Archer AM (President) Very happy to be able to give a better report card on the health of some of our members: o Carole Sykes out and about and improving daily, o Joe Weston going along OK, o Val Curran sent a beautiful thank you note for support and is well on the road to recovery, o Marie Dunn slowly improving, as is Kath Fullagar, o John Burke making slow but steady progress. Our 17s and 19s finished second at the National Underage Championships behind Victoria and Queensland respectively. Congratulations to Lenore and Moira and both their players and off court personnel for their efforts over the Championships. We had 5 players selected into the 17 s National TID squad Anita Blanco and Hannah Lee (Sutherland), Taylah Davies (Illawarra), Amy Somerville and Courtney Torpy (Eastwood Ryde). In the 19 s we had 6 players selected into the 19s National TID squad Nicola Gray, Sophie Metcalfe (Manly Warringah), Samantha Poolman (Newcastle), Verity Simmons (Grafton), Gabi Simpson (Randwick) and Mellissa Tallent (Sutherland). Rebecca McKinnon received her National A umpiring badge at the recent Underage National Championships in Adelaide. Emma Davey, Rebecca McKinnon, Shantelle Rennie and Tara Warner have been selected to officiate at the International School Girls Championships later this year. Hearty congratulations are extended to the Wyong and Manly Warringah Districts on the opening of their new courts very long and at time very difficult process for both of these Districts so it is great to see all of their hard work come to fruition. Congratulations also to Blue Mountains, opening 22 May. Page 4 of 92

5 Extend congratulations to all players who have been offered scholarships with the NSWIS around 40 players in all and they are detailed in the GM s Operational Report. On behalf of the Board of Directors I would like to make a statement to the Council. It has not been the intention of the Board to offend nor disrespect any representative member of Council either through action or word. The Board acknowledges that there is a perception, a feeling that this is the situation, I would say again that it has not been the Board s intention to offend nor show disrespect to member at any NSW meeting or Forum. The Board has discussed measures, and will continue to work on, the improvement of the delivery of the Board s message. 3. Confirmation of the minutes of the Council meeting held on Saturday 6 March 2010 Corrections: To note the attendance at both the Council Meeting and AGM of 6 March of: Barbara Pope and Anne Margalit (Ku-Ring-Gai) Apologies had been received from Pamela Burt (Westlakes). Business arising from the minutes of the Council meeting held on 6 March 2010 Newcastle - any further information on when Umpires Section 2 would be online? o Roz Fraser - - will be held on first Monday in May and first Monday in September. Newcastle has date yet been set for visit of National Director of Umpiring o C. Campbell (General Manager) date not yet set Newcastle -seeking update on Crawford report o C. Campbell (General Manager) waiting response from Government, I understand it is to be released after the Budget. W. Archer AM (President) noted that list of Netball terms and acronyms were now on website and available as a handout at Council meeting tonight W. Reports: Board of Directors Report W. Archer AM (President) Review of NNSW Constitution page 15 of meeting papers, paragraph 2 - date of further forum at the ACC scheduled for Tuesday 1 July (not 1 June as noted in papers) Manly - difficulty in finding questions and answers section for the constitution forum on the website. o C Campbell (General Manager) acknowledged and agreed about difficulty in finding the date Under Forum/Discussions and had recently directed that 2010 be put into subsection at the top of this page to facilitate access. Newcastle: Requested update on Anne Clarke Centre proposal o W. Archer AM (President) current situation is written in papers. Preliminary talks have been held with Parramatta Auburn NA, Auburn Council, and architects - Scott Carver. The General Manager has had several meetings with Minister for Sport, whose response about the development has been positive and enthusiastic. No commitment from Government but talks are moving in that direction. Young - requested clarification of intention to make presentation on the proposed Constitution on Thursday 1 July. o W. Archer AM (President) presentation will still be held on 13 June at State Championships. Sutherland is the proposed redevelopment to be fully funded by Government grant and if not, will proposed redevelopment be abandoned or how will any shortfall be funded? o W. Archer AM (President) if not fully funded it will not be abandoned. Minister has been requested for 100% funding, NNSW has made a forceful argument regarding support/funding for womens sport in NSW, compared with men s sports. Architects brief includes means of economising if full funding is not granted. Page 6 of 92

7 Sutherland re the new Timing & Scoring National Accreditation scheme has some thought been given to the planning for future training requirements. L. Quinn OAM (Director Championships and Competitions) Under new scheme, State League competitions are Level 1 - our current course meets basic requirement for Level 1. Only other requirement is pass in theory and general principles. Both courses are online and free. This is in line with all accreditation - for coaching, umpiring and technical officials. Netball NSW is planning two years ahead. Interested people can contact Netball NSW and we will plan for further accreditation MOVED Sutherland seconded Young for the adoption of the Board of Directors Report CARRIED Finance Report J. Campbell (General Manager) briefly reviewed the report Kath Tetley (Marketing & Communications Manager) reviewed the Telstra True Supporters campaign which has been targeting NNSW clubs and associations directly, marketing Telstra products with sales commissions directed to the clubs and associations. Telstra had heavily targeted Netball and AFL, having previously marketed similarly to surf life saving. Telstra consulted with Netball Australia, but decision will be left to clubs and districts whether to participate there is no formal agreement with NNSW or Netball Australia. C. Campbell (General Manager) - if any such requests arise in future, please contact NNSW for verification. Newcastle - Number of teams in championships and open minor quite disparate. Will championship section play two rounds? o L. Quinn OAM (Director Championships and Competitions) it is a grading decision, they will play everyone once Saturday and Sunday, then top 6 teams play off on Monday, and bottom 6 teams play off on Monday. 8 Appeals Panel Report MOVED R Watson (Vice President), seconded Randwick for the adoption of the Appeals Panel Report CARRIED Netball Australia Delegates Report Newcastle - Strategic Forum requested expansion on intent at national level and how will it impact on Districts o W Archer AM (President) unsure of intent and end result. We think they want everyone in one category, currently there is no consistency across any of the states, NA is looking for consistency Australia-wide. At the Strategic Forum scheduled for September hopefully there will be more information. MOVED Liverpool, seconded Blue Mountains for the adoption of the Netball Australia Delegates Report CARRIED 12. General Business W. Archer AM (President) a new Member Protection Policy (MPP) has been printed for each district to collect on way out. C. Campbell (General Manager) - requested that each District sign for their copy, if you are a proxy delegate, please leave details and the MPP will be posted out. Changes to child protection legislation necessitated a number of amendments to various MPP forms and policies. It is convenient to have a hard copy of MPP available. Gosford whilst it is certainly good to have a short NNSW Council meeting, in consideration of travel times by delegates, are there any plans to hold future meetings by webcast, internet or by Skype? o W. 12 NOTICES OF MOTION 1. Motion The 1. Board of Directors recommends the following changes to the General Procedures included The Board in the of Directors Rules for recommends Championships the & following Competitions changes and to Grading the General Procedures Procedures included in the Rules for Championships & Competitions and Grading Procedures GENERAL POLICY PROCEDURES 1. Except for Rule 2 only affiliated District and League Associations are eligible to enter competitions or events conducted by Netball NSW. 2. Regions, Zones, ACT and the AIS and other Districts can be admitted to enter any competition subject to the approval of Council at the November Council meeting in the year preceding the event. with the prior approval of The Board of Directors may also admit other teams to various competitions on an invitation basis as required. 3. All players entered into a Netball NSW competition must be a financial registered member of Netball NSW or relevant State or Territory prior to the commencement of that competition. 4. The closing date for all competitions will be notified at the November Council meeting in the year previous the event. The closing date for the particular competition is also notified on the relevant entry form and on the Netball NSW website. 5. No changes shall be made to any rule for any Competition after the November Council meeting in the year previous any event. 6. Any changes to entry fees for competitions for the ensuing year shall will be approved advised at the November Council meeting. 7. All entries for Competitions must be lodged on the official Team Entry form by the published date for close of entries. Late entries will only be accepted as detailed in Clause Rule 8 below. 8. Where an entry is not received by the published closing time for entries, upon the payment of the prescribed fee, a late entry will be accepted provided that the late entry is received by Netball NSW by 5.00pm on the next Tuesday after the close of entries for the relevant competition. Close of entry dates are advised in the General Procedures relevant to the particular competition. 9. The late entry fee for Region 1 competitions shall be $1, No late entry fee shall be applicable to competitions held in Regions The late entry fee for State and State Age Championships shall be $ for all District and League Associations. 11. Where a District/League Association, Region, Zone, ACT or AIS withdraws a team from any Netball NSW competition within three (3) weeks of the commencement of the particular competition the offending body will be fined $ Appeal rights apply. 13 2. Motion The 2. Board of Directors recommends the following changes to the Grading Procedures Region The Board 1 State of Directors League included recommends in the the Rules following for Championships changes to the & Competitions Grading Procedures and Region 1 Gradi State League included in the Rules for Championships & Competitions and Grading Procedures GRADING PROCEDURE REGION 1 STATE LEAGUE 1. The format for the competitions shall be divisional, according to the number of entries received. 2. There will be a maximum of 80 teams able to compete in the Region 1 State League Open competition. 3. Subject to Rules 2 and 4 the maximum numbers of teams that can be entered in the Region 1 State League competition by a District Association is four. The maximum number of teams that can be entered in the Region 1 State League competition by a District Association is four unlimited subject to Clause Rule 5 of the procedures. 4. A District Association is permitted to have one team only in each division of a competition. 5. Ten (10) teams will be graded into each of the top five (5) open divisions. For the remaining open divisions there is to be a minimum of eight (8) teams graded into each Division having regard to the provision of a balanced competition. Where it is not possible to grade a minimum of eight (8) teams in an open a division those teams unable to be graded will be balloted out. 6 Grading of teams for the 17 Years and Under competition will be dependent upon the number of entries received. 7. District Associations shall register teams on the approved player entry form together with a minimum of seven (7) and a maximum of twelve (12) players names and their relevant experience as detailed in Clause Rule 8, by the closing date of entries for the competition. 8. All grading shall be based on names submitted on the official entry form and confirmed by previous playing status as detailed on the Netball NSW Player Database. 9. Each District Association is required to provide a Statutory Declaration signed by a District Association Official with their team entry sheets attesting as follows: I certify that all players nominated on each team entry form submitted for grading into the Region 1 State League competition have been advised of and agreed to their nomination in the team for which they are currently entered. Penalty: If it is proven that a District Association Official has signed a false declaration and therefore breached this provision a fine of $1, will be imposed on the District Association(s) concerned. Further penalties that may be applicable in signing a false declaration are advised on the Statutory Declaration. Page 13 of 92

14 10 Where a player s name appears on more than one team entry form the player will be contacted by Netball NSW personnel prior to grading and the player must then immediately nominate the District Association that they will be playing with. The District Associations concerned will be advised accordingly. 11. District Associations are permitted to register only one (1) import player into the Waratah Cup Division 1 team. An import player is defined as a player who is registered in a Tasman Trophy team in the current year or an international player who does not have permanent residence status and has played at the international level in either an Open or a 21 and Under competition within the two previous years. An import player can only be registered in the Waratah Cup competition. 11a. For 2011 the following special provisions will apply to players contracted by the NSW Swifts to participate in the Tasman Trophy competition. (i) Where a team has a registered import and Netball NSW requests another import to participate in the competition between the months of May 2011 and July 2011 this can occur on the following conditions a) Only one import can be on the court at any one time. b) The second import does not count as a late registered player c) Where the playing of the second import means that there are thirteen players in the team there is not a requirement to de-register the first import. d) The second import is ineligible to play in the final series. 12. A Tasman Trophy player returning after injury may participate in the Waratah Cup under the following conditions: (i) Netball NSW in consultation with a relevant District Association will allocate the player to a team. Where there is no import in a Waratah Cup team the player is automatically allocated to that team. (ii) The player may participate in Waratah Cup matches for a maximum of eight (8) quarters. (iii) Only one import can be on the court at any one time. (iv) The player returning from injury does not count as a late registered player. (v) There is not a requirement to de-register any player to accommodate the player returning from injury. 13. Subsequent to the close of registrations for the Waratah Cup and a team participating in the Waratah Cup has a registered import player any player from that team selected in the NSW Swifts team deemed by TTNL a temporary replacement player will not be classed as an import player for the purposes of Clause Players must turn years of age in the year of play. to be eligible to be registered in any division of the competition. A maximum of 3 players of that age qualification can be registered in any one team. 15. Grading is based on 7 players with the highest playing status. Players 8 to 12 are not counted. 16. Status points for players are only retained over the two (2) previous consecutive years. Playing Page 14 of 92

15 status is based on the highest grade played in the preceding year (ie. the grade in which the player played a minimum of three (3) games in the relevant grade). If the player did not play in the previous year, status points from the year before that is to be accepted. 17. Status points for players in the following categories are awarded in accordance with the following table if they were a member of that particular category: Tasman Trophy Player International Player* Australian Institute of Sport# State League Interstate+ 9 points 9 points 9 points 6 points * for the purposes of Rule 17 an International Player has played for an overseas country that is affiliated with IFNA in an Open team at any time in the previous year of the competition for which the player has been entered OR has been selected by Netball Australia and has played in an Australian Open team at any time in the previous year for which the player has been entered. # for the purposes of Rule 17 an Australian Institute of Sport player is any player who has been a residential scholarship holder during the previous calendar year of the competition for which the player has been entered. + for the purposes of Rule 17 an Interstate State League player is any player who has played State League in any Metropolitan based competition in any State or Territory in the previous year of the competition for which the player has been entered. For the purposes of Rule 17 a Tasman Trophy Player, an International Player or an Australian Institute of Sport player can only be registered in the Waratah Cup competition. Where any player identified under Rule 17 is registered in the previous year s competition and does not play 3 games in the team in which they have been registered that player does not qualify to have any status points when next registered in the competition. 18. Excluding the provisions as detailed in Rule 17 no grading status is awarded to any player who did not play at least three games in a State League Region 1 or 17 Years Home and Away competition in either of the two previous years. 19. Status points for players who qualified in State League Region 1 or 17 Years Home and Away are awarded in accordance with the following table: Waratah Cup 9 points State League Division 2 8 points State League Division 3 7 points State League Division 4 6 points State League Division 5 5 points State League Division 6 4 points State League Division 7 3 points State League Division 8 2 points 17 Years Home & Away 1 point Page 15 of 92

16 Special Loading: any player eligible to play in a team that won a grand final in a Division of the State League competition in the previous year 1 point additional Special Deduction: any player that played in a team that finished last in the competition in any Division will have one point deducted from their relevant playing status points. Where two teams finish on equal points in last place goal averages will be used to determine the team that finished last. Grading status is applied to a player who played at least three games in the same team in the previous year. E.g. a player who played at least 3 games in Division 4 and at least 3 games in Division 2 receives 8 playing status points. A player who played at least 3 games in Division 4 and 2 games in Division 2 receives 6 playing status points. 20. Except in the case of the Waratah Cup where a team wins a grand final and 7 qualified players are retained in the same team from the previous year (the year they won the grand final) that team is guaranteed promotion to the next higher grade, however only one team per District Association is permitted in any Division. This Clause over rides Clause Rule Where two or more teams have an equal weighting the grading priority is determined by the team that highest player(s) status. Where two or more teams cannot be separated following this process have equal status points the grading priority will be determined by the final finishing position of the teams in the same grade in the previous year. Where two teams have equal status points and played in different Divisions in the previous year or did not compete in any division in the previous year the grading priority will be determined by the team that played in the higher division. 22. Provisional grading of teams will be completed and advised on the Netball NSW website together with all players names and the team and division in which they have been placed within five working days of the published closing date for entries. 23. Districts have seven (7) days from the date of notification of provisional grading on the website in which to lodge an appeal with the Appeals Tribunal in relation to a grading decision. 24. On completion of final grading, all players names and the team and division in which they have been placed will be listed on the Netball NSW website for the duration of the competition. De-registrations and late registrations will also be identified on the Netball NSW website throughout the competition by either deletion or addition to the original team list. 25. On completion of final grading all official team entries together with player status will be updated on the Netball NSW database and maintained by the Netball NSW office. The database is only available to Netball NSW staff, the Grading Panel and the Appeals Tribunal. 26. The player status details as identified in Clause Rule 24 will remain on the Netball NSW website for two subsequent years after the completion of the current competition. 27. There shall be no late registration of players accepted between the close of entries and one week before the commencement of the competition. Any late registrations received before Page 16 of 92

17 the commencement of the competition will result in a re-assessment of the grading for that team. Where a team is re-graded that decision is non-appellable. 28. After a team has been graded, any player to be late registered must meet the following criteria: (i) (ii) (iii) (iv) A player with approved playing status can only be late registered into a team as follows: Playing Status Lowest Division Eligible to Late Register Tasman Trophy/International Waratah Cup Waratah Cup Division 3 2 Division 2 Division 5 4 Division 3 Division 6 5 Interstate State League Division 6 Division 4 Division 7 6 Division 5 Division 8 7 Where a player is to be late registered in the relevant districts highest graded division the approved playing status of the player to be late registered is not applicable. A player with no playing status can be late registered in any grade. Where a player(s) is late registered into a team no regrading of that or any other team will occur. 29. A maximum of four (4) players may be late registered in each team any time from one week before the commencement of the competition until the end of the competition. A late registration is defined as follows: (i) (ii) Where a player has not been registered in the current competition or has been deregistered and is to be re-registered in the same team in the same grade. A late registration fee is payable. Where a player transfers from one Division to a higher Division by virtue of playing three games in the higher graded team that player is counted as a late registration in that higher graded team. In these circumstances no additional fees are payable. 30. Where Netball NSW rejects an application to late register a player the District or player concerned has the right of appeal to the Appeals Tribunal. Page 17 of 92

The commencing dates for all Region 1 State League competitions shall be advised at the November Council meeting and as notified on the Netball NSW website. 2. Competition matches are to played as follows: Anne Clark Centre (a) Waratah Cup Wednesday night (b) State League Division 2 Tuesday night (c) State League Division 3 Monday night (d) State League Division 4 Thursday night (e) State League Division 5 Saturday (f) State League Division 6 Saturday (g) State League Division 7 Saturday (h)* State League Division 8 Saturday Home and Away (District based) 17 Years & Under Saturday In extenuating circumstances where Netball NSW has a requirement, the discretion to alter the playing time, night and/or location of fixture matches may be altered after consultation with and where possible agreement of the teams/district Associations concerned. 3. The fixture for all Divisions of the competition will be posted on the Netball NSW website at least one (1) week prior to the commencement of the competition where possible. 4. Each player must play in the identical playing uniform except where prior approval has been given. 5. Each team is to provide up to two (2) approved scorers/timekeepers according to the draw. District Associations shall provide an approved stopwatch. Where a District Association fails to provide the appropriate number of approved scorers/timekeepers a fine of $50.00 will be imposed. Netball NSW will remove any non-approved person from the bench and a fine of $50.00 will be imposed on the offending District Association. each time a non approved person undertakes either of these duties. 19 6. Each team is to have available two sets of positional patches in different colours. 7. Except for the provisions detailed in Clauses 11a and 12 of the Grading Procedure a team is not permitted to have more than 12 players registered at any time. 8. A maximum of four (4) players may be late registered in each team any time from one week before the commencement of the competition until the end of the competition. A late registration is defined as follows: (i) (ii) Where a player has not been registered in the current competition or has been deregistered and is to be re-registered in the same team in the same grade. A late registration fee is payable. Where a player transfers from one Division to a higher Division by virtue of playing three games in the higher graded team that player is counted as a late registration in that higher graded team. In these circumstances no additional fees are payable. 8. Late registrations are to be submitted on the appropriate form by a District Association official to Netball NSW prior to the commencement of the match in which they are to play. 9. After all team grading has been confirmed any player to be late registered must meet the following criteria: (i) (ii) (iii) A player with approved playing status can only be late registered into a team as follows: Playing Status Lowest Division Eligible to Late Register Tasman Trophy/International Waratah Cup Waratah Cup Division 3 2 Division 2 Division 5 4 Division 3 Division 6 5 Interstate State League Division 6 Division 4 Division 7 6 Division 5 Division 8 7 Where a player is to be late registered in the relevant District Associations highest graded division an approved playing status of the player to be late registered is not applicable. A player with no playing status can be late registered in any grade. 10. Where Netball NSW rejects an application to late register a player the District Association or player concerned has the right of appeal to the Appeals Tribunal. 11. A de-registered player may only be re-registered in the same team in the same grade. for the duration of the competition. 12. A re-registered player is counted as a late registration and therefore must play a minimum of three games to qualify for finals after the date of the re-registration. Page 19 of 92

20 13. Players cannot play in a grade lower than the grade in which they were originally graded. 14. Where applicable, a player can only participate in a Division where they meet the respective age requirement for that particular Division. 14. If a District Association records the name of an unregistered player on the score sheet, the District Association will be required to prove within seven (7) days of notification that the person who played under that name is registered with that team. Such proof shall be in the form of a Statutory Declaration to Netball NSW. Failure to submit such proof within seven (7) days of notification shall result in the loss of two competition points. game being forfeited to the opposing team. 16. Where a player participates in a game and that player is not a registered financial member with either Netball NSW or a relevant State or Territory the match will be recorded as a forfeit to the opposing team. Where both teams play an unregistered financial member no points will be awarded. 15. Any change to the name of a player already registered is to be advised in writing by a District Association official to Netball NSW within seven (7) days of the date of change of name. Failure to comply will result in a fine of $ A player may participate in a maximum of two matches per week provided that they play either in the team in which they are registered or in teams in higher grades. At all times the player must play with the District Association with which they are registered. A playing week is deemed to be from Wednesday to Tuesday. 17. Where a player plays three matches in a grade higher than that originally graded, on playing the third game in the same higher graded team, the player will remain in that higher graded team for the remainder of the season. 18. A team may claim a forfeit one (1) minute after the time set down for the commencement of the match, if the opposing team does not have five (5) players in full uniform on court and ready to play. 19. No disputes will be entered into regarding score sheets. 20. In circumstances where team officials of both teams involved testify that the score sheet submitted to Netball NSW is incorrect and further they agree on the correct score Netball NSW has the discretion to vary the official scores. 21. To be eligible to participate in semi finals, finals and grand finals players must have played in at least three (3) competition matches with the relevant team in that competition except for defined import players who must play in a minimum of 50% of the competition rounds of the Division 1 Waratah Cup competition. 22. Any team found playing an ineligible player in the final series will be considered to have lost Page 20 of 92

21 that match in which the ineligible player has taken part and the game will be awarded to the opposing team. 23. Any player found to be ineligible to take part in the final series will not be permitted to take any further part in the final series. 24. Goal Average (a) (b) If two or more teams finish on equal points after the final round of matches, positions for final series shall be decided on goal averages. The goal average for each team shall be decided as follows: Total number of goals scored by the team, divided by the total number of goals scored against the team, multiplied by 100 and divided by the actual number of matches played by that team. i.e goals scored goals scored against X 100 matches played The number of matches actually played includes a match a team has forfeited, but does not include a match where the team has received a forfeit. 26. The competition shall be conducted on a points score basis and semi finals, finals and grand finals shall be played. 27. If there is a draw in semi finals, finals and grand finals, a two (2) minute interval shall be taken. During the interval the score will be verified and the teams change ends. During the interval there may be substitutions and/or team changes. The umpire will indicate which team has the next centre pass and play will commence. Then two (2) seven minute halves will be played to determine a winner. After the first seven (7) minutes the team will change ends without an interval. No substitutions or positional changes shall be allowed during the changeover. If still a draw at the end of the second seven (7) minutes, a visual signal will indicate that play continues and the first team to score a two (2) goals advantage shall be declared the winner. 28. A trophy shall be presented to the winning and runner-up District in each Division. 29. Embroidered patches shall be awarded to Team Officials (Coach, Assistant Coach, Manager and Page 21 of 92

22 Primary Care) and players of the winning and runner up teams in each Division. 30. Umpires (a) (b) (c) (d) (e) The Umpires Operating Panel will determine the umpiring format for the competitions. The Umpires Operating Panel will undertake the allocation of umpires to all matches. The names of approved umpires qualified to umpire State League are to be forwarded by District Associations to Netball NSW within one week of the notification of the provisional grades for the competition. Where a District fails to forward the names of the approved umpires by the due date a fine of $ will be imposed on the offending District Association. Repeated offences by a District Association will result in the District Association having to show cause to the Appeals Tribunal as to why their District Association s team(s) should not be excluded from the competition. Approved umpires for each Division are as follows: (i) Division 1 Waratah Cup Each District Association may be required to provide an accredited National A badge or higher qualified umpire. (ii) State League Divisions 2 6 Each District Association is required to provide an accredited National B badge or higher qualified umpire for each team entered. (iii) State League Divisions 7 8 Each District Association is required to provide an accredited National badged umpire for each team entered. (iv) (v) (vi) 17 Years Home and Away The home team is required to provide two accredited National badged umpires when matches are played at their home court. Where a District Association does not supply a National A badged or higher qualified umpire for the Waratah Cup that District Association will be required to provide an additional qualified National badged umpire for allocation to other matches. National C badged umpires may be coached and/or tested on any divisions of State League as allocated by the Umpires Operating Panel. (f) If an umpire has not arrived 30 minutes prior to the commencement of the match, a replacement umpire may take the court, providing that umpire meets the provisions laid down. Page 22 of 92

23 (g) (h) (i) District Associations whose umpires fail to fill their allocation by a non-attendance will be fined $ for each duty not fulfilled except in extenuating circumstances. Female umpires shall be dressed in white dress or skirt and top, male umpires shall be dressed in white shorts and shirt. Any qualified umpire may apply to the Umpires Operating Panel to be allocated to matches. 4. Motion The 4. District/League Associations shall are to register teams on the approved player entry form together with full details of a minimum of seven (7) and maximum of twelve (12) players names and their relevant playing status, by the closing date for the competition. 3. Entries shall be graded into Divisions where applicable, being Championship and Divisions 2 and 3 as required, according to the number of entries received. 4. A final team list will consist of those players from the original registration form who are available to compete and up to a maximum of four (4) late registrations. This list shall be lodged with Control by 8.00am of the first morning of the Championships. 5. At no time is a team permitted to have more than 12 players registered. 6. Grading shall proceed on the teams final placing from the previous year s Championship results. Where a team did not enter in the previous year s Championships, or where a District/League Association loses its points/placing, the District/League Association can make a recommendation as to the preferred Division for participation but the final grading decision will be made by Netball NSW. The District/League Association recommendation is to be by written submission detailing the reasons for recommendation placement in a particular division. This final decision by Netball NSW is non-appellable. 7. For the 17 years & Under Division grading will be determined from the previous year s Championship results and then if required the previous year s 15 years State Age results. 8. For the Open Division entries will be divided as far as is possible equally between Championship Division and Division 2. Page 23 of 92

24 9. For all age groups and where divisions apply grading will be undertaken having regard to the teams final placing from the previous year s championship results. A District/League Association may submit an Application to Appeal a provisional grading where it can show, on the balance of probabilities that the team under contest has less than 5 players remaining from the previous year s competition. A Statutory Declaration setting out the grounds of appeal is to be submitted. 10. Where Divisions apply, in each year and for each division, at least the two bottom teams shall be relegated to the lower divisions and at least the two top teams promoted to the higher division. Placing for relegation and promotion shall be based on point scores and where applicable goal averages. 5. Motion The 5. Over 35 years for players who have attained the age of thirty five (35) years as at December 31 in the year of play. Over 40 years for players who have attained the age of forty (40) years as at December 31 in the year of play. Over 45 years for players who have attained the age of forty-five (45) years as at December 31 in the year of play. c. There shall be no finals or joint placing. The Umpires Operating Panel has the discretion to vary the number of umpires required from each District/League Association after the number of teams has been finalised. Umpires are to be nominated with entries eight (8) weeks prior to the commencement of the competition. Team entries will not be accepted without umpire nominations. At the time of lodging team nominations the District/League Association is to certify that they will provide the appropriate number of qualified umpires for the duration of the competition. Two (2) weeks prior to the competition, umpires are to be confirmed. Districts withdrawing umpires after this period will incur a $ fine per umpire withdrawn unless the District does not replace the umpire with an equivalent badged umpire. Umpires who withdraw for medical reasons within the two (2) week period will be required to produce a medical certificate to ensure that the district is not fined however the umpires will still need to be replaced. Districts whose umpires withdraw on the day or do not show will incur a $ fine per umpire. Three weeks (3) weeks prior to the competition, umpires names and current qualification are to be confirmed. Where umpire nominations are not received by this date the District/League Association will be fined $ Districts, withdrawing umpires after the confirmation date will be fined $ per umpire withdrawn unless a medical certificate is produced that certifies the umpire s unavailability due to illness or injury. Unless the umpire is replaced with an equivalent badged umpire a further fine of $ is enforced. Where an umpire withdraws on the day for other than medical reasons or does not show that District/League Association will incur a fine of $ per umpire per day. 3. GENERAL (a) (b) All teams in each division shall play each team in their division during the Championships where possible. Score sheets are to be returned by the winning team immediately after each match. One (1) official from each team is to sign the score sheet. In circumstances where team officials of both teams involved testify that the score sheet submitted to Netball NSW is incorrect and further they agree on the correct score then Netball NSW has the discretion to vary the official scores. (q) (r) If, in the opinion of Netball NSW games are unable to be completed or played due to severe inclement weather or adverse court conditions, each team will be awarded one (1) point. The Board of Directors recommends the following changes to the Grading Procedures for Competitions State and Age Grading Championships Procedures included in the Rules for Championships & Competitions and Grading Procedures GRADING POLICY PROCEDURES FOR STATE AGE CHAMPIONSHIPS 1. 28 meeting and as notified on the Netball NSW website. 2. The minimum age for any player to play at the State Age Championships is turning 12 in the year of play. 3. Where an age qualification applies, players must play in their correct age group. Any request for players to play in a higher age group than that for which they are eligible must have the prior approval of Netball NSW. 4. District/League Associations shall are to register teams on the approved player entry form together with full details of a minimum of seven (7) and a maximum of twelve (12) players names and their relevant experience by the closing date for the competition. 5. A final team list will consist of those players from the original registration form who are available to compete and up to a maximum of four (4) late registrations. This list shall be lodged with Control by 8.00am of the first playing day of the Championships. 6. At no time is a team permitted to have more than 12 players registered. 7. Entries shall will be graded into divisions, being Championship Division, Division 2, Division 3 and Division 4 according to the number of entries received. There shall will be teams in Championship Division and Division 2. and a maximum of 20 teams in Division 3 of all age groups. The remaining entries will be divided as far as is possible equally between Division 2, Division 3 and Division 4. 7a. For the year 2010 there will be 20 teams in Championship Division, Division 2 and Division 3 of all age groups. 8. For the 12 years age division, the District/League Association can make a recommendation as to the preferred division for participation. Netball NSW has the discretion to grade teams entered into four divisions having regard to the preferred division as recommended by the District/League Association or region and the overriding need to provide for four equitable divisions. a) For the 12 years age division, the District/League Association can make a recommendation as to the preferred division for participation. Where it is not possible to place a District/League Association in the Division requested the procedures as detailed in Rule 8 b) and 8 c) will be applied. b) Where nominations are received that recommends placement of more than 20 teams in Championship Division the placement of teams will be based on an average of District/League Association final results in the 12 years age Division over the previous 3 years. Such averages to be determined after the promotion and relegation of teams for the previous year has been undertaken. c) For the remaining Divisions the placement of teams will be based on an average of District/League Association final results in the 12 years age Division over the previous 3 years and the over riding requirement to divide as far as is possible equally teams between Page 28 of 92

Such averages to be determined after the promotion and relegation of teams for the previous year has been undertaken and teams have participated for the previous three years. 9. For all other age Divisions Grading grading will only be undertaken having regard to the teams final placing from the previous year s Championship results. A District/League Association may submit an Application to Appeal a provisional grading where it can show, on the balance of probabilities that the team under contest has less than 5 players from the previous year s competition. A Statutory Declaration setting out the grounds of appeal is to be submitted. A District/League Association cannot appeal placement in a higher Division when that District/League Association s team has been provisionally graded in a Division based on the placing achieved in the previous year s competition. 10. For the year 2010 teams will be placed in a Division relevant to their respective finishing position for For 2011 in each year and for each division, at least the two bottom teams shall will be relegated to the lower division and at least the two top teams promoted to the next higher division. Placing for relegation and promotion shall be based on final point scores and where teams finish on equal point scores then goal averages will be used to determine both promotion and relegation. 11. Where a team did not enter in the previous year s Championships, or where a District/League Association loses it points/placing, the District/League Association can make a recommendation as to the preferred Division for participation but the final grading decision will be made by Netball NSW. The District/League Association recommendation is to be by written submission detailing the reasons for recommending placement in a particular Division. (a) Are held commencing on the first weekend of the second term school holidays. (b) (c) Are conducted in the 15 years, 14 years, 13 years and 12 years age groups. The age of the players shall be determined by their ages as at December 31 in the year of play. Page 29 of 92

30 (d) (e) A player can only participate in a competition where they meet the respective age requirement for that particular competition. All players in all age groups must play the equivalent of 30% of the total number of available games over the Championships. For the purposes of calculation of the 30% rule, two half games equals one full game. Each team will receive with their score sheets, a spreadsheet to be completed for each game over the three days of the competition. The sheet will show each players name and the games they have played. The completed sheet must be handed in at the end of each day and on the third day with the final score sheet of the Championships prior to the presentation. The sheet must be signed by a District/League Association Official, Coach or Manager prior to being submitted at the end of the competition. The penalty for a breach of the 30% rule is disqualification from any placing and the District/League Association responsible will be fined $1, Where a team is disqualified the team will lose all points and will be relegated to last in that age group. When entries for State Age Championships are forwarded, a declaration of commitment of the 30% game rule for all players is to be signed by a District/League Association Official. If the form is not received, teams will not be accepted into the Championships. (f) There shall be no finals or joint placing. To determine the final individual placing point scores will be used and then if required to separate one or more teams on the same points score goal averages will be used. 2. The Regional Coordinator is responsible for convening a meeting of participating District Associations to decide dates, venues and the format for the ensuing year. 2. Team entries are to be received by the Regional Coordinator by the published closing date as agreed by the Region. 3. A District Association is permitted to enter one team only in each division, unless additional teams are required to ensure the viability or continuation of the competition. 4. The format for the final series is to be decided at the regional meeting, prior to the commencement of the competition. 5. A minimum of four (4) teams and a maximum of eight (8) teams shall participate in each division. Exception will only be made with the prior permission of Netball NSW. 6. There shall be no registration of players accepted between the published date for the close of entries and one week before the commencement of the competition. 7. Teams shall be graded according to the information detailed on the official entry form and as detailed in the Netball NSW Player Database. Page 33 of 92

The fixture for all Divisions of the competition will be posted on the Netball NSW website at least one (1) week prior to the commencement of the competition where possible. 2. The name, address and telephone number of the Regional Coordinator and all District Association Secretaries names, addresses, telephone numbers and the location of each District Association s courts and telephone numbers will be listed. 3. Matches may be played on grass or hard courts, preferably hard courts. If matches are played on grass courts, notice to this effect shall be included in the fixture book. 4. At no time is a team permitted to have more than 12 players registered. A maximum of four (4) players may be late registered in each team after the commencement of the competition. 5. A de-registered player may only be re-registered in the same grade for the duration of the competition. A re-registered player is counted as a late registration. 6. Players may not play in a grade lower than the grade in which they were originally graded. 7. Players must play in the identical playing uniform except where prior approval has been given. 8. The competition shall be conducted on a points score basis. 9. Players need to have played two (2) matches with the relevant team, to qualify for finals series in one (1) round competitions. 10. If two (2) or more rounds are played, players must have played at least three (3) games to be eligible for the finals series 11. 35 12. Goal Average (a) (b) If two or more teams finish on equal points after the final round of matches, positions for finals series shall be decided on goal averages. The goal average for each team shall be decided as follows: Total number of goals scored by the team, divided by the total number of goals scored against the team, multiplied by 100 and divided by the actual number of matches played by the team. i.e. goals scored X 100 goals scored against matches played The number of matches actually played includes a match a team has forfeited, but does not include a match where the team has received a forfeit 13. Score sheets are to be returned to the Regional Coordinator at the conclusion of each match. 14. If in the opinion of the Regional Coordinator and the host District Association matches are unable to be played due to inclement weather or the condition of courts, each team will be awarded one (1) point. By mutual agreement, teams may transfer the match to another venue. Points shall be awarded for all other matches played on that day. 15. Under extreme circumstances if a team is unable to fulfil their playing commitments, arrangements may be made with the Regional Coordinator to have the game(s) played within the next fourteen (14) days. 16. Any change to the name of a player already registered is to be advised in writing by a District Association official to the Regional Coordinator within seven (7) days. Failure to comply will result in a fine of $ Late registrations are to be submitted on the appropriate form by a District Association official to the Regional Coordinator before playing. 18. After a team has been graded, any late registration should be of an equal playing standard. The Regional Coordinator may reject a late registration where it is considered the inclusion of the player would affect the grade of the team. In such circumstances the District Association or player concerned has the right of appeal to the Appeals Tribunal. 19. If a District Association records the name of an unregistered player on the score sheet, the District Association will be required to prove within seven (7) days that the person who played under that name is registered with that team. This proof shall be in the form of a Statutory Declaration to the Regional Coordinator. Such proof shall be in the form of a Statutory Declaration to Netball NSW. Failure to submit such proof within seven (7) days of notification shall result in the loss of two (2) competition points. Page 35 of 92

A team may claim a forfeit one (1) minute after the time set down for the commencement of the match, if the opposing team does not have five (5) players in full uniform on court and ready to play. 21. Each team is to provide up to two (2) approved scorers/timekeepers according to the draw. District Associations shall are to provide an approved stopwatch. 22. A score sheet having been signed by both captains and umpires and lodged with the Regional Coordinator will not be returned to any team for any correction. No disputes will be entered into regarding score sheets. 23. In circumstances where team officials of both teams testify that the score sheet submitted to the Regional Coordinator is incorrect and further they agree on the correct score then the Regional Coordinator has the discretion to vary the official scores. 24. Any team found playing an ineligible player in the final series will be considered to have lost that match in which the ineligible player has taken part. 25. Any player found to be ineligible to take part in the final series will not be permitted to take any further part in the final series. 26. A trophy shall be presented to the winning and runner-up District Association in each Division. 27. Embroidered patches shall be awarded to the Manager, Coach, Assistant Coach, Primary Care and Players of the winning and runner up teams in each Division. 28. Each team is to have an approved match ball. 29. Each team is to have available two sets of position patches, of different colours. 30. Final results of each competition will be forwarded to Netball NSW for promulgation at the November Council meeting. 31. Any team forfeiting three (3) consecutive games will be excluded from the remainder of the competition. 32. The winning team shall be responsible for forwarding score sheets to reach the Regional Coordinator within five (5) days following each match. Failure to do so will result in no points being awarded to any team. 33. If there is a draw in semi finals, finals or grand finals, a two (2) minute interval shall be taken. During the interval the score will be verified and the teams change ends. During the interval there may be substitutions and/or team changes. Page 36 of 92

37 The umpire will indicate which team has the next centre pass and play will commence. Then two (2) seven minute halves will be played to determine a winner. After the first seven (7) minutes the teams will change ends. No substitutions or positional changes shall be allowed during the changeover. If still a draw at the end of the second seven (7) minutes, a visual signal will indicate that play continues and the first team to score a two (2) goals advantage shall be declared the winner. 34. All umpires will be allocated by the Regional Organising Committee in conjunction with the Regional Coordinator. With the approval of the Regional Organising Committee and in conjunction with the Regional Coordinator unbadged umpires may be accepted as part of a District Association s quota provided that they hold a current Section 1 pass (70%) and a current Level 1 Accreditation at the time of nomination. Female umpires shall be dressed in a white dress or skirt and top, male umpires shall be dressed in white shorts and shirt. In the event of inclement weather, white tracksuit pants and white wet weather jackets may be worn. Unbadged umpires may be tested for practical badges: after consultation with the Regional Coordinator; and games comply with all requirements stated in the National Umpire Development Framework PPP book. 10. District Associations shall register teams on the approved player entry form together with full details of a minimum of seven (7) and maximum of twelve (12) players names and their relevant playing status, by the closing date for the competition. 6. All grading shall be based on names submitted on the official entry forms and previous playing status as detailed in the Netball NSW Player Database and State Age entry forms. The player status point system used for Region 1 State League is not used for grading purposes in the Night Inter District competition. 7. Grading is based on 7 players with the highest playing status from the preceding Inter District competition or (i) the immediate preceding State League Region 1 competition or (ii) the immediate preceding State Age competition or (iii) the preceding Night Inter District competition. No grading status is awarded to any player who did not play at least three games in either the previous Night Inter District competition or the preceding State League Region 1 or 17 Years Home and Away competition or participate in the preceding State Age competition. The descending order for Grading status will be: Region 1 State League (Waratah Cup through to Division 8 and then 17 Years (Home and Away), State Age Night Inter District and then Night Inter District. State Age. 8. No late registration of players will be accepted between the published date for the close of entries and one week before the commencement of the competition. Late registrations are to be submitted on the appropriate form by a District Association official to Netball NSW prior to the commencement of match. 9. All matches will be played at the Anne Clark Centre on Wednesday nights. 4. Wet weather games are considered as games played by all players registered prior to that date. 5. No player may play in more than one (1) competition match on any one night. 6. The fixture for all Divisions of the competition will be posted on the Netball NSW website at least one (1) week prior to the commencement of the competition where possible. 7. At no time is a team permitted to have more than 12 players registered. A maximum of four (4) players may be late registered in each team after the commencement of the competition until the end of the competition. Where a player moves from one division to another division by virtue of playing three games in the higher graded team that player is counted as a late registration in that higher graded team. 8. Players may not play in a grade lower than the grade in which they were originally graded. 10. Each player must play in the identical playing uniform except where prior approval has been given. 11. Where a player participates in a game and that player is not a registered financial member with either Netball NSW or a relevant State or Territory the match will be recorded as a forfeit to the opposing team. Where both teams play an unregistered financial member no points will be awarded. 15. If a District Association records the name of an unregistered player on the score sheet, the District Association will be required to prove within seven (7) days that the person who played under that name is registered with that team. This proof shall be in the form of a Statutory Declaration to Netball NSW. Each District will be permitted to advertise one (1) official carnival on the Netball NSW website each year after having received approval from Netball NSW of the date the Carnival has been allocated. 2. Entries should be made on a standard entry form as recommended by Netball NSW and submitted by a District Association official to reach the appropriate District Association twentyone (21) days prior to the date of the carnival. 3. The minimum recommended entry fee including GST is $22. and the maximum recommended fee is $ District Associations should apply the following rules: (a) (i) players must be registered members of Netball NSW (any player not registered with Netball NSW does not have any insurance cover under the Netball NSW policy. (ii) players should wear the registered uniform of their District Association or club (iii) positional patches are to be worn (iv) all umpires should wear white or playing uniform (v) each team should supply a scorer and an umpire, preferably badged (b) District Associations may re-grade or withdraw any team found not playing in the correct age group or grade. 43 (c) (d) (e) District Associations should ensure that any umpire accompanying a team is capable of controlling that grade. Where there is more than one division in any one grade or age group and play offs are necessary, a maximum of twelve (12) trophies are to be awarded to winners and runners up. Where no semi finals or finals are played, a maximum of twelve (12) trophies can be awarded to the winners of each division. 5. The inclusion of representative sections is at the discretion of the District Association conducting the carnival. (a) (b) (c) (d) (e) District Associations are permitted to hold Representative only carnivals prior to the Championships. Representative teams may be permitted to enter District Association carnivals on an invitation only basis when there is no representative section. Should District Associations not wish to have representative teams enter a carnival, they should state this on their entry form. Games for representative teams are to be played on a round robin basis. It is at the District Association s discretion if they award a team trophy. Where a District Association holds a Representative Section carnival prior to the Championships, the District Association may, at its discretion, include a section for players 11 years of age known as Development Squads. Games are to be played on a round robin basis and trophies may be awarded. 6. PLAYERS (a) (b) Where District Associations have a multi team situation in the same group for representative selection purposes the host district is encouraged to allow players to interchange between teams. Players registered with representative teams should not play with a club team from District Associations at the same carnival on the same day. 7. AGE GROUPS (a) Senior Players shall have reached the age of 18 years at December 31 in the year of play. (b) Junior Players 11 to 17 years of age as at December 31 in the year of play. 44 8. UMPIRES (a) Teams qualifying for semi finals and finals should provide a badged umpire who shall be allocated to a match by the host District Association. 9. MATCHES (a) (b) (c) (d) (e) (f) (g) (h) In Representative sections, District Associations are encouraged to have regard to the results of previous years championships results when preparing draws. The draw for all carnivals should consist of a minimum of seven (7) games and a maximum of nine (9) games in each grade. Where a District Association has arranged a draw where everyone plays one another or a minimum of seven (7) games are held, it is not be necessary to play quarter finals, semi finals and finals. Where possible, fixtures should be organised so that teams play on a 1 on 1 off basis. Teams should not play more than two (2) games straight or have more than three (3) games straight off including a bye. Interchange of players during the match is only permitted during a stoppage for injury or illness or at an interval. Up to two (2) minutes injury time may be taken according to the official rules, but no additional time needs to be added to the match. Winners and runners up are decided on a points score basis. Where teams finish on equal points, the goal average should be used to determine the winner. The format for the draw for quarter finals, semi finals and finals, if applicable should be printed on the information or fixture sheets. Fixtures should be arranged so that all matches are completed not later than 4.30pm. 10. GOAL AVERAGE (a) (b) If two or more teams finish in equal points after the final round of matches, final positions or finals series shall be decided on goal averages. FORFEITS (a) District Associations entering teams that forfeit or withdraw after fixtures have been arranged, may be liable for a fine of up to $50 per team, such fine shall be paid to the District Association conducting the carnival within seven (7) days of receipt of the account, provided the account is forwarded to the offending district within twenty one (21) days of the date of the carnival. However, the host District Association will be entitled to charge a $100 fine on any team which does not appear on the day of the carnival. Notification of such fine to be forwarded to that team s District Association within twenty one (21) days of date of carnival. 12 CANCELLATION OF CARNIVALS OR BALLOTING OUT OF TEAMS (a) (b) (c) (d) At least seven (7) days written notification should be given in both instances, except in the case of extreme emergency. In the event of cancellation of a carnival or the balloting out of teams, all entry fees are to be refunded within thirty (30) days of the date of the carnival. District Associations should not ballot out any team before the closing date for entries. 49 New South Wales Netball Association Board of Directors Report to November Meeting WORLD CHAMPIONSHIPS 2015 Hopefully everyone would have seen the media release of 15 July from the Minister for Sport, Kevin Green and NA stating that Sydney was the preferred bid from Australia to host the 2015 World Netball Championships. NNSW has been working hard with Events NSW to make this happen and we will keep everyone posted on our progress and hopefully, success with this bid. THE NSW SWIFTS 2011 Planning for the 2011 competition is well under way with the first game scheduled for 23 February The season will be played much earlier in 2011 due to the World Championships being played in July in Singapore. Currently the NSW Swifts have four of the 2010 players, Catherine Cox, Bec Bulley, Kim Green, Sue Pratley competing at the Commonwealth games in India along we new signing, and returning Swift, Moonia Gerard. AUSTRALIAN 19 & UNDER TEAM After identification in the 19 & Under National TID program, Samantha Poolman, Nicole Gray and Vertiy Simmons were selected into the Australian 19 & Under team. The team played a friendly test series against New Zealand 21 s and England 19 s at the AIS in July, defeating England 3-0 and NZ 21 s 2-1. STATE AND STATE AGE CHAMPIONSHIPS The State and State Age Championships have come and gone for another year and what an enormous success they were. Our State Championship hosts Campbelltown proudly showed off their amazing new club house and it was a fantastic weekend for players and officials alike. It was great to have Papua New Guinea and Norfolk Island teams competing, giving our Championships an international flavor, with both teams well received by all. State Age progressed to the four venues with Newcastle, Maitland, Charlestown and Lakeside playing host to this growing event. All venues ran smoothly and opened with much fanfare. Our apologies must go to those teams involved in the mix up with the results and presentations at Charlestown. An error in calculations saw the trophies awarded incorrectly and this was rectified. We would also congratulate and thank teams for their co-operation with Sunday timeslots the early finish allowed some 4,500 spectators, including a lot of our country teams to attend the Swifts final against Magic in Newcastle a sell out crowd. STATE AGE CHAMPIONSHIPS 2011 The following preliminary advice is provided in regards to the grading of teams for State Age Division 1 and 2 will comprise a maximum of 20 teams for the 2011 State Age Championships Page 49 of 92

The 1 st and 2 nd team in each age group by Division will be promoted to the next higher division and teams that came 2 nd last and last by age group in divisions 1, 2 and 3 will be demoted to divisions 2, 3 and 4 respectively 3. For 2011, after grading the first 40 teams in each age group, the remainder of teams to be graded be divided by 2 to form divisions 2 and 3. The grading of the teams in each division to be based on the seeding or finishing position of the teams in Divisions 3 and 4 will be played at Illawarra 5. The provisional grading for 2011 is provided only as an aid to assist Districts in planning for 2011 and these gradings can and will be subject to change STATE AND STATE AGE CHAMPIONSHIPS 2012 An update will be provided at the Council Meeting. ANL 2010 The ANL competition for 2011 kicked off on 31 July with NNSW again entering the NSW Waratahs and the NSW Blues. The Waratahs, the senior and most experienced of the teams, was coached by Rob Wright, with the NSW Blues, our development team, being coached by Lisa Beehag. Both teams competed extremely well with the Blues playing some fantastic netball against SA and WA in the rounds. The Waratahs reached the finals placed top of the table on a goal count back and went on to defeat the AIS in the semi finals. However, Vic Fury were too strong on their home court and for the 3 rd year in a row, the Vics took the ANL title in a very hard fought game against the Waratahs. CHAMPIONSHIPS & COMPETITIONS COMMITTEE L. QUINN CONVENOR 2010 DOOLEYS State League The 2010 DOOLEYS State League was once again a successful competition, cementing its place as the premier netball competition in NSW. The Waratah Cup competition saw a number of firsts in The start of the competition was brought forward by three weeks to allow the Grand Final to be played prior to the commencement of the Australian Netball League competition, and for the first time the Australian Institute of Sport team participated in the Waratah Cup competition on an invitational basis. The Waratah Cup Finals series held a great deal of interest with all matches being enjoyed by large and enthusiastic crowds, and the Grand Final, which was played as a one-off match on Wednesday 18 August, attracting a near capacity crowd at the Anne Clark Centre. Divisions 2 to 8 also culminated in an exciting Grand Final Day held at the Anne Clark Centre on Saturday 11 September. The day was highlighted by a number of close matches, and all associations and supporters involved, from Waratah Cup finals to Division 8 finals, are to be commended for showing such great support to your teams and for providing a colourful and enthusiastic atmosphere for the players to compete in. 53 Technical Officials The Championships and Competitions Committee performed timing and scoring duties at the following: NSW Swifts home games State League Grand Finals Australian Netball League Australia vs Jamaica Test Match The Committee conducted five Approved Timing and Scoring courses prior to the commencement of the DOOLEYS State League season, and following the introduction of the National Timers and Scorers Accreditation Scheme, the Committee utilized a secondary training scorebench during home ANL games to give practical training and experience to those working toward their State and National Timing and Scoring accreditation. I would like to thank the Committee for their hard work and dedication throughout the 2010 season. FINANCE COMMITTEE J. HAHN CONVENOR NIL REPORT SPORTS MARKETING COMMITTEE C MURPHY CONVENOR The Sports Marketing Committee has met a number of times recently and has put together a questionnaire that has been sent to all Districts. The premise of the questionnaire is to ascertain information from Districts on how they handle different aspects of the sport, and if they had specific areas that they needed Netball NSW to assist them with. This information is then to be complied in to an electronic brochure which can be sent to all Districts to use as a reference and it will also provide Netball NSW with specific areas that need to be discussed at Regional and Metropolitan meetings and targeted for educational courses to assist Districts in improving the way they operate and the way they value their volunteers. The survey covered questions on Websites, Marketing, attracting and retaining Volunteers, Sponsorship and Volunteer Education. Our Committee s questions were put in to an online survey by the Netball NSW Marketing staff, and sent to all Districts. A large number of replies were received which is greatly appreciated, and these results have been compiled in to a report by the Marketing staff. The professionalism of the staff is greatly appreciated in creating the online survey and the ensuing report. The Committee are assessing this report and working on a brochure which will encompass all these areas and show suggested ways to help Districts, and areas in which we need to improve our communication and education. The Sports Marketing Committee has also decided that a new way to honour our volunteers is to create on Oral History for Netball NSW, which would be professionally produced and loaded on to the website for anyone to access to hear individuals give their account of their personal history in relation to netball and specifically Netball NSW. We are in discussions with staff to work out the budget and operation of this, but basically we will interview selected members of Netball NSW who have some wonderful stories to tell, and record their recollections which will then be loaded on to the Netball NSW website with a photo and printed version of the interview. Due to budgetary confines we hope to start with up to 10 people and then add new people each year. It was decided that getting personal oral accounts of our longer standing volunteers Page 53 of 92

54 would be invaluable in creating a history of volunteering within Netball NSW and this could also be an idea that Districts could adopt and use within their own District. We would also remind Districts that the banners for the letsplaynetball campaign that was launched last year can be used again this coming year to attract new members to their District. If any District did not receive a banner last year, please contact the office. Every District was provided one banner free of charge, and more can be purchased through the office if needed. The banner can be mounted in a hightraffic area of your District and passing people will remember the easy to recall website, which leads them to an alternate landing page within the Netball NSW website, and directs them to their closest District for information on joining and playing netball. The Market department support this campaign by running a number of radio advertisements featuring Kim Green, so we encourage Districts to utilise this banner and hopefully grow your membership. 55 Finance Report Council Meeting November 2010 As at the 12 th of October 2010, we have 106,071 registered members on the NMAS data base. The Profit and Loss report to the end of September 2010 shows that income and expenditure cost centre s are within budget forecasts. At the First Council meeting in March there was an oversight in not seeking Council approval for payment of an Honorarium for the President. I formally request the Netball NSW Council approve the payment of the Presidents Honorarium of $5, for National Insurance Program: Netball Australia tendered the National Insurance program for As part of the tender documents, the Netball NSW Board agreed to a request from Netball Australia to include Netball NSW in the tender documents on condition that Netball NSW would have the option of entering the National Scheme or maintain our individual Netball NSW Insurance Policy with Willis. Our Broker Willis and underwriter Calliden Group Ltd tendered and were successful in securing the tender for the National Scheme. The Board, as part of its due diligence on behalf of its members sort alternative quotes from different insurers in the market to compare with what was on offer from the National Insurance Scheme. None of the tenders received were competitive with the new National Insurance Scheme. Therefore the Board has decided to enter the National Insurance Scheme for 2011 along with all other Netball States and Territories, maintaining Willis as the Insurance broker, with an option to withdraw after the 2011 policy period. This increase is to keep abreast of inflation and CPI, and the costs involved in providing services to the membership across New South Wales. 60 As the year draws to a close, we are proud to continue the momentum from 2009 (our 80th year of Netball NSW) into season 2010 and we look to build even further in The NSW Swifts had a record breaking season in the ANZ Championship, with an historic undefeated regular season and minor premiership. The 2011 season looks healthy with the re-signing of players and some new talented additions. Special congratulations must go to our five NSW players who competed in the Commonwealth Games in Delhi; Catherine Cox, Susan Pratley, Kimberley Green, Rebecca Bulley and Mo onia Gerrard, who brought home the silver medal after a thrilling 86 minute gold medal match. Our two teams, the NSW Waratahs and NSW Blues continued to perform well in the Australian Netball League competition. The NSW Blues finishing in 7 th place, with the NSW Waratahs finishing as runners-up in the 2010 New Idea Australian Netball League. Our Netball NSW marquee events, the Holden State Championships, the State Age Championships with charity partner the Oncology Children Foundation, DOOLEYS State League and CourtCraft Night Interdistrict all continue to be a great success. Our biennial Conference was again well attended and our inaugural Masters event was met with great enthusiasm and support from our more mature netball athletes. I would like to welcome to the Netball NSW team Nathan Walker as Membership Administrator, Sarah Sugar as Sponsorship and Promotions Coordinator and Kimberley Lewis as our Media and Public Relations Coordinator. As it continues to develop, I would like to encourage Associations to keep providing ideas and feedback so that we can help to feed it into the national program. State League Finals Together Netball NSW and DOOLEYS celebrated our fabulous athletes and the competition which brings together the states most talented netballers. DOOLEYS will again be the major/naming right partner of State League Division 1 in 2011 and we thank them for the ongoing support and partnership. Participation Campaign The lets play netball campaign will again feature in NSW February Promotional banners have been used well by Associations and should any Associations require more information please contact Sarah Sugar in the Marketing Department. Aim of the campaign; To drive participants to netball, or return to the game, in a friendly and easy manner. Making netball easily accessible. Elements of the 2011 campaign will include; Promotional banners displayed by Associations Online Netball NSW radio advertising campaign, details are yet to be confirmed, but planned for the month of February 2010 Netball NSW to investigate a CSA (community service announcement) for regional TV, details are yet to be confirmed NSW Swifts: In The Media I would like to take this opportunity to congratulate Associations for their ongoing pursuit of media coverage for our game. We have seen a growing depth of coverage across the state, eg newspaper moving from simple game results into feature stories, giving greater depth to the sport and highlighting our local heroes. I would also like to acknowledge the incredible ground swell of support and interest generated by the front page Sydney Morning Herald piece featuring Catherine Cox after the ANZ Championship Semi Final. 71 2010 NSW Swifts Membership Survey We had a number of clear take homes from the 2010 NSW Swifts Member survey. 54% of members joined in 2010 to feel part of the NSW Swifts family, followed by 41% who joined to take advantage of seating in the Red Zone. Premium courtside seating also ranked as the most important member benefit offered (73%). Scarf was once again the most popular item in our membership pack and following feedback from many of our first time members in 2010, a member exclusive NSW Swifts backpack will once again feature in our 2011 Membership packages Feedback from members was that they would like to receive a discount on NSW Swifts merchandise and we are pleased to be offering a discount voucher pack to 2011 members in their membership kits. Six NSW athletes were selected based on their performance at Nationals, the National Underage camp and ANL: Nicola Gray Manly Warringah Kellyann Grayson Newcastle (AIS) April Letton Sutherland Shire (AIS) Samantha Poolman Parramatta Auburn Verity Simmons Grafton (AIS) Melissa Tallent Sutherland Shire This squad will attend camps in January and May, 2011 prior to the announcement of the 21/U Team to tour New Zealand in June /U and 19/U NSW State Teams Athlete nominations Nominations are open for the 2011 NSW 17/U and 19/U State Teams. The closing date for applications is Friday 22 October for 17/U and Friday 5 November for 19/U. AIS Following the completion of the 21/U National Championships the 2011 AIS Scholarship Holders were announced. Six NSW athletes were selected: Nicola Gray (returning) Manly Warringah Kellyann Grayson (returning) Newcastle Alix McDermott Penrith Samantha Poolman Parramatta Auburn Verirty Simmons (returning) Grafton Melissa Tallent Sutherland Shire The 2011 Scholarship holders will be in residence at the AIS from February to July 2011 and will return home to compete in the ANL before returning to the AIS in late September in preparation for the end of year tour. NSWIS Regional Academies of Sport / Metropolitan Link Program (RAS/MLP) All RAS and MLP coaches attending the 15 years Development Weekend on October 16 and 17 will be provided with mentoring. The RAS and MLP coach visit program has been completed for 2010 and a review will be conducted with the visiting and Academy coaches so the program can be refined for High Performance Plan Coach Development The opportunity to attend the Tall Players Program and ANL Training Sessions was extended to coaches with an Intermediate accreditation or higher. 75 International Development opportunities An NSWIS squad travelled to Canberra to play against the England Under 19 s team on 16 July. Game Development The yrs Development weekend on Saturday 16 th & Sunday 17 th October will be in a new format. All Academies and Metropolitan programs conducted their 15yrs trials and selected up to 12 athletes regardless of position. The athletes were then exposed to 6 hours of specialist training. These players will take part in games scheduled by Netball NSW in the format of trials on the weekend. They will be exposed to different coaches who will also be allocated to different courts throughout the day. It is envisaged that not only will these assist with the development of players, it will also expose them to the similar format of 17/U State team trials. The coaches will also be offered mentoring during the weekend. The purpose of this program is to highlight the development of the skills of the athletes rather than focusing on winning a tournament. The Game Development team conducted their Planning Day to set the 2011 calendar. All regions have requested Development visits, courses etc. The calendar is being finalised in readiness for the website. Alison Rowe has commenced as the Regional Coordinator for the South Coast and Riverina and is now located in an office in Queanbeyan. Recruitment is under way for Alison s replacement as Game Development Administrator. 5 new Development officers have been added to the casual staff. Schools will be contacted in their areas to conduct clinics. A new initiative has commenced with the development of school cards which are distributed by the Development Officers when they conduct clinics. These cards have the contact details for Netball NSW on one side and the Development Officer writes the contact details for the closest Association to the school on the reverse. This is part of the ongoing project to link schools with the Associations to assist with the increase of membership as well as future development of players in NSW. Recruitment will begin for a full time Development Officer located in Dubbo with a view to commence in the New Year. The contract is for 3 years in partnership with NSW Sport and Recreation and will focus primarily on the Barwon Darling and the development of netball throughout this area. NORTHERN INLAND REGION Regional Meetings The Northern Inland Region had a meeting on Sunday 8 August at Narrabri and Inverell hosted the Northern Inland planning meeting for The planning meeting was very successful resulting in a calendar promoting development throughout Regional State League The Northern Inland ran a successful State League Competition. Inverell hosted the Finals day on Sunday 22 August. Narrabri beat Inverell to win the Division 1 Grand Final The game was very close and the scores were even with three minutes to go. Narrabri took the title from Inverell who were the premiers in In the Division 2 Grand Final Inverell beat Tamworth, 46-25, retaining their 2009 title. Umpiring For all three rounds of Northern Inland State League Competition the host Association hosted an Page 75 of 92

76 Umpiring Development Visit. These visits allowed for the development of Umpires in the region with four National B Badges being awarded and one National C Badge being awarded at State League rounds in Narrabri hosted the last round of SL on 7 and 8 August with an Umpiring Development Visit on Saturday 7 August at a local club level. This allowed umpires to have coaching on local games and then coaching on State League rounds on the Sunday. The NI Regional Organising Committee for 2011 has been selected with a total of five representatives and eight applications for the committee. The committee is made up of 5 National B badges umpires, Justine Kavanagh from Armidale, Peter Lees from Tamworth, Lyn O Brien from Tamworth, Adelaide Chalk-Keighran from Narrabri and Jenny Coe from Gunnedah. Coaching Tamworth and Glen Innes hosted Foundation Coaching Courses on 13 and 14 August. Narrabri hosted a Coaching Development Visit on Saturday and Sunday 7 and 8 August with presentations on Saturday evening and mentoring of coaches on Sunday at State League competition. Carnivals Inverell hosted an All Age Carnival on Sunday 1 August which was also their opening day for their new eight hard courts. Armidale hosted an All Age Carnival on Sunday 15 August. Regional Academies The Northern Inland Academy of Sport have selected 12 players to attend the NNSW 15 s selections program. The selected players are from Narrabri, Tamworth, Glen Innes, Inverell, Gunnedah and Armidale Netball Associations. WEST/CENTRAL WEST REGION Regional Meetings The West/Central West conducted a regional meeting on Sunday 19 September at Orange Netball Association where planning for 2011 was discussed and a Regional draft calendar was created. The West/Central West will host a Regional Board Visit at their meeting on Sunday 17 October where the draft calendar will be discussed and confirmed at the meeting. State League The West/Central West Region hosted three rounds of State League and a forth final round at Bathurst and Orange indoor courts. There were four teams in two divisions: Division 1 Orange, Young, Dubbo and Forbes Division 2 Orange, Young, Bathurst and Lithgow. The Division 1 Grand Final saw Orange take the title for a 15 th year in a row defeating Dubbo In the Division 2 Grand Final Orange played Bathurst in a tight and tough match with Orange gaining the title by one goal, During the rounds of SL one National B Badge was awarded and two National C Badges were awarded, with all umpires coached at the Bathurst Rounds. 77 Umpiring/Development Visits Coaching of Umpires was conducted at Rounds 1 and 3 of State League at the Bathurst Indoor Courts. The West/Central West Region Regional Organising Committee has been appointed and they have been attending to the umpire allocates for the rounds and finals of State League. Rachel Hughes, National A badge and Leanne Plackson, National B Badge were successful in their EOI for this committee for 2010 and Lightning Ridge and Bourke NA hosted a Level 1 Umpiring Accreditation Course and Foundation Coaching Course on Saturday 14 and 15 Sunday August. Broken Hill NA hosted a Level 1 Umpiring Accreditation Course and Foundation Coaching Course on Saturday 25 and Sunday 26 September. All courses were successful and appreciated in these remote locations in making their Netball Associations stronger. Coaching/Development Visits On 8 August Dubbo hosted a Coaching Development Visit which was very successful with 15 participants. All participants gave favourable feedback and Dubbo have requested a visit in 2011 with the hope of gaining further interest. Orange NA has a Development Coaching Course scheduled from Sunday 14 November. Regional Academies WRAS and FWAS will be sending selected players to the NNSW 15 s Development Program. WRAS have selected their squad for 2011 whilst FWAS will be hosting their trials on 23 and 24 October. Southcoast Region July October 2010 Southcoast planning meeting was held on 29 August 2010 in Queanbeyan. There were five Associations in attendance. Draft Calendars were drafted out and sent to Associations in the Southcoast region. The proposed dates have now been added to the Game Development Calendar. s are to be sent to Associations letting them know their courses have been tentatively booked in pending the receipt of the course request forms. Regional meeting scheduled for Southcoast at Illawarra Netball Association on Saturday 16 October This is to replace the meeting that was scheduled for September 19 th I will be attending the AFL meeting in Wagga on Thursday 21 st October This will be a great opportunity to introduce myself to the Associations in the area. Riverina Region West Wyalong held a Foundation Coaching Course on Saturday 9 th October There were 12 participants in attendance. Draft Calendars were drafted out and sent to Associations in the Riverina region. The proposed dates have now been added to the Game Development Calendar. s are to be sent to Associations letting them know their courses have been tentatively booked in pending the receipt of the course request forms. This year six academies provided umpires for each team they entered, SWAS, SSA, WRAS, Hunter, CCA, WSA, & IAS. Netball NSW provided 13 umpires all selected from various regions to assist them with further development.
