Only a single one can be the best. But more important than victory over others is victory over yourself. It is a great feeling, knowing that you have done your best. 8 MAPS Last revision of all maps was done in June All maps follow IOF standard ISOM 2000 and were drawn using OCAD 8. Competition maps are offset printed and sealed in plastic bags. CONTROL DESCRIPTIONS Control descriptions are printed on the maps. Additional control descriptions will be given out at the team leaders meetings. For short distance and relay only a list of all control descriptions used will be given. For short distance qualification control descriptions for each heat are available at the pre-start area (attaching material, i.e. tape, is not available). TRANSPORT TO THE RACES Transport from the Event Centre (Põlva Culture Centre) to the competition centres is included in the entry fee. It is obligatory for all competitors to use the official transport to the start (except relay). It is responsibility of each competitor to choose a right bus. Competitors accommodated outside Põlva must also use the official transport. Team officials and press can use official transport to get to the finish area. For all competitions it is allowed to use your own transport to the finish area too. One must follow the recommended approaching route. 8

NUMBER BIBS Number bibs will be handed out at the team leaders meetings on the day before the race. Number bib must be attached on chest. It is not allowed to fold the number bib. Please note that for environmental concerns only one set of safety pins (4) per each competitor will be handed out at the first team leaders meeting. Competitors who receive prizes must wear number bibs (new number bibs are provided) during the prize giving ceremony. 9

10 CLOTHING According to competition rules for IOF foot orienteering events the choice of clothing and footwear is free. The organizers recommend fully covered legs and arms. Shoes with spikes are allowed with the exception of first leg in relay. START PROCEDURE Prestart is four (4) minutes. It is a silent start, meaning that competitors names will not be called out. At the start each competitor passes through four consecutive start boxes. When the clock (with sign +4 min ) in front of the start boxes displays the competitor s start time, the competitor enters the first box. This will be four (4) minutes before the start. In the first box, the official checks the competitor s SI-card number; the SI-card is cleared and checked. Three (3) minutes before the start competitor moves into the second box, where loose control descriptions (in short distance qualification) can be picked up. Competitors must bring their own equipment to attach the loose descriptions. The control descriptions are also printed on the map. Two (2) minutes before the start competitor moves to the third box. One (1) minute before the start competitor moves to the fourth (final) box, where each competitor goes to the start line. Competition map will be placed upside down on a small table in front of the competitor. Competitor s number is written on the back of the competition map. Competitor waits the remaining part of the last minute without touching the map. The start is indicated by a series of beeps from a clock. At the last short beep the race starts. Then the competitor takes the map and follows a marked route to the start point, which is indicated by a control flag in the terrain and a triangle on the map. PUNCHING SYSTEM Electronic SPORTident punching system will be used in all JWOC 2003 events. Rented SI-Cards will be handed out at arrival. Competitors will run all races with the same SI-Card. It is responsibility of each competitor to take the right SI-Card to the start. Competitors are responsible for correct clearing and checking their SI card in the control unit located in the start area. There are three reserve boxes on the map for manual punching in case of SI malfunction. Manual punching devices are on the control stand. 10

11 Rented SI-Cards must be returned after relay event. Team Leader is responsible for returning all the rented SI-Cards. TIMEKEEPING In all individual races time will be taken using light-beam. After finish line competitor must download the SI-Card. In the Relay first and second leg will punch after the finish line (2-4m), for the third leg light-beam at the finish line will be used. All relay competitors have to download their SI-Cards after changeover or finish. An independent backup timing system will be used throughout the competitions. Electronic transmission of split times from the competition terrain to the finish is provided by RACOM system. ELECTRONIC COMMUNICATION DEVICES It is forbidden to use mobile phones or other communication devices in the buses on the way to the start and at the start area until the last competitor has started. REFRESHMENT Non-carbonated drinking water is used for refreshment before, during and after the race. Each competitor will receive one bottle of water (0.33l) at the start area and another after the finish. Refreshment during the race is available from plastic drinking cups. PRIZE GIVING For the short distance final and the classic distance (places 1-3) there will be a flower ceremony at the finish area. The official prize giving ceremony of the short distance final and the classic distance (places 1-6) will be held in Põlva. The official prize giving ceremony of relay (places 1-6) will be held at the finish area. There will be a special IOF prize for the best team (all three races taken into account). VIP RACE Race for VIP, press and team officials will be organized on July 12 th on Rosma map (terrain of relay). Mass start for the race (3.8 km, 10 controls) is at 14:30. 11

12 TRAINING OPPORTUNITIES Official training (model event) will be organized on July 7 th on Hatiku map (scale 1: or scale 1:15 000) and on July 11 th on Intsikurmu map (scale 1:10 000). These maps are handed out at arrival. All other training maps are available at the Event Centre for 32 EEK (2 EUR). Please note that organizers do not provide transport to non-official trainings. EMBARGOED AREAS All competition areas (1. Uniküla 2. Küka 3. Rosma) are embargoed until the end of each competition. IDENTITY CARDS Identity Cards for participants (competitors, team leaders, press and VIP) will be handed out at the accreditation in the Event Centre. Identity Card must be presented at accommodation, catering, bus transport and banquet (July 12 th ). It is recommended to carry Identity Card with you all the time. CATERING Food is served at the Põlva restaurant and at the cafe of the Põlva Culture Centre (to be confirmed at accreditation). Identity Cards that are handed out at arrival are used to identify a person at catering (no separate tickets are used). Lunch packet, handed out on Thursday (July 10th) at breakfast, includes: yogurt, juice (1l), portion of cream cheese, portion of jam, musli-bar, apple, banana, two buns, plastic spoon and knife. Special diet will be available for vegetarians and glutenics. ACCOMMODATION Accommodation is situated at three locations: 1) Põlva College (Kesk 25, Põlva) 2) Dormitory of Põlva College (Piiri 1, Põlva) 3) Põlva Sports Hall (Metsa 7, Põlva) To enter the accommodation building one has to present the Identity Card. There is a 24-hour security guard at the accommodation. Key to the room must be left at the reception desk. Peace at night 24:00-6:00. Please do not disturb the others night s rest. 12

13 At the accommodation there is strictly forbidden to wear shoes with spikes. It is forbidden to wash muddy orienteering shoes at the accommodation. Please wash clothes and shoes at the finish area. There are special rooms for drying clothes. Please keep the rooms clean and in order. INTERNET Internet access for participants of the JWOC is available at the Põlva College (Second floor, right wing - 15 computers). Maximum time of one session is 20 minutes. Price for 20 minutes is 15 EEK (1 Euro). OTHER EVENTS JWOC Stamp On the occasion of the Junior World Orienteering Championships the Estonian Post issued a special stamp and postcard. There is a unique possibility to receive a special imprint during the Opening Ceremony on the July 7 th (18:00-21:00). Planting of the JWOC-park and open-air reception of Mayor of Põlva Tuesday July 8 th, 2003 at 16:00-17:30 Team Leaders and officials will gather at 15:50 in front of the Event Centre. The planting of the JWOC-park will take place at Intsikurmu. Every team will plant a tree with the help of representatives of Põlva Rotary Club. The planting will be followed by a reception of Mayor of Põlva at hotel Pesa. 13

14 Excursions Friday July 11 th, 2003 at 09:00-13:00 Alternative A: Tartu Tartu is a vigorous university town with a rich cultural heritage providing diverse leisure opportunities throughout the year. University of Tartu was founded in 1632, the town was first mentioned in Alternative B: Värska The Setu Farm Museum provides a good opportunity to admire Setu farm architecture, old tools and a wide selection of handicraft items. All the year round the museum organizes various additional thematic exhibitions comprising old and modern subjects, from handicraft and archaeology to art. Deadline of registration for excursions (entry form) is on Tuesday, July 8th at the team leaders meeting (17:30). Departure is from bus stop at the Event Centre on Friday July 11th at 09:00. If less than 20 competitors are qualified for the C-final, they run in the B-final. Competitors who start, but are not placed, in either or both qualification races may start before the qualified runners in the lowest ranked final of their class, but shall appear in the result list as not placed. 17
