2 TEAM MANUAL DÉCANATION p 2 GENERAL INFORMATION 1 France and Paris 1.1 France Official language: French Population: 61,116,257 inhabitants (2000) The currency in France is the Euro ( ). 100 cents make a Euro. There are 1, 2, 5, 10, 20 and 50 cent coins and 1 and 2 coins. There are 5, 10, 20, 50, 100, 200 and 500 notes. You may exchange your money in any bank or at your hotel reception. The exchange rate will be less favourable at your hotel reception. International credit cards may be used in most hotels, shops and restaurants. 1.2 Paris Time: GMT + 2 hours Electricity: For domestic use in hotels: 220 volts (50 Hz). For certain visitors an adaptor will be needed. Telephone: Public telephones are available all over Paris. Certain phones work with coins and others with telephone cards which may be purchased at the CIUP. Certain telephones also accept international credit cards. Climate in Paris: Average temperature in September is between 12.4 C and 22.5 C. September is the end of summer month, but we advise packing a raincoat and umbrella. Average daily sunshine in September is 7 hours and 20 minutes. Average daily rainfall in September is 16 mm with 2,5 rainy days. 1.3 Arrival in France Visas Entry visas must be shown in order to enter French territory. Countries that do not require a visa to enter France: ESP GBR ITA POL USA Countries that do require a visa to enter France: CHN RUS For all visa-related requests contact : Fédération Française d'athlétisme 33 avenue Pierre de Coubertin PARIS Cedex 13, France : : decanation@athle.org Welcome and Information Services at Airports After they have cleared immigration and customs, delegations will be welcomed in the baggage claim area by the Local Organising Committee (LOC). LOC staff will be easy to recognise and ready to provide any information you may require. Delegations will then be led by the LOC staff to their vehicles and driven to the Accreditation Centre near where the teams will be staying, around 40 minutes from the airports Customs Formalities Any goods brought into France and destined to be used, consumed or commercialised in the context of this sporting event are liable to customs duty, except for specific cases subject to prior authorisation by the French authorities. Certain products are strictly prohibited for importation, or may be subjected to strict restrictions due to reasons of public morality, public order, health and safety, protection of life of both people and animals, preservation of vegetation, protection of industry and commercial property. These measures particularly apply to products such as narcotics, drugs, weapons, protected animals and vegetation and counterfeit goods. Goods not destined to be sold, given away or consumed in France may be temporarily brought into the country and will not be subjected to customs duty and regulations. These goods may however be subjected to specific importation conditions depending on their nature or their final destination.

3 TEAM MANUAL DÉCANATION p 3 In general, simplified procedures will be applied to media teams bringing in audiovisual equipment, communication equipment and IT equipment. Athletes sporting equipment and personal belongings may be brought into France without any formalities. Please pay particular attention to the specific conditions concerning the importation of medication, pharmaceutical products and para-pharmaceutical products. These products will be subjected to strict controls from customs Cell Phones In France, cell phones function via GSM (Itinéris, SFR, Bouygues Télécom). Only cell phones made for this system will function in France. Those persons wishing to bring their cell phones to France should contact their cell phone provider to determine if an international agreement has been signed with France permitting temporary use of the French network Team Attachés The LOC will provide teams with Team Attachés, whose role will be to assist them during their stay in Paris. These Volunteers will be at the airports for the arrival of the delegations and will assist them in the collection of their luggage. They will then accompany their delegation to their accommodation and subsequently to the accreditation centre. They will serve as the link between the delegations and the LOC. Their special training will enable them to respond to the needs of the delegations with regard to: the general organisation of competition, transport and accommodation, sight-seeing in Paris, etc Handling of Luggage Delegations will be responsible for taking care of luggage between the airport and their accommodation. 1.4 Accreditation Centre in Novotel Hotel Upon arrival, each delegation will be taken to the Novotel Hotel, where accreditation cards will be issued. For an arrival early, please contact the Fédération Française d'athlétisme. 1.6 Local Transport Catering : All meals will be served in the hotel restaurant. Presentation of the accreditation card will be essential for access to the restaurant From the hotels to the Training Venues A shuttle service will be operated between the hotels and the training venues, the 2 nd September, departing every 60 minutes.

4 TEAM MANUAL DÉCANATION p From the hotels to the Competition Venue A shuttle service will be operated between the hotels and the training venues, the 3 rd September, departing every 30 minutes since 11:30 am Free Public Transport Accreditation holders do not will be granted free access to public transport (bus, metro, RER). 2 COMPETITION INFORMATION 2.1 Entries Final Entry Forms The Final Entry Forms containing the names and performances of the athletes, national records, the names of the Team Officials and all other information required must be submitted to the Local Organising Committee by 25 August 2005 at the latest (midnight, local time) Final Confirmation. Team Leaders or their representatives must confirm, at the arrival, the names of the competitors already entered who will take part in the competition. An interpreter or Team Attaché may also attend, if required Technical Meeting Procedures The meeting, conducted in French and in English. In order to be a subject of discussion during the meeting, all questions and proposals regarding the organisation of the sporting competition of the DecaNation must be put in writing (in French or English only) using the form available from the hotel welcome desk. This form must be returned to the hotel welcome desk by 4 pm on Friday 2 nd September at the latest. These numbers must not be cut, folded or obscured in any way. All competitors must display the numbers on their chest and back without folds, except for the High Jump and Pole Vault events, where a number can be worn on the chest or the back. All competitors taking part in the track events will also receive, from Call Room, two adhesive numbers to be affixed to their hips before entry onto the track. These numbers must be stuck on both sides of their shorts or thighs. 2.5 Competitors Clothing and Equipment During the DecaNation, competitors are required to wear the official uniform of their Federation, which must also comply with the IAAF regulations on advertising Manufacturer Identification on Clothing and Equipment The clothing worn or the equipment used by the athletes and other participants during the DecaNation must comply with current IAAF regulations regarding advertising.

6 TEAM MANUAL DÉCANATION p Spikes No spike on the sole or heel is permitted to exceed 9mm, with the exception of shoes used for the High Jump and Javelin, where spikes must not exceed 12mm. The maximum permitted diameter of spikes will be 4mm. This will be checked at Call Room. 2.6 Prize Money Prize money will be awarded by the Organising Committee to the National Teams after the confirmation of negative results of Doping control. 1 st Team th Team nd Team th Team rd Team th Team th Team th Team Opening Ceremony The Opening Ceremony of the DecaNation will take place on 3 rd September at 2:30pm. Only the Team's Captains are concerned, further information about this opening ceremony will be available from the hotel welcome desk. 2.8 Sports Equipment and Implements The sports equipment to be used during the DecaNation has been approved by the IAAF. The official supplier of sports equipment to the DecaNation is Dimasport Throwing Implements The LOC will be provided all implements to be used during the DecaNation. All implements are IAAF-approved. The use of personal implements will be permitted during the competition. The personal implements will be deposited at the hotel desk before the 3 rd September at 10 am. Poles must bear labels at both ends of their bag, upon which the athlete must enter their name, sex, country and event. All poles will be kept under lock and key at the Charléty stadium. Poles will be brought to the competition venue by Technical Assistants Markers Athletes will not be permitted to use their own markers. For the Long Jump, High Jump, Pole Vault and Javelin, the competitors are required to use the markers provided by the LOC event venues Timing and Measurement Matsport Timing Company will be responsible for the installation and management of all timing equipment for the stadium and the road events. A complete electronic starting system will be used for all races, which will include an electronic starting signal. For the sprint events up to 400m inclusive, a false start detection and an auto recall will be used. The athletes must use the starting blocks provided. Photo Finish equipment will be used to determine race time and position. 2.9 Competition Procedures Call Room Call Room will be set up in a room on the Charlety Stadium. Access to Call Room will not be granted to team representatives. Refreshments and toilet facilities will be available close to Call Room. All of the athletes are required to attend the Call Room at the following times for their respective events. Team Leaders must inform all their athletes of the times at which they must attend and the procedures to be followed in the Call Rooms. In order to ensure that each competitor attends Call Room on time, a pre-call service by public announcement system in English and French will be used at the Charlety warm-up stadium along with electronic boards indicating the final call time. Once in Call Room, the athletes will be identified by their accreditation and their competition number. The athletes will be able to collect such items from the Call Room once their event has finished, upon presentation of their receipt. Team Leaders are requested to pass on the necessary instructions so that only authorised objects are taken onto the ground Procedure to Enter the Competition Venue Once verification has been carried out at Call Room and at the designated time for entry onto the track, the athletes will be accompanied by an official to the competition area. During an event, no athlete is permitted to leave the competition area without the authorisation of the event Chief Judge. In such cases, athletes must be escorted by an official. Drinks (in sealed bottles) will be provided to all athletes within the track area Starter s Orders The starter s orders will be in French. During competition, athletes will be able to visit the toilets, on condition that they are accompanied by an Official.

9 TEAM MANUAL DÉCANATION p Post Event Procedures At the end of each event, athletes must follow the procedure described below: Mixed Zone At the conclusion of each event, all athletes will be directed to the Mixed Zone, outside the field of competition. The Mixed Zone is an area where the accredited journalists can conduct short interviews with athletes immediately after competition. The athletes must pass through the Mixed Zone in order to leave the field of competition Announcement of Results The results of each event will appear as early as possible upon the Charlety Stadium electronic scoreboard and on the television monitor installed in the Post Event Control Area. When the official results appear on the scoreboard, an announcement in the two official languages (French and English) will notify spectators. Each Federation taking part in the competition will be allocated a mailbox near the Charlety warm up area, in which they will receive copies of all results, plus other information on the sporting competitions Protests and Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146. Protests concerning the results or conduct of an event must be made within 30 minutes of the official announcement of the event results. 3 MEDICAL SERVICES Appeals must be presented to the Jury of Appeal in writing, signed on behalf of the athlete by the responsible Official and accompanied by a deposit of 100 $ US or 100. If the appeal is unsuccessful, the deposit will not be returned. All appeals must be submitted to the Call Room at the Charlety Stadium, from where they will be immediately passed on to the Secretary of the Jury of Appeal. The following paragraphs lay out the medical services available during the DecaNation. 3.1 Overview Opening hours for medical and emergency medical treatment will be consulted on the hotel. 3.2 Medical Treatment at the Stade and Warm-Up Venue The Charlety Stadium Centre will provide sports medicine, first aid and emergency treatment. 3.3 Insurance Coverage All participants at the DecaNation should take out medical insurance to cover any treatment they receive during their stay, including emergency transport. This applies to all athletes, coaches and team representatives. The Organising Committee will provide limited free emergency treatment (medical care, therapy, physiotherapy) to athletes, coaches and team staff. Consultations and treatment in hospital, non-urgent treatment and care or ambulance transport are NOT free of charge. The patient will pay all costs. 4 DOPING CONTROL Doping Control procedures for the DecaNation will conform with IAAF Doping Control Regulations and will be supervised by FFA Doping Control Delegates. End-to-end security will be ensured throughout the Doping Control process for the athlete and his sample from the moment he/she is notified to the transportation of the sample. During the DecaNation all athletes are encouraged to have their medication checked by their team doctors. Selection of athletes for control Athletes will be tested according to their results and by the luck of the draw. Certain athletes may also be singled-out to be tested. Any athlete who beats or equals a continental or world record will also be tested. Any athlete who beats or equals a national record and who has not been selected for testing should present him/herself for testing. Athletes should present themselves at the Medical Center from where they will be escorted to the Doping Control Centre. Test costs are 277 and must be paid in advance.

10 TEAM MANUAL DÉCANATION p 10 5 SPORTING FACILITIES 5.1 Competition Stadium The DecaNation will take place at the Charlety Stadium. All the events take place at the Charlety Stadium. The stadium comprises a 400m track, 9 straight lanes and 8 bend lanes. There are also two throwing and jumping practice areas. Long Jump runways are located outside the home straight and High Jump and Pole Vault runways outside the back straight. 5.2 Warm-Up Stadiums Stadium Adjacent to the Charlety Stadium The stadium adjacent to the Charlety Stadium will be used as a warm-up stadium. It comprises a 300m track, 4 straight lanes and 2 bend lanes as well as a warm-up area for the High Jump, the Long Jump and the shot put. 5.3 Accreditations for Field Events The LOC will offer federation members the opportunity to take advantage of specially reserved space to watch heats, qualifiers and finals, with each delegation entitled to one (1) accreditation for this space per entry in the event. This space is situated opposite the event concerned. Team Leaders can pick up these accreditations at the hotel welcome desk. 6 FINAL BANQUET the delegations will be invited to the final banquet at the Paris City Hall of the 13e district. The LOC will provide the transportation from the hotel. 7 DEPARTURE OF DELEGATIONS 7.1 Departure of Delegations Team departure times were indicated on the Final Entry Forms. In case of alteration you are invited to inform the transport desk at the hotel at your arrival. Detailed departure information including shuttle departure time for the airport will be communicated to the delegations in due course. 7.2 Luggage If the need arises, luggage can be stored temporarily in a storage area in the hotel.
