An Ordinance TO AMEND THE ZONING DISTRICT MAP OF THE CITY OF BIRMINGHAM (Case No. ZAC ) to change zone district boundaries from A-1 Agriculture District (Jefferson County) to E-1 Estate District (City of Birmingham), filed by the Birmingham Planning Commission, applicant, representing the owner, Virginia B. Anton, for property located at 1325 Edwards Lake Road, and situated in the SW ¼ of Section 29, Township 16 South, Range 1 West. A Resolution finding that providing assistance to senior citizens for lawncare services through the Franklin Outreach Ministries constitutes a public purpose, authorizing the expenditure of the total amount of $4, in City funds which have been allocated to the Overton Neighborhood Association, payable to Franklin Outreach Ministries for this purpose, and authorizing the Mayor to execute an agreement with Franklin Outreach Ministries for the provision of these goods and services. A Resolution authorizing the Mayor to execute a First Amendment to Amended and Restated Contract for Professional Services with Handprint Bell Consulting, LLC under which Handprint Bell will provide federal government lobbing and other government relations services for the benefit of the City of Birmingham for a professional services fee in an amount not to exceed $250, during a term from July 1, 2010, through June 30, 2011, with such Contract to be renewable by mutual agreement of the parties for up to one additional term of one year, subject to the appropriation of funding for the Contract in the City s budget for the 2012 fiscal year, for an annual professional services fee in the amount $300,000.00, or such lesser amount as may be appropriated in the City s fiscal year 2012 budget, fee shall be payable as a monthly retainer equal to the amount of the annual appropriation divided by 12, but not to exceed $25, per month. A Resolution setting a public hearing August 31, 2010 to consider the adoption of a resolution assenting to the vacation of 7,573 square feet of 27 th Place South between 10 th Avenue South and Hanover Circle so that a fence and gate can be placed across 27 th Place South blocking vehicular access to Hanover Circle from St. Vincent s Hospital, and whether such vacation will deprive other property owners of such right as they may have to egress and ingress from their property.
