollutant emissions that result from vehicle commute trips. (A. ) To reduce traffic and improve air quality at major employers (100 FTE) sites. (D. ) To maximize the use of commute modes other than the single occupancy vehicle through cooperative development of region-wide programs and means. (J. ) To address the impacts of major road construction projects. (E. ) To reduce peak hour travel on arterial streets and intersections. Additional discussion identified the need to focus on commute and recreational trips. In order to identify the goals of the Ordinance, it was suggested that key words be the starting point with more detail added into the goals. Key elements should be to: reduce traffic congestion, improve air quality, promote and maximize alternate mode usage, expand to include non-commute travel, assist with the impact of road construction, focus on a community wide effort, and focus on peak time travel to develop and maintain a consistent marketing message. Staff will summarize the discussion and develop the goals into a mission statement for the TDO. Potential new Travel Demand Ordinance Requirements: Discussion centered on the following potential requirements: -if complexes are considered for inclusion in an Ordinance Program, what influence would property management firms have to reduce traffic to the location. -the required FTE should be the same for employers and the complexes or multi-tenant buildings. - continue with bi-annual survey and consider a bi-annual Travel Demand Plan -transportation coordinator or contact person at the site is important to implement any of the strategies and requirements. -goals are needed for an Ordinance-based program. What will shape those goals and the calculations to determine the goals need further discussion. The TRP regional average for 2005 was at 30 percent one day a week alternate mode usage, and this could be considered as the minimum goal for the Ordinance. Calculations should be comparable to other programs currently in place in other cities. Discussion addressed the need to assure any of the revisions or changes not be seen as backsliding to EPA. The region is getting close to exceeding the standards for ozone, so travel demand measures need to continue. This emphasized the need to focus on all commute trips, not just the home-to-work commute. 3

12 Willie Wash, Arizona State Prison, reported the extreme dust conditions near the prison and this would be reported to PDEQ. Challenges: were carried over for the April meeting.
