9 1.2 Host City Hengelo Hengelo is a multifaceted medium-sized town, in the east of the Netherlands. It is impressive because of its rich industrial history, its presents activities and its plans for the future. It is remarkable because of its central location and mixture of corporation housing, characteristic garden villages and spacious residential areas and surprising because of its many stores and national repute, cultural activities, various events and catering establishments. ARRIVALS 3.1 Arrival by Air Schiphol International Airport is the official airport Welcome Service Upon arrival, teams will be met by team attaches at the airport arrivals with a sign Hengelo2008. When arriving persons are missing the sign, we kindly ask you to go to the Schiphol airport Meeting point, if necessary our transport manager can be informed by phone Once luggage has been collected, team members will be escorted to buses which will take them to their hotels. Coach transport will operate for teams. Coaches will be allocated to teams and will be clearly identified by signage. These coaches will be parked in front of the airport The transfer time from the airport to the official hotels is approximately 2 hours Transportation of Equipment Teams must inform the LOC of their need for equipment pick-up in advance of the Championships. A representative of the LOC will take the equipment from the airport directly to the Poles Store Room at the FBK-Stadium. (see appendix 4). Each pole-cover must be labelled with a sticker showing: Athlete s Name and Country Code. 3.2 Arrival by Train Teams planning to arrive by train must inform the LOC of arrival time in advance as the vehicle service will be arranged accordingly. Teams which do not inform the LOC will not be provided with the service. 3.3 Arrival by Road Teams arriving by road are kindly asked to inform the LOC in advance and go directly to their hotel, where representatives from the LOC will welcome them. 13

14 3.4 Visa Requirements The following countries require visas to enter The Netherlands: Belarus (BLR) Russia (RUS) Ukraine (UKR) Visas should be obtained before leaving your country, from the Dutch Embassy or Consulate. In The Netherlands each person is obligated by law to show an official identification document when asked by officials. 14

15 4. TRANSPORT 4.1 Transport and Accommodation Desk The Transport desk will be located in the front of the hotel and will be open from Thursday 26 June until Monday 30 June from h h. 4.2 Bus Shuttle Service A regular bus shuttle service will be provided between the team hotel, training venue, social functions and the competition venue. Full details of the schedule will be displayed at the Information desk in the hotel. Transfer times between the hotel and the competition venue will be around 20 minutes. Transport management can assist when team leaders like to rent a car or minibus (for private use at own costs) From the Hotel to Technical Meeting and Orientation Visit The Technical Meeting will take place in the Team hotel on Friday 27 June at h. On Friday 27 June, h the LOC will provide the possibility for an Orientation Visit. Transportation will be organised from the Hotel to the FBK-Stadium according to the transportation schedule Personal vehicles Parking for personal vehicles is possible near the FBK-Stadium and the hotel without any costs. 4.3 Return to Airport Transport will be arranged according to the flight schedules submitted by the teams. Further information will be available from the hotel information desks. 15

16 5. ACCOMMODATION & HOTEL INFORMATION 5.1 General Information The LOC has reserved a good quality hotel for teams and officials providing full board accommodation and easy accessibility to the competition venue. 5.2 Information Desk An information desk will be located in the lobby of the team hotel to assist athletes and officials with hotel check-in procedures and provide details on shuttle service, transportation, meeting schedules, breakfast, lunch, dinner times and local information. 17 5.4 Costs and European Athletics Quota According to European Athletics Regulation accommodation and full board for the visiting teams will be paid for by European Athletics for 4 days and for the following persons: Teams: 4 athletes & 2 officials from each participating men s and women s team The following rates must be paid for out of quota team members and for additional days: E 85,00 per person / per day for athletes/officials in a double room* E 100,00 per person / per day for athletes/officials in a single room* The team leader must settle any extra charges (bar, laundry, telephone, etc.) at the hotel reception desk, before departure. The team leader will be requested to provide a credit card or E 20,00 cash at the time of checking in at the reception desk to cover any extras. * All payments must be made in Euro. 5.5 Meals All meals will be served in the team hotel. The restaurant opening times are: Breakfast: h h Saturday and Sunday from h Lunch: h h Saturday and Sunday at the Stadium (see 5.5.1) Diner: h h Sunday: Closing Banquet at h Accreditation cards together with meal vouchers (which will be given to teams upon arrival) will allow access to meals. In case of lost vouchers, team leader must contact to the information desk. For lunch and dinner, mineral water and 2 soft drinks per person are available free of charge. All other drinks must be paid for. A late serving provision will be made for those athletes detained at the stadium due to late arrivals or protests Lunch for Athletes in Combined Events Lunch will be provided on Saturday and Sunday for all athletes and officials in the Rest Room. Accreditation cards (which will be given to teams upon arrival) will allow have lunch in the Rest Room at the FBK-Stadium. 17

18 5.6 Meeting Rooms for Teams Arrangements can be made for team meeting rooms through the information desk in the hotel. Requests shall be made at reasonable time in advance. 5.7 Medical Services in the Hotel On the information desk teams will be informed at what times the doctor is available in the Hotel. At the Team Hotel the LOC will provide a physiotherapy room and LOC will also provide physiotherapists. Openings hours will be announced in front of the room. In case of an emergency please contact the LOC information desk in the hotel during opening hours and the reception outside this schedule. 5.8 Telephone Calls The telephone will be automatically activated to make room-to-room calls. Any athletes or delegation officials requiring the use of the room phone for outgoing calls must make arrangements with the information desk at the hotel. The telephone will be made available upon the presentation of a credit card to cover all charges. All delegations will receive a telephone contact list of important telephone numbers for the European Cup Combined Events 2008 in the FBK-Stadium in Hengelo. 18

19 6. ACCREDITATION 6.1 General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 6.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry system. No changes will be accepted after the final entry deadline. Accreditation cards will be distributed in the hotel. 6.3 Loss of an Accreditation Card Any lost or damaged accreditation cards should be reported to the TIC. Duplicate cards can be obtained where proof of identity can be established. 6.4 Access Areas for Teams A description of the accreditation system is included on the back of the accreditation card. All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and to the infield. The Head of Delegation from each team is invited to the VIP Hospitality area and will be given the necessary access number on the accreditation card. Separate cards will be issued to Team Leaders, for access to the information in the teams pigeon boxes at the TIC. Upon the athlete s notifications for doping control one pass will be given for an accompanying person. Passes will be collected once they enter the Doping Control Station. 19

20 7. TECHNICAL INFORMATION 7.1 Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between each Team Delegation, the LOC and Technical Delegates and the Competition Administration, regarding technical matters. The TIC is located in the FBK-Stadium (see stadium plan). Friday, 27 June h h Saturday, 28 June h h Sunday, 29 June h h The TIC will be linked to all information desks set up for this event and shall be responsible for the following: Competition information Notification of lists of competitors (start lists) Liaison points concerning technical matters between Team Delegate, Technical Delegate and LOC Settlement of technical enquiries from delegations Record forms Applications for national records doping control and photo finish prints Urgent notices collection and delivery of any urgent written notices to the Team Delegations from Technical Delegate, European Athletics and LOC Receipt of protests from the teams Publication of results. Results will be displayed on the notice boards near the TIC Official invitations Entrance tickets ordered by the teams All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Information put in the mailboxes will include daily programme, start lists, results as well as official information from European Athletics and LOC. Access to the information in the teams pigeon holes at the TIC will be controlled by a separate entry card, not by the accreditation card. TIC cards will be given to each team leader. 20

21 7.2 Technical Meeting The Technical Meeting will be held on Friday, 27 June at h in the Aparthotel Delden. Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. All questions related to the Technical Meeting must be presented in writing, in English, to the information desk in the hotel before hours on Friday 27 June. The Technical Meeting will be conducted in English. The Technical Meeting will be attended by: European Athletics Council Delegate European Athletics Technical Delegate Area Technical Officials Jury of Appeal Representatives of the Local Organising Committee Chief Technical Officials TIC Representatives Competition Director European Athletics Doping Control Delegate Competition Data Handling Representative European Athletics Staff Agenda The preliminary agenda of the Technical Meeting includes: Welcome by the President of the Local Organising Committee Welcome by the European Athletics President or his representative Presentation of the International Officials Presentation of the Competition Officials Presentation of the competition and warm up sites Mixed Zone, Call-room procedures and schedule Starting height and bar raising Increments Scoring and ties Bib Numbers Protests Opening and Closing Ceremonies Presentations Doping Control Answering of questions submitted in writing by federations Distribution of bib numbers and start lists. 21

22 7.3 Implements Federations requiring IAAF approved implements not listed by the LOC may present such implements prior to the competition at the Implements Office near the Call Room for inclusion in the competition pool, subject to test. Implements, including vaulting poles, must be presented at the latest on 28 June h at the Implements Office and will be returned in the same place only after the completion of each day s events. The Implements Office will be open until one hour after the end of the last competition event of that day. Basic implements will be provided for warm up and training. 7.4 Inspection of Competition Venue Heads of Delegation may visit the FBK Stadium, inspecting access routes and other facilities which will be important to the teams on Friday 27 June by arrangement with the Team Liaison Officer or through the information desk in the hotel. There will be an organised tour on Friday 27 June, h. Transportation from the hotel to the stadium according to the transportation schedule. 7.5 Competition Area The FBK-Stadium and its surroundings are shown in appendix 4. of this document. There are of seats in the stadium. The stadium has the following competition sites: 8 lanes 2 High Jump sites 4 Pole Vault sites (2 landing pits) 4 sites for Long Jump 2 sites for Triple Jump 3 Shot Put Circles 1 Combined Discus/Hammer Circle 2 Javelin sites Track surface: Conipur SW, Conica, SUI 1 additional Discus Circle on the outside of the stadium. The Warm up area has the following sites: 4 lanes round, 6 sprint lanes 1 site for Long/Triple Jump 2 Shot Put Circle 1 Javelin site Track surface: Conipur SW, Conica, SUI 22

23 The maximum spike lengths in the various events are: Track, Long Jump, Triple Jump and Pole Vault: 9mm Javelin: 12mm Teams seats are located on the Main Stand. 7.6 Dressing / Physiotherapy Rooms Dressing rooms with showers are located in the Rest Room. In addition, physiotherapy tables and ice machines are available there. 7.7 Training Athletes will have the possibility to train in the FBK-Stadium and on the Warm Up area. Warm-up for throwing events only possible on the Warm Up area. Opening hours of this facility will be: Thursday 26 June h h. Friday 27 June h h. Between h and h we will have a sound check in the FBK-Stadium. Equipment and implements necessary for training will be available at the training venues. Officials will be present to help in the case of problems or special requirements. Drinks will be available at the training venues. Accreditation must be handed in when borrowing equipment, and will be returned to the athlete when the equipment is handed back in. The Weight training room in the FBK-Stadium is situated in the main building and will be open on Friday 27 June until Sunday 29 June from 9.00 h h. Details about transportation for training sessions are included in the transport section of this manual. The transport schedule will be displayed at the information desks in each hotel/the athletes village Training with Official Starters This will take place at the FBK-Stadium on Friday 27 June from h h 23

24 8. COMPETITION REGULATIONS 8.1 Team Composition Each European Athletics Member may enter 1 (one) men s team and 1 (one) women s team. In the Super League each team shall consist of not less than 3 (three) and not more than four (4) male athletes (in Decathlon) and/or female athletes (in Heptathlon). 8.2 Final Entries Final entries shall be made through the European Athletics online entry system. The online entry system will be accessible on the European Athletics website: org in the section Member Federation Zone Competition. Member federations should use the already known ID and password. Final entries indicating the names of the athletes and their performances in the current year, plus the names of officials must be submitted not later than 5 (five) days before the competition by midnight CET on Monday 23 June Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. Forms for the final declaration and confirmation will be distributed to each delegation during accreditation. The forms must be completed and returned immediately. Final start lists will be ready for collection at the information desk in the Team Hotel after the Technical Meeting Withdrawal Withdrawal of any confirmation must be indicated to the TIC in writing on the official withdrawal form. After the Technical Meeting justified changes due to injury, illness or other uncontrollable matters will be possible until the beginning of the respective event, provided that the Technical Delegate has been previously informed and has accepted the change. 8.4 Competition Numbers The LOC will provide the teams with competition numbers at the Technical Meeting. Each competitor receives 4 numbers. Their personal competition number shall be pinned on the front and the back of the competition clothing (except in the high jump and pole vault where one number bib may be worn on the breast or back only), on the back of the tracksuit and on the bag. The competition numbers may not be cut, bent or covered in any way. 24

25 8.5. Participation Order/Lanes The athletes participation order or lane assignment for each event is according to drawing done by the Technical Delegate as follows: Men Women A Estonia A Ukraine B Russia B Poland C France C Great Britain and NI D The Netherlands D Switzerland E Belarus E Greece F Spain F Russia G Poland G The Netherlands H Belgium H France See Appendix Scoring The total sum of points obtained by the best 3 (three) athletes from each team will be used to establish the final order of the teams. Any team which has got less than 3 (three) athletes to score individually shall not figure in the final order of the teams. In case of a tie in the overall total of points, the teams concerned will be placed according to the total of the individual placing achieved by their 3 (three) best athletes in a specific ranking excluding the fourth athlete of each team and athletes scoring individually. If the tie still exists, the team having the athlete with the highest total of points in the individual order shall be placed before the other team(s). 8.7 Competition Clothing Competitors must wear the Federation s official team clothing. IAAF Rule 8 &143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations (version 08/2005). Clothing and items not conforming to this rule and the current IAAF Advertising Regulations 2008 will be removed or taped at the call room. European Athletics has a record of the Team vests of all Member Federations on the European Athletics website. If the uniform displayed on the website differs from your current official uniform, a full set of photographs must be provided to European Athletics by 13June 2008 the latest (preferably in an electronic version): JPEG file, maximum resolution and size 300 dpi / 500KB Compressed ZIP file, if possible Mail to: competition@european-athletics.org Otherwise, the existing records will be used as reference Team clothing must be uniform. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete. This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits. 25

26 9. COMPETITION PROCEDURE 9.1 Timetable Please see Appendix 2 for the competition timetable 9.2 Call Room All athletes must report to the call room according to the following schedule: 28 June: Decathlon: 9.40 h (20 minutes before the start of the 100 m) Heptathlon: h (20 minutes before the start of the 100 m hurdles) 29 June Decathlon: Heptathlon: 9.10 h (20 minutes before the start of the 110 m hurdles) 9.50 h (40 minutes before the start of long jump) The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules: Competition clothing Shoes Bags That non-authorised equipment (radio, mp3 or similar device, mobile phone, camera etc) are not brought infield. 9.3 Rest Room After each event, athletes leave immediately the infield and can go to the Rest Room. From the Rest Room they are taken to the next event by judge at the following times: Track events: Pole Vault: Other field events: 10 minutes before the start 60 minutes before the start 30 minutes before the start 9.4 Competition preparation Track Events Tracksuits shall be put in baskets at the start; these baskets will be taken to the mixed zone for collection after the race Field Events In the field events the official trials supervised by the judges. Athletes may only use the official markers for the approach. These will be hand out by the competition officials at the competition area. 26

27 9.4.3 Start commands The starter commends will be given in English, as follows: For distances up to and including 400 m: - On your marks - Set - Fire of the gun For distances of 800 m and more: - On your marks - Fire of the gun. If for any reason the starter feels it is necessary to interrupt the process he/she will say: - Stand Up TimeTronics starting blocks will be used. There are false start indicators installed on the starting blocks. 9.5 Timing and measurement The official timing will be provided by TimeTronics and will be displayed on the official electronic timing instrument and photo finish cameras provided by TimeTronics. The distance measurements, including Pole Vault, will be taken by electronic equipment from TimeTronics The High Jump will be measured manually. 9.6 Leaving the arena during the events An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the referee or the Chief Judge of the event. 9.7 Leaving the stadium after the competition After the last event on each day the athletes leave the stadium through the mixed zone where media interviews will be carried out. 27

28 9.8 Protests and Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board). Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of E 70, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury s decision will be provided in writing at the TIC. 9.9 Interviews In the mixed zone, all athletes meet the media: first TV, then radio and finally the written press. It is for the athlete to decide whether he/she will give an interview Doping Control General Information Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate. Urine samples may be collected immediately before, and during, the event. Athletes selected for doping control shall be informed by anti doping officials. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Centre (DCC). A selected athlete will be allowed a maximum of one hour to report to the DCC but should report as soon as possible from the time of official notification. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCC. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the event. 28

29 Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the Doping Control Delegate. All athletes setting World or European records must report to the DCC to provide a sample. Failure to provide a sample will result in the record not being ratified Additional Controls Additional athletes, such as those achieving National Records who have not been selected for doping control, may present themselves for testing. These athletes must report to the TIC where they will have to complete the Doping Control Request Form. They will then be escorted to the Doping Control Station. The cost of this control will be paid by European Athletics and will be deducted from the member federation s subvention after the event. 29

30 10. Medical Services 10.1 General The medical service is in charge of any medical assistance to the team leaders, the competition organisation, the information personnel, the honorary guests as well as, during the competition, to the spectators in the stadium. The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from European Athletics competitions and during the event itself (Regulation ). In case of an emergency please contact the nearest medical aid station, in other cases the given instructions should be followed. Below is information on the medical care sites and relevant instructions. Dr de Wit is in charge of the medical service and can be reached on Medical Services The medical centre serves the athletes, trainers, other team members as well as members of the competition organisation. The medical centre is located FBK-Stadium and will be open from 9.00 h until the end of the competition. During other hours there will be a doctor and nurse on duty Medical Care at the stadium The stadium medical service is responsible for any problems concerning the athletes health. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. There are also well equipped physiotherapy facilities here. The stadium medical service is also responsible for first aid in the warming up area Physiotherapy There are well equipped physiotherapy facilities in connection with the Medical Centre. The physiotherapy rooms are equipped with massage tables and will be open from Friday 27 June until Sunday 29 June from 9.00 h until h. Please reserve treatments at the Medical Centre office. The team physiotherapists and doctors may use the equipment in the physiotherapy rooms in co-operation with the medical staff. 30

31 11. SECURITY Instructions given by the LOC, the security personnel and the police have to be followed in all areas, as well as during transport from location to another. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC Information Desk. 31

32 12. CEREMONIES Victory Ceremonies After every event a short victory ceremony will take place for the winner of that event only. The victory ceremonies of the individual best scoring Men and Women will take place at the Closing Banquet. The victory ceremonies for the wining teams Men and Women will take place at the competition venue immediately after the competition of the Decathlon and Heptathlon respectively. Athletes must wear the official team clothing for the ceremonies Opening Ceremony The Opening Ceremony will take place on Saturday 28 June at h at the FBK-Stadium Closing Ceremony The Closing Ceremony will take place on Sunday 29 June directly after the last event at the FBK-Stadium Closing Banquet The Closing Banquet will take place on Sunday 29 June at h in the Aparthotel. Everyone with accreditation or an invitation is welcome to attend. 32

33 13. DEPARTURE Teams will be asked to provide full travel details on the on line entry system. Teams will also receive a departure form, which should be completed and returned to the LOC Information Desk in the hotel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details. Departure times of the shuttle buses from the hotel will be provided and displayed at the LOC Information Desk. All outstanding fees, charges and possible other expenses must be settled with the cashier. On the day of departure the LOC Hotel Manager checks the rooms together with the team leaders. 33
