2 COMMITTEE Rules The NTNA Junior Competition will be conducted as per the Official Rules of Netball as amended by Netball Australia from time to time. 1. COMPETITIONS 1.1 WINTER Roster will be conducted for a minimum of 15 weeks on Saturdays during each calendar year Junior divisions available in the following age groups: 17 & Under 16 & Under 15 & Under 14 & Under 13 & Under 12 & Under 11 & Under 11 & Under Development (1 st year only after NSG) Net-Set-Go (8-10 years) With a minimum of 4 teams per division Where possible each division is to be graded with 6 Teams per division to allow for equal games to be played in each division. The Junior Games Committee have the option to combine 2 divisions for roster rounds and split teams for finals 1 to 4 in highest division and 5-8 in lowest division. 1.2 SHORT ROSTER Junior Divisions: 1.3 STATE CARNIVAL To be school aged as follows: Grades 3/4, 5/6, 7/8, 9/10/11 OR 17 & Under, 14 & Under, 12 & Under, 11 & Under, Net Set-Go (8-10 years) Carnival will be conducted on a Sunday in late June each year Age divisions will consist of: 17 & Under 15 & Under 14 & Under 13 & Under 12 & Under 11 & Under Representative teams from each Association within Tasmania will be invited to participate Pennants will be awarded to the premiership team & medals to each member of that team See Carnival guidelines for further information. PREMIERSHIP POINTS 2.1 Allocation of Points 2.2 Byes Win - 4 Points Draw - 2 Points Bye - 0 Points Forfeit - Refer to Clause points are allocated to a team when they have a bye No quarters will be recorded for the players of the team that has the bye All teams in a division shall have the same amount of byes and same amount of games must apply 3. PREMIER FINALS 3.1 The premier team in each division shall be decided by a series of finals. 3.2 The matches shall be played as follows: Week 1 Elimination Final: 3rd v 4th Semi Final: 1st v 2nd Week 2 Preliminary Final: Winner of Elimination Final v Loser of Semi Final Week 3 Grand Final: Winner of Semi Final v Winner of Preliminary Final 4. GAME TIMES 4.1 Junior (17/U & 15/U): 4 x 15 minute quarters. 4.2 Junior (11&U 14&U): 4 x 12 minute quarters. 4.3 Net Set Go: 4 x 10 minute quarters All 11u 17u interval times will be: ¼ time: 2 minutes ½ time: 3 minutes ¾ time: 2 minutes Net Set Go Interval times will be ¼ time: 3 minutes ½ time: 5 minutes ¾ time: 3 minutes Junior Games Rules of Competition December 2014 Page 3 of 13

SCOREBENCH: 5.1 All teams are to provide a scorer/timer for the game. 5.2 All scorer/timers must be 15 years of age or older. 5.3 Scoring and timing for all Finals (i.e. Semi/Prelim/Grand) Teams will be allocated duties for finals as instructed by the Junior Games Convenor. 5.4 State League accredited score bench to be utilised where possible. Penalty: Team which does not have an official for their game will be penalised by taking the court in that game with only 6 players; in the case of having only 6 players they are to take the court with 5 players; in the event that the team only has 5 players then they are required to forfeit and therefore are eligible for a fine as per Rules of Competition 8. Match Forfeits. Refer to Rules of Competition 8. Match Forfeits for score line. 6. WEATHER 6.1 Refer to Junior Wet Weather Policy. Appendix B 7. TEAM REGISTRATION 7.1 No player/official shall take the court in any Northern Tasmanian Netball Assoc. roster unless they are properly registered. 7.2 Should a team play with an unregistered or ineligible player, the game shall be classed as a forfeit, refer to Rules of Competition 8 Match Forfeits. 7.3 Single game registration forms can be accepted by the nominated Match Referee prior to the player taking the Court. Full registration forms must be received by the NTNA Office before 4.00pm on the day prior to the player taking the court in the Junior Roster. 7.4 No player shall be permitted to play in their registered division if they have played more than 22 quarters in a division or divisions higher in that calendar year of Winter roster. 7.5 If a club enters two (2) teams in the Association in the same division the players must only play with the team that they are registered with in that division, unless special permission is granted. Any player used to fill-in must play with that team only, unless special permission is granted by the Junior Games Convenor/Committee. 7.6 No player may play in a lower division than the one that the player is registered with in any match during one (1) season without the special permission of the Junior Games Convenor/Committee. 7.7 The team registration form must contain a minimum of seven (7) registered players and the details of the nominated coach and Umpires on team registration form at the time of registering. This information must include their name, contact details and relevant qualifications. If all information is not provided at the time of registering, the team will not be accepted. 7.8 Team registration forms must be updated when any changes to players or officials occur, and forwarded to the Junior Games Convenor/Committee. If a player s name does not appear on a team registration form, the first team/division that player takes the court in will be that players Junior Games Rules of Competition December 2014 Page 4 of 13
5 registered team/division, unless special permission is granted by the Junior Games Convenor/Committee. 8. MATCH FORFEITS 8.1 The team forfeiting must: Notify the Junior Games Convenor, the Umpires Convenor and the opposing Club contact Notification must be no later than Thursday preceding Saturday matches, or two days preceding Midweek matches where possible 8.2 In the event of a forfeited match, the opposing team will be: Awarded 4 premiership points A 20-1 score line Player Eligibility - only names stated on the current Team Registration Sheet accepted by the Junior Games Committee will be eligible for forfeit game qualification. Team registration sheets can be updated at any time throughout the season. Updated team registration sheets will be active 48 hours after being received by the Northern Tasmanian Netball Assoc The Club of the team forfeiting must fulfil any duties set down for that team and the opposing team (ie. Umpiring, etc). Penalty- Duties not fulfilled will incur a fine of $25.00 payable to the office before the team takes the court for the next scheduled game. Penalty for breaching rule: The forfeiting team will be required to still pay their court fees, which is payable to the office within 7 days of date of invoice. In addition teams forfeiting for reasons not viewed as legitimate by the Junior Games committees will also incur penalties. Clubs are expected to fill their higher divisions first, teams that forfeit and have lower division feeder teams playing on the same day will incur a penalty of $ NB: Special circumstances pertaining to breaches of the above rules will be considered by the Junior Games Committee once submitted in writing. 9. DUTY PENALTIES 9.1 The penalty for not fulfilling a duty allocated by any Convenor shall be as follows: Umpiring penalties as per the Umpiring Policy Junior Committee to impose penalties as per Clause SCORE SHEETS 10.1 All players participating must have full names on score sheets before taking the court. 6 10.2 All positional changes must be documented on the score sheet for each quarter. 11. CLUB DUTY DAY DUTIES 11.1 MATCH REFEREE - 9am 3.40pm Ensure 1 x table/2 x chairs, stamp and float are at side and rear gate Ensure court 5, 6 and 7 are at Netta height and have pole covers on Ensure all Score Folders are at courts Complete Match Day Checklist (in referee folder1) Put up Flags Put out rubbish bins at various locations General Ensure all games start on timekeeper s buzzer. Ensure Coaches checklist is completed. Ensure Umpires checklist is completed. Complete Volunteers of the week form and give to timekeeper. Monitor any injuries and provide incident form if required. When games are completed ensure scoresheets are taken into clubrooms by the winning teams to be placed in box provided. Answer questions and if unsure refer to correct person. Refer to folder for forms or information you may need or see Junior Convenor or timekeeper. Ensure toilet rolls are full, see the canteen for keys to get more if required GATE DUTIES - 9am 3pm Accept $2 per person/$5 per family under 8 free Give EVERYONE a stamp as they come in Money will be emptied from tin at regular intervals by Junior Convenor or other authorized person only (must be wearing fluoro yellow jacket and introduce themselves to you) At 3pm, give cash tin to canteen manager, put tables and chairs back behind the roller door, give 11.3 CLEANUP DUTIES - From 3.30pm Pick up rubbish around centre and return wheely bins to behind tower Throw bags into dump bin behind tower and replace with new bags(in cleaners room). Put bands back around bins to keep bags in place Put any chairs away Remove goal post covers from court 5, 6 & 7 and return to storage area behind the roller door. 7 Put all lost property in bin located in function room Pick up any paper in toilets and ensure they are relatively clean Clean up clubrooms including cleaning tables and chairs and placing chairs on tables 11.4 Penalty as per schedule of Fees applies for failure to fulfil this duty. 12. DANGEROUS PLAY Dangerous play includes (not exhaustively): not showing obvious signs of being aware of other players on the court and of other player's movements (including fellow team members), inadequate use of a player's peripheral vision, running out of control, making little or no attempt to change directions or reduce speed on approaching another player, failure to avoid contact. 13. CODE OF BEHAVIOUR Demonstrate appropriate social behaviour. DO NOT USE derogatory or unacceptable language. DO NOT harass any player or official. DO NOT USE violence in any form. DO control your temper. Know and understand the rules and play by them. Never argue with an umpire. If you disagree, have your captain approach the umpire during the break. Penalty for failing to display appropriate behaviour will be decided by the Board and advised within 7 days. 14. CLEARANCES 14.1 The relevant Convenor/Committee shall determine the eligibility of a player for registration with any club A member registered in the current or previous winter rosters shall require a clearance to change clubs Clubs to provide NTNA with a list of those players requiring clearances on the appropriate form prior to the date of team registration If a member requires a clearance from one club to another, registration shall only be granted on receipt by the relevant Convenor/Committee of a properly completed clearance form It is the responsibility of the member to organise a clearance from their previous club. This may be done by post, in person or by delivery to the Association who will pass onto the relevant club All members have the right to move to a club if they feel the need. The member does not have to justify their reasons for requesting a clearance At no time is the current club that the clearance has been requested of, be allowed to approach the player requesting the clearance Any disputes with respect to clearances please refer to Dispute & Arbitration Policy. 8 14.8 A member will complete a clearance on their own, there is to be no influence by another party If a club breaches these terms, the member is to contact the relevant Convenor within 3 days who will intervene on the clearance The club accepting/refusing the clearance must return the form addressed to the relevant Convenor and or delegate within 5 working days of receipt of the form. Failure to do so will result in automatic clearance Completed clearance forms to be submitted to the Association office addressed to the relevant Convenor/Committee or receiving officer 24 hours prior to taking the court for the new club A member not registered in the current or previous winter rosters shall not require a clearance between Clubs No member shall receive more than one (1) clearance in any one calendar year Should a team play a match with a player registered with another Club and/or playing without a clearance, the game shall be classed as a forfeit refer Rules of Competition 8. Match Forfeits Clearances are not applicable to Social Rosters (Short rosters) Clubs to provide the NTNA Office with the names of any unfinancial members by the 31st December These members are unable to be registered or compete in any NTNA competition until their previous financial obligation has been paid Clubs to advise NTNA when any payments have been received from previously listed unfinancial members. 15. PLAYER ELIGIBILITY 15.1 Junior age classifications please refer Junior Player Policy Tasmanian Netball League players: Applies to Northern Tasmanian Netball Assoc. Saturday Roster Teams Tasmanian State Netball League Open & 19/Under Players must play in the top Division available on Saturday (ie. 17&Under Division one) No more than three (3) Tasmanian State Netball League Open & 19/Under Players may take the court at any one time Any Tasmanian State League Development Players should play in the highest division available in their age group Teams with three (3) or more TSL Development players including will automatically be placed in Division 1 for their age group, with a possibility of movement up to Division 1 in the next age group Players who have played Open State League within the last 3 years are ineligible to player lower than 17 & Under Division 1 Saturday. 9 15.3 Should a team win a match with an unregistered player or an official that has not been upgraded to player, then the game shall be classed as a forfeit refer Rules of Competition 8. Match Forfeits Failure to complete positional changes on scoresheet when changes/substitutions are made will result in player game ineligibility. 16. INJURIES 16.1 All injuries must be reported to the nominated Club Primary Carer available at venue at time of the incident (even if an incident is slight, report it) A netball injury reporting form must be completed and lodged with the NTNA. These are available from the Club Primary Carer, Match Manager, NTNA office or from the NTNA website This report form must contain a witness to the injury. If you wish to lodge a claim you must keep all your original receipts from any medical treatments Personal Injury Claim forms are available by contacting the NTNA Office or Netball Tasmania. 17. ELIGIBILITY FOR FINALS 17.1 A player must take the court for a minimum of 50% of available quarters to be eligible for a position in that team for finals A player from a lower division may be utilised in a higher division for finals if required, subject to them having played 50% of available quarters in their registered division In the event of a player playing in two divisions on the one day, the division that the player is registered in shall be the game counted towards eligibility to play in finals match/s 17.4 When players are seriously injured or contract a serious illness during the roster then the Junior Games Committee will review the player's eligibility to participate in finals if the following documentation has been lodged with NTNA Injury form lodged with NTNA at time of injury Doctor s certificate lodged with NTNA within 7 days of injury or illness Club lodge letter advising status of injury/illness Doctor s 'return to play clearance' is lodged with NTNA 18. JUNIOR AWARDS 18.1 SPORTSMANSHIP AWARD Players participating in the 14u 17u age groups during the Junior Winter Roster will be eligible to receive Sportsmanship votes Voting is to be done by both umpires together. Allocating votes 3-2-1, as per below criteria. Nominees may be from 1 team or a combination of both. There is no requirement to give 3 votes to a member of the winning team Junior Games Rules of Competition December 2014 Page 9 of 13
10 The criteria to award is: a. A player who gives 100% effort on the court (regardless of ability and skill level) b. Is respectful to umpires and responds immediately and with integrity c. Is respectful to teammates, opponents and coaches d. Is encouraging and supportive of their teammates e. Plays in the Spirit of the Game This is not a Best & Fairest Award, it is an award for a player who plays with integrity and for the love of the game At the end of the season, awards will be given for the following: Sportsmanship Award for the player with the most votes per Age Group 14u, 15u, 16u, 17u Players will earn points in the age group they play and points are not transferable between age groups Team Sportsmanship Award for the team with the most votes in each Age Group 14u, 15u, 16u, 17u (on a percentage basis) Club Sportsmanship Award for the club with the most votes (on a percentage basis) Percentage will be calculated as total club votes divided by total club games. Total club votes = all player votes for teams participating in 14u, 15u, 16u, 17u age groups. Total club games = all games played by 14, 15, 16 & 17 age groups for that club. (excluding friendlies) Nominees will be advertised weekly through the Examiner and the weekly update to acknowledge their sportsmanship, however the votes they received (3,2,1) will not Award recipients will be announced on Grand Final Day PLAYER OF THE FINAL Player of the Final to be awarded as per criteria The recipient of the Player of Final to be presented at their age/division Grand Final. 19. ENCOURAGEMENT AWARDS 19.1 Players up to the 13&U age group will not be awarded Best & Fairest votes Players from 11&U 13&U are eligible for an Encouragement Award It is the responsibility of the Coach to nominate 1 player from their team for the encouragement award each week and include it on the NTNA Official Score Sheet The Junior Games Committee will be responsible for the issuing of the Encouragement awards to the nominated players the week following nominations. 11 20. DRESS CODE Netball Australia Official Rules of Netball - Copyright 2007 (as amended 2010, 2011 & 2012) 1.4 Players Suitable sports footwear may be worn. They shall be of lightweight material. Spiked soles are not allowed Registered playing uniforms, which shall include playing position initials, shall be worn at all times. Playing position initials shall be worn above the waist both front and back and shall be 150mm (6 inches) high No items of jewellery, except a wedding ring and/or medical alert bracelet, shall be worn. If either or both are worn, each shall be taped No adornment that may endanger player safety shall be worn Fingernails shall be short and smooth. 12 Appendix A Net Set Go! Competition Rules The following rules will apply to ALL Net Set Go games held by the NTNA Match Duration 4 x 10 minutes quarters Goal Post 2.4 metres (8 foot) in height Ball Size 4 Time to Pass Ball Up to 5 seconds Stepping Shuffling on the spot to regain balance allowed without moving down the court. Defending Strict one-on-one defence. Players may defend a shot at goal. Obstruction A player must defend from a distance no less than 1.2m (4ft) Substitutions The game time should be evenly distributed amongst all players. A team may make unlimited substitutions at intervals. Players should experience all positions over the course of the season. Centre Pass The centre pass will alternate between teams as per the official netball rules. Scoring No official scores will be kept. Scoresheets will record player positions and centre passes. Uniform All players are required to wear the club s official uniform. NSG Player s may wear skin tight leggings and/or long-sleeved t-shirts in the winter roster. Jewellery & Fingernails Players MUST remove ALL jewellery before playing and fingernails shall be short & smooth, so as not to scratch or injure any player. 13 Appendix B Junior Wet Weather Policy The Junior Wet Weather policy will be determined by the following; We do play in rain. We do not play in lightning We do not play in hail or snow. All teams are required to attend rostered games. A decision will be made at the start of each games timeslot to determine if the games will go ahead or not. A decision will not be made before the schedule start time for each game. The Junior Games convenor and committee will assess weather and court conditions at each game timeslot when deemed necessary and advise on playing conditions. In the event of games in a specific age group & division being abandoned/ cancelled because of weather conditions during the roster day, all games for that specific age group & division are considered to be null and void and no points or player eligibility will be awarded. In the event of a complete roster day being abandoned/cancelled on 2 occasions, the Junior Games Convenor & Committee reserves the right to re-schedule any further abandoned/cancelled days If team coaches in consultation with their team, mutually agree to abandon a game part way through the said game due to inclement weather conditions, points, percentage and votes will only be valid if the teams have entered in the 3 rd Quarter of the rostered game. If any team refuses to play then the Match forfeit rule 8.2 will be enforced. The NTNA will ensure that all player s safety concerns are addressed and match day checklists completed as required. Clubs will be responsible to make sure that all Junior players/parents and guardians are aware of the NTNA Junior Wet Weather Policy. It is the judgement of junior player s parent/guardian to decide whether the player takes the court if games are played in the rain. Junior Games Rules of Competition December 2014 Page 13 of 13
