2 What will I get out of this Discussion? CZRC hopes to give all coaches a better understanding of: Selection and Development How officials are trained and educated. What CZ and HC expect of our officials at each level of hockey. How CZRC assign different levels of hockey. Development of all Officials. On The Ice What the official sees and where they need to be. What you can expect from an official on the ice. Why referees miss calls. Video Review Video review and discussion of where things can go wrong.
3 Referee Education Referees are required to go through an annual certification with Hockey Canada Clinics At our clinics we cover basics including: Rule Knowledge On Ice Positioning Conflict resolution/respect In Sport Future Development Administration and assignments NOTE : Our basic message to all referees: 1) Be Fair 2) Be Safe 3) Make the Call
4 CZRC Basics We have over 1600 officials in Central Zone Over 5000 in the province! Our officials range in age from 13 to experienced Previous hockey experience includes everything from explayers and coaches, to those who are new to the game We assign up to 50,000 games per year Central Zone handles all officials in and within an hour of Calgary
5 What does CZRC expect from all on ice officials? We want our officials to: Do their best every game Learn and develop. 1) Be Fair 2) Be Safe 3) Make the Call Our expectations for on-ice performance increase with the level of hockey. A 13 yr old first year official brings a different skill set than an 18 yr old 5 yr official. The same can be said for a 60 yr old vet nearing the end of his on ice career with CZ.
6 Experience Versus Age Individuals with 1-3 years reffing experience Ranges in age mostly from Positioning. Appearance. Faceoff procedures. Individuals with 4-5 years experience As above Skating Presence and communication. Rules and standard
7 Experience Versus Age Individuals with 6+ reffing experience As before B Program Game management Standard and Communication Rules Positioning A Program All of B program Flawless execution Hustle
8 How are officials assigned? Community vs CZ Assignments. Novice to Peewee 4 traditionally assigned by your community assignor. - Peewee 3 and above assigned by CZRC. Roles and responsibilities: 2 man crew vs 3 man crew. Who does what and when?
9 What We Expect and Look For Novice and Atom 2 man and 3 man crews. Positioning, positioning, positioning Puck drop procedures Whistle strengths No line change procedure (unless they are good) Don t stress the penalty procedure, as long as they call it!!!
10 What We Look For and Expect Peewee & Bantam All 3 man crews Key points to look for in the referee Rapport and communication with linesman, players and coaches. Positioning, positioning, positioning Penalty procedure Key points to look for in the linesman Positioning, positioning, positioning Judgment on icing calls Face-off procedure
11 What We Look For and Expect Midget same points as PeeWee and Bantam Key points to look for in the referee Judgment and consistency on penalty selection Staying focused and concentrated for the entire game Reaction to pressure Key points to look for in the linesman Face offs Is the puck drop consistent and fair to both centers? Are proper procedures being followed? Check nets before the game starts. Awareness/communication after whistles, during scrums Escorting players to penalty box to avoid any other confrontations.
12 How They Move Up With experience and positive feedback, refs move from Novice to Midget just like the players. Officials that show interest and communicate with the assigner move up. If they are more available, they get more hockey The most promising officials enter into the Development track Zone Camp > Alberta Cup > Development Camp We try to spread assignments out to avoid having too many games with the same teams.
13 Referee Development : 3 Methods. 1. Clinics Held at the start of the year We hold mini clinics at various communities throughout the year 2. Supervisions Generally ad hoc, by higher ranked officials who review officials at levels below them. 3. Mentoring The mentoring program is specifically in place to encourage and develop our youngest officials. Working with officials in Novice and Atom. Shadow Program. Note : The referee development programs are generally unpaid so we rely on our officials to assist us through volunteering.
14 What We Expect From Coaches We encourage our officials to engage in respectful communication while on the ice. We expect the same from the coaches. Coach s guide to showing respect to officials: We encourage you to ask questions through your captains. Speed up play. Please step down from the bench. Eye to eye discussions. Avoid raising your voice or grand gestures. Remember this is a GAME, and that officials will make mistakes just like your players do every game! Human emotions (more importantly teenage emotions can be fragile. Mistakes lead to development. Put yourself in their skates!!!
15 How To Help an Official. With young officials, particularly those 16 and under, one negative experience can drive a young official away from the game. Every member of the coaching staff can make an impact and influence a young official in either a positive or a negative way based on comments made during and after a game. Not just in hockey but in life! Positive encouragement from the entire coaching staff. Before, DURING, and after the game. When they make a good call encourage them the same way you would encourage a player. Always consider the Officiating Age or the Minus 9 principle. (13 yr old first year official is at the same stage in their officiating development as a Tim Bits player and a 16yr old working an Atom 1 game MIGHT be equivalent to those players however has less game experience.)
16 On The Ice What influences a Referee to make (or miss) a call? Many factors play into what a referee chooses to call on the ice Positioning Line of Sight Judgment Rule Knowledge Experience Hockey is a fast paced game. Coaches and fans are further way, the game appears slower The referee is almost always in motion, in the action, and it is faster 95% of everything we coach and mentor young referees on is based on mistakes we ve made in the past.
