1 ISCA Work Groups A Summary of Work Group Results 2009 to
2 Introduction Commodore Rabi Ahuja, Chairman of the ISCA, set the theme of the 2009 annual ISCA Conference in Mumbai, India as ISCA: Charting a Course for the Future. The goal was to establish an ISCA Long Range Plan (3 to 5 years), with the intent of helping ISCA advance and move forward as a unified body, through a facilitated meeting led by Duncan Rowles, Delegate from the USA using the processes of: Brainstorming: During which the Delegates discussed things that ISCA could do for the future, like the website, fundraising, future conference themes, scholarships, and some real goals for the future. Prioritizing ideas: Twenty-four ideas were identified and given structure and assigned importance. Break out for Action Groups: Delegates met in 4 groups to discuss action steps and to come up with a presentation on what ISCA should do. Presentations: The groups each gave a presentation on the actions required and the priorities given to each action item. Assignments for Action: The Chair accepted the results and formally created the groups, now defined as ISCA Work Groups, to carry the individual Work Group (WG) initiatives through the coming year and to report on their topics at the 2010 ISCA Conference. Acknowledging that this effort would require directed follow-through throughout the year, the Chair further proposed that a Work Group Coordinator role be created. The Chair appointed Duncan Rowles as WG Coordinator. The Work Croup concept proved to be a sound creation and the WG process has continued with 18 Work Groups identified in the years 2009 through

Following the development of a 'strawman' at the Conference, activity ground to a standstill. It was resurrected in 2015 prior to the Netherlands Conference. At that Conference it was assigned a new number - WG16. Note 2: WG10 was initiated at the South Africa Conference (2012). Due to a number of circumstances activity waned and it was not until the 2016 Conference in India that there was a resurgence of interest in pursuing this WG. Note 3: WG12 was initiated in 2014 at the Canada Conference. Because of an overlap between this WG and an on-going project in the UK the UK Delegate accepted the WG Leader role and was going to integrate the results once the UK project was complete. The UK Project was not completed and the WG Leader subsequentially departed the UK Sea Cadets qwithout passing along the information to her successors. The WG was resurrected in 2016 at the India Conference. 4
5 Work Group 1 WG1 Website Improvement Leader: Michael Campbell (2009) United States 2009 Keith Mullaly Canada 2009 Doug Thomas Canada 2009 Ernest Chan Hong Kong This workgroup was created to improve the online presence of ISCA to reach more officers and cadets. Result: A new and modern website was created administered by the United States. The website included a governance page where members can post information concerning workgroups and reports. In addition, a Facebook page was created to augment the website. The present website is being redesigned (2017). The USA is doing this without work group action. 5
6 Work Group 2 WG2 ISCA Senior Cadet Forum Leader: Peter Pemberton (2009) Australia 2009 Ian Loubser South Africa 2009 Claes Grebell Sweden Conclusions We have twisted and turned the arguments back and forth and have formulated the following theses: 1) We assume that all ISCA countries have some kind of domestic Senior Cadet Forum or Cadet Conference. The name does not matter however in that Forum ISCA matters and exchanges should be discussed. 2) The result of the discussions and the Cadets proposals would be given to that country s own ISCA delegate. 3) The delegates to the ISCA Conference would thus represent the Cadets and their ideas. That is the whole idea behind the ISCA concept. Therefore, we suggest for the moment that the Conference close WG2. Perhaps a Senior Cadet Forum is an idea that might be resurrected sometime in the future if the ISCA really wants it. 6
7 Work Group 3 WG3 Sharing Educational Programs With Each Other Leader: Olov Andersson (2009) Sweden 2009 Rabi Ahuja India 2009 Sohrab Kapadia India 2010 Minoru Aoki Japan The Work Group started 2009 in India and was closed 2011 in Japan. The task was to collect educational programs from all ISCA Members. It was a rather hard mission to fulfill. In 2017 the input from three countries are still missing. Following the closeout presentation in Japan the result was sent to members on a CD and can be seen as some kind of encyclopedia over the ISCA Members` education and training. There are a lot of interesting features in the material if a Member nation wants to find new ideas or compare different educational approaches and use as a catalyst for forming objectives for the future. In fact, the most interesting part of WG3 are the different aims and objectives and how concordant the outlook concerning Sea Cadets is among the Members. Some of the results are incorporated in WG17, ISCA Guide for Fundraising as annex D. 7
8 Work Group 4 WG4 Identify What Makes the Sea Cadets Special versus Other Youth Programs Leader: Olov Andersson (2009) Sweden 2009 Jacques Brandt Netherlands The Work Group started 2009 in India and was closed 2010 in the USA. The result became an essay pointing out three special things: the sea the boat or sloop the ship. Fellowship, solidarity and helpfulness are ongoing themes. The result has been used in Sweden when searching for funds for their new sloops. WG4 result is used in WG17, ISCA Guide for Fundraising as annex G. 8
9 Work Group 5 WG5 ISCA Addresses The Whole Cadet Using Maritime Principles To Develop Better Citizens Leader: Waldie M. Bartie South Africa 2010 Dwayne Trott Bermuda 2010 Shuhei Noishiki Japan 2010 Peter Rollason Zimbabwe The Work Group started 2010 in the USA and was closed 2012 in South Afdrica. The International Sea Cadet Association, utilizing certain maritime basic principles, seeks to develop cadets towards good citizenship. THE AIM is to develop a mature young person of impeccable manners, an interest in worldly affairs, a pride in himself and his country, a sense of responsibility, a cheerful and helpful disposition, a care for his fellow cadets, and a tolerance of different cultures and customs. Each unit in each member country will develop its own methods and ideas to achieve this aim. Sweden has not been involved in the work but the result is partly and slightly revised and incorporated in WG17, ISCA Guide for Fundraising as annex F under the headline The Aims of ISCA Within Sea Cadets, An Explanatory Model. 9
10 Work Group 6 WG 6 ISCA Media & Public Relations (PR) Improvements Leader: Andrew Blake (2011) South Africa 2011 Keith Battersby Bermuda 2011 M-J Kim South Korea 2011 Peter Rollason Zimbabwe This Work Group was created in 2011in Japan and closed in 2012 in South Africa. The reality of standardizing media and PR efforts across various countries with their own politics and media rules is difficult. It was resolved to encourage member countries to develop their own internal marketing strategies. Since there was no action resulting from the report, Michael Campbell (USA) took it upon himself to create a Style Sheet and it is attached. Given the new Facebook Page and website, there was apparently no interest in pursuing the WG. There was no further action and the WG was closed. 10

12 Work Group 7 WG 7 ISCA Introductory Program for New ISCA Members Leader: Michael Campbell USA / Olov Andersson (2011) Sweden 2011 Nicola Martin UK 2011 Michael Campbell USA The Work Group started 2011 and was closed 2012 in South Africa, This workgroup created a basic process in welcoming applications and new members. The task was to describe how to take care of new members to make them feel welcomed in the ISCA Family. The result is a check list how to introduce a new member and is primarily a guideline for the actual ISCA Chairman and the Membership Chair. The checklist describes the procedure from the applicant s introduction to voting and the first dinner together. The document was completed and is used by the Membership Chair (presently (2017) Michael Campbell) to implement integration into ISCA. The document includes procedures for voting in a new member, documents to be shared and mentoring. WG7 result is used in an abbreviated version in WG 16, Organizing Your ISCA Conference as annex
13 Work Group 8 WG8 Review the ISCA Exchange Feedback Form and Recommend modifications/improvements to enhance the Value of the Process to ISCA. The mission was to produce a new feedback form. The result became a form that included both the escort officer and the cadets. The different headings tell what may be of interest to develop the exchanges and to find out what must be changed. Both the escort officers and the cadets can use it, but the cadets opinion is the main point. WG8 result is used in a short version in WG14, ISCA Guide for Exchanges as annex F. 13

The conclusion of the Work Group was that the Host Nation may offer to host a cadet forum (on-site or remote) during the Conference but must receive concurrence with the participating Nations. 16

Because of an overlap between this WG and an on-going project in the UK, the UK Delegate accepted the WG Leader role and was going to integrate the results once the UK project was complete. That did not happen. In 2016 it was determined that the topic was still of interest and a new WG Team was created to address the topic and report in 2017 in Australia. 17

Sweden was not involved in the work but the result is incorporated in WG14, ISCA Guide for Exchanges, as annex D under the headline Safety/Risk Management Plan. 18
19 Work Group 14 WG14 Review and Update ISCA Escort Officers Guide Leader: Michael Campbell (2014) USA and subsequently passed to Olov Anderson(2014) Sweden 2014 Takashi Hashikawa Japan 2014 Michael Campbell USA 2014 Heinrich Dettmer Germany 2014 Jenny Fagan New Zealand 2014 Nicola Martin UK The Work Group started 2014 and was closed 2016 in India. A new ISCA Escort Officers Guide was completed and is presently posted on the ISCA Website. The workgroup incorporated improvements in exchange procedures and included all ISCA updates to articles. The work became more or less a total review. The guide is ISCA s most important document and contains what ISCA is about. It provides a standard approach and keeps the ISCA Members working together. The new set up is that the Guide is for both HQ and escort officers. Some chapters are for both and some are for just one of them. Some text in the old guide has been transformed into annexes. WG14 has involved former and recent escort officers in the work, which has resulted in a more modern document. WG8, ISCA Exchange Feedback Form and WG13, Host Country Risk Assessment of Exchange Activities have been incorporated in the final document as annex F respective annex D. 19

WG15 incorporated changes to officially recognize the birthday of ISCA, update policies on ISCA and Non-ISCA exchanges and correct inaccuracies in spelling and presentation. 20

The Conference Guide has been tested and added to by Geoff Hurren of the Brisbane Conference The guide comes with a recommendation of a rotating Custodian i.e. the Host country. Hong Kong in 2018 will be the next host country. 21
22 Work Group 17 WG17 ISCA GUIDE FOR FUNDRAISING Leader: Olov Anderson (2016) Sweden 2016 Wijnand Kramer Netherlands 2016 Gareth O Goran UK The Work Group started 2016 and will be closed 2017 in Australia. This Guide for Fundraising provides the Members of ISCA with some useful information when applying for funds. However, regardless of this information, the Member countries may have their own regulations which in many cases cover their needs. The guide is primarily meant for headquarters level but there is also a short documentation about what fundraising Sea Cadets can do. This guide can also be used when applying for support from other donors and organisations as the principles are the same. As this guide is not just concerned with monetary support it may also be used for equipment funding support. 22
23 Work Group 18 WG18 Video Project Leader: Amin Rahman (2016) UK 2016 Lynn Hawkeye Canada 2016 Ludger Himbeault Canada 2016 Sam Lau Hong Kong This WG was started in 2016 in India. The UK Delegate was most enthusiastic about the potential for an ISCA video project, however, he did not remain with his country s Sea Cadet program long enough to pursue it. This Work Group topic will be raised in Australia (2017) to determine whether or not there continues to be sufficient interest to pursue it. 23
