10 The objective of competitive tendering of passenger rail services in Norway Through competitive tendering, the government wants to achieve better and more cost efficient passenger rail services. This will lead to more satisfied customers and a better return on government investment in the rail sector. The train operator with the best overall offer in the tendering process is awarded the exclusive right to provide publicly funded passenger rail services on the specified lines for the duration of the contract. 13
