GENERAL INFORMATION 1.1 Presentation of the competition The participation of the teams to the International Combined Events Match was discussed during the EA Convention in Vilnius (October 2017). 3 2. ARRIVALS 2.1 Arrival by Air The official airport is Marseille (MRS) which is situated 50 km from Aubagne. Upon arrival at Marseille airport, the teams will be met by the welcome staff; after collecting luggage, team members will be escorted to the buses and taken to the team hotel (between 45 and 1h from the airport according to the traffic condition). Poles will be transferred directly to the stadium by the LOC. Teams are invited to clearly identify the poles with athlete s name and country. 2.2 Arrival by Train There will be no Welcome Desk at the main railway station in Aubagne or Marseille. Teams arriving by train will be met by LOC representatives and taken to the team hotel, according to the arrival times given in the final entry system. 2.3 Arrival by Road Teams arriving by road are kindly asked to go directly to the hotel Linko Souleia, where representatives from the LOC will welcome them. 2.4 Visa Requirements Only Ukraine needs visas to enter France. As usual, this Federation will contact the FFA : international@athle.fr providing, for all applicants: name surname gender date of birth passport number date of expiration of the passport. 3. TRANSPORTATION 3.1 International Transportation Teams are travelling at their own expense to Marseille Airport, Marseille Railway Station or directly to Aubagne 3.2 Access to the stadium from the hotels Teams accommodated at the Souleia hotel: this hotel is at walking distance from the hotel. No transportation is foreseen. Teams accommodated in the second hotel: LOC will provide transportation as needed 3.3 Transportation plan A detailed transportation plan will be displayed at the Information Desk in the hotel. 3.4 Return to Airport Transport will be arranged according to the flight schedules submitted by the teams. ACCOMMODATION & HOTEL INFORMATION 4.1 General Information All teams but not France will be accommodated in: HOTEL LINKO SOULEIA AUBAGNE 4 cours Voltaire Aubagne Phone: Website: The hotel was the main hotel of the 2015 European Combined Events Championships The second hotel will be NOVOTEL MARSEILLE EST 62 Avenue de St Menet Marseille Cedex 11 Phone Will be accommodated there. the French team. extra people of the other delegations (see 4.2). the organisation 4.2 Allotment for a team. In accordance with the signed contract, a team is normally composed by 18 people (12 athletes and 6 officials) who will be accommodated in 7 twin and 4 single. Unfortunately, the size of the hotel will not allow to accommodate more people. Extra officials (duly entered in the FEF) will be accommodated at the Novotel Marseille Est 4.3 Accommodation costs. In accordance with the signed contract, accommodation (full board) is offered for the period Friday 27 to Monday 30 th July, for 18 people (see 4.2). Additional rooms can be booked at the Novotel at the rate of 100 uros (twin room, bed and breakfast) or 90 uros (single room, bed and breakfast); transportation will be organised.. All extras and phone class have to be paid by the users. To this effect the users may be asked to present a credit card in order to secure the payment of these dues.. The team leader must settle any extra charges related to the team (bar, laundry, telephone etc) at the hotel reception desk, before departure. The team leader will be requested to provide a credit card at the time of checking in at the reception desk to cover any extras.. All payments must be made in Euros. Page 4 of 17

5 4.4 Information Desk. An LOC Information Desk will be located in the lobby of the hotel Linko Souleia with qualified personnel offering relevant information about all aspects of the competition.. The Information Desk opening hours will be as follows, depending of the final arrival/departure schedules of the teams: Friday 27 July: 14:00 to 21:00 Saturday 28 July: 8:00 to 09:00 and 19:30 to 20:30 Sunday 29 July: 7:30 to 08:30 and 19:30 to 20:30 Monday 30 July: 09:00 to 12: Meals. ACCREDITATION 5.1 General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 5.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the FEF and will be given to the Team Leader when he arrives. 5.3 Access Areas for Teams. All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and to the infield.. Access to the Doping Control: 1 pass will be given to the athlete upon notification and an additional pass for an accompanying person. Passes will be collected once they enter the Doping Control Station. Page 5 of 17

6 6. TECHNICAL INFORMATION 6.1 Timetable Please refer to Appendix 3 for the competition timetable 6.2 Technical Information Centre (TIC). The TIC is located at the competition venue (see appendix 5).. Opening hours are the following Friday 15:00-21:00 Saturday 08:00 20:30 Sunday 08:00 20:30. The TIC shall be responsible for the following: Settlement of technical enquiries from delegations Competition information (start lists, results, etc) Registration and collection of personal implements. (e.g. shots, etc.) Recovery of items confiscated at the Call Room Receipt of protests and appeals from the teams. All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Access to the information in the teams pigeon boxes at the TIC will be controlled by a separate entry card. 6.3 Technical Meeting. The Technical Meeting will be held on Friday at 18:00 (tbc) at Linko Souleia Hotel (ground floor). It will be conducted in English.. Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting.. Agenda: the preliminary agenda of the Technical Meeting includes: Welcome by the Responsible of the Organisation Presentation of the key Competition Officials Presentation of the competition and warm-up sites Technical information Protocol matters Answering of questions submitted in writing by federations Distribution of numbers and start lists 6.4 Implements. Athletes are strongly recommended to use their own implements. Personal Implements shall be allowed, providing that: They have IAAF certification They are not already on the official list Page 6 of 17

7 They are in good conditions and the brand is easily recognised. They are made available to all the other competitors until the end of the competition They will have to be submitted to the TIC on Saturday between 10:00 and 11:00. Basic implements will be provided for warm up and training.. Vaulting poles will be delivered by the LOC in the stadium the day before the day of the pole vault event. The poles will be kept in a locked store and will be brought to the competition site in due time by the organisers. After the competition, the organisers will take the poles to the team hotel and further transportation will be arranged by the organisers as required. 6.5 Spikes The maximum spike lengths in the various events are: Track, Long Jump, Triple Jump and Pole Vault: 9 mm High Jump and Javelin: 13mm 6.6 Training. Athletes will have the possibility to train in the competition site on Friday from 15:00-19:00. Special arrangements will be made on Thursday according to the arrival and request of the teams.. Equipment and implements necessary for training will be available. Officials will be present to help in the case of problems or special requirements. Drinks will be available at the training venue. Accreditation must be handed in when borrowing equipment, and will be returned to the athlete when the equipment is handed back in.. The Weight lifting room in the competition site is situated near the 100m/100m hurdles start line. Opening hours are the same as for official training. 6.7 Dressing Rooms Dressing rooms with showers are located in the competition site. 6.8 Resting Area. After each event, athletes leave immediately the infield and can go to the Resting Area.. Each team will be provided with a dedicated Resting Area in the warm up area.. In addition, a resting room will be available. The rooms/areas will be clearly marked with flag and country code.. Physiotherapy tables will be available there next to the resting rooms.. From there, athletes are taken to the next event by a judge at the following times: Track event: 10 minutes before the start Pole vault and High Jump: 45 minutes before the start All other Field events: 30 minutes before the start 6.9 Entries (FEF). Entries shall be made on the forms provided by the FFA. They will indicate the names and individual logistical information (detailed travel arrangements, accommodation request and rooming list) of the competitors and of the officials. They must be submitted not later than Tuesday 3 rd July Page 7 of 17

8 6.10 Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. This final declaration must be available to the Organising committee no later than Friday 12:00. Any team foreseeing to arrive later than this deadline shall confirm the respective athletes participation via to 6.11 Scoring. by event: the finishing positions of the teams will be decided according to the aggregates of the points) earned by the 2 highest scoring athletes in each of the four competitions.. overall: the team having the highest aggregate scores 6.12 Competition structure. 100m men, 200m women, 400m men, 100H women, 110H men: 3 heats of 6 runners (one from each team), the fastest being the third. 800m women: two races, according to the individual placing after the javelin. 1500m men: one single race. all field events: all 18 athletes will compete in one single group 6.13 Participation Order/Lanes. The athletes participation order or lane assignment for each event is according to the chart displayed in Appendix. The allocation of the position of the athletes within one team (e.g. A1, A2, etc...) shall remain at the discretion of the participating teams. It would be appreciated if these information are known at the time of the FEF; changes can be made until the final confirmation procedure Competition Bibs Each competitor receives 3 bibs. They need to be displayed on the competition clothing in accordance with the IAAF Rules and on the back of the tracksuit. The competition bibs may not be cut, bent or covered in any way. Bibs will bear only the name of the athlete (+ national flag and three-letter abbreviation) Competition Clothing Competitors must wear the Federation s official team clothing. IAAF Rule 8 &143 will be applied. Please make sure to follow the IAAF Advertising Regulations in force, available at Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room Call Room Procedures. The Call Room is located near the warm up area and athletes are requested to report to the call room before the start of each day 20 minutes prior to their first discipline. Athletes arriving late may be excluded from participation in the event. Page 8 of 17

9 . The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules: Competition clothing, Shoes, Bags. Non-authorised equipment (radio, Walkman, mobile phone, camera etc) will not be allowed infield Starter s command. The starter s commands will be given in French, as follows:. For distances up to and including 400m: A vos marques, Prets, Fire of the gun. For distances of 800m and more: A vos marques, Fire of the gun. If for any reason, the starter feels it is necessary to interrupt the process he/she will say: Debout 6.18 Markers Athletes may only use the official markers provided by the LOC for the approach Measurements The distance measurements for all events will be taken manually Leaving the infield during the competition An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the Referee Drinking Stations Water and soft drinks are provided in the infield, mixed zone and in the warm-up area Protests and Appeals. Protests will be processed in accordance with IAAF Rule In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf. Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board).. Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision.. When submitting an appeal form, a deposit of EUR 80, must be paid. If the protest is unsuccessful, the deposit will not be returned.. The Jury s decision will be provided in writing at the TIC Insurance The participating Member Federations are responsible for taking out their own insurance to cover the risk of illness or injury of any member of their team when travelling to and from the event and during the event itself. Please take the necessary steps to fulfil these requirements well in advance. Page 9 of 17

10 7. MEDICAL SERVICES & DOPING CONTROLS 7.1 Medical Services General. It is assumed that each team will have its own medical structure. On duty doctor will be available on demand, phone number will be given during the accreditation process.. In case of emergency, please contact the nearest medical first aid station or call the 24/7 Medical Emergency number 15 or 112 (free of charge). At the stadium. There will be a room for medical attention (next to the finish line). The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention.. There will also be first aids squad supervised by a doctor 7.2 Doping Controls. Doping controls will be conducted in accordance with IAAF Rules and Anti-doping Regulations. Both urine and blood samples may be collected immediately before, and during, the competition.. Athletes selected for doping control shall be informed by anti doping officials. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Station.. Selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action.. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the competition.. Additional athletes (especially for ratification of national records) may present themselves for testing. These athletes must report to the TIC. The cost of this control will recharged (300 uros) by the FFA to the relevant National Federation. Teams are invited to inform the FFA in advance (specific box on the FEF) if they request such a control 8. CEREMONIES AND SOCIAL FUNCTIONS 8.1 Welcome Dinner A welcome dinner for the Team Leaders will be hosted on Friday evening. Each delegation is invited to send two representatives. 20H00 at the Restaurant Bistrot Voltaire located 323, Boulevard Voltaire in La Penne-sur-Huveaune. Page 10 of 17

11 8.2. Opening Ceremony The Opening Ceremony will take place on Saturday at 14:30 at the competition site. It will be very simple and consist of a flag parade with the participation of two athletes (1 male and one female athlete) by team Victory Ceremonies The victory ceremonies for the winning teams will take place at the opening of the final banquet. Each of the four winners will receive a Trophy; there will also be an overall Trophy for the teams having the highest number of points by adding those achieved in the four categories Closing Banquet & Closing Ceremony The Closing Ceremony and the Closing Banquet will take place on Sunday at 21:00 at the Espace des Libertés close to the stadium. Everyone with accreditation or an invitation is welcome to attend. Final results booklet will be distributed there. 9.
