6 PRESS INFORMATION ACCREDITATION Accreditation cards will be issued as follows: LOC Office (Crowne Plaza): Friday, 21 June Saturday, 22 June Sunday, 23 June LOC Office contact details: Crowne Plaza Northwood Business Park, 9 Accreditation cards must be worn in such a way that they are easily visible; they must be presented upon request. OFFICIAL MEDIA HOTEL The Official Media Hotel is the Express by Holiday Inn, Northwood Business Park, 9. This hotel is directly adjacent to the Crowne Plaza where the LOC offices are located and the press conference and the off-site media centre will be located. 7 FACILITIES On-Site Media Centre Venue The On-Site Media Centre will be located in the main stand in the Morton Stadium. Contact details Morton Stadium, Santry, 9. Opening Hours Friday, 18 June Saturday, 19 June Sunday, 20 June 10:00-22:00 There will also be an Off-Site Media Centre in the Crowne Plaza open all weekend. Technical Equipment The On-Site Media Centre will be equipped with electrical outlets and complimentary Wi- Fi. Passwords will be given out on site. The big screens will be visible from the media tribune/media centre and this is situated overlooking the finish line of the track. Photographers Working Room The working room for photographers will be located within the Off-Site Media Centre in the Crowne Plaza. Lockers will be provided at the stadium. European Athletics/LOC Media Office The European Athletics/LOC Media Office will be located in the On-Site Media Centre. 7/19

8 Press Tribune The Press Tribune will be situated in the stand of the Morton Stadium. A very limited number of Press seats with tables, complimentary wi-fi and electrical outlets will be provided. Seats & tables will be provided only to recognised athletics journalists. There will be 30 non tabled seats in the stand reserved for journalists. These seats will be distributed on a first come, first served basis. Journalists in the tribune can watch the host broadcaster feed on a giant video screen. Photographers Area Dedicated photo positions will be set up around the track. European Athletics infield policy will be strictly adhered to and only 12 photographers will be given access to the infield at any one time. This will be controlled by Photographer Chief Der O'Donovan. Post Race Procedure After competition, athletes will proceed as follows: TV Interviews in front of the sponsors backdrop, Radio Interviews, Mixed Zone, Doping Control Room. All athletes must pass through the Mixed Zone. Mixed Zone The Mixed Zone is situated just beside the finish line. All athletes must pass through the Mixed Zone. Journalists may interview the athletes after each event in this area. Only athletes, Team Leaders and accredited media will have access to this area. There are 800 available seats in the tribune in the stadium. The Media Hotel organise a complimentary bus from the airport to the hotel every 15 minutes. Please make your way to the information desk in the arrival hall for further information. Parking Parking will not be provided so we strongly encourage all journalists attending the event to use public transport. Media Entrance Media representatives can gain access to the Media Centre through the main gates. Events European Athletics/LOC Pre-Event Press Conference Date: Friday 21 June at Venue: Crowne Plaza Hotel, Northwood Business Park. Photographers Briefing The Photographers Briefing will take place on Saturday, 22 June at am. The briefing will take place in the On-Site Media Centre and will include a visit to the field. Members of the written press who wish to visit the field as well will be welcome to participate. 9/19

10 COMPETITION RULES Team Composition According to 603.1, each European Athletics Member Federation may enter one team comprising a maximum of 50 (fifty) athletes (25 male and 25 female athletes). Scoring The European Athletics Team Championships comprises one single competition where men s and women s teams represent as a single team the respective European Athletics Member Federation. The winner of each individual event and each relay in each match shall score as many points as there are teams competing, the second will score one fewer, and so on. Athletes or relay teams disqualified or failing to finish will not score any points. In the case of a tied event, the combined points of the tied competitors shall be divided equally. The team having the highest aggregate number of points shall be the winner of the European Athletics Team in In the case of a tie in the overall total of points, the team with the most first places will be the winner. Should the tie then still remain, the team with the greater number of second places shall be given the higher position and this system shall be applied, if necessary, to subsequent placings until the tie is decided (Regulation ). The 3 first teams will be promoted to the Super League and the 2 bottom teams relegated to the second league. Specific Competition Regulations Field Events Except Vertical Jumps There will be a maximum of four trials per competitor in each event. All participating athletes will have three qualification trials (1 st, 2 nd and 3 rd trial). The best 4 athletes after the 3 qualification rounds will compete in the Final (4 th round). The 8 athletes with lower performance will be ranked by their best performance after the 3 rd qualification trial. The remaining 4 athletes will be ranked by their best performance after the Final (4 th round). IAAF Rule will apply for ties. 10/19

11 Vertical Jumps Each competitor shall be entitled to a maximum of 4 (four) fouls only throughout the whole field event. All the other relevant IAAF Rules for the vertical jumps will apply. IAAF Rule will apply for placings. The time permitted for each attempt in High Jump and Pole Vault shall be 1 (one) minute except when consecutive attempts are by the same athlete in which case IAAF Rule shall apply. Except a tie for the first place the winner of the competition is allowed to continue according to IAAF Rule and Track Events According to IAAF Rule no false start is allowed. Any athlete committing a false start will be disqualified. Starting Order and Distribution of Athletes per Heat The order of attempts in field events shall be decided by a draw conducted by the Technical Delegate and/or European Athletics. Each participating team shall be allocated a letter which shall determine the order of attempts in the field events in accordance with the European Athletics Regulations for the European Team Championships. In the horizontal field events, the order of trials in the first round will be kept for the first 3 trials. The order of the trials in the final round will be the reverse order of the ranking after the 3rd round. In case of 12 teams, races up to 400m inclusively and relays will be staged in two heats of 6 athletes / relay teams each. The distribution of athletes per heat will be as follows: For the races up to 400m inclusively, the heats are being arranged by considering as much information as possible about the performances of all athletes and the heats drawn so that, normally, the best performers compete in the same heat. In principle, the distribution will be based on the athletes season & personal best performance and medals achieved at major events. In principle, athletes will be ranked as follows: season best, season best of previous year and personal best for the purpose of the distribution per heats. The final distribution is under the discretion of the Technical Delegate. For the 4x100m relays, the teams distribution per heat will be according to the teams scoring standings 1 (one) hour before the scheduled hour for the event. The best scored teams will compete in the same heat which shall be the last event of the session of track events. 11/19

The best scored teams will compete in the same heat which shall be the last event of the programme. The second heat will contain the top athletes / relay teams according to the above. In case of 12 teams, lanes 2-7 must be used. Lanes will be allocated to the top three athletes / relay teams according to the above. Lanes will be allocated to the remaining athletes / relay teams. On 800m all athletes will start in lanes (2 athletes in lanes 2, 4, 6, 8 according to draw) The Technical Delegate will conduct the draw of the lane allocation after the final confirmations for 100m, 200m, 400m, 800m, 110m H, 100m H and 400m H. For the relay races, the Technical Delegate conducts the draw one hour before the races. CEREMONIES Opening Ceremony The Opening Ceremony will commence on Saturday, 22 June at in the Morton Stadium. Closing and Award Ceremony One ceremony shall take place after the conclusion of the event in the Morton Stadium on Sunday, 23 June at The national anthem of the winning nation will be played. 18 Event Draw European Athletics Team Championships 2013 First League - Official Draw Special Draw for races up to 400m: Races up to 400m inclusively and relays will be staged in two heats of 6 athletes each. The second heat (B) will contain the top athletes/relays according to European Athletics competition regulations. In case of 12 teams lanes 2-7 must be used.
