1 Swimming & Diving Coaches Advisory Committee Tentative Agenda AGENDA Florida High School Athletic Association Swimming & Diving Coaches Advisory Committee 10 a.m., December 15, 2009 The meeting was called to order at 10:08am by Shanell Young. In attendance: Scott Bay, Mainland High School; Jennifer Gosline, George Jenkins High School; Bill Burrows, Northeast High School; Andrew Witcher, Flanagan High School; Duffy Dillon, Cardinal Gibbons High School; Tom Fagley, Westminster Academy. Staff in attendance: Shanell Young, Director of Athletics, Dr. Peggy Jones, Assistant Executive Director. Committee members completed their travel expense vouchers. Introductions of both staff and committee members, meeting purpose, review of procedures and the agenda was completed. The committee requested that the Hy Tek codes should be posted first then the school name in the state series assignments (Appendix B). Review of the 2009 State Meet in Orlando included the following discussion items: Club coaches pass did not allow the same access as the regular coaches. The club coaches should be able to get access to the athletes throughout the meet Would take a price increase for the access There were apparent false starts that were ignored by officials. Were these ignored because these teams were competing for a national championship Environmentally, keep the door closed to keep the venue warmer Close the roof during backstroke Delays when equipment was not working Make sure every effort is made to get athletes and coaches notified of disqualifications New Business: a. 4 Florida High School Athletic Association Require at least one certified FHSAA official at District competition. Current FHSAA State Series guidelines do not require certified FHSAA officials at the District level. There have been problems at district level competition with well intentioned officials miss-applying FHSAA State Series rules and procedures. Require that the Meet Referee at district level of the FHSAA State Series competition to be a certified FHSAA official. This proposal seeks to ensure that an FHSAA certified official is in place in a supervisory role at district level competition. This proposal does not seek to limit the number of officials at district meets. 5 Require additional officials at Region level competition. Current FHSAA State Series guidelines require that certified FHSAA officials serve as the Referee and Starter at Region level competition. There is no other requirement for officials at Region level competition. There should be a requirement for additional officials at Region level competition. Establish the following minimum number of officials at Region level swimming competition: Referee 1 (FHSAA Certified current requirement) Starter 1 (FHSAA Certified current requirement.) Stroke and Turn Judges 4 (Certified by any recognized swimming organization.) This proposal seeks to ensure that there is an adequate and equal level of officiating at the Region level competition. 6 Establish a minimum number of officials for District level swimming competition. Establish a recommended number of officials at District level swimming competition. Current FHSAA State Series guidelines do not require certified FHSAA officials at the District level. In 2009, there were district level meets where there were an inadequate number of officials to ensure fair competitive conditions. Establish the following minimum number of officials at District level swimming competition: Referee 1 (FHSAA Certified) Starter 1 (Certified by any recognized swimming organization.) Stroke and Turn Judges 2 (Certified by any recognized swimming organization.) The FHSAA Officials Guidebook sets the pay rate for Swimming and Diving Officials at $ The nature of swimming and diving competition is different than many sports (Football, Basketball, Baseball, Volleyball) in that there is not a defined time limit for the competition (ie. 4x20 minute periods, 3 out of 5 games, etc.) District level competition varies in time based on the number of entries. Swimming officials are required to be present from warm-up through the end of competition. In a typical Prelim/Finals formatted meet, the official would be working 1 ½ hour warm-up, 3-5 hours of preliminary competition, 1 ½ hour finals warm-up, 3 hours of finals competition. The total workday may approach 11 hours. That equates to $5.00/hour at the current pay scale for a preliminary/ finals FHSAA Series meet. Sports such as wrestling, have tournament based daily pay. The maximum paid amount for officials per day shall not exceed the FHSAA pay scale amounts. It will not be paid per districts/region if contests are combined on the same day.

9 Change meet format for District level competition from a prelim/final format to a timed final format for swimming events. The current FHSAA Swimming and Diving Championship series consists of three levels. District, Region and State. Currently all state series meets are structured as Preliminary and Finals where the top 16 athletes from preliminaries are advanced to a consolation and championship final. Swimmers are selected to advance to the next level based on automatic (district champion) and at-large criteria. Request this proposal be Fast Tracked Change the meet format of District level competition to a timed final format for swimming events. This proposal would leave intact the selection criteria for advancement between tournament levels and would only change the structure of the district level competition. The District Championship meet structure would be altered as follows: 1. All events would be conducted as timed finals with applicable timed final seeding. Timed final seeding differs from Championship seeding. In timed finals seeding, athletes are ranked by submitted entry time and then seeded with the fastest 8 swimmers in the last heat, next 8 fastest swimmers in the second to last heat, etc. 2. Athletes would be seeded in district events based on the Submitted Time. The definition of submitted time is: A time that has been previously achieved. In the context of FHSAA Swimming, the time used for district level seeding must have been achieved during the current school year at a FHSAA high school dual or invitational meet. This would be done on the honor system amongst coaches. A side benefit of this proposal would be that there would be an increased importance to dual meet and invitational meet performances since seed times for the District Championship would be based on those achieved times. 3. Advancement from District to Region would remain unchanged from current procedure. The District Champion would automatically advance. The next 7 swimmers/relay teams would be eligible for at large places in the Region Championship. Under the current district layout, the net effect would be that the top 8 from each district would advance to the Regional Championship. In the event that there is a tie for 8th place, a swim off must be conducted to identify the athlete/relay team that is eligible for advancement to the Regional level. NOTE: This is the same swim off procedure that was used during the District/State era. 4. Current diving procedures and advancement criteria would not change. Benefits of a Timed Final District Championship meet structure: 1. Districts would be encouraged to schedule District Championship meets so as to share a facility on the same day. Under this proposal, two meets could be scheduled in a single facility on the same day. This has the following benefits: a. Less missed school for athletes. Districts with afternoon scheduled meets would be able to reduce missed school to ½ day or possibly no missed school.

10 b. Estimated 30 40% decrease in pool and equipment rental fees making the district series meets more financially viable. In facilities hosted multiple district meets. Entertain soliciting bids for District host facilities prior to the district planning meetings and encourage districts to coordinate facility scheduling. c. Reduce transportation costs. In a prelim/final format, transportation needs to be available 6:30AM and 8:30PM (14 hours). Under this proposal the transportation hours should decrease to 8 or less hours. d. More efficient use of limited FHSAA official s resources. Officials availability would increase since there would be a lower number of full day officiating requirements. Districts would be encouraged to coordinate the use of officials where a single facility will host multiple districts in one day. 2. The move to a timed final structure at districts negates the requirement for meets to be held in an 8 lane pool. 7 or 6 lane facilities could be used depending on the size of the district. 3. Teams often sit for hours in the idle time between the preliminary and finals sessions in the current meet structure. This idle time would be eliminated under the timed final. There have been several instances of swimmers having disciplinary issues during this idle time period. 4. Less chance for injury over the three week State Series. Athletes will recover more quickly. In this era of fiscal expenditure tightening, there will be significant cost savings for schools participating in timed finals district meets. Additional savings will be seen in districts where multiple district meets are scheduled at a single facility. The FHSAA state series is a grueling competition. Three consecutive weeks of 12 hour competitive days may not be the best solution for the athletes. Before the Region level of competition was added, there were only two consecutive weeks of completion. 11 District Swim meet to be run as timed finals with a 2/3 vote of the coaches in the district. Championship final individuals advance to the Region anyway so for teams that have to travel long distances to the site especially when the meet is followed by a school day staying for the evening session for placing s can be a burden. Start later and run as timed finals rather than a prelim/finals format: Order of Events. The order of events for all meets shall be as follows: (1) 200-yard medley relay (2) 200-yard freestyle (3) 200-yard individual medley (4) 50-yard freestyle (5) One-meter Diving (6) 100-yard butterfly (7) 100-yard freestyle (8) 500-yard freestyle (9) 200-yard freestyle relay (10) 100-yard backstroke (11) 100-yard breaststroke (12) 400-yard freestyle relay No state series swimming events shall be timed finals unless this provision is waived by the Executive Director or his/he r designee at the request of the meet director. 12 State Finals Require athletes on awards podium to wear team attire. At the FHSAA finals, many swimmers get on awards podium bare chested (male) or in swim suit tops (females). Swimmers should wear team attire which will 1. Make for a more professional looking awards presentation, 2. Make a much better media presentation 3. Show pride in their school. Require team attire from in the form of: 1. Team sweats. 2. Team T-shirt., 3. Other team attire. This is done successfully in other FHSAA sports and will not have any negative impact on the athletes or the competition. 13 5 minute break after 500 Free. After 500 Free very hectic going in to 200 free relay. If both (all) coaches agree, a 5 minute break can be taken between the 500 free and the 200 free relay. Small teams may have a swimmer in the 500 free and 200 free relay. This provides a chance to warm down and rest. Also allows time to get 200 free relays organized. 14 Team scores should be announced at least twice during a meet Rule book says score should be announced or posted before next event is started. Team scores be announced at least twice during a meet- after the 50 free (before 100 fly) and after the 500 free. Teams and spectators should be given team scores instead of having to wait until the end. 15 Add 4 districts per state series category Districts are now very large. Expand 1A, 2A, 3A districts from 12 to 16. There are anywhere from schools in each district. Smaller numbers in districts would allow many schools with only 10 lane pools to hold a district meet. 4 districts per region. Add a 4A category to the state series. 16 Add a second Heat of 50 Freestyle Adding a second Heat of 50 freestyle adds very little time to length of meet-only event that is short. If both (all) coaches agree, a 2 nd heat of exhibition 50 freestyle can be swum. Many larger teams with beginner high school swimmers can only swim them in a 50 free until they become more experienced. Gives new swimmers a chance to be entered in an individual event. 18 Revisit the Water depth for racing the high school level 2-3-1, Water depth: In pools with a water depth at the starting end of less than five (5) feet, the start for all swimming events for all contestants must begin in the water. There will be no variances. In pools with a water depth of five (5) feet or more, starting platforms may be used in accordance with NFHS rules. The depth for block starts should be changed to 4ft 6in NFHS Rule: Most pools in small counties are at 4ft 6in with blocks. It is also too expensive to try to redo a pool.
