Mountain Valley Response: Section 2.0 has been updated to include the following sentence: As the ANST is a significant and unique feature, the USFS and other stakeholders do not desire an opencut pipeline crossing. USFS Comment: In section 2.0 of the contingency plan, please add the length of the trenchless ANST crossing (600 ). Mountain Valley Response: Section 2.0 has been updated to include the following sentence: The proposed crossing is 600 feet in length. USFS Comment: In sections 2.0 and 6.0 of the contingency plan, MVP s trenchless technology consultant is referred to as RK&K Engineering and RH&K, respectively; the names are spelled differently.
2 Mountain Valley Response: This typographical error has been corrected. USFS Comment: Please describe in the contingency plan, the estimated length of time needed to complete the primary and contingency proposals at this location. Mountain Valley Response: The estimated durations of the primary and contingency methods have been added to the document in Sections 4.0 and 6.0. USFS Comment: If a pipe gets stuck during MTBM or DPM (with the microtunneling machine at the head of the installation, and the pipe behind it), please describe how microtunneling head would be retrieved, if the head could not be pulled out. Identify if excavation at the surface would be necessary to remove the head. Mountain Valley Response: In the event that the microtunnel boring machine gets stuck and cannot move forward, it will be pulled out of the borehole using trackmounted equipment. No additional excavation is anticipated. This information is included in Section 6.2. USFS Comment: In section 5.0 of the contingency plan, it is stated that the direct pipe method may be utilized if the conventional bore, or auger method, fails. It also indicates that drilling lengths for direct pipe method are 9004,900. With the planned bore length being 600, please explain the suitability of the direct pipe method given that the bore length of this project fall outside the specified range. Mountain Valley Response: This typographical error has been corrected. USFS Comment: In section 5.0 of the contingency plan, the alternate methods should reference or provide mitigation measures specific to the alternates in the event the alternate methods would be implemented. Mountain Valley Response: This information has been included in Section 6.0. USFS Comment: Regarding section 6.0 of the contingency plan, the launch and receiving pit sizes for CBM are listed as 20 x 60 and 20 x 30. The launch site for MTBM is listed as 150 x250. Please define the size of the exit pit be for MTBM. The workspace area for DPM is listed as 150 wide and the length of the crossing on the launch side. Please describe the dimensions of that area as 150 wide x long. Please define the size of the exit pit. Mountain Valley Response: The 600foot length for DPM, as well as exit workspace dimensions, are indicated in Section 6.3. The workspace areas for MTBM are indicated in Section 6.2. USFS Comment: Regarding a statement in section 6.2 of the contingency plan, and in more remote locations which may require additional clearing and grading to provide suitable access, identify any additional clearing and grading that would be needed at this location. Mountain Valley Response: No additional clearing and grading is anticipated for this particular crossing. It is anticipated that the equipment for the conventional auger bore and the contingency methods would be brought in via the same access, not requiring additional clearing in this case.
3 USFS Comment: In section 6.2 of the contingency plan, the first sentence in seems to need a comma or the word or. Mountain Valley Response: This sentence has been updated. USFS Comment: In sections 6.2 and 6.3 of the contingency plan, regarding the size of the work areas described for the microtunneling contingency plan (150 x250 ) and for the direct pipe installation contingency plan (150 x 600 ), the visual assessment has been based on a work area of 20 x60 for the conventional bore method. Potentially larger work areas could have an effect on the scenery viewed from the ANST footpath at the crossing, Angel s Rest, and potentially other locations in the valley to the south because the description implies the larger work area would be needed on the launch (south) side of Peters Mountain. Mountain Valley Response: Mountain Valley is confident that a possible need to use either the Direct Pipe or microtunneling alternative for the ANST bore would not result in any material change to the impact conclusions documented in the JNF Visual Impact Assessment (VIA). The rationale for that view is based on the workspace dimensions for the respective alternatives, the orientation of the workspace relative to the already cleared temporary pipeline construction ROW, the orientation of the workspace relative to potential viewers on the ANST, and the temporary duration of the effect of any additional clearing. The dimensions for the bore pit under the proposed and alternative methods are as follows: Bore Pit Dimensions (Entry / Exit) Workspace Dimensions (Entry/Exit) Conventional Bore 20 x 60 / 20 x x 125 / 125 x 125 Microtunneling 20 x 60 / 20 x x 250 / 125 x 125 Direct Pipe 20 x 80 / 20 x x 600 / 125 x 125 For each alternative, the longer dimension of the bore pit would run parallel with the pipeline ROW. The Figures in Attachment 1 show the dimensions of the bore pit for each contingency plan. Therefore, under the direct pipe alternative, clearing for the bore pit would still be entirely contained within the 125footwide temporary construction ROW, and there would be no incremental clearing necessary to accommodate the bore pit. Following postconstruction revegetation, ground disturbance specifically associated with the bore pit would not be distinguishable from disturbance associated with other construction activities. Under the microtunneling alternative, clearing for the bore pit on the north and south sides of the ANST crossing would still be entirely contained within the 125footwide temporary construction ROW. Following postconstruction revegetation, the incremental ground disturbance specifically associated with the bore pit would not be distinguishable from other constructionrelated disturbance within the temporary construction ROW. Mountain Valley has also considered the potential shortterm visibility of the clearing necessary to accommodate the bore pit. The VIA documents the results of the analysis for seven KOPs on Peters Mountain (KOP110 and KOPOID92, 88, 93, 95, 97 and 99) that are adjacent to or within 0.2 mile
4 of the ANST crossing location. Based on field observations and visual simulations, the analysis determined that the ROW and bore pit clearing would be screened by vegetation and/or terrain and would not be visible to ANST users at any of these seven locations. This impact conclusion applies to the proposed conventional bore method as well as the direct pipe and microtunneling alternatives. The VIA also documents results of the analysis for other KOPs in the vicinity of Peters Mountain for which potential visibility of the ROW was addressed. KOPOID111 is located at the Angels Rest vantage point along the ANST at the northeastern tip of Sugar Run Mountain. In the visual simulation for this KOP, the clearing for a segment of the ROW is identifiable 5 miles away on an upper slope of Peters Mountain. This visible portion of the ROW is situated well east of the Peters Mountain crest, where the bore pit would be located; even if the simulation image is magnified to several times the original size, the ROW near the crest is screened by vegetation and cannot be distinguished. (A copy of the simulation for KOPOID111 is included as Attachment 2; an additional arrow on the graphic indicates the location of the bore pit relative to the visible portion of cleared ROW lower on Peters Mountain.) Therefore, use of the alternative methods would not change the VIA conclusion of a low visual impact at KOPOID111. The VIA provides analysis results for several other KOPs in the vicinity of Angels Rest, including KOP 634 (Wilburton Valley Overlook), KOP632 (Pearis Mountain), KOP210 and KOP211 (Sugar Run Mountain 1 and 2), and KOP416 (Giles High School). The analysis determined that KOP634 would have a partially screened view toward parts of the ROW within the valley, but the view of the Peters Mountain area would be blocked by terrain. Similarly, views toward the Peters Mountain area would be blocked by terrain and/or screened by vegetation at KOPs632, 210 and 211. The ROW on the slopes of Peters Mountain above the valley would be visible from KOP416, but visibility from that location would not include the part of the ROW near the ridge crest. In summary, the method used for crossing under the ANST on Peters Mountain would have no incremental effect on the potential visual impacts as seen from these KOPs located south of the Project near Peters Mountain. KOP413 is located at the Sugar Camp Farm Trailhead in Monroe County, West Virginia, which serves a connecting trail that climbs the westerly slope of Peters Mountain and connects to the ANST at the crest of the ridge. In the visual simulation for this KOP, the clearing for the ROW is not readily identifiable and will not be noticed by the casual observer. Based on the viewing distance of 1.4 miles and the inferior viewing position, the ROW will not create an obvious gap in the dominant hardwood vegetation at the ridge crest. Even if Mountain Valley would need to employ an alternative method for the ANST crossing, the bore pit dimensions on this side of the crossing would be entirely contained within the 125footwide temporary construction ROW and there would be no incremental visual evidence of the bore pit. (A copy of the simulation for KOP413 is included as Attachment 3; an additional arrow on the graphic indicates the location of the bore pit relative to the portion of cleared ROW that might be detectable on close inspection.) Therefore, use of an alternative method would not change the VIA conclusion of, at most, a low visual impact at KOP 413. USFS Comment: In the contingency plan, estimate the volume (using a swell factor) of the temporary spoils (bore excavated material). Provide a plan for the temporary and permanent storage of spoils for conventional bore and contingencies, including consideration of slope stability of the temporary and permanent storage of spoils.
5 Mountain Valley Response: As described in Sections 4.0, 6.2, and 6.3, the bore will generate approximately 329 cubic yards of cuttings/spoil assuming a swell factor of 34% (for sandstone from the FHWA Geotechnical Technical Guidance Manual Exhibit 4.6F). Materials temporarily stockpiled on site will not exceed the material s angle of repose and will be stored away from the top of existing slopes. Further, all stockpiled material is subject to the project erosion and sediment control plans. USFS Comment: Slurries or other drilling fluids cannot be spread onsite as a means of disposal; slurries must be hauled to an offsite approved disposal site. Please include this information in all relevant documents. Mountain Valley Response: Mountain Valley recognizes that drilling fluids may not be spread onsite as a means of disposal; they will be hauled offsite to an appropriate disposal site. This statement is included in Sections 6.2 and 6.3. USFS Comment: In MVP s April 7, 2017 response to FERC s environmental information request, MVP stated that the Forest Service declined to participate in a meeting that MVP requested. The Forest Service clarifies the record to note that meeting on April 5 or 6 would not have allowed the Forest Service time to review MVP s extensive March 30, 2017 filing. However, the Forest Service coordinated and held subsequent meetings to discuss the Visual Impact Analysis and the Forest Service coordinated a meeting among cooperative managers of the ANST. Mountain Valley Response: An Appalachian National Scenic Trail Coordination call that will include representatives from the Department of the Interior, United s Forest Service, Bureau of Land Management, National Park Service, Appalachian Trail Conservancy, Roanoke Trail Club, and Mountain Valley Pipeline is currently being scheduled. However, following two conference calls with the United s Forest Service on April 11, 2017, and April 20, 2017, Mountain Valley filed an updated Visual Impact Assessment on April 30, An additional conference call was held with the USFS on May 9, Following that conversation, Mountain Valley filed another Visual Impact Assessment and a supplemental document on May 11, USFS Comment: In MVP s March 30, 2017 response to FERC s environmental information request dated March 20, 2017, MVP states In a letter dated March 3, 2017 from the George Washington and Jefferson National Forest, the United s Forest Service advised Mountain Valley contact the Appalachian Trail Conservancy Region Director, Andrew Downs, and request the accurate (most current) Appalachian National Scenic Trail (ANST) centerline data... To clarify the record, the Forest Service first recommended MVP consult with cooperative mangers of the ANST as early as September 17, 2015 (accession no ). The Forest Service summarized requests to MVP to consult with cooperative managers of the ANST in a letter filed with FERC on March 10, 2017 (accession no ). Mountain Valley Response: Since September 2015, Mountain Valley has been corresponding with the Appalachian Trail Conservancy in various ways including meetings, field visits, and s. In addition, Mountain Valley Pipeline met with Andrew Downs of the Appalachian Trail Conservancy on April 6, It is also anticipated that representatives from the Appalachian Trail Conservancy will attend the Appalachian National Scenic Trail Coordination meeting that is currently being scheduled.
