4 September To All Coaches and Volunteers On behalf of the executive I would like to thank you for your past work and thank you in advance for your future volunteering. Special thanks to TELUS, Metro Vancouver Basketball Foundation, Ken Winslade, and John Buis for working out an extension to our sponsorship from TELUS. The season is fast approaching and with the Olympics in the Province, it should prove to be a memorable one. Our provincial and zone tournaments have had to change their timelines to accommodate the Olympic Games. This will only be for one year and we will revert back to normal winter season guidelines for the season. Berthing registration has a new system in place this year. All teams must register on the BC Boys website as well as BC School Sports in order to count for the berthing formula. Pictures can also be loaded onto the website hopefully making everyone s job easier. Please read your handbook to keep abreast of any changes that may occur before or during the season. The handbook has contact information for all executive members and all coaches should feel free to contact any executive for any clarification or answers to any questions that may arise during the year. Please note a significant change for the Scholarship application date. The new TELUS scholarship application date is FEB Applications should be made to George Oswald at Notre Dame by that date. This year, in addition to Zone Reps, we have added some contact people for the specific Zones. We hope this helps to make information a little more accessible to all three levels. Our Association s Dinner and Annual General meeting will again be hosted by Roger Morrow and Team Skyline. It will take place on Friday March 19th at 4:30pm. 19 NOTICE OF 2010 ANNUAL GENERAL MEETING As was done last year and through the cooperation of Rodger Morrow of Team Skyline, we will be joining together the Team Skyline dinner and our Annual General Meeting. The AGM will be a dinner meeting to be held: Friday March 19, :30 PM PNE Board Room It is anticipated we can finish the meeting by 6:30 pm in order to accommodate the Semi-Final games. 20 Official Basketball Rule Changes 2008 Summary of the Main Changes for High School Basketball Art Player Falling on the Floor It is legal when a player dives / falls and slides on the floor while holding the ball. It is also legal for a player while lying on the floor while in control of the ball to sit up. However, if a player lying on the floor in control of the ball, rolls or attempts to stand, a traveling violation has occurred. Art Ball Goes Into Team s Front Court The ball goes to the teams front court when, during the dribble from back court to front court, both feet of the dribbler and the ball are in contact with the front court. This is the 3-point rule. Both feet and the ball must contact the floor in the front court for a player to have front court status. A player who legally receives a pass or stops his/her dribble with one foot in the back court and one foot in the front court, that player has front court status. It is then permissible for that player to pass, shoot or pivot into the front court. When a player gains control of the ball with one foot in the back court and one foot in the front court that player may start a dribble but must immediately advance into the front court. Any hesitation dribble with one foot in both courts, that player has committed an over and back violation. Art Ball Returned to the Back Court It will not be a violation if a defending player who jumps from his/her frontcourt, establishes a new team control (intercepts the pass) while still airborne and then lands in his/her team s back court. If that player lands with one foot in the front court and one foot in the back court, that player has front court status. These situations applies to jump balls, in-bound interceptions, and throw-in interceptions. Art. 31 Goaltending and Interference If a defending player reaches through the basket from below and touches the ball, it is the basket interference (and not a simple violation) with all the relevant rule consequences. One, two or three points shall be awarded. Art Unsportsmanlike Foul If a defensive player causes contact with an opponent from behind or laterally (side) in an attempt to stop fast break and there is no opponent between the offensive player and the opponent s basket, then the contact shall be judged to be an unsportsmanlike foul, regardless if the defender is attempting to play the ball. If the player is in the act-of-shooting and the defender, in an attempt to block the shot, makes contact from behind or the side; this is not an unsportsmanlike foul, unless the official judges the contact as excessive and rules the contact unsportsmanlike. During a throw-in, if a defender causes contact with their opponent while the ball is still in the hands of the official or the hands of the thrower-in; the contact shall be ruled unsportsmanlike. If the ball has been released by the thrower-in, the contact by the defender shall be ruled as a regular common foul, unless the official judges the contact as excessive; then the contact shall be ruled as unsportsmanlike. Art Technical Foul A technical foul can be called on a player for excessive swinging of elbows (without contact). This situation does not apply to a player who simply gets control of the ball and brings his/her elbows up to protect the ball. But, if that player starts swinging the elbows to create space and no contact occurs. A technical foul shall be called. 18

21 FIBA Rule Amendments & Specifications for High Schools The following shall be in effect with FIBA Interpretations: second shot clock (Boys games only) second backcourt count (Boys games only) second shot clock (Girls games only exception: where a shot clock function has no 24 second capability, the 30 second shot clock rule applies) 4. 8 second backcourt count (Girls games only) 5. NCAA key (narrow key) only The following shall also be effect: 1. FIBA pre-game warm-up procedure shall NOT be used. 2. Home team (or as designated by the tournament) shall have choice of team benches and will shoot at the basket furthest from that bench in the first half. 3. T-shirts shall be permitted BUT the t-shirts must be the same color as the team s jersey. 4. All uniform numbers are legal. 5. Playing time specifications: (a) Jr. Boys and Jr. Girls (and lower) minute quarters 2. 3 minute overtime period(s) 3. 1 minute between quarters 4. half time 10 minutes (or less) (b) Sr. Boys and Sr. Girls minute quarters 2. 5 minute overtime period(s) 3. 1 minute between quarters 4. half time - 10 minutes (or less) Note: it is permissible for Sr. Boys and Sr. Girls teams to play 20 minute (or less) halves or 8 minute quarters during their respective tournaments. 6. Time-outs shall be 50 seconds in length and the game shall immediately resume at 60 seconds.note: time-outs shall not be shortened even when both teams are ready to play. 7. High School Noisemaker Stipulation: The following shall be in effect for all High School Basketball played in the province of British Columbia: The following shall not be permitted at any time: aerosol air horns, loud speakers (megaphones), whistles, and laser pointers. Should a situation arise with regards to the above; the game shall be stopped (at the appropriate time) and it shall be the sole responsibility of the home team administration or games director (if applicable) to immediately deal with the problem at hand. There shall be no penalty sanctioned regardless. 8. The Head Coach name and one Assistant Coach name; (if applicable) shall be entered on the official score sheet prior to the start of the game. Note: should both the Head Coach and the Assistant Coach are ejected from the game; the game shall be forfeited to their opponents. 19

23 VARIATION TO THE TOURNAMENT BERTHING The Berthing Committee will meet February 6, 2010 to determine the berths for our zones for the A, AA and AAA provincial tournaments. This berthing is done according to our constitution (Rules Section - Part 9) Section 9.01 (d) of the BC High School Boys Basketball Constitution states, The Berthing Committee may vary the berthing slightly as determined by the formula in Section 9.03 if the Committee determines by a motion passed by at least 75% of those present that it would be in the best interest of the Association to do so. The Executive Committee (which is the same members as the Berthing Committee) will consider invoking 9.01 (d) in the case of single berth zones for those zones who made written application to the Chair of the Berthing Committee eight days prior to the Berthing Meeting. This application would include relevant scores and other information indicating why a zone should be considered for a chance at a second berth. Decisions on whether to invoke 9.01 (d) will be made at the Berthing Committee Meeting on February 10th. Zones failing to make advanced application will not be considered. For any who do make application, the application would have to be ratified by at least 75% of those present on February 10th. The Executive Committee would determine how a change in the berthing allocation would be accommodated (eg. Playoff game) once any request had been accepted. 25 ROLE OF THE ZONE REPRESENTATIVE The Zone Representative acts as the representative of the Executive in his particular Zone. He exercises advisory powers to teams in matters that arise within the Zone. 1. Contacts schools in his Zone, usually by letter, in September outlining such things as registration procedure, zone tournament information and other matters relating to the Zone. 2. Sees that all photos required from teams by January 15th are sent to B.C. Boys web site (see page 25). Zone Representatives should contact coaches to remind them of this photo requirement. 3. Sees that all arrangements are made for the Zone Tournament and that all registered teams have had the opportunity to qualify for the Zone Tournament. 4. Informs the Executive Assistant of their representative from their Zone to the Provincial finals the day following the Zone Tournament. 5. Provides for the annual meeting a full report of the Zone activities for the year as well as Zone Tournament Results. 6. Provides information to teams regarding Scholarship application procedures. 7. Attends, where possible, executive meetings of the BCHSBBA. CLASSIFICATION FOR AAA - Senior Secondary schools with a male population in Grade 11 & 12 of 226 or more. AA - Senior Secondary schools with a male population in Grade 11 & 12 of 81 to 225. A - Senior Secondary schools with a male population in Grade 11 & 12 of 80 or less. 1. Classification must be declared by October 1st. RULES FOR CLASSIFICATION 2. All full time male students under the age of 19 as of December 31, of the current school year, in Grades 11 & 12 are to be counted whether or not physically or actively able to participate. 3. Full time student is define in our constitution as: (1) at a non semester school - a person who is enrolled and attending at least 6 courses. (2) at a semestered school - a person who is enrolled in and attending at least 3 courses. Only full time students are eligible to participate. 23

AMENDMENTS TO THE CONSTITUTION As outlined in the Constitution, any additions or amendments to the Constitution must have a mover and seconder and be in the hands of the Secretary, Ken Winslade 30 days prior to the Annual General Meeting (by February 12, 2010). SCHOLARSHIPS Scholarship applications must be submitted to George Oswald, Scholarship Chair, by 4:00 pm, February 24, The Scholarship Application form is found in this Handbook on page 31. BIDS TO HOST AA & A TOURNAMENT 2011 Bids for hosting the AA & A Tournaments in 2011 must be submitted to the Executive Assistant by April 2, Please refer to the Application Submission Guidelines when preparing your application. A copy of this Guideline is in this Handbook. Additional copies of the Guidelines are available from the Executive Assistant. AAA, AA & A STATUS FOR (Declare by November 23, 2009) Only Senior Secondary Schools with a male population of 80 or less may participate in the A Division of the BCHSBBA. Only Senior Secondary Schools with a male population of may participate in the AA Division of the BC High School Boys Basketball Association. Only Senior Secondary Schools with a male population of 226 or more may participate in the AAA Division of the BCHSBBA. The SPORT PARTICIPATION FORM and Population Report sent to BC SCHOOL SPORTS will be used to verify these numbers. UNIFORM NUMBERS All teams should now be using International Rules numbering. The next numbers after 4-15 are 20, 21, 22. ZONE ALLOCATIONS Number of teams from each Zone for Provincial Championship will be based on the number of ACTIVE schools registered with BC SCHOOL SPORTS by February 1st. An active school is one which has submitted its Player Registration Form to BC SCHOOL SPORTS by that date. PLAYOFF GAMES FOR PROVINCIAL TOURNAMENTS Should the Executive and Tournament Committee determine that playoff games are required, and determine that the game(s) be at a neutral site, that site should be agreed to by the Zone Representatives involved. Should the Zone Reps not be able to agree on a site, the President shall make the final decision. REGISTRATION PROCEDURE 1. School Registration In early September your school was sent a BC SCHOOL SPORTS Member School Registration Package with information on how to register on-line by November 26th. Member School fees should be sent directly to BC SCHOOL SPORTS, Canada Way, Burnaby, B.C. V5G 4L6 2. Team & Player Registration a) Done through the new BC SCHOOL SPORTS on-line registration at b) Player Registration forms must completed on-line by December 7th. c) Players may be added up to 7 days prior to start of Zone play-offs, or February 1st, 2010 (whichever is earlier). d) BCSS will forward copies of Player Registration Forms to the Commissioner. 3. Registration for Zone & Provincial Playoff To register and qualify for Zone and Provincial Playoffs a copy of a Team Photo must be sent to the BC Boys website by January 15th (see page 25). 4. Photo Instructions a) Minimum 5 x 7 including Coach and Manager (may be colour or black & white). b) Numbers should be clearly visible. c) Players should face the front with numbers visible. d) Proportion players by height to give balanced appearance. e) Background should be light with no markings showing. 5. Note: you may list more than 15 players but only 15 players are allowed on a scoresheet for a game. 24

If you don t have a user name and password, send an to bballadmin@shawbiz.ca requesting them. We will send them to you. You choose what you want and if it isn t taken it is yours. 3. After logging in, you should see your league and team names in the left hand corner. Team Roster 4. Click on Edit Roster 5. Click to add players. 6. The fields with red asterisk are mandatory. 7. Players Own Contact Info is optional and is not shown on the public side as are the Primary and Secondary contacts. (Mother, Father) 8. Once you have the players info entered, click on add this player at the bottom. 9. The next screen shows the players on your list so far. If you made a mistake or want to add a profile or individual picture, click on the appropriate section and follow the instructions. 10. To save erasing a whole season of stats by accident, you must contact bballadmin@shawbiz.ca to delete a player from your team. Team Picture 11. Take a team picture or have it taken and save it as a jpeg on your computer. Remember the file folder and file name that you save it as. 12. To add your team picture click on Team Name. 13. 34 2010 B.C.H.S.B.B.A. BASKETBALL SCHOLARSHIP APPLICATION 1. Various scholarships are provided by the British Columbia High School Boys Basketball Association (B.C.H.S.B.B.A.) to each successful applicant of a team who is a member of the Association. 2. Scholarships shall be awarded to students proceeding from Grade 12 to any university or other post secondary institution. 3. Candidates must complete the application in full and provide all required information, documents, and letters in order for their application to be considered. 4. A successful candidate can receive only one scholarship from the B.C.H.S.B.B.A. or a Zone member (a high school within your district). 5. A candidate must have proficiency in basketball, a minimum B average in his marks or the capability of being accepted by the university or post secondary school of his choice, and demonstrate good citizenship, character, and leadership. 6. The following must accompany the application (DO NOT SEND ORIGINAL LETTERS OF REFERENCE AS THEY WILL NOT BE RETURNED): (a) the signature of the Principal certifying the candidate s scholarship, character, and school citizenship. (b) a letter from the Coach indicating the candidate s character, leadership and, in particular, the candidate s basketball ability. (c) a letter from a member of the community writing on behalf of the candidate in regards to his leadership qualities, community activities, and character. (d) A transcript of the candidate s marks or a photocopy of the Permanent Record Card. If neither is available, a typed copy of the Permanent Record Cared certified by the Principal s signature will be accepted. Current Term grades must be attached. 35 CODE OF ETHICS CODE OF ETHICS RE: RECRUITING Exemplifying high moral character and displaying the highest standards of honesty, integrity, and leadership. All members of the B.C. High School Boys Basketball Associations shall treat all persons with dignity and respect. In particular, each member of the Association shall: 1. Respect the integrity, judgement, and interpretation of the Directors and Governors. 2. Avoid actions that might result in conflict between the Association and the Coach. 3. Ensure that all personal behaviour is consistent both with the rules and regulations of the Association, and with the educational purposes of the school. 4. Respect fellow coaches and promote ethical relationships among coaches by: - refraining from making unsubstantiated accusations about fellow coaches. - exercising caution in making statements to the news media, specifically avoiding critical media comments about any member of the Association and/or its executive. 5. Advise all athletes of the rules and regulations under which they are participating, particularly those regulations relating to eligibility and recruiting. 6. Observe both the letter and intent of the rules of the game, and insist that athletes under his direction do the same. 7. Model values of fair play and sportsmanship by: - respecting the interpretation, integrity, and judgement of game officials. - displaying modesty in victory and graciousness in defeat. - refraining from profanity. - encouraging a respect for all athletes and their values. 8. Promote desirable personal and social traits in athletes by: - encouraging all athletes to strive toward high standards of personal conduct and scholastic achievement. - striving to develop in each athlete qualities of leadership, initiative, and good judgement. - disciplining athletes who display unsportsmanlike behaviour. - promoting good health practices among athletes, taking an active role in the prevention of drug, alcohol, and tobacco abuse. POLICY ON RECRUITING: A primary goal of the B.C. High School Boys Basketball Association is to provide equal opportunities for all participants and all schools. Members of the Association are, therefore, opposed to student recruitment. Schools should not -- either directly or indirectly -- attempt to coerce or pressure a student to play for a particular school. More specifically, schools should not attempt to influence a student who demonstrates special skills and talent in basketball to enrol in a public or private school outside of his designated school boundary. INDICATORS OF RECRUITING: 1. A coach or any other school representative initiating contact with a *non-enrolled student in order to suggest, explain, or encourage a student transfer. 2. A coach or any other school representative encouraging any other person -- including present or past players -- to contact a non-enrolled student to encourage a student transfer. 3. A coach or other school representative encouraging the non-enrolled student to attend a particular school by providing special inducements such as preferential accommodation, reduced fees, or employment. 4. A former coach influencing a student to transfer to a school where that coach is presently employed. 5. A coach permitting a non-enrolled student to participate in team activities, including: - team practices. - scheduled team activities, including team meetings. - pre and post-season practices, including open gym, and spring and summer leagues. 6. A coach permitting a non-enrolled student to accompany his team to school functions, and/or providing a non-enrolled student with complimentary admittance to a school function or to any other activity in which the school is participating. 7. A coach providing a non-enrolled student with team practice, game, or other plans. 8. A coach providing transportation, and/or providing financial payment (including reducing or waiving fees) in order to facilitate the participation of a nonenrolled student in out-of-season contest, leagues, camps, or related programs. 9. A coach using the evaluation process in an out-ofseason program or camp to suggest that a player would improve if he played in a better program or stronger league. * An enrolled student is a student who is attending a grades 8 to 12 school. Where the school has only grades 11 and 12, students enrolled in the senior school s feeder junior secondary school would be considered enrolled in the senior secondary school. 33

High School Boys Basketball Association will again be holding a three point shot contest this year DATES: LOCATION: TIME: WHO: Tuesday, March 16, 2010 (One Day Only) PNE Agrodome 5:30 p.m. Please note: Tuesday: All contestants should report to the registration area in the Agrodome by 5:00 p.m. You may lose your spot if you do not report! Schools may enter two contestants only. Any player eligible to play for his school team under BCHSBBA rules is eligible to represent his school. He must have played for the school during the current year. FORMAT: Similar to the NBA contest. One minute to make as many shots as possible from 5 positions around the 3 point line. The contest will be completed on the Tuesday night. PRIZES: UNIFORMS: Will be given to the 1st and 2nd place shooters. 38 THE KEN WRIGHT MEMORIAL SCHOLARSHIP 36 Ken Wright was one of the original founders of the BCHSBBA in 1946 and played a key role in the development of our Association and Provincial Tournament until his passing in From the outset he enthusiastically supported and aided in the development of high school basketball and coaching programs in our province. Of great interest to him was the development of sportsmanship along with the pursuit of excellence by the coaches and players associated with the game. This award is presented by the Wright Family trust, with assistance from our Association, in the hope that every school will seek to achieve the high ideals and dreams that Ken wished to see developed in high school basketball. The award will be in the amount of $ and will be awarded to a coach, in our association in the name of the high school, who has improved and developed in the school s basketball program to be competitive at the local, regional and provincial level. The award must be used to encourage the continued development of the school s basketball program. An individual plaque will be presented to the coach in recognition of his/her commitment to and development of basketball in their school. NOMINATION PROCESS The selection of this award will be determined by a committee made up of members from the executive of the BCHSBBA. Nominations may be made by coaches and executive members of the BCHSBBA. Nominations must be submitted by March 1st of the year in which the award is given and be accompanied by a written statement, describing the improvement and success of the school s program. In the event that the Awards Committee does not receive a nomination, it will be the responsibility of the members of the executive to seek a school program worthy of this award.
