3 Message from the President of Palau National Olympic Committee Alii! Since the inception of Palau to be the 200 member of the Olympic Movement in 1999, Palau has strive for excellence through sport. We have hosted 2 Micronesian Games, 1 Mini Pacific Games and 10 Belau National Games. In addition, have participated and send over 1000 athletes abroad to represent Palau in various regional and international sporting events such as the 2002 Micronesian Games in Pohnpei, FSM, 2003 South Pacific Games in Fiji, 2006 Micronesian Games in CNMI, 2007 Pacific Games in Samoa, 2011 Pacific Games in New Caledonia, 2014 Micronesian Games, and just recently the 2015 Pacific Games in Port Moresby, PNG. Palau has participated in all the Summer Olympic Games since Palau National Olympic Committee and the respective National Sports Federations would not have been able to achieve these many milestones without the unwavering support of the Palau National Government and the many sponsors and donors, families, coaches, athletes and key individuals who all have continued their committed full support to the numerous programs and development of sports in Palau. The 15th Pacific Games sees Palau s seventh appearance in a competition encompassing the 24 member countries of the Oceania Region including Australia and New Zealand. We congratulate the host city of Port Moresby, Papua New Guinea for their tireless efforts to ensure a successful and safe 15th Pacific Games. It is through the countless efforts of so many passionate athletes and the whole community of Palau that makes it possible and have made it happen for Palau to be amongst champions of the pacific and the world in sport and standing proud on the winning podium. These efforts must continue to enhance and improve to strive for excellence in sport and outside of sports. We must continue to work with the right fuel, the right tool, and the right attitude to bring about sporting excellence through a champion and we look to our sports families, friends and sponsors in this continued countless partnership effort. Again, congratulations to another successful 2015 Team Palau to the Pacific Games, and the Palau National Olympic Committee and all National Sports Federations stand ready to host any game, drive on partnerships with our National and State Government and all sponsors, to bring forth the aspiring athlete and a citizen of our Nation. I take this opportunity to congratulate each athlete, the coaches and our team management for a very successful Team Palau at the 2015 Pacific Games in Port Moresby, Papua New Guinea. As a Chef De Mission for Team Palau, it is with great honor and pride that I had this opportunity to be part of a great team. Sports gives greater opportunities to young people and those that continue to be part of sports life in our community. With limited resources, and yet the strong support of our government, people and community, I attest that Palau performance continues to be at the elite level at this regional games. We are in regional and international sporting finals in our events and have guaranteed medals in our participation at the elite level. I am confident that we will continue to work together with our athletes, our sports federations, our coaches, managers, volunteers and officials to ensure that our commitment and fulfillment to make sport a great life experience and available for anyone and everyone in Palau as part of our national development through our own human resources. It is through sports opportunity and participation that provides those life values that contribute to the success of one person that gives the domino effect of many. 13 ATHLETICS Coach (Peoria Poich Koshiba) Athletics team training program continued right after we returned from the Micronesian Games 2014, as we were preparing for the Oceania Athletics Championships in Cairns, Australia in May and Pacific Games in Port Moresby, Papua New Guinea, in July We ve faced a lot of challenges, but as a small team we ve managed to get the support from various sponsors to help us reach our goals. Palau is now in the semi-finals and the finals in the sprint events for Pacific Games. I remember back in the early years, we basically compete amongst our Micronesian friends and neighboring islands, but now we re known around the Pacific Region, and I think it s a big improvement for the sport of Athletics in Palau and we re still working hard to improve. I witnessed the pain and saw the tears from our 4x100m Relay team after they finished their final race in the Pacific Games and I know that they ve learned from it and they want it now, and have committed to continue to train and our next goal is to be recognized in the top three in the next Pacific Games in Tonga, Future plan: We have a Micronesian Championships coming up next year in June, and our goal now is to strengthen the school programs and continue to recruit more athletes to join the National Athletics program. We ve already organized for the High School Cross Country for September, Elementary Kids Athletics/ Championships in October, and High School Track and Field in early of next year, and hopefully we ll have a good number of athletes for all the Track and Field Events to represent Palau in the Micronesian Championships in Pohnpei, FSM. SWIMMING Coach (Billy Brown III) Team Palau finished with SEVEN Swimming National Records at the XV Pacific Games in Port of Moresby, Papua New Guinea! On July 10 th the team wrapped up with only two races, yet setting three national records led by Noel and UB. Noel dropped 1:12 in the 1500 Free with a blazing 18:38 getting a fifth place finish in the event. In the race, he actually broke his own 800 Free National record with a 9:58 going out in the UB had a good 200 Fly breaking her own National Record by 5 seconds swimming a 3:03 in the event. With that effort she placed sixth in the event which is the highest placing for her at the meet. Ikelau swam a beauty in the 200 back dropping 15 seconds from her short course time with a 3:17. With 26 for 28 best times total and having seven National Records set, this meet really showed how well the team has trained and focused for this prestigious event. 13

14 TABLE TENNIS Coach (Burton Wenty & Ramon Gullas) Table Tennis only had two male athletes and one female representing Team Palau and they are Samuel Saunders, Ellias Aguon, Zoya Renguul, coach Ramon Gullas and Burton Wenty as a team manager. The duration of the event was from 4 th 10 th of July and there were 22 countries participating. The Belau Table Tennis Federation was well funded for the trip that everything required or needed were all provided such as equipments and uniforms, communication connections and especially the flight and daily expenses. Thanks to BTTF and PNOC for all the support that made this trip possible for our sports to compete in a much higher ranking level, to have learned to know what to do with our team and players to make more improvements in the future. Basically the officials and coaches meetings were held regularly and ordinary on the overview of the rules and regulation on equipment, rosters, introduction of officials, event venues, scheduling and transportation. All were covered and fulfilled. WEGHTLIFTING The Weightlifting competition was held at the Sir John Guise Precinct PNG Pawa Dome. Stevick Patris arrived in Port of Moresby on June 30th 2015 from Oceania Weightlifting Institute under the tutelage of Mr. Paul Coffa in Noumea, New Caledonia. The result of the team s performance came in the form of 1 bronze won by elite lifter, Stevick Patris. Stevick was happy but not satisfied with his performance outcome, and mentioned I need to learn to be more relaxed and not be pressured because of expectations of other people than myself. However, when Team Palau interviewed Stevicks mentor and coach, Mr. Paul Coffa and his wife Lily Coffa of the Oceania Weightlifting Institute Training Center, both agreed, that Stevick is a champion weightlifter and training hard to achieve his best and will continue to do so. Stevick is training at the center in Noumea with all his weightlifting mates who all competed at the Pacific Games, and are all setting blaze in the top weightlifting program for Oceania, such as champion Dika Dua of PNG, Manuel Minginfel, and off course Stevick from Palau. 14

15 MINISTERS MEETING Palau welcomes the outcome of the 4th Sports Ministers meeting The Palau government was represented by Palau Minister of Ministry of Community and Cultural Affairs and Secretary General of the Palau National Olympic Committee Ms Baklai Temengil and Senator Joel Toribiong at the Fourth Sports Ministers meeting held in Port Moresby, Papua New Guinea a day before the opening ceremony of the 15th Pacific Games. The meeting which brought together 11 Sports Ministers. Government representatives, NOC delegates and Pacific Games Council members focused o the theme Governments and Sport- Working Together for the Pacific Islands People. At the Ministers meeting, the Oceania National Olympic Committee in partnership with UNESCO presented a working document in strengthening sports partnership throughout the Pacific, focusing in sport as tool for development in the areas of physical education and the fight for noncommunicable decease which is very high health concern among the people of the pacific. Minister Temengil co-presented the outcome document on behalf of ONOC and the working group including the Minister of Education and Sports of Samoa, Minister of Fiji of Sports and UNESCO. The document for sport inclusive in physical education and health was well received at the Ministers meeting and was included in the meeting outcome resolution of the 4th. 15

16 Sports Ministers Meeting. There seem to be a strong collaboration and support from the initial work particularly in sports presence and development in education, social development and health particularly in the issue that s related to noncommunicable disease and social development and education, stated Minster Temengil during a brief interview. So the UNESCO office with the Oceania National Olympic Committee and myself and Ministers of Samoa and Fiji presented the outcome of the work and we were asking the ministers to support and as a result all the ministers supported the work for ONOC and UNESCO to take the lead. Ministers agreed and resolved that: a. Acknowledging the value of sport for development in the Pacific, reaffirm the Declaration of Berlin as a set of key recommendations for the future of sport in the Pacific.b. Endorse the Oceania National Olympic Committees (ONOC) as lead agency for implementation of the Declaration in the Pacific. c. Agree that each country and national governing body approves a focal point to work as a partner in implementation of the Declaration in the Pacific.d. Endorse the short term first step project on evaluation of the contribution ofsport for development in the Pacific for immediate implementation. e. Endorse the longer-term proposal to fully develop the detailed implementation plan by 31 December 2015 based on the recommendations of the ON- OC/UNESCO workshop of 30 April 2015, including the call for partnerships and resources 16

17 Flag Raising Ceremony 2015 Pacific Games Flag Raising Ceremony Team Palau 2015 participate the XV Pacific Games Flag Raising Ceremony at the Athlete s village that took place on 2nd of July at the Port Moresby, Papua New Guinea along with the 24 nations including Australia and New Zealand. The Ceremony was attended by Emma Waiwai, 2015 Pacific Games Chairperson and Vidhya Lakhan President of the Pacific Games Council. Opening Ceremony for the XV Pacific Games is scheduled on 4th of July 2015 at the Port Moresby, Papua New Guinea. Palau will participate in Athletics, Table Tennis, S w i m m i n g, a n d W e i g h t L i f t i n g. Palau s starting game will be Men s Team event on Table Tennis. Game schedule on Friday 3rd July 2015 will be Palau vs. Tonga at noon. Palau s Table Tennis team includes Sam Saunders, Elias Aguon, Zoya Renguul and Burton Wenty as Player and a Coach. Opening Ceremony Palau Team at the 2015 Pacific Games OPENING CEREMONY After years of preparation by Papua New Guinea and the region, Team Palau joined the hundreds of athletes around the pacific region on the marching to the opening ceremony on the 15th Pacific Games in the Nation s Capital, Port Moresby. Pacific Games events began on 3rd of July and will continue until July 18th Weightlifting Olympic Scholarship holder, Stevick Patris was the Flag Bearer for Palau. When asked about what would be his introduction to the opening ceremony as the Palau flag bearer, he said I only want my father, late father Steven Patris to be recognized as he is the reason I am where I am now. Stevick has won numerous gold medal for Palau in the weightlifting event and in the year 2014 at the Pacific Cup Weightlifting Championship in New Caledonia he won 1 Gold medal in the category of 69KG. Mr. Stevick home is the Oceania Weightlifting Institute in New Caledonia where he has been training at the high performance institute under the guidance of Mr. Paul Coffa and a proud recipient of the Olympic Scholarships for Athletes Rio de Janeiro2016 for the Republic of Palau. Team Palau will participate in Table Tennis (July 3rd 10th), Swimming (July 6th 12th), Weightlifting (July 6th 2015) and Athletics (July 13th -17th ). 17

18 Women in Sport Chair calls for unity in women s ranks The Chair lady of the Oceania National Olympic Committee (ONOC) Women in Sport Commission, Helen Brownlee has called on women in sport in the region to unite. Speaking at the Women in Sport breakfast at the gateway Hotel in Port Moresby, Papua New Guinea Brownlee said that women in the region were making headways on various fronts. Each one of you can make a difference. If we work together- we can make a difference in our communities, in our villagers, in our countries and totally in the Pacific. The breakfast brought together women who were in PNG for the XV Pacific Games in various roles as National Olympic Committee presidents, Secretary Generals, Chef De Missions, section managers, coaches, athletes and volunteers. What we try to encourage is that every Women in Sport Commission in the respective countries has an athlete s rep on their commission we have started hat having Cook Island athlete on our Women in Sport Commission who makes a very valuable contribution to our work. We are about the athletes, we are about empowering the women and girls through sports. Also present at the breakfast was Pacific Games Council President Vidhya Lakhan, ONOC President Dr Robin Mitchell and Secretary General Ricardo Blas Brownlee says they have been working to increase the number of women in leadership positions in NOCs and Sports Boards and all of the NOCs in Oceania for the last six years. We better than any other region in the world and there are 45 executive board members on their NOCs across the Pacific out of the 142 positions so that gives us something like 30 percent or over 30 percent which is much higher than any other region. A lot of the others are under 20 percent. So we punching above our weight so to speak. A lot of that is due to the work that you ladies have done in your respective islands but also to the support that the men who ve been in position of leadership have provided as well. We ve got one NOC president Lady Robyn who s with us today, so well done. We ve got six Secretary Generals or CEOs which is 35 percent of women in those positions and just recently the IOC have announced to their IOC Commissions which are working groups to help the IOC implement their plans. And there are seven women from Oceania who ve been nominated on those commissions which is a step up, we had three in May and now we ve got seven. That s a huge step and they ll make a good contribution and we ve got three women on the ONOC Executive again that is 30 percent. We have 412 women on the National Sports Boards in their respective countries and we have 51 women on Oceania Sports Boards. A very good result, but we can t rest on our laurels we can always improve. Brownlee believes in networking and building better relationships with all stakeholders. 18 SOURCE: ONOC
