5 PEI SCHOOL ATHLETIC ASSOCIATION Executive Director s Report Well, here we are one year later. It has been quite a challenging year. We have all been very busy from September to June. Personally, my learning curve continued to be very steep. Each event was a new challenge. At this time I would like to thank everyone for their support in my role as Executive Director of the PEISAA. I know that the structure was solid when we began in September. I would hope that the new structure will also be as strong in the coming years. A lot depends on how the review goes and what decisions are made by the Department of Education and Early Childhood Development. I would like to thank Gord Wilson for being there day in and day out and making sure that things were done at a very high standard. I would like to thank the Executive of the PEISAA. They were very supportive throughout the year. I also would like to thank all of the Athletic Directors for their patience and guidance as we pursued all the challenges of scheduling meetings and website entries and last minute adjustments. And thank you to all the Physical Education teachers, the coaches and the athletes for terrific support throughout the year. Volunteering is what we all do. That should never be forgotten. Thanks to Mary Sherry for her administration support and help in preparing the Annual Report. Also thanks to Glenn Edison and Kathy McDonald at the Department. Challenges The challenges will be many for the PEISAA. We will need a number of positions filled. We may be starting with a new Executive Director in September. We may need a new president depending on the review and the decisions the Department makes. We are in need of a Vicepresident. Someone who is planning to be the next president soon. The executive may need representation from the Department of Education and Early Childhood Development, school boards, parents and other interest groups. The wrestling program is still under review and some decisions need to be made there. Soccer officials in the fall need some help. It was my intent to have run a one day clinic in the fall to try and attract some high school students to referee some of the Midget games through Nick Murray. Hopefully that will still happen. 6 UPEI is a great venue for championships. However it is getting more and more expensive to use their facility and staff. We must look at creative ways to manage that arrangement. Liability continues to be a challenge. Will we need to have all coaches have a police records check? Coaching certification is another issue. The NCCP and the CSSF are working together to come up with a new 4 hour course for school coaches. That may be piloted this fall if all goes well. What is the vision for the PEISAA for the next five years? Next ten years? What will the government s contribution be? What will the role of the schools boards be? What will the role of the executive of the PEISAA be? The Executive Director? How will the new model work? How will the all the roles and responsibilities change in the new structure? Many questions. Lots of possibilities. In closing then, I would like to state that I really enjoyed the challenge of being the Executive Director of the PEISAA. I wish this fine organization the best of luck and plan to continue to support the organization in whatever role I am asked to fill. Take care and have a great summer of rest and relaxation. 7 PRINCE EDWARD ISLAND SCHOOL ATHLETIC ASSOCIATION President s Report This past year has been a time of change and adaptation for the PEISAA and I thank goodness for the many individuals who have made the changes and adaptations necessary to ensure a most successful period in school sports. That being said, as I write this report the Government review of the PEI SAA is underway. We know that the plan is still to remove the organization from under the umbrella of the Department of Education. The vast majority of people I have spoken to are totally against this move for many, many reasons. We can only hope that the decision will be reversed by the people in power. While we continued to work on the day-to-day business of running school sport, we are busy trying to get Government to overturn their recent decision re: the PEISAA. Paul has now put in a full year and is now grasping the total complexity of the job as Executive Director. He has been working hard to come to grips with the many daily routines of school sport from the Executive Directors point of view. As he approaches the end of his first full year I can say that we as an association have not missed a beat. This is a credit to Paul and his zeal for school sports and his belief in the role of the PEISAA in providing the best possible program for the student athletes of Prince Edward Island. Our Executive, Executive Directors, Athletic Directors, Physical Educators and coaches all played an important role in ensuring continual success for the PEI School Athletic Association and most importantly for our student athletes. It has once again been a wonderful experience to serve the children of Prince Edward Island through my role as President of the PEI School Athletic Association. I believe our organization to be one of the most efficient and important organizations working on behalf of children in the Province of PEI and I look forward to the organization continuing in that role well into the future. However, this may depend on the outcome of the review and subsequent Government stance re: School Sport. We can only hope that wisdom shall prevail and that the PEISAA will still be a fully funded rib of the Department of Education s umbrella come September. 8 OFFICIALS COMMISSIONER REPORT The PEISAA continues to enjoy an excellent working relationship with the various Officials Associations within the province. As an organization, we continue to be supportive of these associations, responding to their needs and offering assistance as requested. On a positive note, many of these Associations were very successful with recruitment and development of officials during the past year, some experiencing a significant increase. We all recognize that it is becoming increasingly difficult to identify and retain the required individuals within our communities for sport to foster. Our membership may help in this regard by promoting officiating within their community. Highlights this past year from a officials perspective included; - growth in several of the officials associations - resolution to Insurance Issue with a policy and the PEISAA covering the premium - continuation of the payment method for officials - introduction of an assignor s re-schedule fee - reduction in the rate of travel to 0.30 / km after the Fall Season One concern, we continue to see some negative behaviour directed at officials during competition by coaches and spectators. We must be proactive and promote the fair play philosophy, continuing to be advocates of sportsmanship. For most Officials - officiating is an avocation; they are individuals with careers and families. They offer a tremendous service and deserve to be commended for their dedication, professionalism, and valuable contribution to School Athletics. My sincere thanks and appreciation to all the individuals who volunteered as officials for the respective track & field meets. It is the tremendous contribution of volunteers which give strength to the PEI School Athletic Association. Congratulations to the 2009 PEISAA Official of the Year Recipient. Have a Great Summer! 9 PRINCE EDWARD ISLAND SCHOOL ATHLETIC ASSOCIATION All-star Commissioners Report I would like to take this opportunity to congratulate all the student athletes who were selected as all stars in the various team sports that we offered this year. Congratulations to all coaches on the selection of your athletes. You have done a marvellous job in working with these fine young athletes. Congratulations to all Athletic Directors for running programs that include as many athletes as possible from within your various schools. As with any such program, the all star selection system is always under scrutiny. Many agree with the selections and the process while others disagree and have said as much. However, it came through loud and clear in past years that, coaches need to be at the table to represent their athletes. The process will work if everyone plays their part and most importantly coaches get to the selection meetings. It is unfair to your athlete for you not to be there. If the athlete was good enough to be nominated by the coach then the coach needs to be at the meetings to represent their nominee(s). Athletic Director s work with more and more coaches and in particular out of school coaches which can make asking the volunteer to give more time difficult. However, when a coach is appointed, clearly stated expectations around all stars, can help the situation. Congratulations and thanks to all A.D s. on the fine job you do around the whole all star process. We will never get total agreement on the process or the selections made. We only hope that everything is done to try eliminate as many problems and/or issues surrounding the all star process as possible. Recommendations for the future are: 1) The process remain as is. 2) Teams who fail to meet deadlines be excluded from the process. 3) Teams not represented at the meetings have their athletes pulled from the balloting. 4) No one person can represent more than one team. 5) Schools with more than one team in a division must have a representative for each team at the meeting if, each team has nominees. 6) Fixed dates for the all star meetings with no games scheduled on those dates. GENERAL COMMENTS Congratulations to all 25 senior soccer teams participating this year for providing us with a very exciting and competitive soccer season. The competitiveness between teams was very evident at the provincial championships where six of the eight games were one goal wins, with four of those being decided by overtime. Thank you to UPEI and Eliot River complexes for hosting the finals. Also, a big thank you to coaches, players, referees, school administrators and the PEISAA Executive for all your help and cooperation in making this another great year for school soccer. Continuing to be a big fan and supporter of school soccer is Sam Jeyes, owner of PaperFlow, our major sponsor. Thank you Sam for everything you do to promote our game. Finally, I would like to thank Richard Pettipas, Nick Murray, Gordie Wilson and Paul Steele for all your help in ensuring that school sport continues to grow and remain an important part of life for our student athletes. 17 5. RECOMMENDATIONS 1. Game Reporting: This has been, and continues to be, the number one problem with our sport. The media promotes all upcoming games on our schedule and we consistently have game results not provided. This lack of effort needs to improve. It is the responsibility of the HOME school to provide this information. I recommend that the SAA executive determine a proper consequence. 2. Game Sheets: Many game sheets were not faxed to me the next day and many that were did not have the complete information. Again, it is the school s responsibility to make sure this sent on time. League stats and standings are determined by the game sheets, not the information on the SAA web site. 3. The last regular season games should not be played past the Wednesday of the week before play-offs begin. Many schools need to schedule busing, and with games being played into the weekend, this is very difficult. 4. Provincial championships should be played where the last games in the day are not scheduled any later than 4pm. Starting your final games at 9-10 pm is not what you would call prime time. 5. Playing conditions of fields and nets for the start of the season were very good, but as we get later into the schedule, they need to be checked on a regular basis. Lines, nets and grass needs to be maintained. Page -17-

I would like to thank all players and coaches for their effort, both on and off the field. Congratulations to the teams who represented our league at the provincial championships. I would like to thank all school administrators, referees and members of the PEISAA executive who worked together to allow for a successful season of school soccer. Thank you to PaperFlow, our major sponsor of school soccer. 5. RECOMMENDATIONS 1. Continue with the job of game reporting to the media, making sure all games are entered into the website. 2. Keep up the good work of getting game sheets faxed to me the next day. 3. Although it s difficult at times, schools need to keep fields in good playing conditions. 4. Schools should try to recruit new referees in their communities to help reduce the shortage of officials in our area. Page -21-

RECOMMENDATIONS More training clinics for officials and better communication to ensure consistent level of officiating throughout the season, appropriate to the level of each league division, to support the development of good ball-handling techniques by young players. On the web, have the full senior schedule as well as the match results on the same page so people do not need to go back to the calendar and verify every day s results. This will also ensure that no matches are missed and that all matches are played. This will also enable everybody to clearly see the results for the entire season without having to go back and forth between pages, also saving a lot of time. Like the AA Provincials, at the A Provincials, there needs to be only one main entrance and if people try to enter from another door, a guard needs to be present to redirect them to the main entrance. The main entrance needs to be manned prior to the warm-up of the first match and for the entire duration of the Provincial tournament. The entrance fee helps in paying for officials, etc. 6. GENERAL COMMENTS I would like to thank all coaches and officials. We had another great year and the cooperation and effort from everyone was excellent. A big thanks to Trevor Bridges (Summerside - AA Boys), Anna Stammberger (Kensington - AA Girls) and Lissa Profit (M.E. Callaghan - A Girls) for hosting the zone championships. A great job done by Anna Stammberger and Kensington Intermediate- Senior High in hosting the Provincial AA Championships. Thanks to Jeff Hirtle for doing a great job with the officials. It was nice not to have to worry about that end of the competition. A great year in reporting results. It is still important that results are reported to the website as soon as matches are completed. This is the fourth year for the girls A league and it was very successful. It is hoped that a boys A league will be implemented next year. Having qualified lines people for provincials should be a necessity. They should be used for ALL Provincial matches. We are the only PEISAA sport which uses unqualified officials for its provincial championships. Although it has not occurred yet, I fear the day when a provincial championship is decided by a call made by a grade 7 student doing the lines. I would like to see a provincial quarter-final system instituted. We sometimes do not have our best teams in the provincial championships. I propose that the week before the PEISAA Championships that the second place teams in the east and west host the third place teams in each league. The two first place teams would get a bye to the provincial Page -32-

33 championships. This would add more importance to the zone championships. After playing the zone semi-finals, the winners would play with the winner of the final going to the provincials and the loser having to play a provincial quarter-final. The two zone semifinal losers would then play with the winner of the match getting another chance by playing the other league s second place team. I think all uniforms should have numbers on the front as well as the back. It is a huge advantage to teams with no front numbers as the opposition will have a difficulty identifying setters, blockers, etc. A final congratulations to Summerside (boys AA)for winning the provincial title. Summerside (AA Girls) and Kensington (A Girls) took the bronze. 6. GENERAL COMMENTS In the 2008 Midget East volleyball season, there was no change in the amount of teams in the three leagues but there was a team change; in the A Girls league, Morell dropped out but Vernon River came in. This year saw a slight imbalance in the strength of the teams but everyone still played to the best of their ability. There were no team ties for place standings. I would like to thank all the coaches and assistant coaches for giving up their time to coach these eager young players and for passing on their valuable volleyball knowledge. It is always nice to watch their players grow and develop over their three years in junior high. I would also like to thank the AD s for all the work they do with scheduling and gym preparation for practices and games. A special thanks to PAUL STEELE for his walk me through the computer work. Thank you to Ecole François-Buote, school students and Monsieur Gallant for hosting the A Girls Provincials As there are more officials in the east, next year the AA Boys will be going to a three match rotation instead of two matches against each team. GENERAL COMMENTS The Pre Novice - Midget Cross Country season ended with the 2008 Source for Sports Provincial Cross Country Championship at Mill River Provincial Park on Saturday, th October 18. The championship was hosted by the Westisle family of schools. The weather cooperated and conditions were just right for running. A total of 703 runners ran the four competitive courses. This is a decrease of 49 runners from last year. We also had the Juvenile - Senior season ended with their provincial championship at Charlottetown th Rural High School, Thursday, October 16. The championship was hosted by Mike Lloyd and his leadership students. A total of 138 runners ran the two competitive courses. Seniors increased their total by 25. Page -39-

40 The overall total was 841 runners. We increased our numbers by 26. A total of 162 registered athletes did not show up for the race. This was a decrease of 171. This year, schools had to register before receiving their competitive numbers. Overall, schools are making efforts to have their students supervised at the site. The course was very spectator friendly. The last 1 km in many races could be seen by coaches and parents. This was very well appreciated by the coaches and spectators. The schedule had the Midget and Bantam categories compete first in the morning and the Novice and Pre Novice categories competed in the afternoon. All started on time and finished on time. The morning parking was directed to the Hernewood Intermediate parking lot. Everything went well! Presentation of awards was done after each race. A big thank you to Paul Steele, Linda Dunn, and Cleatus Dunn for helping with the awards. Pat Murphy and Paul Dalton were also on hand to help with the awards. The pre-competition media coverage was good. The post event coverage was great. Journal, Guardian and West Prince Graphic had great articles along with the results. Also for the first time we did get some coverage on one radio station. A few days later the results were on our SAA web site. Running a successful Provincial meet doesn t happen unless you have great help. Congratulations to Denise Boulter and her Leadership students from ME Callaghan Jr. High School. The success of our championship is directly related to the responsible work done by these students and their teacher. Also, all the volunteers from each school in our rd Unit, especially Anne Marie McInnis for helping for the 3 year in a row. Paul Steele and I made an extra effort to make visible the "Source for Sports Logo" at the competition site. Banners were placed at different spots on the course. We also had for the second year, a result board, with the Source and SAA logo. This was well appreciated by coaches, athletes and parents. Competitor numbers also had the Source for Sport logo. The Juvenile and Senior Championship was also a great success at Charlottetown Rural. A big thank you to Mike Lloyd and all his volunteers for a job well done. The success of both competitions, with so many competitors, wouldn t be possible without the help of so many teachers. Thank you to all the schools and coaches that make a real effort in sending us accurate registration numbers. Thanks to Lisa Nogler, Freddy Martin and Gloria Whalen for making sure all zone managers receive the proper provincial information. This was by far the best year ever for having all results in on time with no complications at all. Their was very little change and all unit results were clear. Also, a big thank you to all the unit managers and volunteers for their efforts and commitment to making our SAA provincial a great success. Special thanks for the PEI School Mild foundation for their continued support and for providing chocolate milk for all the competitors, Dwayne MacNeill of Source for Sports for his involvement in our cross country event, Derek Dyment from Parks PEI and their staff for their help during Page -40-
