1 GENERAL LIVESTOCK COMPETITION REQUIREMENTS The Colorado State Fair is committed to the humane treatment of all animals exhibited. Every reasonable precaution is taken to promote the animals safety and well-being. The production practices in the livestock industry are based on good principles of animal husbandry. No one has a greater economic stake in the welfare of animals than the livestock producers and organizations involved in the promotion of agriculture. I. INTRODUCTORY PROVISIONS ALL LIVESTOCK ENTRIES MUST BE COMPLETED ONLINE OR POSTMARKED BY: WEDNESDAY, AUGUST 1, 2018 The last date to cancel a market entry is Friday, August 17 th. A. Applicability of these General Livestock Competition Requirements These rules are general in nature and apply to all livestock competitions. These rules do not supersede or negate the Colorado State Fair General Competition Requirements. All exhibitors shall be familiar with all Colorado State Fair competition requirements. Additional requirements for various livestock shows, competitions, and classes supplement these rules. B. NO EARLY STALL SET UPS WILL BE ALLOWED BEFORE SCHEDULED ARRIVAL TIMES. II. LIVESTOCK COMPETITION REQUIREMENTS A. Colorado State Fair General Terms and Conditions, Livestock General Competition Requirements, Junior Livestock Competition Requirements and National Show Ring Code of Ethics will govern all livestock competition events at the Colorado State Fair. B. PREMISES IDENTIFICATION: All entrants for livestock exhibited in Open, Breed, or Market competitions must provide a valid premises identification number at the time of entry as set forth at 8 CCR Article 8.4(a)(i). C. IRS AND COLORADO DEPARTMENT OF REVENUE COMPLIANCE: In order to comply with the Colorado Department of Revenue and the Internal Revenue Service tax-reporting requirements, a properly completed W-9 form will be requested when premium and/or sale amounts due to any one exhibitor exceed $ The W9 must list the exhibitor s legal name and Social Security Number. Premium and/or sale checks will not be released by the Colorado State Fair until the requested W-9 form is received. D. BEDDING: There will be no outside bedding allowed on the State Fair s grounds. All exhibitors must purchase their animal bedding through the Colorado State Fair Feed/Bedding Concessionaire. The Colorado State Fair management will require any foreign bedding be removed immediately. E. COOPERATION: All exhibitors and their associates are asked to cooperate with all Colorado State Fair officials including office clerks, grounds admission, security, and parking personnel while on the State Fair s grounds. F. ENTRY FORMS: Entry must be made on current official Colorado State Fair entry forms or online. All entry forms can be found on the website Click on Exhibitors, then Livestock Shows. This will take you directly to the Premium Book. Once there, scroll down to your selected show section. You may also order entry forms and summary sheets from the Colorado State Fair Livestock Department by calling or When requesting entry forms, please specify breed and division. Online entry is now available for Livestock entries. Refer to the instructions for online entry in the Livestock Premium Book. 1

2 G. ENTRIES: Exhibitors are not limited to the number of entries in any one class (except in Market Classes, as set forth in the Junior Livestock Competition Requirements). All exhibitors are required to purchase an exhibitor s pass. Exhibitors may enter two ways: online or by downloading the entry forms and mailing with full payment. All exhibitors must sign and bring with them an IAFE Code of Ethics form and Market exhibitors must bring with them a Packers Certificate and a Fair Swine Affidavit (hogs only) for each animal they will be showing at the Colorado State Fair. Exhibitors will not be given credentials or back/ear tags until each of these forms have been turned into the Livestock Office. H. EFFECT OF ENTRY: Every exhibitor expressly understands and agrees that an exhibitor s completed entry form is his/her acceptance of all Colorado State Fair Competition Requirements whether set forth in a general or a specific rule. The exhibitor further agrees and understands that he/she will abide by the competition requirements throughout the duration of his/her time at the Colorado State Fair. Additionally, the exhibitor agrees and understands that failure to comply with the rules and competition requirements may subject him/her to penalties, including the loss of prize or award money and the return of any other non-monetary awards he/she may receive. I. DRESS CODE: All livestock exhibitors are required to wear appropriate show attire when competing. Shorts, tank tops, low-cut shirts, shear blouses, flip flops, t-shirts, shirts with inappropriate messages or logos, ball caps, hats, or bare midriffs are not acceptable attire and may not be worn during a show event. Recommended dress is as follows: long- or short-sleeved, button-down shirt or blouse, clean jeans or slacks with belt. Hard-soled, closed-toe shoes or boots are recommended to protect the feet. Rabbit and Chickens: jeans or slacks and long-sleeved shirts are preferred for safety. Dairy Cattle and Dairy Goats: white shirts and pants are recommended. State Fair management may refuse anyone improperly dressed entry into the show ring until said exhibitor is properly dressed. J. HEALTH REQUIREMENTS: All exhibitors must comply with the respective Livestock Health Requirements, a copy of which can be found at All livestock will be carefully examined at the arrival gate for evidence of infectious or contagious diseases. If, in the opinion of the examining technician, any evidence of infectious or contagious disease is found, the animal will be removed from the grounds and held in quarantine and treated at the owner's expense. K. DISEASED OR INJURED ANIMALS: Upon recommendation of the attending veterinarian, any animal diseased or injured may be removed from the State Fair s grounds upon release signed by the Livestock Department Supervisor and General Livestock Superintendent. 1. Animals so diseased or injured as to be unfit to compete, as determined by the Official Superintendent and upon consultation with the attending veterinarian, will be barred from competition and removed from the State Fair s grounds. 2. Diseased animals showing signs and symptoms of disease may not enter the Livestock Show area or grounds and will be refused access to these areas. 3. In the event any entry is removed for disease or injury, the exhibitor who entered the animal will forfeit all entry fees. Refer to Livestock Health Requirements for complete information and health inspection requirements. L. OPEN DIVISION ELIGIBILITY: Open Division eligibility requires all animals to be registered in their respective Breed Association and be owned continuously in the exhibitors name or Ranch/Farm name since July 20, of the current year. Individual-owned animals cannot be combined with a Ranch/Farm name for accumulating points toward Premier Breeder/Premier Exhibitor awards. A copy of the registration papers and transfers must accompany entry. Original registration papers and transfers must be available for inspection and comparison with the animal at show time. All Breed division special Competition Requirements must be met. Exhibitors entered in the Junior Breeding show may enter the corresponding Open classes upon meeting all requirements and making proper entry and payment by the August entry deadline. 2

3 M. CHECK IN PROCEDURE: All Livestock Exhibitors must enter through Gate #4 by presenting their acknowledgement card and proceeding to their load out area and then report to the Livestock Office. Exhibitors must have all necessary paperwork to complete check-in in a timely manner. Entries changes must be made final 12 hours prior to show time. See individual division for other specifics. Each exhibitor will be required to review entry information and credentials. The exhibitor s signature will constitute exhibitor s acceptance of entries as recorded in secretary's record and his/her statement that he/she has observed and will abide by all Competition Requirements and regulations of the Colorado State Fair. Any parent, guardian, or other legally responsible person signing for the exhibitor will take full responsibility and liability for named exhibitor s statement that the exhibitor has observed and will abide by all Competition Requirements and regulations of the Colorado State Fair. N. LATE ENTRIES: Those exhibitors who have met the posted 2018 entry deadlines will be allowed to submit add-on entries with a $5.00 late fee plus the regular class entry fee (pending available space). Anyone wanting to make a new entry after August 14 th will be allowed to do so with a $50.00 late fee, at the discretion of Department management, pending available space and after all other requirements have been met. Those wanting to make late entry should contact the Department Head to get authorization for said late entry. O. SUBSTITUTIONS: Open Breeding substitutions of livestock within the same age, class and owner will be accepted in the livestock office up to 24 hours prior to respective show. Substitutions not officially recorded in this manner for secretary s books are invalid. Only one substitution for the original animal will be allowed. There will be no substitutions allowed for different age classifications or owners. Substitutions will not be permitted once check-in is completed. This Competition Requirement pertains to all species. See respective individual division. P. CLASSES DESCRIPTIONS: Classes with one or two animals making an entry (Cow/Calf, Dam/Daughter, Produce of Dam and Pair Classes) are considered individual classes and require pre-entry and payment of the regular entry fee. Classes with three or more animals making up an entry are considered group classes. Group Classes require pre-entry by a single identifying exhibitor with no entry fee. There are no group classes offered in Open Breeding Cattle and Open/Jr. Dairy divisions. All animals shown in group or herd classes must have been entered and shown in their respective individual age class. No nurse cows or nurse goats are allowed on grounds. Q. GENERATORS / COOLERS / FANS / BLOCKING CHUTES / TRIM CHUTES / TRIM TABLES & PORTABLE SCALES: There will be a $25.00 charge for ALL generators payable on your summary sheet or added on at the time of check-in. Generators must be approved by a CSF Livestock Superintendent. A permit tag will be assigned after payment is made. Any generator not having a CSF permit will be moved or confiscated by CSF management. Any such confiscation will result in a one-time charge of $50 and a daily storage fee of $25 per day until the generator is retrieved from CSF management and properly located. Please observe all NO GENERATOR OR COOLER signage. Fans, blocking chutes, generators, trimming chutes, and trim tables are restricted to the individual exhibitor s assigned stalling area not to interfere with any other exhibitor s stalling area or aisle ways. Free standing fans will not be allowed. Hanging fans will only be allowed when attached to the tie rails or to supports attached to the tie rails. No fans will be allowed to blow from behind an animal regardless of attachment or location. All fans must be hung above stalling area. Breeding Beef and Market Beef Exhibitors: One (1) over-sized and refrigerated free-standing cooler will be allowed per family. There will be a $25.00 fee for ALL oversized and refrigerated coolers payable at the time of entry (see Summary Sheet) or added on at the time of check-in. A cooler permit tag will be issued after payment is made. Any cooler not having a CSF permit will be moved or confiscated by CSF Management. Confiscation of coolers will be handled in the same manner and with the same fees as generator confiscations (see above). All extension cords must be UL approved minimum The Colorado State Fair Superintendents have the authority to remove any non-approved equipment. CSF management may charge a one-time fee of $50 to anyone who has non-approved equipment, including, but not limited to, fans, blocking chutes, generators, trimming chutes and trim tables. Additionally, anyone using prohibited equipment may be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements. No outside scales will be allowed in the Market Lamb, Hog or Goat barns. Those scales will be provided by the Colorado State Fair. Market Beef and Open Beef will be limited to blocking chutes scales only. 3

4 R. STALLS, TACK STALLS, PENS AND TIE OUTS: All tack stalls requests must be submitted in writing and received in the Livestock Office no later than entry deadline date. There is no guarantee the request can or will be honored. The Colorado State Fair Superintendents will allocate stall space within the barns at the time entry fees are completely paid. Participants will only receive one (1) stall for every animal delivered to the Colorado State Fair regardless of the number of entries made for the show. A cow-calf pair is considered as one (1) entry. A limited number of tie-out stalls are available and will be available on a first-come, first-served basis. Tampering with other exhibitors stall, pen assignments or tie-outs will not be tolerated, resulting in immediate disqualification and immediate removal from the premises. Straw bedding purchased from the Colorado State Fair Feed and Bedding Concessionaire may be used in the cattle tie-out areas. All stalls and tie-outs must be cleaned daily before 10:00 a.m. The Colorado State Fair is not responsible for any animals in the tie-out area any time day or night. S. CANCELLATIONS/REFUNDS: All market cancellations must be submitted (telephone, or mail) no later than Friday, August 17 th. No entry fee refunds will be given for any cancellations made at time of check in. Entry fee refunds may be allowed in the case of a personal emergency. In the event of personal illness, a statement from the licensed practitioner who diagnosed or treated the exhibitor on the physician s letter head will be sufficient. In the case of a death in the family, the memorial card from the funeral home or an obituary from the newspaper will be sufficient. Finally, in the event of animal sickness a statement from the licensed veterinarian on the veterinarian s letterhead will be sufficient. All letters must be submitted to the Colorado State Fair Livestock Manager to obtain any type of entry refund. Parking passes, exhibitor passes and processing fees are not refundable. T. SHOW BACK NUMBERS: Each animal entered is assigned a Colorado State Fair number. Those numbers will be given to each exhibitor as a back number at the time of check-in. Every back number has the animal s name and class(es) entered written on the back. It is the exhibitors responsibility to have the correct back number displayed on their back or in a holder attached to the waist before entering the show ring. Not having the correct show animal number displayed coinciding with the original entry on the official judges sheets may result in disqualification of that animal. Special event hip tag numbers must be displayed on the animals hip when exhibitor/animal is in the show ring. U. UNETHICALLY FITTED LIVESTOCK: The following are deemed unethical practices and may result in disciplinary action: 1. Doctoring, doping, tubing or injecting show animals for body "fill-ins" or the alteration, changing, defacing or any modification of the markings of show animals and the anatomical structure of an animal; the removal, alteration, changing or purposely damaging ear tags; any type of injection where oils, glycerin or like substances are used for body "fill-in," external applications of such things as liniments and blistering agents that would cause an edematous condition; use of ice packs or other refrigerants to alter the quality of the finish of an animal. 2. Icing of animals will not be allowed. 3. No animal may be decorated with any unnecessary paraphernalia during judging. 4. Changing the color of hair at any point, spot or area on the animal s body or any grooming material that allows color to be rubbed off from any animal will result in disqualification. 5. No altering structure of hair or wool coat except for trimming and blocking will be allowed. 6. Any entry adding an artificial tail head or tail fin, artificial poll, or adding any hair or hair-like substance will be disqualified. (Open Breed Association Rules supersede). 7. The showing of livestock of any ineligible age or showing of unethically fitted livestock is prohibited. 8. Any exhibitor committing any of the above-described unethical practices, or any other practice deemed unethical by the Colorado State Fair Management, will be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements. 4

5 V. WATER: A water container, with water, must be visible and available for watering on a regular basis in each penned/stalled area at all times. NO feeding or watering of livestock in show rings, holding pens, or to and from reweigh stations will be permitted. Colorado State Fair Officials reserve the right, at its discretion, to contact a CSF veterinarian to determine if water should be given. W. SHOW RING: Exhibitors must exhibit and parade their animals in the show ring as directed by the Colorado State Fair Division Superintendent. The Division Superintendent may exclude stock from competition for unnecessary or upsetting delay on the part of the exhibitors in bringing animals into the show rings. Violation of the Superintendents directives or of ring steward show ring procedures may result in discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements, which discipline may include immediate dismissal from the class and disqualification. X. PREMIUMS: There is no limit to the number of animals an exhibitor may enter in a show or in any one class (WITH THE EXCEPTION OF MARKET CLASSES). There is no restriction as to how many places one exhibitor may be paid per class. Premiums will be paid in accordance with the premium schedule listed in each division. Available show premiums are listed under each individual division. Champion Classes consist only of those animals that have been awarded first place. Reserve Champion classes consist of the remaining first place animals and the second place animal from the class from which the Champion was selected. Ribbons will be awarded through 6th place in all classes. Rosettes will be awarded for champion classes. See individual breeds for special awards. Y. ERRONEOUS ENTRY: Participants are responsible for their own errors, and those of their agents and representatives, in preparation of entries. Entry forms must be completely filled out in accordance with instructions and signed by appropriate parties. By submitting application for entry, participant acknowledges he/she has read the Colorado State Fair Show agreements of the Colorado State Fair General Competition Requirements; Open and Junior Livestock Show Competition Requirements; Junior Livestock Sale Competition Requirements; specific and/or special division Competition Requirements and regulations; The National Show Ring Code of Ethics; and the USDA Wholesome Meat Act. Participants further agree to observe and abide by these Competition Requirements and regulations. Z. OBJECTIONABLE EXHIBITS: The Colorado State Fair management reserves the right to exclude from the grounds any exhibit, animal, or entry that may be falsely entered and also reserves the right to exclude those considered undesirable or objectionable without assigning a reason therefore. Person or persons who violate any of the Competition Requirements herein may be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements. The Colorado State Fair Management reserves the right to decline acceptance of entries at any time without statement of reason. AA. PARKING: Official parking permits ONLY are allowed on grounds. The owners or exhibitors of any livestock that are in vehicles that are illegally parked may be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements. Additionally, any illegally parked vehicle may be immediately towed at owner s expense. Only 30-minute loading and unloading will be allowed inside Gate #4 barn areas. All vehicle parking credentials are for outside of Gate #4. Overflow parking will be in the South Lot. Otherwise, parking with a fee in public lots will apply. Large trucks and all livestock trailers must park in the secured designated area at the Southern Colorado Gaming and Event Center. Vehicles parked in unauthorized areas without designated parking passes will be towed at owner's expense. Anyone refusing to move his/her vehicle out of the loading area upon request by officials will automatically be towed at the owner s expense, and, at that time the offending individual, their animals, and their tack will be removed from the premises by a Colorado State Fair Public Safety Officer. Further, all pre-paid entry or credential fees and any premiums won at the Colorado State Fair will be forfeited. BB. SCHEDULE OF EVENTS: Colorado State Fair officials reserve the right to cancel events, change scheduling, combine classes, split classes, cancel classes, and adjust premiums if deemed necessary. Officials have the right to combine any classes with five (5) or fewer animals entered at the time of show. 5

6 CC. INTERPRETATION OR ADMINISTRATION OF COMPETITION REQUIREMENTS AND REGULATIONS: The Colorado State Fair reserves to itself the final and absolute right to interpret these Competition Requirements and Regulations, to fairly and impartially settle, determine all matters, questions and differences in regard thereto, or otherwise arising out of or connected with or incident to the Show, and the right to amend or add to these Competition Requirements and Regulations as its judgments may determine. The Colorado State Fair reserves the right to cancel events or change scheduling if determined necessary. See each division for any specific or special Competition Requirements. DD. INTERFERENCE/CONDUCT: INTERFERENCE WITH JUDGING OR JUDGES: Under no circumstances may any person interfere with any judge during such judge s adjudications. If any exhibitor, in any way, whether in person, by agent or representative, interferes with any judge during that judge s adjudication or behaves in a manner that interferes with any show or with Fair management, the Fair may immediately remove said exhibitor from the judging area, may disqualify the exhibitor from further competition, may remove the exhibitor from the Colorado State Fair s grounds, and may withhold any prizes that may have been awarded in any other event at the Colorado State Fair and Industrial Exposition. EE. RETURNED CHECKS: Any exhibitor issuing a check for payment, which is returned as non-sufficient funds or for any other reason for not clearing his/her account, will be charged a $35.00 service charge. The exhibitor will have 5 working days within which to make payment, by cash or money order, in the amount of the check plus the service charge. No exhibitor will be permitted to show until the non-sufficient check has been paid. If any check is returned after exhibitor has shown, all premiums will be held until the amount of the check is paid, including the $35.00 service charge by cash or money order. Those who do not reinstate their check within 60 days will be turned over to the State of Colorado Collection Department. FF. BARRED EXHIBITORS: The Colorado State Fair and the Colorado State Fair Board, in cooperation with, and as a member of the North American Livestock Show and Rodeo Managers Association and Competition Requirement infraction database, reserves the right to refuse entry of any exhibitor who has been barred from any other show on the basis of unethical practices, disqualified from competition at any major livestock show, from any state fair or county fair, or has had premiums withheld or withdrawn on the grounds of a violation of any Competition Requirement. GG. PREMIUM CHECKS/REFUNDS: Premium checks and Sale checks will be issued only to the individual exhibitor whose name and Social Security Number have been accepted through the State of Colorado as it appears on the completed IRS form W-9 and summary packet. Checks will not be issued to an exhibitor s relative, company, or fitter. In case of a lost check please notify the Colorado State Fair office immediately. All premium checks must be cashed by December 31 of the current year. Any checks not cashed will be void. No replacement checks will be issued after December 31 of the current year HH. USING ANIMALS IN JUDGING CONTESTS: Exhibitors understand that by entering their livestock into competition at the Colorado State Fair, the livestock may be used for judging purposes by the members of Colorado s collegiate judging teams. When an exhibitor is called upon to furnish one or more animals for the students to judge in the Dairy or Livestock Judging Contests, he/she is expected to do so. An exhibitor who refuses to allow his/her animal to be used in this manner may forfeit any prizes he/she has won up to that point. II. EXHIBITOR LIABILITY: Exhibitors of livestock must exercise due discretion in regard to the animals they are exhibiting, whether in the ring, stall or pen, and exhibitor must assume all responsibility for any damages caused by or to his/her animals. The exhibitor will be solely responsible for any consequential or other loss, injury or damage done to, or occasioned by, or arising from, any animal or article exhibited by him/her and for its description as given in the catalog. He/she shall indemnify Colorado State Fair against all legal or other proceedings in regard there to, as well as any damage or injury to any other person or property, caused by the exhibitor or any of the animals exhibited with such exhibition or any of the animals so exhibited. 6

7 JJ. MOTORIZED UTILITY VEHICLES: No motorized utility vehicle resembling any high-powered motorized sports vehicles is allowed on the Colorado State Fair Grounds. Golf carts will only be allowed on the Colorado State Fair premises if issued by the management of the Colorado State Fair. Any privately owned type of golf cart must be inspected and pre-approved by Colorado State Fair Security. The owner must obtain a permit for use and must provide proof of liability insurance. The owner and driver of the vehicle must have a valid driver s license. Any person driving a Colorado State Fair issued golf cart must be a Fair time contracted employee and have a current driver s license. All Colorado State Fair golf carts must remain on the Colorado State Fair property. Golf carts must remain in the Department from which they were assigned at night. Anyone who refuses to comply with this requirement may be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements. KK. REPORTING ALLEGATIONS OF WRONGDOING: Whenever any person believes that an exhibitor has engaged in any activity that violates the competition requirements of the Colorado State Fair or engaged in any unethical activity during the course of a competition, such person will have the opportunity to provide his or her allegations of wrong-doing to the Colorado State Fair for review. Any such report must be made on a form provided by the Colorado State Fair and as set forth in Section IV of the Colorado State Fair General Competition Requirements. LL. CLEAN UP: All stalls and alleys must be cleaned daily before 8:30 am. Dirty shavings and manure must be piled in the designated area of the barn. NO manure should be put into trash cans. LIVESTOCK PAVILION - WEST END DISPOSAL SHEEP AND SWINE - SOUTH SIDE DISPOSAL Those found dumping manure or trash in undesignated areas will be subject to a fine of $ or disqualification, determined by Colorado State Fair officials. MM. RELEASE OF ANIMALS: Participants must obtain a release form from the species specific Livestock Superintendent or Department Coordinator for release of all their animals, equipment, tack and feed or bedding before leaving grounds. Your vehicle and trailers will be checked, and the release will be collected at the exit gate. Removal of animals from the Colorado State Fairgrounds without a signed release or prior to scheduled release time may be subject to discipline as set forth in Section IV of the Colorado State Fair General Competition Requirements and any penalties prescribed by law. NN. DOGS: NO DOGS are allowed on the Colorado State Fairgrounds other than those on leash for direct competition or service animals, as set forth in section 6.2 of the Colorado State Fair Authority Rules, 8 CCR OO. All 4-H competition dogs must stay in their designated show area only and are not allowed in the Livestock, Sheep/Swine, Goat or Small Animal barns or areas. PP. REQUESTING OF NEW BREED SHOW AND INFRACTIONS OF EXISTING: Colorado State Fair Management will consider requests for new breed shows with a signed request by five potential exhibitors and a payment of $500.00, which amount will be applied toward the show s premiums presented to the Livestock Manager before February 1 of the intended year for such participation. Breed shows that decrease to less than 10 exhibitors will be placed on a one-year probation period; pending animal numbers for the upcoming year will determine Colorado State Fair's right to discontinue that Association s show for the following year. The Colorado State Fair requires at least 5 exhibitors and not less than 5 animals to be entered and present to conduct a breed show. If for any reason those requirements are not met at the time of show, those animals will be placed in the Other Pure Breed classes. A Breed association that has any debt from the previous Colorado State Fair year will not be allowed to conduct a breed show the current year. The full payment for the previous year must be remunerated in cash directly to the Colorado State Fair accounting department. The Colorado State Fair Board of Commissioners reserves the right to decide whether to reinstate that breed show for the following year. QQ. SIGNS: A sign may be hung over any animals stalling area addressing the owner s name and organization.
