5 PRINCE EDWARD ISLAND SCHOOL ATHLETIC ASSOCIATION School Sport Coordinator Report th Report to the 49 Annual Meeting - Prince Edward Island School Athletic Association. Here we are one year later... there have been reviews and reports; the learning curve has been intense. It has been an interesting year of process and transition for the Organization. While there has been some change, it has largely been business as usual, School Sport has continued on through the support of the membership and volunteers. The concerns, which were identified of the organization through the ACA Report, have been addressed. These included accountability, authority, structure, and vision. Through the leadership of Walter MacEwen, Counsel Nichola Hewitt, and the contribution of an SAA governance committee; a Minister s Directive was drafted. Subsequently, the PEISAA has become a legal entity, the name has been registered, and a Rules-Guidelines-Policies document restructured. The PEISAA has the authority to administer School Sport in the province. Highlights of the year included; - The release of a School Coach Module; a joint project of the Coaching Association of Canada and the Canadian School Sport Federation, which will address coaching certification. - A new era in Track & Field with the move to Alumni Canada Games Place. - Flag Football garnered sport status and witnessed the presentation of SAA football awards for the first time in 30-years. - Utilized the great venue; the Slemon Park Canada Games Facility for two Championships. - Established a Media-Publicity commissioner role to raise the awareness and profile of School Sport. - Publication of a PEISAA Newsletter, which is published three times per year. Challenges or projects that are on the horizon for the Executive and Organization; - A celebration of the organization in 2011 as the PEISAA reaches the milestone th of its 50 Anniversary. - Planning establishing a vision for the organization both short and long term. - Sponsorship is a sensitive issue, which may need to be addressed. My sincere appreciation, gratitude, and thanks to; Page -5-

6 The Executive for the work and support through some difficult issues this past year. Walter MacEwen for his leadership with the governance committee and mentorship. Mary Sherry for her administrative support and diligence in preparing the Annual Report. Glenn Edison, Laura Lee Noonan, and Kathy McDonald for their continued support. Susan Willis, Leisa Nogler, and Garth Campbell for their passion and valuable contributions to School Sport. I would like to recognize the Coaches, Physical Educators, Athletic Directors, and Commissioners for the leadership which you provide. Each of you has a significant and positive impact on the students which you lead. Thanks to your efforts, School Sport will continue to be a major contributing factor to the education of students in the Province. Have a Great Summer! 7 PRINCE EDWARD ISLAND SCHOOL ATHLETIC ASSOCIATION President s Report June concludes another school year. School sport has again flourished in Island students and coaches have invested thousands of hours to the development of skill, fitness, and character. As an organization, we continue to meet and/or exceed our goals year after year. The PEI School Athletic Association has worked through a year of transition. From the user end, this transition was seamless due largely to the work of Rick MacKinnon and Walter MacEwen. We are now a viable government entity with a legal framework that now replaces our constitution. This year also marked the continued growth of school athletics including the introduction of Flag Football to our athletic calendar, as well as the incorporation of a new media commissioner position. Another advancement included several zone track meets and the provincial championship meet being staged at Alumni Canada Games Place track facility at UPEI. Our thanks to Ron Annear and Mike Redmond for allowing us to begin a new era in PEISAA track and field. The provincial badminton tournaments were held this year, for the first time, at facilities in Slemon Park, Summerside. On behalf of the PEISAA, I would like to thank all tournament managers. This year the SAA staged 88 provincial championships in 14 different sports hosting thousands of athletes. No small accomplishment for a largely volunteer group. I would also like to take this opportunity to commend our volunteer coaches, athletic directors, and school administrators. They are the backbone of our programs and cultivate the school sport experience for our student-athletes. To the PEISAA Executive, thank you for your commitment and insight. Special thanks to Zone-3 Rep Leisa Nogler and to Principal s Rep Susan Willis for their valuable contribution, as they conclude their terms this year. In closing, I have enjoyed my brief period as interim President of an association that provides so much for so many Island students. 8 OFFICIALS COMMISSIONER REPORT The PEISAA continues to enjoy an excellent working relationship with various Officials Association within the province. The Associations work together for the betterment of school sports and the athletes. Many associations and School Athletic Departments continue to work hard at recruiting young new Officials. This can be a very time consuming task, but it is essential and very healthy for all sports. Each year we have many student/athlete graduates from High School who would make wonderful candidates as new Officials. We need to continue to encourage them to consider this option. Some sports that seem to posing issues when it comes to having enough Officials are Wresting, Soccer and Softball. But there have been some efforts in this are. Soccer P.E.I. seems to be offering more clinics over the past few years. Highlights this past year from the Officials perspective included: - growth in several of our Officials associations - Holland College has added an Officiating component to their Sport and Leisure Management Program - with the new Track and Field Facilities at UPEI we have developed a pool of Officials to operate the new Technology the facility has to offer. The PEISAA would like to thank all the volunteers who took the time to learn this new Technology and then volunteer their time at the th Provincial Track Meet, June 5. A new concept the PEISAA has been considering is a cost share system between the schools for the travel fees of our officials. The executive will be exploring this option and be looking to the membership for their thoughts. One area of concern, we continue to see are some negative behaviors directed at Officials during competition by coaches and spectators. We need to continue to promote fair play and sportsmanship in our schools. Our Officials deserve to be treated with respect and if we want to encourage new recruits we need to ensure they are appreciated. 15 Commissioner: Andrew MacAdam PEISAA SENIOR SOCCER REPORT 1. Sport Participation Numbers Male Female Senior A Senior AAA Provincial Championship Sites and Meet Managers All games were split between Cornwall Turf fields, UPEI and Simmons. Walter MacEwen, Rick MacKinnon and myself were at each venue game to make sure games went well. 3. Thanks for the help with hosting these events goes out to Walter MacEwen and Rick MacKinnon. This year we had 25 teams participating at the senior A and AAA level with approximately 500 student athletes participating. Overall, I believe the league went well. There were many close, exciting games. This is a good time to recognize the contribution made by school administration, volunteer coaches and the players who work so hard to entertain us. Again, without the help of the PEISAA, especially Walter MacEwen and Rick MacKinnon. Thanks, guys. A big thanks also goes to Andrew MacSwain, Richard Petipas, and the Souris High for assigning referees for the season. Again this year, Paperflow has provided support as the school soccer sponsor. Thanks to Sam Jeyes for his continued support. 5. RECOMMENDATIONS FOR 2010 SEASON 1. The season is short, however, there should be no reason for teams like Page -15-

16 Charlottetown Rural and Col. Gray to be playing 4 point games against each other. Other scenarios had 4 point games between teams that have less than minute travel times. To make the league more credible, I believe fewer 4 point games and more 2 point games be played. 2. Another recommendation I have is there cannot be any league games scheduled or rescheduled for the Friday before the Monday play-off games. This was, I m sure a nightmare for those booking buses for Monday s games. We, as an organization, and well educated people can figure out how to get our games in before this time to allow for scheduling to happen before students leave on Friday. 3. As with most sports, having game sheets sent in the next school day is important, but not being done. 6. GENERAL COMMENTS nd The midget A and AA soccer leagues wrapped up on Nov 2 this year. The last week of the season finally had some dry weather which led to some close exciting games. Thank you to the host schools and complexes along with the PEISAA for making the championships a success. The Western soccer league comprised of 18 Jr. High teams, eight boys and ten girls. The league was made up of both A and AA schools and had approximately 290 students taking part. I would like to say thank you to all school administrators, coaches, players and officials for helping to make my job enjoyable and easy. A big thank you to Richard Pettipas for assigning officials, Garth Campbell for some wise advice and Rick MacKinnon and the SAA executive for their leadership. 5. RECOMMENDATIONS A) Game reporting All schools should continue to follow the reporting guidelines set down by the SAA. 1) Each home team is responsible for putting the results online following the game. 2) All game sheets to be faxed to the commissioner the next school day. B) Fields All fields are to be maintained and in good playing condition. We may have to Page -19-

20 look at a couple of fields to make sure some upgrades are done for next season. Grass, nets and lines should be checked on a regular basis. C) Playoffs Dividing the teams for A and AA playoffs is a great idea and should be continued. 6. GENERAL COMMENTS The majority of schools were reliable and punctual for reporting match results on-line and by fax. Thank you for your co-operation and professionalism. The website continued to facilitate score keeping and scheduling, etc., although we all realize that there is room for improvement, the website is a definite asset and I look forward to seeing more changes and comprehensive pages next season Great job and congratulations to our web technicians! Compared to last season, where some schools needed to be reminded of the rule concerning changing and exposing bare skin on the court between warm-up and game time, this was not an issue this season. Thank you to all whom helped reinforce this rule in all of our Island gyms. Thank you to officials for their work this season. A reminder to please help train score keepers and have officials verify and ensure that all information is documented on official score sheets, including date, competition (A, AA, women or men), school names, etc. which facilitate the commissioner s job immensely in keeping accurate statistics. Officials need to make it a priority to complete the entire score sheet before they sign off; ask coaches/ captains/ ADs to quickly go over score sheets and fill in any missing blanks before leaving thank you for your co-operation! RECOMMENDATIONS More training clinics for officials and better communication to ensure consistent level of officiating throughout the season, appropriate to the level of each league division, to support and encourage the development of good ball-handling techniques by young players (so that they do not develop bad habits). During the Championships, there needs to be only one main entrance and if people try to enter from another door, a guard needs to be present to redirect them to the main entrance. The main entrance needs to be manned prior to the warm-up of the first match and for the entire duration of the Provincial tournament. Volunteers at these tables need to exert a high level of leadership so that they are not shy or afraid to ask people to pay the entrance fee. The entrance fee helps in paying for officials, etc. Despite high transportation costs and busy schedules, it would be ideal to play 2 pt matches only, instead of some 4 pt matches. Heightened pressure and stress are a result for these young athletes and coaches, and especially when the match is tight, the second 2 pt match would be better to really accurately illustrate the teams performances. 4 pt matches should be avoided, especially at the beginning of the season. The season is already very short, 4 pt matches lowers the young athletes floor time, and allows them less time to play! 6. We had another great year and the cooperation and effort from everyone was excellent. A big thanks to Denise Boulter and Glenn Campbell (M.E. Callaghan - AA Boys), Lincoln Rix (Hernewood - AA Girls) and Velma Durant (Evangeline - A Girls) for hosting the zone championships. A great job done by Trevor Bridges and Rob Connell in Summerside in hosting the Provincial Girls A Championships. Thanks to Jeff Hirtle for doing a great job with the officials. It was nice not to have to worry about that end of the competition. A great year in reporting results. It is still important that results are reported to the website as soon as matches are completed. This is the fifth year for the girls A league and it was very successful. It is hoped that a boys A league will be implemented next year. A final congratulations to Summerside (AA Boys) for winning the provincial title. Summerside (AA Girls) and Miscouche (AA Boys) captured the silver and Summerside (A Girls) took the bronze. Kensington (AA Girls) and M.E. Callaghan (A Girls) finished fourth. 5. RECOMMENDATIONS FOR IMPROVING SPORT Page -31-

32 Having qualified linespeople for AA provincials was a big step in assuring that major decisions are not made by junior high students. I would like to see a provincial quarter-final system instituted. We sometimes do not have our best teams in the provincial championships. I propose that the week before the PEISAA Championships that the second place teams in the east and west host the third place teams in each league. The two first place teams would get a bye to the provincial championships. This would add more importance to the zone championships. After playing the zone semi-finals, the winners would play with the winner of the final going to the provincials and the loser having to play a provincial quarter-final. The two zone semifinal losers would then play with the winner of the match getting another chance by playing the other league s second place team. I think all uniforms should have number on the front as well as the back. It is a huge advantage to teams with no front numbers as the opposition will have a difficulty identifying setters, blockers, etc. Despite what Volleyball Canada proposes, I believe the PEISAA should stay the course with the libero being allowed at all levels and the 12-sub rule being also used at all levels. I also believe we should continue with allowing the over-hand contact on serve reception provided it is done cleanly. Sometime in the school years, coaches should get together to discuss recommendations from all volleyball commissioners with the purpose of getting ready for the season. 6. GENERAL COMMENTS In the 2009 Midget East Volleyball season, there was only one change in the amount of teams in the 3 leagues, the Birchwood Boys team dropped out. There was still a slight imbalance in the strength of the AA teams but everyone still played to the best of their ability. There were no team ties for place standings. I would like to thank the Athletic Director s for all their work with the scheduling of matches this year, especially in light of the new travel arrangements that need to be made. And the rescheduling of matches due to the H1N1virus and other issues. Again, if it was not for the volunteer coaches and assistant coaches our league would not exist. So I thank each and everyone of you for donating your time and expertise to these students. Thank you to the host committee of East Wiltshire for putting on another great provincial championship. There were approximately 50 boys and approximately 110 girls participating in my 3 team league. Again the full court experience works much better than 2 matches going on at the same time. 5. RECOMMENDATION The only recommendation I would like to make, as suggested to me by a coach, would th th be to have 4 place girls play the 5 place girls in my Girls A league as this is a fairly close league and anyone could win on a given day Page -33-

GENERAL COMMENTS The Pre Novice - Midget Cross Country season ended with the 2009 Source for Sports Provincial Cross Country Championship at Mill River Provincial Park on Saturday, October th 24. The championship was hosted by the Westile family of schools. The weather cooperated and conditions were just right for running. A total of 653 runners ran the 4 competitive courses. This is a decrease 50 runners from last year. We also had the Juvenile - Senior season end their Provincial Championship at Charlottetown Rural High nd. School, Thursday, October 22 The championship was hosted by Mike Lloyd and his leadership students. A total of 123 runners ran the 2 competitive courses. Page -36-

37 The overall PEISAA Provincial Championship total was 776 runners. This was a decrease of 65 A total of 203 registered athletes did not show up for the Mill River race. This was a increase of 41 This year, schools had to register before receiving their competitive numbers. Overall, schools are making efforts to have their students supervised at the site. The course was very spectator friendly. The last 1 km in many races could be seen by coaches and parents. This was very well appreciated by the coaches and spectators. The schedule had the Midget and Bantam categories compete first in the morning and the Novice and Pre Novice categories competed in the afternoon. All started on time and finished on time. The morning parking was directed to the Hernewood Intermediate parking lot. Everything went well. Presentation of awards was done after each race. A big thank you to Rick MacKinnon, and Jason Cormier for helping with the presentation of awards. MLA Pat Murphy, Honorable Neil LeClair and Paul Dalton were on hand to help give out the awards. The pre-competition media coverage was poor. The post event coverage was great. Journal and the Guardian had great articles along with the results. Running a successful Provincial meet doesn t happen unless you have great help. Congratulations to Denise Boulter and her Leadership students from ME Callaghan Jr. High School. The success of our championship is directly related to the responsible work done by these students and their teacher. Also a big thank you all the volunteers from each school in our Unit and Evangeline who did a fantastic job helping with the running of events on Saturday. We made an extra effort to make visible the Source for Sports Logo at the competition site. Banners were placed at different spots on the course. We also had for the third year, a result board, with the Source and SAA logo. This was well appreciated by coaches, athletes and parents. Competitor numbers also had the Source for Sport logo. Next year we could try to put the Source logo on the finish cards. We also gave out PEISAA participation certificates to all to the pre novice and novice categories. Next year we will pass them out to the other older categories. These were well appreciated by all coaches. We also had most of our major sponsor banners put up at many visible spots all over the course. The Juvenile and Senior Championship was also a great success. A big thank you Mike Lloyd and all his volunteer s for a job well done. A total of 123 senior and juvenile Page -37-

38 runners ran the course at Charlottetown Rural. We were down by 15 from last year.mike was very pleased with the races and the quality of the 3.5 km and 4.0 km courses. Great day. The success of both competitions wouldn t be possible without the help of so many teachers. Thank you to all the schools and coaches that make a real effort in sending us accurate registration numbers. Thanks to Lisa Naugle, Freddy Martin and Gloria Whalen for making sure all zone managers receive the proper provincial information. This was another great year for having all results in on time with no complications. Their was very little change and all unit results were clear. Also, a big thank you to all the unit managers and volunteers for their efforts and commitment to making our SAA provincial a great success.
