1 Junior Market Stock Sale Committee President: Sid Mays Vice President: Chad Startin Secretary: Erin Startin Treasurer: Janet Hedlund The Palouse Empire Junior Market Stock Sale is sponsored by the Palouse Empire Jr. Market Stock Sale Association in conjunction with the Palouse Empire Fair. A deduction will be made from the sale price on all animals sold through the sale ring to cover expenses incurred by the PEJMSSA Eligibility: This sale is open only to 4H and FFA members in good standing who have completed the Whitman County Quality Assurance Program, as certified by a registered Whitman County Quality Assurance Instructor, and who submit a record of health at weigh-in time. 1. Only one animal per exhibitor will go through the sale. Second animals can either be turned to packer or taken home by exhibitor. Animals going home must be identified at weigh in. 2. The Grand Champions and Reserve Champions of each species shall be sold through the sale ring. In the event of an exhibitor with shows two animals regardless of species, and both placing either Grand or Reserve, the exhibitor will declare which animal will be sold with proceeds going to the exhibitor and which animal will be sold under the following options; 3. The Exhibitor will receive turn price for the declared second animal and donate proceeds about the turn price to the livestock barn of their choice. Those dollars are to be held and dispersed by the Junior Market Stock Sale Committee. If the Exhibitor opts out of donating the second animal, then that animal will be removed from the sale and not replaced. 4. The Grand Champions and Reserve Champions can be sold through the sales ring regardless of designation. 5. FFA Grand Champions will sell first on evennumbered years; 4H Grand Champions will sell first on odd-numbered years. 6. The Reserve Grand Champion will be No. 3 and 4 in the sale order. The sale order for classes of livestock (beef, sheep, swine, and goats) will be decided upon by the committee on a yearly basis. 7. Exhibitor shall have owned and had in their possession and care, their lamb for not less than sixty days prior to the Wednesday weigh- in day of fair week. 8. All STEERS MUST BE WEIGHED-IN ON THE DESIGNATED DATES AND TIMES IN THE SPRING AT THE PALOUSE EMPIRE FAIRGROUNDS, BY BEEF SUPERINTENDENTS AND/OR COUNTY EXTENSION AGENT. CONTACT THE EXTENSION OFFICE.( ) OR FAIR OFFICE( )FOR PRE- DETERMINED TIMES AND DATES OF OFFICAL REQUIRED WEIGH-IN BY MARCH 1 ST OF THE CURRENT YEAR. At this time, steers will be tagged with tamper proof tags and must have the same tag in their ear when arriving at the Fair 9. Minimum actual weight for steers is 1000 lbs. No maximum weight. Any steer dropped after January 1 of previous year, will be eligible. 10. THERE WILL BE NO RE-WEIGHING OF ANIMALS. 11. Animals not making weight class, with the exception of swine, which must meet minimum weight, at weighing time may be shown in fitting and showing if no other animal is available.

2 12. Grading will be done at time stock is judged and on the basis of market grades. Steers shall grade U.S. Select or better to be eligible for sale. 13. Special emphasis will be made to have the desirable prime or choice steers placed in the blue ribbon class. Steers below Select will receive white ribbons. Brand (haul) slips signed by the exhibitor shall be turned in to the Beef Superintendent(s) BEFORE steers will be weighed on Wednesday as they are unloaded, no exceptions. All branded steers will ALSO require an official valid Washington State Brand Inspection certificate issued by a state inspector or a valid, signed Washington State Dept. of Ag Self-Inspection Certificate showing exhibitor as the legal owner. Any questions, please call Leslie Alexander at Animals consigned to the sale shall not be entered in any other class except the appropriate Fitting and Showing class. 14. The use of antibiotics, tranquilizers and other drugs with any meat animal is contrary to meat inspection regulations. There is a zero tolerance for antibiotics, tranquilizers and many other drugs in most food animals. Samples may be collected from animals for testing purposes. Any animal or carcass that shows evidence of having an injection will be retained by orders of the State or Federal meat inspector. If any detectable amounts of antibiotics or other drugs are found, the entire carcass will be condemned and the exhibitor will not receive payment for the animal. This would also apply to carcasses condemned because of disease. 15. To participate in the Palouse Empire Fair Jr. Market Stock Sale or turn an animal to the packer: The Exhibitor must complete the Whitman County Quality Assurance Program prior to August 1, and give their completed Market Animal Health Record to the Superintendent at time of Fair weigh-in. Animals will not be weighed until the completed Health Record is produced. Beef health records are available in the WSU/Whit. Co. Extension Office or accessed from the website Failure to comply with the Whitman County Quality Assurance Program will prohibit the youth exhibitor from participating in the Palouse Empire Fair Jr. Market Stock Sale or turning an animal to the packer. 16. Steers must receive blue or red ribbons to go through the sale. No white ribbon animals will be allowed to sell. They will remain the responsibility of the owner. 17. No animal that has been exhibited and sold through another Junior Market Stock Sale is eligible to show and sell in this sale NOTE: Floor Price on turn steers will be exact amount paid by the packer based on quality yield grade of individual animal. Any docks on carcass price by packer will be passed on to seller. 1. Any 4H or FFA member may enter this contest with his or her own animal. 2. The contestant shall do all work in connection with the Fitting and Showing contest. 3. The 4H and FFA Fitting and Showing contestants will be divided into separate 4H and FFA classes if there are sufficient entries, at the discretion of the superintendent. 4. Showing will be by kind of livestock (beef, swine, lamb, and goats). 5. Entries need not be entered in another class. 6. Awards will be on the basis of: Presentation for showing Showing of animal Appearance of the exhibitor 7. An over-all Champion and Reserve Champion will be determined from 4H Junior, Intermediate and Senior classes combined. An over-all Champion and Reserve Champion will be determined from the FFA novice and advanced classes combined. Grand Champion winners are eligible to compete in the Ernie Dippel Round Robin contest.

3 Livestock Judging Contests Committee: All Whitman County Co-Ag Instructors FFA Chairman: Nathan Moore 4-H Chairman: Janet Schmidt Committee: Whitman County 4H Livestock Leaders Contest open to FFA Chapters and to all 4-H members. 1. Each contestant will place at least three classes of livestock (sheep, swine, and beef). 2. Each contestant will yield grade at least 5 market steers, 4-H being the exception. 3. Suitable banners will be awarded to the three top placing FFA teams and prizes to the three top 4H individuals (in each age group.) 4. Registration for 4H youth will be at 8:30 a.m. sharp in the YAP barn for the livestock judging contest on Saturday. Memorial L. Clint Luce Livestock Judging Contest Award This award (certificate) is given to the Whitman County 4H member who has the highest total combined number of points in swine, beef and sheep judging at the Palouse Empire Fair contest. It is given on behalf of Clint Luce, a former Cooperative Extension agent who strongly felt that judging teaches important skills useful to youth throughout their lives. Special Contest PWN Market Stock Fitting and Showing Contest PNW will award $10 to each blue ribbon winter in 4H and FFA Market Stock Steers, Lambs, and Swine, Fitting and Showing 4H: Dept. 201-FFA: Dept. 251 Div Steers Div Lambs Div Swine Special Contest Ernie Dippel Round Robin Memorial 1 st Price- $200 2 nd Prize- $100 Open to all 4H and FFA members selling an animal in this year s Junior Market Stock Sale. Open to Fitting and Showing Champions in the three sale animal classes Beef, Sheep, and Swine only. Contestants shall compete on all three animals to be judged Round Robin Champion. The Round Robin contest will be on Saturday, starting in the Swine barn, check with superintendents for time. Questions, contact the Beef Barn Super. (If there is a tie, each winner will receive the designated prize money) Competition order Beef, Swine, Sheep and Goats. FFA /4-H SWEEPSTAKES 1 st -50 pts, 2 nd -35 pts, 3 rd -15pts Open to all 4H, FFA members, or youth exhibitors in Whitman County. Daily awards will be awarded to the club, chapter or individual with the highest daily score. Sweepstakes award may be given to the club, chapter or individual with the highest total points of all four days.

This includes but is not limited to: Leadership, sportsmanship, willingness to help others, integrity, involvement and dedication to the Beef Barn, care and concern for others. The winner of the award will win a belt buckle that will be given before the start of the Beef sale each year. The overall 4-H and FFA Grand Champion Showmen will each be awarded a belt buckle. DIVISION 1 Fitting and Showing (See General Rules, Fitting and Showing, Dept. 2) Points: Blue 80, Red 50, White Juniors Grades 3,4,5 DIVISION 1 Fitting and Showing (See General Rules, Fitting and Showing, Dept. 2) Points: Blue 80, Red 50, White Beginner: No previous beef experience 2. Advanced: Junior & Senior DIVISION 2 Market Stock Steers (See General Rules for Junior Market Stock Sale) Points: Blue 75, Red 45, White All steers will be entered in Class 1 and they will be divided into classes according to weight at the discretion of the superintendent. Steers must have been weighed-in and tagged at the appropriate time and place specified in the rules of the Jr. Market Stock Sale earlier. Market steers receiving a Blue or Red ribbon must go through the Jr. Market Stock Sale, in the case of an exhibitor having two steers, the higher placing steer must be sold. One steer goes through the sale, 2 nd steer maybe turned to the packer or taken home by the exhibitor. Exhibitors with two steers are to report to the Beef Superintendent at the completion of all market classes Thursday, noting which steer ear tag # is to be sold and destination of 2 nd steer. DIVISON 3 Educational Displays Class 1: Poster or Display (Individual) Points: Blue 25, Red 20, White 15 Class 2: Barn Display (Group) Points: Blue 35, Red 25, White 15 DIVISION 4 Breeding Stock Points: Class 1: Blue 90, Red 60, White 30 Class 2-7: Blue 75, Red 45, White 25 All cattle must be healthy, halter broken and properly fitted. All females over 4 months must be Brucellosis vaccinated prior to the fair and display proof thereof. ALL BULLS OVER EIGHT MONTHS OF

5 AGE ARE REQUIRED TO BE SHOWN WITH NOSE RING. AWARD Champion and Reserve Champion ribbons (not rosettes) will be awarded to the first and second place BLUE RIBBON animals of each breed. Those animals will then compete for Grand Champion and Reserve Grand Champion. Name breed on entry form. All entries in this division must be properly fitted. The following are classes in each of the major beef breed: 1. Cow with calf at side; calf must be under 205 days and cannot be entered in any other class at this show. 2. Dry cow, over 2 years 3. Heifer, over 1 and under 2 years 4. Heifer, under 1 year 5. Bull, over 2 years 6. Bull, over 1 and under 2 years 7. Bull, under 1 year. NOTE: 4H youth are only allowed to show bull calves under 1 year. 4H are not allowed to show in class 5 or 6. DIVISION 5 Feeder Steers Points: Blue 75, Red 45, White 25 Steers can be of any breed or cross, but cannot be over 12 months of age. All steers must be halter broken. AgriBeef (Boise, Idaho) and Bar R Cattle Co. (Pullman, Washington) sponsor cash awards and the Whitman County Cattlemen sponsor trophy apparel for first, second and third place to Beef Carcass Contest winners. In 2015, the Grand Champion steer carcass exhibitor received $400, the Reserve Champion exhibitor received $200 and third place exhibitor received $100 and all of the top three finishers received award jackets. Steer exhibitors whose carcasses received grid prices better than the base price also received monetary awards. General: McIntosh and Bar-R Cattle Co. Carcass of Merit Award To be eligible, a steer must be slaughtered at either Washington Beef, Washington State University or at Colfax meats and have been shown in the market steer class.. Objectives: 1. To identify steers that produce desirable high yield and high quality carcasses. 2. To identify variations in the characteristics that affect differences in carcass value. Carcass of Merit Requirements: a. Minimum of 550 lbs. warm carcass weight. b. Minimum of select quality grade c. Base grid price will be calculated on a yield grade 3, low choice carcass, utilizing the market prices at the time of the market sale. Cattle with a grid price above or equal to the base price will receive a blue ribbon. Carcasses qualifying for Carcass of Merit Awards will be indexed as follows: 1. Dressing percent (yield of semi-boneless retail cuts) will be determined from the live and hot carcass weights. 2. The ribeye area, fat thickness over the ribeye and the kidney, pelvic and heart fat will be measured by a USDA grader and/or certified camera at a USDA processing plant. In the event of a discrepancy, the USDA grader result will be used. If both halves of the carcass are evaluated, the results from the best half will be used. A yield grade will be calculated to the nearest 1/10 of a grade accounting for deviations in expected ribeye area and fat content of a steer given the steer s weight. A yield grade of 3.0 is equivalent to a 60% yield of semiboneless, closely trimmed retail cuts. If the yield grade of a steer changes by ± 0.1 (from 3.0), then 0.3% is added or subtracted from the base of 60%. 3. Quality grades will be based in terms of thirds of USDA grades or marbling scores. 4. Index discounts will be imposed for carcasses with hot carcass weights over 1000 pounds. 5. Steers will be ranked based on the price per hundred weight of the index. In the event that steers have the same index price per hundred weight, the steer with the highest

6 quality grade wins; if quality grade for both steers is the same, then the steer with the lowest yield grade breaks the tie and wins. Mark Oldenburg Award Joe Palumbo Memorial Award The Mark Oldenburg and Joe Palumbo Traveling Trophy will be awarded to the Grand Champion carcass exhibitor and is to be kept for one year Whitman County Cattlemen s Association Award The Washington State Simmental Association will award a belt buckle to the 4-H or FFA Grand Champion Market steer if the following requirements are met: 1. The animal shall be entered as a Simmental or a Crossbred Simmental with a stall card stating the sire and dam, date of birth, percentage of Simmental and name of breeder. 2. The animal must be at least 1 / 2 Simmental, the offspring of a purebred Simmental bull or a purebred Simmental cow. The animal s parentage must be able to be verified by the American Simmental Association. 3. There shall be a minimum of 15 steers in the competition (all breeds combined) The Whitman County Cattlemen s Association will give cash awards for overall groups in both 4H and FFA for first, second and third places in the amounts of $25, $15, and $10 in the Beef Division. NOTE: Additional points (up to 20) will be added to the total four-day herdsmanship score for educational material exhibited by CLUBS in the Beef Barn. No crossbreds allowed contact is Elaine 442 Spruce St. Genesee, Idaho Washington State Simmental Carcass Award The Washington State Simmental Association shall award a trophy to the Grand Champion steer carcass. To be eligible the following requirements shall be met: 1. There shall be a carcass contest or evaluation under the direction of the sponsoring Junior Livestock Show or Sale. 2. There shall be a minimum of 15 carcasses in competition (all breeds). 3. The carcass must be from an animal, which was at least 1 / 2 Simmental; the offspring of a purebred Simmental bull, or a purebred Simmental cow. The animal s parentage must be able to be verified by the American Simmental Association. 4. The animal shall be entered as a Simmental or a Crossbred Simmental stating the sire

7 of the animal, date of birth, percentage of Simmental and name of breeder. 5. The carcasses shall be graded by a U.S.D.A. or qualified grader and grade low choice or better. 6. The results shall be made available to the exhibitors as well as breeders of the animals. 7. The Show Management shall certify and inform the Junior Livestock Chairman of the Washington State Simmental Association of the results by supplying the following information: a) The carcass contest evaluation sheet b) Name and address of contest winner c) Sire and Dam of animal, date of birth, percentage of Simmental, name of breeder d) Name and address of local paper Western States Angus Auxiliary Award Showmanship placing: 25 Points- First 15 Points- Second 10 Points- Third 6 points will be awarded for participation in showmanship. (American system 1-2-3; Danish system 1 st Blue, 2nd Red, 3 rd White) If steers and breeding animals are both exhibited, points may be combined to select a winner. This contest is open to exhibitors with one or more breeding and/or market animal. For market steers, this award should go to the highest placing predominately black steer with Angus percentage (50 points). It must be kept in mind that the purpose of this award is the promotion of the Angus breed. The winning of the Auxiliary trophy in previous years shall not exclude an exhibitor from winning it again. This contest is open to any 4H or FFA member who is exhibiting a registered Shorthorn female, or a purebred or crossbred market of feeder steer that is sired by a registered Shorthorn bull. A statement signed by the owner of that sire must be included. A trophy and belt buckle will be awarded to the winner at the Carcass of Merit and Premier Steer Award Night. Entry forms are available from Jum Lyman, 5952 SR 195, Colfax, WA Points: 15 - Placing of the Animal 15 - Knowledge of Shorthorn Breed 15- Herdsmanship & Sportsmanship 20- Showmanship The Western States Angus Auxiliary, may award a silver trophy to the outstanding 4H Angus exhibitor and/or to the outstanding FFA Angus exhibitor. The judge of the Junior Beef Show will be asked to make the selection of the winner based on show ring placing of individual animals and placing in showmanship. The following point system must be followed: Conformation placing: 50 points Grand Champion 30 points Reserve Grand Champion 35- Record Keeping of current years 4H or FFA record book shall be available for judging.
