2 WELCOME TO ROMANIA, WELCOME TO CLUJ-NAPOCA! Dear participants, officials and supporters, On behalf of the EYOC 2015 organizing team and our volunteers, I want to say hello to each of you. We are very glad to have you in our city as our guests. We have prepared for you interesting courses on some of the best terrains from the area. If I only think back 30 years ago, when I ran for the first time in these forests, I already know you will enjoy yourselves as much as I did. During competition days and not only, many events will be organised in the framework of the Cluj-Napoca 2015 European Youth Capital program, so do not hesitate to participate at concerts, go sightseeing and make new friends. If you will be pleased with the quality of the competition, maps, courses and you had fun at the Friendship party from Saturday evening, we have achieved our goal. If something bothers you, please do not hesitate to let us know and we will try to solve it. Nobody is perfect, not even a team. 4 EVENT CENTER AND ACCREDITATION Event Center is located at Hotel Sport, address: Cluj- Napoca, Aleea Stadionului nr.1, GPS coordinates: N, E, same place with accommodation type A2. During the races Event Center will be located at the Event Arena. For accreditation Team Leaders must show the passports or identification card of all team members to prove their nationality and citizenship of the country they are representing. Team Leaders will be asked to give the phone numbers of team contact persons to organizers to be contacted by officials if will be necessary. 4

6 CLASSES AND RESTRICTIONS M16 men born 1999 or later W16 women born 1999 or later M18 men born 1997 or later W18 women born 1997 or later Each country may enter a maximum number of 4 competitors in each class and one relay team / class. All participants must be full passport holding citizens of the country they are representing. PUNCHING AND TIMEKEEPING SYSTEM The punching system used in EYOC 2015 Competitions will be Sport Ident. Competitors can use their own Si cards, announced by the nominative entry form. The organizer will provide SI card for those, who have no SI card, who didn t announced their number of SI card or whose SI card was failing during the test at Registration. Each SI-card is assigned to a certain competitor and must be used by that athlete only. Competitors finish time will be measured with Sport Ident equipment. Results can be followed in the arena. TERRAINS Long distance: between m above sea level; hilly, many contour details, steep valleys, deciduous forest; variable runnability and visibility. Relay: between m above sea level; many contour details, deciduous forest, open and semi open lands; variable runnability and visibility. Sprint: Flat urban area, with many buildings, paved roads and alleys, many playgrounds, parks, metal or vegetation fenses which can be passable or impassable. MAPS Long distance: 1:10000/5m, according to ISOM; Relay: 1:10000/5m, according to ISOM; Sprint: 1:4000/2m, according to ISSOM. CLOTHING In the Long distance and Relay competition whole body covered clothing is recommended. In the Sprint terrain shoes with spikes are not allowed. 6

In case of higher request for a specific accommodation than the places we have, it will take into consideration the registration order. This is due to the restricted number of accommodation from different categories. TRANSPORTATION The organizers will provide free of charge transportation from accommodation to model event, event arenas, ceremonies, party and to all other official activities. Only at the relay competition it is allowed to use your own means of transportation. The organizers will arrange upon request transportation from and to airports. In case of Cluj Avram Iancu International Airport the cost of transportation is 10 eur/pers/ 2 way. For other airports we shall organize transportation upon request. The cost depends on the number of solicitations. The organizers can provide transportation to training areas for 10 eur/pers/2 way. The sprint training areas can also be reached by public transportation (bus, trolleybus or tram). 10

11 GENERAL EVENT INSTRUCTIONS Maps and terrain: The maps are prepared according to the IOF standards (ISOM and ISSOM). The print technology will be demonstrated on the model event maps. All competition maps are sealed in plastic bags. It is generally strictly forbidden to enter any private areas represented using an olive green colour. Special map symbols used in the competitions are explained also on the model event maps. Control descriptions: Control descriptions are in accordance with the IOF standard. Control descriptions are always printed on competition maps. The box size of control description on the map and extra CD will be 5 mm. Extra control descriptions will be at Long and Sprint races. Maximum running time: This is given for every race in the individual event instructions. If the stated limit is exceeded, the competitor will be disqualified. New competition maps: Competition maps will be collected at the finish of each race. New maps will be handed out to teams at the Team Leader Meetings. Check in and quarantine zones There will be quarantine zone for sprint and long race. There will be some tents to provide shelter. There is place for setting up own team tents. There will be toilets and drinking water. There is enough place to warm up. In the quarantine zones, there will be Bags tent, area designated for dropping off bags which will be transported to the finish. Bags will be marked using the competitors tied accreditation card. The organizer is not responsible for bags without tied accreditation card and bags left outside of area designated for dropping off bags. Team officials will be transported to Finish. Start lists will be available. Organizers will not provide food inside the quarantine zones. Athletes and coaches must observe the check-in times for each EYOC race. IMPORTANT TO KNOW: At the check-in to the quarantine zone, each athlete and coach needs to show their accreditation card and give a signature - on that way they can enter the quarantine zone. Athletes will show their start number and SI card as well. In the quarantine is allowed only one entrance and one exit. Second entrance is not allowed for all competitors and officials. The use of mobile phones, GPS units, computers or any other communication device inside the Quarantine zones is strictly forbidden. It is not allowed to bring any previous map of the competition areas into the quarantine and finish area. 11

12 Timekeeping Start: Neither an electronic start gate nor a start SI unit is used. Finish: For sprint and long race finish time is taken when the competitors punches the finish SI station. Official results are given by synchronized Finish SI units. Athletes make the read out of their SI card and leave the Read-out tent if the result is clear. For relay, time is measured when the 3rd leg runner s chest crosses the finish line. Video cameras are used for back-up timekeeping. Times are rounded down to whole seconds. Start procedures Competitors have to enter the first start box 3 minutes before their starting time. Women will stand on the left side in the start boxes and men will be on the right side. In the first start box (-3 min), every competitor has to CLEAR then CHECK his/ her SI-card. In the second start box (-2 min), extra control descriptions will be located. Also there will be clear plastic tapes and scissors to fasten the control description to the competitor s arm or clothing. Organizers will help fixing control descriptions. In the third start box (-1 min), competitors will walk up to the starting line and come to stand next to their maps. Start officials will put one hand on the competitor s shoulder and the other hand on the map. When the start clock gives the 5-th beep, start officials will release the hold on the map and on the competitor s shoulder at the same time. The competitor is now allowed to take the map and take off. On the back side of the map will be the competitor s category. There will be no start SI unit. Taking the right map is the responsibility of the competitor. The start triangle is marked in the terrain by a control flag without SI unit. The compulsory route to this flag is marked with red and white tapes. Competitors are required to go to the start triangle control flag. Otherwise they will be disqualified. Late starters Late competitors must report at the start call-up. If the organizer decides that the competitor has enough time to start at the allocated time, he will be accompanied through the normal procedure by an official to the start line. If the competitor is too late to follow the normal procedure, he will be allowed to start one minute (long distance) or 30 seconds (sprint) before the next competitor on that course. In all cases of lateness caused by the competitor he will be timed as if he started at the allocated time. If a competitor is late through the fault of the organizer he will be given a new starting time. Competitors from the same national team are not allowed to start consecutively. Controls The controls are marked with a standard white and orange flag. Each control will have an SI unit and a traditional punching device as back-up. The number of the control will be on the top of the SportIdent station, not on the flag and not on the stand. 12

13 If the Sport Ident unit does not give the optical signal, it is the competitor s responsibility to punch manually in the reserve boxes on the map and let the finish staff know. Can be controls in the terrain that are very close to each other, though in accordance with IOF rules. Check codes! Finishing procedure From the last control the competitors have to follow the marked route to the finish. At the finish the competitors have to punch the SI unit to get a finish time. After the finish the maps will be collected for all three races. The competitors have to stay in the corridor and follow the instructions for registering their SI data. Competitors giving up the race must go to the finish to report their abandon and hand in their maps. Abandoning the race If a competitor gives up the race he/she must report to the organizers at the finish and hand over the map. Otherwise his/her team will be disqualified. Team zones Only accredited team members and coaches with their personal EYOC accreditation cards will be allowed to enter team zones. In all of the team zones are shelters from rain or sunshine. It is allowed to use own light tents in the team zone. Model event Model events on 25th June will provide relevant examples of cartography, terrain, control sitting and control descriptions. Team officials and competitors will be transported according to the Transport time table to Model event Long and Sprint and technical model event. Personal transport is permitted. The technical model will provide examples of the Sportident punching and timing system, start procedure will be demonstrated There will be only flags at the controls and no other equipment. Model event maps will be distributed to team leaders when registering at the event centre. Spectators Spectators, supporters and fans can cheer their team only inside the Finish arena. The location of the Finish area will be not shown in advance. 13

14 INDIVIDUAL EVENT INSTRUCTIONS Model event Long: There will be controls in the forest between 14:00h 18:00h, 25th June; Parking place GPS: N E Map: Scale: 1:10.000; Contour interval: 5 m; From parking place of bus stop will be marked route to the start triangle control flag located next to a spring. There is washing possibility in the stream. Outside of area represented on the model event map there is embargoed area. Violating the embargoed area is strictly forbidden! Culpable competitors team will be disqualified. Relevance for long: very relevant together with the warm up for long. Relay: the race terrain will be more open and semi-open areas. There is no special model event for relay. Highly recommended is a previous visit to training map number 3b. Sprint and technical model event: There will be out controls between 14:00h - 18:00h, 25th June; School gate GPS: N E Map: Scale: 1:4000; Contour interval: 2 m; Urban area. The starting point of sprint model event and the technical model event will be located at a school. From bus stop will be marked rout to the school. No special parking place for individual cars. Start and finish procedures, punching and timing equipment, controls, maps, placing the maps for relay legs will be demonstrated. Don t enter in areas with forbidden access (symbol No ) The flower beds are represented also as area with forbidden access. After 25th June access to training areas is forbidden. Long Distance Map scale: 1:10.000; Contours interval: 5m; Size: A3. The maps will be protected (plastic bags). Mapmakers: Sándor Fey, Klára Fey Course planner: Kiss Attila, control: Klára Fey First start: Start interval: 2 minutes Maximum running time: 120 minutes. Quarantine: No personal transport is permitted. Team officials will be transported to the finish. Warm up maps will be handed when entering in quarantine. Please tie your ID card to your bag before leaving it at the Bags tent. 14

15 Pre-start: there will be a pre-start for long distance. It is possible to follow 250 m marked route from quarantine zone to pre-start or to visit the controls marked on the warm up map.drinking water will be at the beginning of the marked route from quarantine zone to pre-start. Coaches can follow their athletes next to the pre-start tent. The competitor s name and/or start number will be not called. The competitors responsibility is to be present at the pre-start in the right time. At the entrance in pre-start a clock showing the starting time will be located. The competitor enters the pre-start at -7 min. Competitors will have 4 minutes to walk 300 m to start-zone. Start zone: -3 minutes: entry into the first start box (clear and check). A clock showing the starting time will be located -2 minutes: extra control descriptions can be picked up and fixed -1 minute: position on the start line next to the map - starting time minute : start of competitor. It is the runner s responsibility to pick up the correct map. A clock showing the starting time will be located. Spectators control: none. Refreshments: there will be a refreshment control (water) for each category. (M18 at about 57%, M16 at about 49%, W18 at about 40%, W16 at about 35%) Notes: - refreshment controls are marked in the control description - cameraman may record video or take pictures in the forest and finish area - start lists will be handed out during TLM (25th June) and shortly after they will be published on the website It is strictly forbidden for any team members to reenter the competition terrain until the last EYOC competitor arrives at the finish. All team members are expected to stay inside the arena limits until after the Flower Ceremony (an after race quarantine). 15

16 Finish area scheme Long distance RELAY Map scale: 1:10.000; contour interval 5 m; Size: A4. The maps will be protected (plastic bags). Mapmaker: Sándor Fey Course planner: Gábor Simon, control: Sándor Fey Personal transport is permitted. W16 Mass start: 09:30h; Maximum running time: 210 min. M16 Mass start: 09:35h; Maximum running time: 180 min. W18 Mass start: 09:40h; Maximum running time: 180 min. M18 Mass start: 09:45h; Maximum running time: 180 min. Mix Mass start: 09:50h; Maximum running time: 180 min. Courses: each course consists of two loops. After the first loop runners will punch the spectators control. After that video/spectator control the second loop is rather short, approximately 5 to 8 minutes. Next leg runners are asked to enter the changeover area shortly after their team member visits the video control. Team officials are not allowed in the changeover zone but may stay in contact with the runners. There will be no advance warning of incoming runners. 16

17 Mix course consists also of 2 loops. Start: All runners are strongly encouraged to clear and check their SI card well in advance. 1st leg runners will be asked to enter the mass start area 3 minutes before their starting time. Competitors will line up behind their maps. Maps will be arranged face down with the start number printed on the back. Start will take place on the sound of a start whistling. It is mandatory to follow the red-white tapes to the start flag. About 5 minutes before expected changeover, next leg runners should pass through the call-up point and enter the pre-start area. SI cards are cleared and checked. Having entered the pre-start area, athletes may continue their warming up. Coaches are not allowed to enter the pre-start zone, but may stay in contact with their athletes. The 2nd and 3rd leg runners will follow the start corridor to map-holding sticks where she/he will pick the map labeled with team number and leg number (e.g , ). 2nd leg in the upper part and 3rd leg in the lower part. Lowest team numbers are first from the direction of approach. There will be organizers aiding competitors in taking the correct map. It is the runner s responsibility to pick the correct map. In case the competitor s map has been taken by someone else by mistake, organizers will give a reserve map as quickly as possible. It is mandatory to follow the red-white tapes to the start flag. Changeover and finish procedure: 1st and 2nd leg runners will first make the changeover (incoming and outgoing runners must touch each other) then cross the finish line and after that they have to punch the finish station. The Relay team result is taken when the 3rd leg competitor s chest crosses the finish line. After crossing the finish line the 3rd leg competitor has to punch the finish station. The chest position is decisive if there is a close finish. The finish line will be videorecorded. Please try to keep in the same order as at the finish line until your SI card is read out. Mini-mass start: A mass start for 2 nd and 3 rd leg runners of slow teams will take place at 12:10 if it is known the first 3/6 placed team of M18, M16, W18, W16 category. Quarantine: no quarantine. It is strictly forbidden to bring maps of the competition area into the arena. Special notes: - control descriptions are printed on the maps only, no extra control descriptions are available - refreshment (water) will be provided in Team zone. - cameraman may record video or take pictures during the competition. - results can be followed in the arena - a demonstration of changeover and finish procedure will be 20 minutes before the first mass start. 17

19 SPRINT Map scale: 1:4.000; Contour interval: 2m; Size: A4, sealed with plastic bags Mapmaker: Kuszálik János Course planer: Kuszálik János, control: Dumitru Cioban First start: 9.00 Start interval: 1 minute Maximum running time: 50 minutes Finish arena: The exact location of the Start will not be given in advance. No personal transport is permitted to the start. Non-compeeting team members and spectators are asked to stay in the Finish area for fairness reasons. Start: Bus stop will be close to the entrance of quarantine zone. Quarantine rules must be followed beginning the drop-off zone. For the Sprint race there will be no tents, but there will be enough place for everyone to stay inside or outside a building. Start zone: - 3 minutes: entry into the first start box (clear and check). A clock showing the starting time will be located - 2 minutes: extra control descriptions can be picked up and fixed - 1 minute: position on the start line next to the map - starting time minute : start of competitor. It is the runner s responsibility to pick up the correct map. A clock showing the starting time will be located. Refreshment: no refreshment is provided during the sprint race. Quarantine: opens at 07:30 closes at 09:00. Notes: - the race will be in the city and competitors have to cross streets. The streets will not be closed for car traffic. Even though there is no heavy traffic in that part of the city, competitors have to be careful when crossing streets. A crossing point marked on the map leads the competitors through a bigger street, which is marked as forbidden area. - it is forbidden to cross an area with forbidden access! Competitors violating this rule will be disqualified. - there are several flower beds / hedges which are marked with area with forbidden access / impassable vegetation and are forbidden to cross. - in some parts of the courses, competitors must give extra attention to the map because of close controls and turns in the course. Connecting lines between controls may be curved to improve legibility. -start lists will be handed out during the TLM (27th June) and shortly after they will be published on the website. -It is strictly forbidden for any team members to reenter the competition terrain until the last EYOC competitor arrives at the finish. All team members are expected to stay inside the arena limits until after the Prize giving Ceremony (an after race quarantine). 19

21 HEALTH INSURANCE The Event Organizer will provide first-aid at each competition site. There will be an ambulance at each event arena. Emergency care and major hospitals are within 20 minutes drive from each competition site. Clinicilor nr.3-5, tel.(+4) Whole list of hospitals from Cluj-Napoca: The Event Organizer will not bear any responsibility related to the cost of medical services for participants. Each Federation is responsible for the health insurance of all their delegates. Tick borne Encephalitis vaccination is recommended WEATHER The weather can vary quite a lot in summer. You should be prepared for temperatures ranging from +10 C degrees with strong wind and rain to 30 C degrees with sun and calm wind, especially at relay area. Due to the high temperature and rain the forest is full of mosquitoes. PUBLIC EVENT During the EYOC 2015 will be organized the 14th edition of Transylvania Open, a 4 day orienteering event for all categories (MW10-80). Don t miss the opportunity to compete at the terrains of the EYOC 2015 and in the same time encourage your young compatriots.
