Lors du relais par équipe chez les cyclistes à main, les relais se feront côté opposé de la ligne d arrivée sur la piste. During the handcyclist team relay, the relay will take place opposite the finish line on the athletics track. 3. Pour le contre-la-montre individuel, les voitures d équipe (nation) seront autorisées à suivre leurs athlètes. Le nombre de véhicules par nation est défini en fonction de la réglementation (art ). Les véhicules d équipe doivent être clairement identifiés. Des postes fixes neutres de dépannage (Shimano) seront placés sur le parcours. Le dépannage depuis le bord de la route par les nations est également autorisé. Les voitures d équipe devront emprunter la déviation à 5 m, avant la ligne d arrivée à chaque tour. For the individual time trial, team (nation) cars are allowed to follow their riders. The number of cars by nation is in accordance with the regulation (art ). Team vehicles must be clearly identified. Neutral service pits (Shimano) will be placed on the course. Team service from the side of the road is also authorized. The team cars must take the deviation 5 m, before the finish line on every lap. Tous Les conducteurs des véhicules d équipe doivent avoir été confirmés avant de suivre leurs coureurs. Tout conducteur qui n a pas été confirmé préalablement, devra se rapporter à un commissaire une heure avant le départ de la session et présenter sa licence (celle de la fédération nationale). All team car drivers must have been confirmed prior to following their riders. Any driver not previously confirmed must report to the commissaires one hour prior to the start of the session and present their license (of the national federation). Dès que le premier athlète d une session (AM et PM) prend le départ, il est interdit de circuler (voiture et cycliste) sur le parcours. Traffic (vehicles and cyclists) on the course is forbidden once the first rider has started his race at the beginning of each session (AM and PM). 6 28 July 2 August 215 Communiqué n 3 Le stationnement pour les équipes se trouve à gauche du rond-point d accès au centre paraplégique, tel que présenté au meeting général. Durant les courses, l accès à ce parking ne sera possible qu en suivant la route à partir du parking public (côté Sursee). Team parking will be located at the left of the roundabout at the entrance to the paraplegics center, as explained during the meeting. During the races, access to the parking is only possible following the road from the public parking (from the side of Sursee). Les équipes pourront se placer pour suivre leurs coureurs au plus tôt 15 m avant le départ de chacun de leur coureur dans la zone définie à cet effet. Elles devront suivre les instructions des membres de l organisation pour se positionner dans cette zone. Les véhicules des coureurs ayant terminé leur parcours devront se diriger immédiatement vers le parking des équipes. Teams may position themselves in the designated area a maximum of 15 m before the start of their rider, in the accurate zone. They should follow the instructions of the organization to park in this zone. The cars of the riders who have finished should go immediately to the parking of the teams. Page 2/2

7 28 July 2 August 215 Communiqué n 4 INFORMATION ANTI-DOPING CONTROL Testing will be conducted under the 215 Anti-doping Rules of the UCI If no specific instruction has been given by the Cycling Anti-Doping Foundation (CADF), the riders will be selected as listed in Appendix 1 of the A.D. Rules of the UCI: Winner in different classes selected by CADF, random may also be added. Riders selected for anti-doping will be identified on a list by their race number or their place in the ranking. The list will be posted at the entrance of the anti-doping room immediately after the race as well as at the finish line. The riders to be tested will be notified by a chaperon; the notified rider shall remain within sight of the chaperon at all times from the moment of in-person notification until the completion of the sample collection procedure. Team officials should not prevent the chaperons to continuously observe the rider. Should no chaperon be present, the rider shall proceed immediately to the doping control station. The absence of a chaperon shall not excuse the rider for not reporting in time to the doping control station. If the award ceremony takes place immediately after the event, a rider needing to go to the award ceremony will be escorted first to the award ceremony area, then to the press conference and finally to the doping control station. Each rider to be tested must present himself at the doping control station as soon as possible and at the latest within 3 (thirty) minutes of finishing the race. If a rider takes part in an official ceremony or attends a press conference, the deadline shall be 3 (thirty) minutes of the end of the ceremony or of the moment that his presence is no longer required at the press conference, whichever is the latest. Riders that have abandoned the race shall proceed immediately to the doping control station. Riders must report to the doping control station with their current license; but if it has no photograph, another I.D. with a photo must be presented. Riders may be accompanied by a person of his choice and an interpreter. Even if there are chaperons present, ultimately IT IS THE RIDERS RESPONSIBILITY TO CHECK IF THEY HAVE BEEN SELECTED FOR ANTI-DOPING CONTROLS. If the rider does not attend the test, a violation of the UCI Anti- Doping Rules will be noticed and the rider could be sanctioned in accordance with Chapter X of these Rules. Any changes related to the localization of the riders participating in the race (hotel name, address and telephone/fax numbers) must be communicated to the DCO as soon as possible; if these changes occur at the last minute, the communication has to be made to the Doping Control Officer (phone number below). 8 28 July 2 August 215 Communiqué n 4 CONTRÔLE ANTIDOPAGE INFORMATION Les contrôles antidopage se dérouleront selon le Règlement Antidopage de l UCI A défaut d instructions spécifiques de la Cycling Anti-Doping Foundation (CADF), les coureurs seront sélectionnés selon l annexe 1 du Règlement Antidopage de l UCI: Gagnant dans des catégories pré-déterminées par le CADF, des coureurs au hasard peuvent également être ajoutés. Les coureurs sélectionnés pour les contrôles antidopage seront identifiés sur une liste par leur numéro de dossard ou par leur place dans le classement. La liste sera affichée à l'entrée du local de contrôle ainsi qu à la ligne d'arrivée immédiatement après la course. Les coureurs, devant se soumettre aux contrôles, seront avisés par une escorte (chaperon); les coureurs ainsi sélectionnés doivent demeurer en contact visuel avec l escorte du moment de leur notification jusqu à la fin de la procédure. Le personnel d encadrement du coureur ne doit pas empêcher l escorte d observer le coureur de manière ininterrompue. Si aucune escorte n est présente, le coureur se rendra immédiatement au poste de contrôle du dopage. L absence d une escorte n excuse pas le coureur de ne pas se présenter à temps au poste de contrôle du dopage. Si la remise du Prix a lieu immédiatement après la manifestation, le coureur ayant besoin d aller à la cérémonie de remise sera escorté d abord à la zone de remise des prix, puis à la conférence de presse et enfin au poste de contrôle du dopage. Chaque coureur qui doit être contrôlé, doit se présenter au local antidopage dès que possible et au plus tard dans les 3 (trente) minutes après avoir fini sa course. Si un coureur prend part à une cérémonie officielle ou participe à une conférence de presse, le délai est de 3 (trente) minutes à partir de la fin de la cérémonie ou du moment que sa présence n est plus requise à la conférence de presse, selon lequel de ces deux événements est le dernier. Les coureurs qui ont abandonné se présenteront immédiatement au poste de contrôle du dopage. Les coureurs doivent se présenter avec leur licence; dans la situation où la licence émise par leur fédération nationale ne comporte pas de photographie, un document officiel avec photo devra être présenté en plus de la licence. Le coureur peut être accompagné d une personne de son choix et d un interprète. Même s'il y a des chaperons présents, IL INCOMBE AUX COUREURS DE VERIFIER S'ILS ONT ETE SELECTIONNES POUR LES CONTROLES ANTIDOPAGE. Selon le règlement antidopage de l UCI, un cas de nonprésentation, une infraction au Règlement Antidopage sera constatée et le coureur pourra être sanctionné conformément au Chapitre X de ce règlement. Tout changement de localisation des coureurs (adresse, numéro de téléphone/fax de l hôtel) doit être communiqué sans délai au DCO; si ce changement survient à la dernière minute, celui-ci doit être communiqué à l agents de contrôle du dopage (coordonnées ci-dessous). 10 28 July 2 August 215 Communiqué n 6 COMMISSAIRES COMMUNIQUÉ 1, Starters : The Team Managers w ill have the opportunity to forw ard modifications to the Secretary of the College of Commissaires. Any change, after the first confirmation, must be notified before 12: pm (noon) the day before each event. Any replacement rider for a confirmed selection may only be from the list of riders already registered. 2, Managers Meeting : The Managers meeting w ill take place at 16. on Wednesday 29 th of July. 3, Equipment : As per UCI Regulation , all bicycles used in the competition must be in conformity w ith UCI regulations. Reminder: The start w ill be refused if the bicycle or the equipment is not in conformity w ith the regulations. Reminder Rule article : When a rider no longer holds the title of w orld champion, he may w ear rainbow piping on the collar and cuffs of his jersey, to the exclusion of any other equipment. How ever, he may w ear such a jersey only in events of the discipline, speciality and category in w hich he won the title and in no other event. In compliance w ith the provisions and , he is not authorized to add the rainbow piping on his national team clothing. Any other rider is not authorized the use of rainbow piping on jersey or equipment (bike, w heel, handlebar, etc.). Bicycles and positions may be re-checked after any race. To avoid any issues prior the time trial, riders/managers are advised to attend for a pre- check w ell in advance of the designated start time. This unofficial control of the bicycles w ill begin one hour before the start of the first rider. Riders are reminded of Regulations and (in part) The use of radio links or other remote means of communication by or w ith the riders, as w ell as the possession of any equipment that can be used in this manner, during an event is prohibited except in time trial events. Riders are reminded of a recent change to Regulation For riders that are 19cm or taller, the horizontal distance betw een the vertical lines passing through the bottom bracket axle and the extremity of the handlebar extensions including all accessories may be extended to 85cm. Any rider wishing to request this exception must report to the commissaires in advance. Reminder Article : to respect conditions for the vision for a handbiker, a control w ill be made before the race. /3

11 28 July 2 August 215 Communiqué n 6 4, Helmet colour for the road races : The follow ing helmet colours are mandatory for each sport class : Red helmet : C5 men & w omen, T2 men, H4 men & w omen, Tandem men White helmet : C4 men & w omen, T2 w omen, H3 men & w omen, Tandem w omen Blue helmet : C3 men & w omen, T1 w omen, H2 men Black helmet : C2 men & w omen, T1 men, H5 men & w omen Yellow helmet : C1 men & w omen, H2 w omen Green helmet : H1 men Orange helmet : H1 w omen Please be reminded, r iders using the w rong colour helmet in the competition w ill not be allow ed to start and/or w ill be w ithdrawn from the race and disqualified. 5, Shoes and socks : For handcyclists, riders are reminded to w ear shoes or sufficiently stiff foot protection, if the footrest is inside the shell; the rider is required to at least w ear socks. 6, Numbers and Transponders : Transponders will be supplied and must be fitted. Numbers must be displayed as prominently as possible. Road Race : Tw o numbers are required. The frame number is required. Time Trial : Only one number is required, centred in the low er back. Frame numbers are not required. For the handbikes, one sticker is required on the side of the helmet as instructed at the race premeeting. For the Team Relay, new numbers w ill be issued. Please fix these small numbers on the helmets of the riders as instructed at the race pre-meeting. 7, Call up order for the road races : According to UCI Rules, riders w ill be called up approximately 1 minutes before the start of each event. All riders must present themselves 3 meters before the start line (3 meters behind the first group for the next group) no later than 15 minutes before their start time for the call up. Riders are reminded to sign on prior to call up. 8, Feeding : Feeding is per mitted only in the designated areas on each lap, except on the first and final lap. The Commissaries Panel w ill grant exceptions, depending on atmospheric conditions and the category, type and length of the race. Feeding is not per mitted during the time trial and team relay events. Page 2/3

12 28 July 2 August 215 Communiqué n 6 9, Jerseys : Only National Team Jerseys are allow ed: All Jerseys used in each competition must match, including the podium presentations. 1, Drafting : Drafting in road race is only permitted amongst riders of the same starting group, any rider taking pace or drafting from a rider of a different group w ill be disqualified. 11, Team Relay : Each team w ill be per mitted only 2 assistants in the team boxes, w ho shall be dressed in the Nations team clothing. The confirmations of the starts w ill take place during the confirmation of the riders between 1. and 12. on Wednesday 29 th July. 12, Anti Doping : Testing w ill be carried out as per the UCI Regulations. The CADF DCO w ill outline the procedure at the Managers meeting on Wednesday the 29 th July. 13, Aw ards ceremonies : Reminder: All riders have to attend the official aw ards ceremonies in racing apparel. Individual riders have to w ear their individual racing clothing. 14, Results Information : All communiques w ill be published and posted at the event and made available in the team tent areas at the start.
