1 Exercise Purpose The exercise is designed to evaluate first responders and hospitals response to a mass casualty incident, especially triage and transport of patients to area hospitals. There are three locations where the exercise will take place: MAPFRE Stadium Otterbein University John Glenn Columbus International Airport You will be assigned to one of the venues or a hospital. If you are assigned to Otterbein University, John Glenn Columbus International Airport, or a hospital, you will be transported via bus to those locations before the start of the exercise. Dress Please wear clothing that may become dirty, stained, or may be cut. Responders may cut areas of your clothing in order to simulate access to visualize fake wounds. Your clothing WILL NOT be removed during the exercise. Arrival Upon arrival, please park in the parking lot designated Parking on the map attached. You may enter through Gate 19 off of Silver Drive. Check-In Procedure 1. Upon arrival, go directly to the actor staging area tent. 2. Obtain the Hold-Harmless Waiver, fill it out, and return it to the check-in person. 3. The person at the check-in desk will take your waiver and provide you your actor lanyard that includes the cards described below in the Identification section. 4. Once you obtain your lanyard, you will be assigned an exercise location and be given a card denoting your assignment. You will then proceed to the moulage area where makeup will be applied to you to simulate injuries. 5. If assigned to either Otterbein University, John Glenn Columbus International Airport, or a hospital as a self-reporting patient, proceed to the bus staging area immediately after completing moulage and board the appropriate bus to transport you to the assigned location. Buses will be marked and an Actor Controller will be present to assist you. 6. If you are to remain at MAPFRE Stadium, return to the actor staging area tent adjacent to the Stadium. 7. Once you arrive at Otterbein University, John Glenn Columbus International Airport, or your hospital, disembark, and proceed to the actor staging area. A controller will be onsite to assist in directing you to the proper area. ACTOR BRIEF 1
2 8. Once all actors have arrived at the assigned, you will be briefed as a group by the controller at that venue. Note: exercise controllers will be identified with a yellow vest. Scenario Please do not share any scenario information with players prior to the exercise! It is 9:10 am on April 4. The weather in Columbus is (real world). Three locations within the city are hosting major events. A rally is taking place at Otterbein University. Participants and members of the university staff and are congregated around the area of The Point. At MAPFRE stadium, soccer players, staff, and coaches from colleges all over the nation have assembled on the lower and upper West Concourse of the stadium areas as they prepare for a regional tournament. At John Glenn Columbus International Airport, a large group of runners are assembled at the Airfield Maintenance Building on Bridgeway Avenue to register for the annual 5K race. At exactly 9:10 am a white van speeds up to the entrance of the Airfield Maintenance Building at John Glenn Columbus International Airport (605 Bridgeway Avenue) and another goes to the front gate at MAPFRE stadium. As soon as the vans stop, the side doors swing open; several people jump out of the vans in full camouflage gear. Some of the assailants throw what is reported to be hand-grenades and Molotov cocktails into the crowd. The grenades explode and the Molotov cocktails ignite. Immediately afterwards, the assailants begin shooting into the crowds. Bullets riddle the crowds, striking many of the innocent bystanders. The shooting continues for 3 4 minutes. After the shooting stops, the assailants all get back in the van and speed away. Witnesses report that the assailants have left the area, although some reports are conflicting and it is not certain they have cleared the area. The same scenario plays out at both locations. At the same time that the shooting begins at the airport and stadium, a large white box truck enters the parking lot of 60 College View Avenue at Otterbein University at a high rate of speed. In an obviously intentional act, the truck drives directly into the group of people, swerving back and forth, running over and hitting as many people as possible. After running through the crowd, the truck stops, four people jump out of the back, enter the building, and begin randomly shooting at people. Within just a few minutes, the shooting ends. Witnesses state that they saw some, if not all, of the assailants get back in the truck and speed away. Reports are conflicting as to whether or not all the gunmen have left the building. A few minutes later, witnesses begin to report that the truck left the grounds, exiting the campus. ACTOR BRIEF 2
3 The information in the scenario should be used to respond to the players. You are encouraged to share this as a witness. Please refer to these key points to ensure they are relayed accurately to the players: There were multiple assailants. The assailants were wearing camouflage and you did not see their faces. If you were OUTSIDE you witnessed the assailants leaving the scene and driving away. If you were INSIDE the building at Otterbein University, you cannot confirm if the assailants all left the building. Actor Identification Actor/victims will wear a lanyard with a pouch that will contain cards including the following: A badge that signifies you are an actor. Symptomatology outlining information about injuries and vital signs. This includes a unique Actor Identification Number. Simulated driver s license with a fake name please use this fake name. Simulated health insurance card Thee colored cards (red, yellow, green) with your actor ID number A card that says Real World Roles and Expectations You will be expected to respond according to the information on your symptomology card; please review the card prior to the start of the exercise. Do not add other information which is not relevant to the symptoms or the scenario and please do not overact your role! Do not engage in general conversation with the responders. Do not get physical with any of the responders. You will be treated like a real patient. You should expect to have your vital signs taken, splints, cervical collars, and tourniquets applied, and be secured to a backboard. If you do not feel comfortable with any of these procedures, you should let the player know. It is your option. The symptomatology card in your lanyard includes vital signs associated with your injury level and triage level. Players must EARN this information by taking your blood pressure, rate of respirations, pulse, etc. Once they have done so, you may show the player your symptomatology card. This most likely will NOT occur at the scene as the triage process does not include taking the time to obtain this information. This will most likely occur after arrival at the hospital. Make sure you do NOT surrender your symptomatology card to the on-scene providers. This MUST be with you when you arrive at the hospital. ACTOR BRIEF 3
4 Triage/Treatment One of the critical pieces of information we will be analyzing at the conclusion of the exercise will be what category of injury level you were assigned at the scene by the players. This is called Triage and is designed to quickly assign a level of needed care. There are three levels of Triage: o Red=Critical o Yellow=Delayed o Green=Minor In the pocket of your lanyard are three cards colored red, yellow, or green that have a matching actor number noted on them. The players will assign you a triage category and attach a triage tag to you. It will be folded in such a way to expose the assigned triage category you have been assigned based on their assessment. Please note what triage color you have been assigned and locate the matching card. The players will assign a hospital to you where you will be transported. They are being directed to write this on the triage tag. Once you have been triaged and treated, you will be escorted/directed to the patient transportation staging area and board a bus that will transport you to the assigned hospital. Each bus will make multiple stops. Please locate and board the bus that matches your assigned hospital. The buses will be marked at the front door and on the marquee with a sign denoting the hospitals. When your bus arrives at your assigned hospital you will be directed by the Hospital Actor Controller to an area to wait until you are directed to the receiving area of the facility as identified by the players. Your controller will advise you when and where to go. When you disembark the bus at the hospital, please remove from the lanyard pocket the red, yellow, or green card matching your assigned triage category, and hand it to the controller. After you have been treated at the hospital, you will be released to go back to the actor waiting area and await transport back to MAPFRE Stadium. The Hospital Actor Controller will be present to assist. Safety Actor safety is of the utmost importance. If there is anything you feel is unsafe or dangerous to you or someone else, speak up and/or notify a controller. State, This is a real world emergency. and stop the conduct of the exercise until the situation is managed. There will not be any invasive procedures to you; i.e., IVs, airway adjuncts, etc. If anyone attempts to do so, stop play immediately and notify a controller. Although this scenario involves assailants and critical law enforcement play, NO use of force will be simulated during play. ACTOR BRIEF 4
