3 Archery Australia Inc NATIONAL YOUTH CHAMPIONSHIPS GUIDELINES 1. INTRODUCTION Archery Australia Inc National Championships is hosted by a Regional Division, Club or Organising (hereafter referred to as the Organising Committee) on behalf of Archery Australia, conducted under the current this document and Archery Australia and FITA Competition Regulations. 2. EXPRESSION OF INTEREST The Archery Australia Board regularly calls on RGBs and Clubs to consider hosting National Youth Championships. Interested parties should firstly submit an expression of interest which details: Proposed dates Proposed Program Organising Committee structure Any other details and information the Organising Committee feels necessary to support the application. Ideally this expression of interest should be submitted not less than two (2) years prior to the planned championships. The Archery Australia Board will consider the application and shall allocate the championships to the successful applicant. 3. ORGANISING COMMITTEE All championships shall be conducted by an Organising Committee on behalf of Archery Australia. The Organising Committee shall be totally accountable to Archery Australia and their parent organisation for the conduct of the championships. The Organising Committee shall be totally responsible for the organisation and conduct of the championships ensuring compliance with this document, Archery Australia Board s direction and current Archery Australia and FITA rules. The Organising Committee shall keep minutes of all meetings and shall provide the Archery Australia Chief Executive Officer with a copy of all such minutes within twenty eight (28) days of each meeting. 4. RULES AND POLICIES Championships will be conducted strictly to the Archery Australia Competition Regulations. For detailed information on the conduct of championships refer to Chapter 3 of the Constitution and Shooting Rules. Version 5 Page 3

4 The Organising Committee may request amendments to the guidelines published in Chapter 3. Such changes shall be presented in writing to the Archery Australia Board through the Archery Australia Chief Executive Officer not less than twelve (12) months prior to the championships. The Archery Australia Board shall have final approval of such changes. 5. ENTRY FORM Entries shall only be accepted by the Organising Committee in writing and/or electronically. The Archery Australia template Entry Form (Appendix 2) shall be used for all championships. If electronic entries are to be offered in addition to a hard copy entry, this should contain the same information and be in a similar format as the hard copy entry form. The Organising Committee shall distribute entry forms and information to each Regional Division who in turn will distribution to their individual clubs/members. Entry Forms must be distributed not less than six (6) months prior to the closing date of entries. Electronic copies of the Entry Form and information shall be provided to the Archery Australia Chief Executive Officer not later than six (6) months prior to the closing date of entries for inclusion on the Archery Australia website and publications. The Entry Form shall be accompanied by an Information Sheet, which shall contain all relevant information relating to the championships such as; dates, location, program, fees, special conditions etc. The entry form shall also include a Photographic/Media Consent Form and a Parent/Guardian Consent Form for athletes who are under (eighteen) 18 years of age. Entry Form Procedure: 1) The Organising Committee shall call for a close to entries not more then two months prior to the Official Opening of the Championships. 2) Entries shall be submitted direct to the Organising Committee. 3) The Organising Committee shall ensure each athlete provides their Archery Australia membership number on the Entry Form and has completed the Photographic/Media Consent Form and the Parent/Guardian Consent Form. 4) Upon receipt of the entries the OC shall: Receive and process entries. Distribute acknowledgement letter, receipt and general information to each entrant; this may be done by mail or . Distribute an entry list to the Archery Australia Chief Executive Officer not less than thirty (30) days prior to the championships for confirmation of membership. Version 5 Page 4

5 Allocate targets for the championships and provide the Archery Australia Chief Executive Officer not less than 14 days prior to the championships with a list of target allocations for inclusion on the AA website. 5) The Organising Committee shall develop and include on the Information Sheet a Late Entry policy. This policy will cover the acceptance of late entries received after the closing date upon payment of an advertised Late Entry Fee which shall not be greater then 50% of the entry fee. Alternatively the advertised Entry Fee may be inflated and include a discount if paid by the due date. 6) The Organising Committee shall use the Archery Australia Withdrawal and Entry Cancellation Policy and this shall be imposed on all entrants who enter into the championships. 6. ENTRY FEE The entry fees to be charged by the Organising Committee shall be determined following the development of a budget for the championships. The fees shall be submitted to the Archery Australia Board for approval not less than twelve (12) months prior to the championships. In addition, the Entry Fee for each event shall include an additional $10.00 for Target (Match Play if included), $10.00 for Field and $5.00 for Clout. This fee is to be paid to Archery Australia within 21 days of the championships for each entrant. This fee will be included in the entry fee and shall not be listed separately. If an entry is received but the archer fails to attend the championships and a refund has not been requested or issued in line with the Withdrawal and Entry Cancellation Policy the Archery Australia levy is still payable. The organising committee can enter into an agreement with Archery Australia for the payment of entry fees by credit card. Archery Australia reserves the right to charge a fee to cover bank charges or the Organising Committee may make their own arrangements to accept credit cards. 7. TIME LINE OVERVIEW 1) Where time permits the Organising Committee wishing to conduct a National Championships will submit an expression of interest to host a championship to the Archery Australia Board through the Archery Australia Chief Executive Officer not less than two (2) years prior to the planned event. The Archery Australia Board shall either support or reject the application. Not less than one year before the championships the Organising Committee shall submit to the Archery Australia Board through the Archery Australia Chief Executive Officer for approval the following: Version 5 Page 5

6 The names of the Organising Committee responsible for the event. Proposed budget and entry fees. An overview of the planned event such as program, venue/s, general planning and any proposed changes to the program and events as detailed in the Archery Australia Competition Regulations. The Archery Australia Board shall appoint at this time a suitably qualified person to act as Technical Delegate who shall carry out a minimum of two inspections of the venues and facilities (one not less than ten (10) months before the championships and one two (2) months before the championships); and who shall advise the Organising Committee on rules and any issues or problems that may arise with the planning of the championships. The Technical Delegate shall also attend the Championships. The full expenses for these inspections (travel, accommodation and meals) for the two inspections and the championships shall be the responsibility of the Organising Committee. Archery Australia shall issue an invoice to the Organising Committee for the Technical Delegates visits. Should the Technical Delegate be appointed as a Technical Official, the expenses will be adjusted accordingly. Members of the Archery Australia Board shall not be appointed as a Technical Delegate for any championships. 2) Not less than nine (9) months before the championships the Organising Committee shall submit a progress report to the Archery Australia Board through the Archery Australia Chief Executive Officer. At this time the Organising Committee shall also submit the proposed Entry Form and proposed competition information package for approval. 3) Not less than six (6) months before the close of entries the Organising Committee shall distribute entry forms and competition information. Distribution shall be through Regional Division with electronic copies to the Archery Australia CEO for publishing on the Archery Australia website and other publications. 4) Not less than six (6) months before the championships the Organising Committee shall submit a second progress report to the Archery Australia Board through the Archery Australia Chief Executive Officer. Also at this time the Organising Committee shall advise the Tournament and Records Committee of the approximate number of medals they will require and a proposed delivery date. 5) Six months before the championships the Chair of the Archery Australia Officials Committee shall call for nominations from National Judges and National Judge Candidates, to enable the Tournament Judge Commission and a Director of Shooting to be appointed. 6) Not less than three (3) months before the event the Organising Committee shall submit a third progress report. 7 7) Not greater than two (2) months before the championships, entries shall close with the Organising Committee. Late entries are permitted in line with Withdrawal and Entry Cancellation Policy. 8) One (1) month before the championships: The Organising Committee shall distribute a complete list of entries to the Archery Australia Chief Executive Officer to allow for checking and confirmation of registration to Archery Australia and inclusion on the Archery Australia website. Final orders for medals shall be placed with the Tournament and Records Committee in line with Archery Australia rules. 9) Fourteen (14) days prior to the championships, the Organising Committee shall distribute a complete list of entries and target allocations to the Archery Australia Chief Executive Officer for inclusion on the Archery Australia website, or alternatively shall place a list of entries and target allocations on their website. 10) The day prior to the championships, the Organising Committee shall meet with the Archery Australia Board and the Technical Delegate to submit a final report for approval. Following this meeting the Archery Australia Board will then officially assume control of the championships. 8. MEDALS and AWARDS 1) Archery Australia Medals shall be awarded in line with Archery Australia Inc rules and , An event may take place with one competitor and The following shall be the minimum requirement for place awards: Medals will be awarded to all place getters irrespective of entry numbers 2) Only members of Archery Australia can be awarded National Youth Championships Medals. Entries from visitors will be accepted, a visitors' medal will be awarded for all non- visitor place getters. If a visitors' medal is awarded this will be in addition to the Association Medallions awarded to Association members. 3) If an athlete is not able to be in attendance for the presentation of medals they should advise the Organising Committee, who shall make appropriate arrangements for delivery of the medal. Medals will not be passed onto any person on behalf of the athlete. 4) The Organising Committee shall be responsible for the purchase and engraving of all championships medals to be used during the Championships. Medals will be purchased from the Archery Australia Awards Committee. Version 5 Page 7

8 5) All championship medals shall be engraved with the name of the event, date and category of the award. The cost of all engraving shall be the responsibility of the Organising Committee. 6) The Organising Committee shall ensure all orders for medals are placed with the Tournament and Records Committee not less than one (1) month prior to the championships. Any medals not used and not engraved may be returned for a full refund or credit, but must be returned to the Tournament and Records Committee within thirty (30) days of the championships. 7) The Organising Committee shall provide memento award (Plaque) in place of perpetual awards. Best all Round Individual and Team Awards 1) Each year Best All Round and Team Champion awards will to present. For a detailed list of awards and how the results are determined refer to Chapter 3 of the Archery Australia Shooting Rules. 2) The organising committee shall 9. OPENING CEREMONY a. Using the results, calculate the placing of all individual and teams and include a list of results in the official results. b. Announce the Best all Round Individual and Team results and present a memento (Plaque) for Best All Round Individual and Team Awards at any Farwell Function. c. The Organising Committee can either purchase the memento awards from Archery Australia or arrange with Archery Australia for the organising committee to purchase of suitable awards. The cost of these awards shall be included in the National Championship budget and cost recovered within the entry fees changed. Archery Australia shall specific the design and layout of the plaque information. 1) An Opening Ceremony will be conducted on the first day at a time and format to be arranged by the Organising Committee. 2) The Organising Committee shall ensure the Opening Ceremony includes the following: Welcoming speeches, including a speech by the Archery Australia President or his/her representative. Reading of athletes and officials oaths. The playing of the Australian National Anthem and raising of the Australian flag. Acknowledgement of any Archery Australia officials and distinguished persons in attendance. Presentation of any awards as designated by the Archery Australia Board. Display logos of Archery Australia sponsors and ensure verbal acknowledgement of sponsors in made during ceremony. Version 5 Page 8

9 The Organising Committee may invite any person(s) they see fit, but shall issue invitations to the Archery Australia President, Archery Australia Vice President, Archery Australia Board, Archery Australia Chief Executive Officer, Life Members, the Technical Officials (Tournament Judge Commission, Director of Shooting and Technical Delegate) officiating at the Championships, and designated Archery Australia sponsors. 3) The Opening Ceremony shall take no more then 20 minutes and may include refreshments following the opening, for invited guests. 10. PURCHASE OF EQUIPMENT 1) The Organising Committee shall purchase all equipment and consumable items necessary for the conduct of the championships, and shall be financially responsible for the payment of such items. 2) To be fair and equitable to all parties and to ensure compliance with Fair Trading laws, the Organising Committee shall openly seek a reasonable number of quotations for all equipment and consumables. 11. SPONSORSHIP 12. WEBSITE 1) The Organising Committee has the right to arrange sponsorship but details must be presented to the Archery Australia Board to ensure there is no conflict with current sponsors. The Archery Australia Board has the right to reject any sponsorship that is in conflict with current sponsors. 2) The Organising Committee shall assist Archery Australia in providing current sponsors with promotions during the Championships in the form of: Inclusion of logos and advertising in the Official Program (material to be provided by Archery Australia or the sponsor). Inclusion of logos and advertising on documents and official publications (material to be provided by Archery Australia or the sponsor). Inclusion of logos and advertising in the Official Results (material to be provided by Archery Australia or the sponsor). Include on field advertising in the form of logos and banners (provided by Archery Australia or the sponsor). 1) The Organising Committee may develop and utilise their own website for the championships. Archery Australia shall then place a link on the Archery Australia website so as all information can be listed on one website. 13. SCORECARDS 1) Only Archery Australia approved scorecards shall be used for the championships. 2) All scoring shall be double scoring unless electronic scoring is being undertake. Version 5 Page 9

10 3) A copy of all scorecards shall be sent to the Archery Australia Records Committee within twenty one (21) days of the completion of the championships. 14. SCORING AND TIMING 15. RESULTS 1) For the target and Match Play events the Organising Committee shall use the Archery Australia Danage Timing Equipment to conduct the championships. 2) In addition the Organising Committee shall use the Archery Australia/Ianseo results system and the Archery Australia Danage score data entry system. 3) Archery Australia will arrange for suitable training of Organising Committee personnel and shall provide technical support during the Championships. 1) Scorecards will be accepted by the Organising Committee following the Archery Australia scorecard procedure. 2) Prior to any presentation of awards the results shall be publicly displayed for not less than fifteen (15) minutes to allow archers and Team Officials to highlight errors and lodge protests with the Organising Committee and/or Jury of Appeal. 3) Ideally during the target championships, results shall be published and displayed (on notice boards, electronically or by other means, behind the shooting line) after each distance. 4) The Organising Committee shall provide to each Regional Division Team Manager, International Team Manager a Results Sheet as soon as practical after each days shooting. 5) The Organising Committee shall either provide each competitor, Regional Division and Archery Australia with a copy (hard copy or electronic) of the Official Result or ensure the results are placed for public viewing on the Archery Australia website and if operating on the Organising Committee website. The Organising Committee shall advise how the results will be published in Entry Information. 6) The Organising Committee shall issue results at least daily for publishing on their website and the Archery Australia website; the results shall be in an agreed format. 7) The Organising Committee shall ensure the Archery Australia Records Committee receives a copy of all scorecards and record claims within the designated time frame. 8) The original scorecards shall be sent to the athletes Regional Division for distribution to the athlete. 15. PRESENTATIONS 1) Medals shall be presented following the conclusion of each event after the designated waiting period when results shall be publicly displayed. Version 5 Page 10

11 16. GENERAL 2) The format to be followed for all presentations shall be: The order of presentation of all medals shall be: 3 rd place, 2 nd place and 1 st place. Visitors winning medals will also be called to the dais and shall be presented with their medals along with Association medal winners. A presentation dais shall be used for all medal ceremonies. Announce the athletes place, name, Regional Division and score. If necessary other achievements such as records obtained during the championships should also be announced. The dignitaries presenting medals will be announced prior to the presentation of medals. 3) Medals should, whenever possible, be presented by a dignitary from either Archery Australia, a member of the Organising Committee or a dignitary arranged by the Organising Committee. Medals should be presented on a tray or pillow and brought out by a host accompanying the dignitary. 4) Medals shall be provided with ribbons to allow them to be hung around the recipient s necks. 1) The field of play shall be set up in such a manner as to provide a safe environment ensuring there are no identified hazards. The Organising Committee shall carry out a Risk Analysis to ensure all hazards have been identified and appropriate action taken. The Organising Committee shall consult the Archery Australia Safety Policy and the Technical Delegate to ensure a safe conduct of the championships. 2) For the duration of the championships the Organising Committee shall fly the Australian Flag, Archery Australia Flag and FITA Flag on all venues. State and visiting countries flags may also be flown. 3) Archery Australia will provide signage promoting Archery Australia and sponsors, which shall be displayed at all times during the championships. 17. TECHNICAL OFFICIALS (National Judges and Director of Shooting DOS) The Archery Australia Officials Committee shall appoint the Judges. 1) The Organising Committee shall provide at their expense the following for the interstate or non- local Technical Officials (Judges and Director of Shooting) nominated by Archery Australia for the Championships: Twin share accommodation at a Motel/Hotel close to the venue. Billeting is permitted only with the agreement of each appointed Judge. Transport to and from the first point of arrival in the state, to the accommodation. Version 5 Page 11

12 Transport to and from their accommodation and the venue/s each day of the competition and official practice. 2) The Organising Committee shall provide the following to all Technical Officials (Judges and Director of Shooting) nominated by Archery Australia for the Championships: 18. JURY OF APPEAL An invitation to the Opening Ceremony. Lunch for each day of competition and Official Practice. Water as required. A complete list of competitors, target allocations and Equipment Inspection List prior to the start of Official Practice. Access to all venues and associated equipment not less then 24 hours prior to the start of competition (including Official Practice) to carry out inspections. A room, tent or area where Judges can conduct meetings, eat lunch, rest and where Equipment Inspection can be conducted. A program for the Championships. A map of the field course. List of the Field Course target distances and target face sizes against target numbers. Two 90m measuring tapes or a digital range finder for distance checks. Two way radio communication for each Technical Official. 1) The Organising Committee shall appoint a Jury of Appeal for the duration of the championships. The Jury of Appeal shall be called upon to settle any disputes, protests or appeals. 2) The Jury of Appeal must be in attendance on each day of the competition, they shall not be: Involved in the organisation of the Championships. A Judge or official at the Championships. Be related to or have any association with any competitor who is involved with the dispute, protest or appeal. 3) The Organising Committee may appoint a number of members to the Jury of Appeal who can operate on a roster system. If this is done, the names of the roistered members of the Jury shall be made public each day 30 minutes prior to the start of practice. Version 5 Page 12

13 4) The Organising Committee shall make available appropriate forms to apply for a Dispute, Protest or Appeal. 5) A $Aust50.00 fee for Disputes, Protests or Appeals shall apply and is refundable if the appeal is successful. 19. MEMBER PROTECTION 1) The Organising Committee shall ensure that the rights of each athlete participating in the championships are protected. 2) There shall be no smoking at any time on the Field of Play by any person. Smoking is permitted only in designated areas determined by the Organising Committee 3) The Organising Committee shall provide facilities for the purpose of taking samples to be used by the Australian Sport Anti- Doping Agency (ASADA) for anti- doping. In line with current practice no notice of ASADA attendance will be issued in advance. 20. MEMORANDUM OF UNDERSTANDING Archery Australia and the Organising Committee shall enter into a Memorandum of Understanding on the management of the championships which shall be developed in line with this manual and the Archery Australia and FITA Constitution & Rules. Junior competitors who will not have an accompanying parent/guardian must complete an ARCHERY AUSTRALIA Parent/Guardian Consent Form and either supply it to their Team Manager or to the Organising Committee by or at registration. Date of birth is required to be completed by all competitors except in the Open Divisions. ACCOMMODATION It is the competitor s responsibility to arrange and pay for accommodation and meals. If the Organising Committee finds suitable accommodation or discounts, they will be listed on the website. APPEALS A $50 Appeal fee applies to each appeal and is required to be paid on the lodgment of the appeal. If the appeal is successful, the fee will be refunded. If the appeal is unsuccessful, the fee will be retained by the Organising Committee or refunded at its discretion. CATERING Lunches will be available at each venue and need to be ordered before the start of competition each day. If not ordered by this time, lunches cannot be guaranteed. Order forms will be provided. Snacks, drinks, etc will be available during competition. DRESS REGULATIONS In order to present the best possible image for our sport, to our sponsors and to the general public, the Organising Committee will be enforcing ARCHERY AUSTRALIA Rules (7.10) in respect of athletes dress. MEDALS Version 5 Page 20

21 Medals will be awarded in accordance with the ARCHERY AUSTRALIA Rules (7.12.7). These will be awarded and presented at the venues on completion of each event. If an archer obtains a place 2 nd or 3 rd and is not eligible for a medal under Archery Australia rule , they shall be called to the dais and presented with a Certificate of Merit. If medals (Certificate) have to be forwarded after the event, any costs incurred will be at the competitor s expense, except as approved by the Organising Committee. PRACTICE Competitors wishing to practice on days prior to Official Practice need to make arrangements with one of the local Clubs to shoot at their grounds. PRESENTATION EVENING / FAREWELL FUNCTION There will be a Presentation Evening / Farewell Function (insert details) on (insert date and time) at (insert venue details). PROGRAMME (preliminary & subject to change) (insert programme) RESULTS The results will be distributed at the Presentation Evening and also be published on the ARCHERY AUSTRALIA website and the website advertising this event. Those looking for results should be aware that because of the location of the events, publication of daily results on the website may take up to 24 hours. RULES All events will be conducted to FITA, WCSA & ARCHERY AUSTRALIA Rules, as appropriate. TEAM TROPHIES Teams representing Recognised Governing Bodies are eligible to compete for the Aggregate Trophies and medals. The names of team members are required to be registered by the relevant RGB (or a duly authorised representative) with the Organising Committee by the completion of the Official Practice on (insert date).
