5 EXECUTIVE DIRECTOR S REPORT Prince Edward Island School Athletic Association Executive Director s Report As I reflect on the past year in school sport, the PEISAA s 43 rd year of operation, I cannot help but be amazed at the contribution of the hundred s of volunteers working on behalf of the student athletes of the Province. Though the PEISAA does attempt to recognize the contributions of this dedicated group, it is impossible to thank them enough for their educational approach to working with our children and youth. Education through sport needs volunteers to pass on the message, I think that we are lucky to have such a passionate group willing to spread the word. This is Gord Wilson s 2 nd and final year as President of the PEISAA, Gord s proactive leadership has enabled the organization to move forward in many areas that I will highlight a little later. His sense of ownership and his dedication to the ideals of school sport have made my job much easier. I want to take this opportunity to thank Gord on behalf of the Executive and the volunteers for the passion and professionalism you brought to your role. Gord you have been a fine leader and a great friend. Thanks for your effort and for caring about the organization and its role in the education system Restructuring of Government services is going to mean a huge change in how the PEISAA does its business. Thanks to the lobbying efforts of Gord, Dale, Randy, Shane and many others the PEISAA has survived this round of cuts, but we cannot be complacent and assume that the PEISAA is not still sitting on the chopping block. Both Lyall and I have said many times that we as Professional Physical Educators must be more proactive in letting the public know what great things are happening in our gymnasiums and on our fields. School sport is an important piece of our role in the school, please help in building our reputation as an integral part of the education of our students. Due to this restructuring, this will be the last year that Lona will be working with school sport. In the future the organization will be a one person show. The good thing is that for the first time in the 43 year history of the organization it will be the only portfolio for the Executive Director. Obviously, the bad thing is we will be losing a dedicated employee who has become the voice at the other end that all of you have come to depend on. I cannot thank Lona enough for what she has done to make school sport what it is today. A good friend, confidant and supervisor of everything I do, I will miss working with her and wish her the best in her new role. Highlights of the year A. This is the third year in a row that the participation numbers have gone up, there were record numbers in cross country, golf, soccer, and wrestling. We have re-engaged the high schools in wrestling and curling and will try to revive tennis again next year. Unfortunately, it seems that orienteering has run its course and will not be offered next year. Page -5-

6 B. The policy of recruiting corporate sponsors for each individual sport has started to reap benefits. I am pleased to announce that the PEISAA has brought the Credit Unions on board for volleyball, Black Knight for badminton and negotiations have started for a sponsor for track and field. We are continuing our relationship with Dominos, Source for Sports, Frito Lay, PaperFlow, Comfort Inns and ADL C. The financial support to Sport Organizations to increase the number and competence of officials has successfully led to a dramatic increase in the number of officials in Rugby for the school year. Rick MacKinnon, officials rep on the Executive continues to be proactive in working with official organizations to identify the needs and how the PEISAA can help those organizations. Their continues to be a significant lack of officials, in all sports, in both Eastern Kings and West Prince. This lack of officiating numbers has a substantial effect on the cost of school sport for schools in those areas and needs to be a area of future concern for the Executive. In closing I would like to recognize and thank those volunteers who are leaving the PEISAA administration team. Corinna Bolo has spent the past 6 years working as the Zone 1 rep. Corinna has been a significant leader in school sport, her dedication to the rights of children and her passion for the educational value of sport has helped keep the philosophical perspective of the PEISSA on the high road. Jackie Arsenault leaves the Executive after 11 years of dedication and an intense sense of ownership for the decisions made. Jim Killorn s years on the executive as Principal s rep have been highlighted by his belief in the benefit of school sport as an educational tool, his insight has been refreshing. Walter MacEwen has been an integral part of school sport for 23 years, we will certainly miss his innovative ideas and his work ethic, the legacy of the allstar process is just one of many that Walter leaves us with. 7 PRESIDENT S REPORT Prince Edward Island School Athletic Association Another year draws to a close and once again it has been highly successful. The school sports program has proven to be as successful a program as exists in the province or the country. Our successes are a direct result of the excellent people in our system who spend countless hours training, re-training and upgrading their own skills and knowledge with which they then imbue our student athletes. Our volunteer Executive works hard at making sure the correct decisions are taken which allows the smooth running of the school sports system. For our 72 member schools, their administration, athletic directors, coaches, and volunteers, I thank you on behalf of the Executive and personally for your continued support, guidance, and encouragement. To Lona and Garth a personal thank you for a job well done. Without your efforts, leadership and guidance my job would prove difficult. To our many and ever growing list of corporate sponsors a huge thank you for your support of the PEISAA. Over my two year term we have added to our sponsor list Domino s Pizza, Black Knight, Paperflow/Xerox, Frito-Lay, Credit Union Central, and Holland College Golf Academy. All of these on top of our long time sponsors, the PEI Government, Department of Education, School Milk Foundation, Subway, and Source for Sports. Your support is invaluable in our maintaining and expanding our programs. The year has been busy. However, our sports regular season and playoffs have run very smoothly with the odd little bump in the road. School Sport Week was again very successful. Thanks to Jackie Arsenault and her committee. We continue to look at changes to procedures, rules and playoff formats with tie-breaking formulas. All are still in discussion stages. Members will certainly have their input into all of this. In October of 2004 Garth and I attended the Canadian School Sport Federation AGM in Quebec City and once again I am almost awed by what seems to be a reverence shown to Garth at these national meetings. His opinions, thoughts, and experience is sought out continually and this can only mean that we at the PEISAA are very fortunate to have an Executive Director of such high calibre and standing on the national stage. Well done Garth. Still on the Executive Director s position, the Department and Program Renewal Program continue and we can only hope that this position is maintained at least at the status quo. We do have some indication of this. We have begun an evaluation of the Executive Director s position, a process which will be ongoing and continuous. More information will follow as this process develops. Page -7-

8 Finally, as I finish my two-year term as President I would like it known that we on PEI have in my opinion the best school sport delivery system in Canada. As I listen to and communicate with other presidents, I hear of the good, the bad, and sometimes the ugly they deal with and I thank all of our partners in PEI for our wonderful system. I wish to extend to all those with whom I have worked over my two years as President my sincere thanks for making the job a most wonderful and rewarding experience. 9 OFFICIAL S COMMISSIONER REPORT The PEISAA continues to enjoy an excellent working relationship with the various Officials Associations within Prince Edward Island. As an Organization, we continue to be supportive of these Officials Associations and offer assistance and expertise as requested. The Officials Commissioner s role is to act as a liaison between Member Schools and Officials Associations, and to assist in the recruitment, development and retention of Officials. Member Schools may help in this capacity by identifying and promoting officiating within their School and Community. While some Associations have enjoyed tremendous growth within their respective Organizations or are progressing toward this goal - the reality is that on many occasions they are just existing. This issue is not unique to School Athletics, particular Sports, or our Province; it is a trend that exists throughout North America. It is not limited to Officiating; it also exists in the Administration of Sport and in Coaching; as we all recognize that it is becoming increasingly difficult to recruit and retain volunteers for Sport. For most Officials - officiating is an avocation; they are individuals with careers and families. They offer a tremendous service and deserve to be commended for their dedication, professionalism, and valuable contribution to School Athletics. In closing, I would like to congratulate this year s recipient of the PEISAA Officials Award. This individual represents only one of many who contribute to the success of School Athletics. Both these men had been involved in the PEISAA Yeamans Adaptive Sports (Cross Country, Soccer and Volleyball) as part of our regular sport season. Gordie has been actively pursuing sponsors. 15 SPECIAL REPORTS Track and Field: A committee will be formed. Volunteers for next year are as follows: KISH Shot Put Evangeline Long Jump Rural Triple Jump S. Kings Javelin Top Female Athlete: Top Male Athlete: Paula MacDonald, Montague High Anthony Bernard, Westisle SENIOR HOCKEY There is some interest from Westisle in bringing hockey back to senior high schools. Three schools are needed to form a league. SPORT INJURY REPORTING Garth noted there had been significant injuries over the year, along with an increase in insurance monies paid out. The importance of sending in forms on time as well as talking with coaches and finding out why we have these injuries. Rugby injuries have been significantly reduced. There is a need to be pro-active in order to help reduce injuries. CORPORATE SPONSORSHIP Our sponsors are: Milksport Domino s (Basketball) Comfort Inn ADL PaperFlow (Calendar & Soccer Program) Frito Lay Source for Sports (Cross Country) SCHOOL CALENDAR Three Oaks is producing the calendar. Cross Country October 23 Volleyball (Senior) 1 st Friday and Saturday in November A Volleyball 2 day event Midget Volleyball 2 nd week end in November Gymnastics 3 rd week in February Basketball AAA Tuesday night - 6:00 & 8:00 pm Basketball AA Monday night - 6:00 & 8:00 pm There will be a survey sent to basketball schools regarding the issues. SCHOOL SPORT WEEK Page -15-

16 This will be our second year. Last year went well considering there was not a lot of lead-up. This year will be the week of October in order to coincide with Cross Country Championships. An info package will be sent to schools with ideas for the week. There will be a website link for School Sport Week. A total of 98 pins were given out last year. Some presentations were made at Provincial Championships. School Sport Week Committee: Tara Webster, Robyn Aiken, Kim Hickox, Paul Goguen, Garth Turtle, Jackie Arsenault. MOTION: The School Sport Week Report be accepted. PASSED SPORT COMMISSIONERS Several commissioners are needed: Midget East Volleyball Midget East Soccer Curling Tennis Rugby PEISAA WEBSITE Congrats were extended to Randy Cheverie and Shane MacClure for developing and maintaining the PEISAA website. RESOLUTIONS: AGENDA ITEM AND NUMBER #10 Motion #1 ARTICLE AND SECTION NUMBER Article VIII Section 1 WHEREAS A coach may be ejected from a game for a myriad of reasons, some which might be of a technical nature, some could be by a set of unfortunate circumstances, some could even be the result of a misinterpretation or even a mistake by the other adults in the game, the referees. BE IT RESOLVED In all instances when a coach is ejected from a game, the matter will be forwarded to the PEISAA Disciplinary Committee for investigation. Further disciplinary action, toward any of the participants involved in the action, may result. The Motion was moved and seconded. Mike Lloyd spoke to the Motion. Dale responded citing PEISAA Policy. Garth responded also with the historical perspective on policy with the necessity to get a committee to decide. MOTION DEFEATED AGENDA ITEM AND NUMBER 10 Motion #2 ARTICLE AND SECTION NUMBER Policy Handbook Page 3 WHEREAS High school first semester mid-terms are scheduled for the second (2 nd ) week in November. 17 AGENDA ITEM AND NUMBER 10 Motion #3 ARTICLE AND SECTION NUMBER Policy Handbook Page 3 WHEREAS The Gymnastics Championship is continuing to grow and a PEISAA Executive presence is desired and expected at all Provincial Championships. BE IT RESOLVED That Provincial Gymnastics championships be held on the third (3 rd ) Friday and Saturday in February, those dates being no earlier than February 16th. Motion moved and seconded. MOTION CARRIED AGENDA ITEM AND NUMBER 10 Motion #4 ARTICLE AND SECTION NUMBER By Laws Article VII Section 1 Part A WHEREAS The Sport PEI Medical Insurance coverage for the PEISAA sanctioned activities has the potential to change each year. BE IT RESOLVED That the Sport PEI Medical Insurance costs to schools be reviewed by the Executive each year. If necessary to adjust the school fee it will be adjusted using the following ratio: elementary -1: intermediate -2: high school - 3. (Ex. 30:60:90 50:100:150) Motion moved and seconded. MOTION CARRIED AGENDA ITEM AND NUMBER 10 Motion #5 ARTICLE AND SECTION NUMBER By Laws Article III Section 8 WHEREAS Objective 4 of the Constitution of the PEISAA states that the PEISAA will protect the mutual interests of the members of the Association through the cultivation of ideals of clean sport in their relation to the development of character. BE IT RESOLVED That recruiting of athletes to attend a school outside the geographical boarder of their designated school of attendance as defined by the school board / district of jurisdiction contravenes the PEISAA Constitution Article III Section 4. Any reported violations will be investigated by the PEISAA Disciplinary Committee and penalties may be issued against any participants in the violation. Motion moved and seconded. 19 Soccer Report Garth Campbell, Commissioner How quickly the season came and went. The season began on September 15 th in Morell and concluded on October 30 th in Bluefield with 90 games in between. For this type of schedule to work as great as it does when dealing with 24 teams in four (4) leagues there has to be a great deal of commitment from many different sources. I would like to thank all school level people from Athletic Directors, administrations, coaches, managers and players for their help in making their league(s) and season a success. A big thank you also goes to Bluefield, Charlottetown Rural, Kinkora, and Stonepark for hosting the provincial championships, well done! Without quality officials our games would not proceed with the leadership necessary to allow for competitive yet sportsmanlike competition. On behalf of the PEISAA I want to thank Richard Pettipas and Jim Chandler for doing a great job of assigning referees for our leagues. Without the help of Lona Ryan and Garth Turtle my job would be almost impossible. I must say I believe Lona is the glue which keeps us from cracking. This year we had eight (8) boys teams and seven (7) girls teams competing for the top four (4) play-off positions. The league(s) were very competitive as most positions were not finalized until the last day of the season. I would like to thank all school administrators, coaches and players who worked so well together to make the season a success. Thanks also to Lona Ryan and Garth Turtle for helping me with my job. I would also like to congratulate all host schools who helped with league and provincial play-offs especially Stonepark (Gordie Wilson) who hosted the provincials. Recommendations: 1. Before we make the final schedule we need to check with the referee assignor. 2. It is very important that all fields be kept in good playing conditions, lines, nets, etc. 3. 26 Midget East Soccer JP Gallant, Commissioner The 2004 Midget East Soccer season went fairly well. The level of play was somewhat even among the top four or five teams in both the boys and girls divisions, to a point where the tie breaking policies had to be used in both divisions to declare seeding! The same could also be said for the bottom four or five teams in their respective divisions. As for the officiating, I wish to thank Chandler for taking on the referees assignment for all our games. It is not an easy task. I believe things ran fairly smoothly since only two games were affected by not having a referee available for a match and having a referee not show up because he had forgotten his assignment. After chatting with a number of coaches I get the impression that the quality of referring is sometimes a concern in big games. A full soccer season cannot go by without having any cards given to players. However, for the amount of games played, I believe that the amount of cards handed out was respectable. Mind you, 99% of those cards were given in the boys league. Something must be done about reporting those cards since in one instance this fall the game sheet was given to me two weeks after the incident where a game suspension should have been given to a player. The played did eventually sit-out his game. I believe that we could also do a better job at reporting the game results. The day after game nights I would barely get half the game sheets in. It is hard to keep things up to date when different data is missing. And, I believe, the same could be said about calling in the game results, since quite often game results were not posted on the PEISAA web site. Recommendations: 1. Have a two-tier league in boys and girls play. 2. Official game sheet mail in to Commissioner. -8-

33 6. Comments and Recommendations 1. Athletes remove warm-up t-shirts at their team bench, exposing their nude / partially nude upper bodies to coaches, parents, spectators, children, etc. creating uncomfortable and inappropriate situations. I recommend it to be obligatory for athletes to change shirts in the gymnasium locker rooms before and after competition. If need be, appropriate time shall be alloted so that it does not take away any time from coaches comments before a game. 2. Warm-up shirts are not uniform in colour. Professionalism, respect and team unity is drastically reduced when athletes are seen warming up in different attire. I recommend it to be obligatory for athletes to warm-up in uniform attire (ex. t-shirts of the same colour). 3. The volleyball season begins very soon after the first day of school. Athletes do not have a fair chance to prove their abilities before team cuts and coaches have an extremely difficult time familiarising themselves with and organising the team prior to their first game. I recommend that the first game begin a week later than this year s start date. 4. A seven week volleyball season with a very demanding game schedule does not allow for adequate practice time. Athletes do not have a chance to develop and learn new skills. I recommend to re-evaluate the present volleyball season calender to see if it is possible to extend the season by two to four weeks - without affecting mid-term exams (no games during that week) nor giving Basketball less prep. time before their first game compared to Volleyball s start date and the first day of school. 5. Athletes work very hard during the season to improve upon their skills. Proper acknowledgement is not offered to exceptional athletes that do not appear on the All-Stars teams. I recommend adding Libero of the Year and Rookie of the Year to complement our All-Star lists. 6. Communication between the commissioner, athletic directors, coaches, officials, etc. is always a challenge, considering everyone s busy schedule. I strongly recommend that addresses be added to the list of telephone number contacts already being distributed at the beginning of the season. -15-

34 7. It is extremely stressful and overwhelming for young athletes to have the pressure of serving the last point when their adversaries are on their game point. Game point should be awarded for a rally won, not a net or technical fault. I recommend that the rally point rule be reevaluated (concerning game serve only). At this level of play, the team should serve to win. 8. Official score sheets are not all being mailed to the commissioner. I recommend that both team captains (or coaches) verify and sign the Match Report Form that is faxed to the Commissioner instead of asking coaches to send the official score sheets. This would save coaches the task of mailing them out and save money to the school boards on postage. This would not add another task to captains (or coaches) who would be signing the fax since they must sign the official score sheet anyways. They could be signed simultaneously and the fax is something that is already being done presently. -16-

35 Midget East Volleyball Garth Turtle, Commissioner The 2004 season saw nine (9) girls teams and seven (7) boys teams play in the East Zone of the PEISAA Midget Volleyball Division. In the Girls Division a round robin was played with each team playing 8 league games. The boys division featured a double round robin with each team playing 12 games. 8 teams in the girls division and 6 teams in the boys division made the zone playoffs. Thanks to Summerside Intermediate School staff - Trevor Bridges, Tara Webster, Charlene Clarke, and Mario Fiset for their help in hosting the Provincials Championships. Also thanks to Harvey Mazerolle for his contributions to Midget Volleyball all year long. Thanks to Lona Ryan at the PEISAA office for help during the season and at the provincials. Thank you to all coaches, players and referees for making it a pleasure to be the Midget East Volleyball Commissioner. Recommendations: 1. The PEISAA should be encouraged to create an A Provincial Championship, there is a large gap in abilities between the smaller population schools and those with a larger population. 2. The PEISAA should institute a system to encourage prompt faxing of game sheets to the commissioners. With the need to service the website this has become a major problem that schools must address. 38 Midget West Volleyball League Harvey Mazerolle, Commissioner WEST ZONE MIDGET VOLLEYBALL REPORT The Western Zone Midget Volleyball League began with an athletic directors meeting on Monday, September 6th in Miscouche. Girls Leagues The girls AA league was made up of six (6)teams: M.E. Callaghan, Hernewood, Evangeline, Miscouche, Summerside and Kensington. The teams played each other twice for a total of 10 matches. Summerside finished in first place with a perfect 10-0 record. They were followed by Kensington (7-3), Miscouche (6-4), M.E. Callaghan (5-5), Evangeline (1-9) and Hernewood (1-9) The girls A league was made up of six (6) teams: M.E. Callaghan, Hernewood, Miscouche, Summerside, Kensington and Somerset/Kinkora. Each team played the other five teams once and and additional match versus a regional opponent (M.E. Callaghan vs Hernewood, Miscouche vs Summerside and Kensington vs Somerset/Kinkora). Kensington finished first with a perfect 6-0 record. Then came Summerside (5-1), M.E. Callaghan (3-3), Somerset (2-4), Miscouche (1-5) and Hernewood (1-5) Boys League The boys league was comprised of six (6) teams: Callaghan Blue, Callaghan Red, Hernewood, Miscouche and Summerside Blue and Summerside White. Each team played twice against the other five teams for a ten (10) match schedule. The final standings saw Hernewood finish first at 9-1, followed by Summerside Blue (9-1), Callaghan Red (6-4), Miscouche (4-6), Callaghan Blue (2-8) and Summerside White (0-10). In the finals, Kensington swept Summerside 3-0. M.E. Callaghan downed Miscouche 3-1 to finish 3 rd. Provincial Championships Summerside Owls claimed their sixth consecutive provincial championships when they downed Miscouche in the gold-medal match. Summerside took it s first provincial Boys championships in over 30 years by downing East Wiltshire. Birchwood downed Stonepark for the girls bronze and Hernewood took the boys bronze over Queen Charlotte. Comments, Recommendations, Observations 1. I would like to thank all coaches and officials. We had another great year and the cooperation and effort from everyone was excellent. 2. A big thanks to Trevor Bridges, Charlene Clark and Mario Fiset (Summerside) and Michelle Deighen and Anna Stammberger (Kensington) for hosting the zone championships. 3. Thanks to Jeff Hirtle for doing a great job with the officials. I know it s been very trying with the increase number of teams and the lack of officials. But with a little bit of juggling, we were able to complete the season. 4. A great year in reporting results. It is still important that the media get the results and ALSO that these are faxed to me immediately. 5. The addition of the Girls A league was very popular with coaches. It is hoped that the same can be done with the boys league next year. 6. A great job by Trevor Bridges and his crew at Summerside for hosting the provincial weekend. 7. I believe that all provincial championship matches should be officiated by qualified officials doing the lines. It puts an awful lot of pressure on a non-qualified person to make a call that could determine whether a team wins a match or not. If money is the problem then increase the registration fee for teams participating. 8. A final congratulations to Summerside (girls) and Summerside (Boys) for winning the provincial titles. Miscouche (girls) took silver and Hernewood (boys) ended with a bronze medal. -21-
