Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Appendix D, Team Racing Rules, will not apply. 1.3 Section C, Expedited Hearings, of Appendix T, Alternative Procedures for Dispute Resolutions, will apply. 1.4 Racing rule 44.1 will be changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 1.5 The sailing instructions may change other racing rules. 2. Eligibility, Entry and Format of the Regatta 2.1 The regatta is open to dues-paid members of the Harbor 20 Fleets at Newport Harbor (Fleet 1), Hilton Head (Fleet 3), Santa Barbara (Fleet 4) and Annapolis (Fleet 5). 2.2 Three teams may enter from each Fleet, selected as their Fleet determines. Each team will consist of two members. A boat owner s representative will also be on each boat. 2.3 Eligible competitors may enter by submitting the attached Entry Form by to the Event Chair, Kevin Keogh, at keoghke@gmail.com with a copy to the South Carolina Yacht Club Yachting Director, Mark Newman, at mnewman@scyachtclub.com and paying the entry fee not later than at event registration. Competitors are requested to submit the Entry Form not later than Friday, July 31. No entries will be accepted after 1300 on Friday, October The format of the regatta will be fleet racing for the East-West Challenge Trophy and individual awards. The teams from Annapolis and Hilton Head will be identified as the East team and the teams from Newport Harbor and Santa Barbara will be identified as the West team. See #8 Scoring and #9 Prizes below. 2.5 Boats will be provided by Fleet 3 with assistance from Fleet 5. Competitors must use the provided boats and may not make any modifications without prior approval of the Organizing Authority. Boats will race without spinnakers. Teams will draw for boats.

Fees 3.1 The entry fee is $275 per Harbor 20 competitor and includes all of the social events listed in the Schedule below (Thursday reception, Friday dinner, Saturday breakfast, Saturday dinner, Sunday breakfast, Sunday awards dinner), charter fees, regatta shirt and, if desired, housing in Fleet 3 members homes. 3.2 Non-competitors who wish to attend all of the social events listed in the Schedule below may purchase an all-event ticket for $200 at registration on Thursday or Friday, October 22 or 23. Tickets for individual social events will also be available for purchase. 4. Schedule Thursday, October to 1800 Registration desk open at South Carolina Yacht Club to 1900 Welcome reception at South Carolina Yacht Club. Cocktails and hors d oeuvres. Housed competitors meet housing hosts. Friday, October to 1300 Registration desk open at South Carolina Yacht Club Boats assigned for practice sail/practice race. Competitors meet owners reps Practice sail/practice race. Visitors learn harbor lock-out/lock-in procedures Meeting of the Harbor 20 Class Association at South Carolina Yacht Club Competitors meeting with Principal Race Officer. Boat draw for Saturday and Sunday racing Cocktails and dinner at South Carolina Yacht Club. Saturday, October to 0900 Breakfast buffet at South Carolina Yacht Club 1000 Harbor start Warning signal for the first race Carolina Oyster Roast & Pig Roast at the home of Mary and Joe Highsmith, 41 Pine View Drive, Bluffton. Sailing Instructions The sailing instructions will be available at registration and, approximately one week before the regatta, online at the South Carolina Yacht Club web site which is 6. Venue The racing area will be in Calibogue Sound near Windmill Harbour, Hilton Head Island, South Carolina or, if conditions require, farther south in Calibogue Sound or in the May River.

3 7. Courses The courses to be sailed may be windward/leeward or windward/leeward/windward around dropped marks. 8. Scoring 8.1 Multiple races are scheduled. One race is required to be completed to constitute a series. 8.2 The Low Point Scoring System of Appendix A will be used except that when fewer than five races have been completed, a boat s series score will be the total of her race scores. When five or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 8.3 For purposes of the East-West Challenge Trophy, all of the East team boats series scores will be summed and all of the West team boats series scores will be summed. The team with the lowest combined score will be the winner of the East-West Challenge. 9. Prizes The winner of the East-West Challenge will be awarded possession of the East-West Challenge Trophy until the next East-West Challenge Regatta. Permanent prizes will be awarded to the skipper and crew with the best individual performances in the regatta. 10. Radio Communication It is recommended that each competitor bring a handheld VHF radio. The race committee may make communications by VHF radio. Except in an emergency, a boat shall neither make nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and computer applications. 11. Disclaimer of Liability Competitors participate in this regatta entirely at their own risk. See rule 4, Decision to Race. Competitors acknowledge that sailing involves potential risks. As a condition of their participation in this regatta, competitors release all claims they may have against South Carolina Yacht Club and its officers, directors, members, committees and employees for damage to property, personal injury or death sustained in conjunction with or prior to, during or after the regatta. Competitors shall be responsible for damage or injury caused by their breach of The Racing Rules of Sailing or applicable governmental rules for the avoidance of collision. 12. 4 2015 Harbor 20 East-West Challenge Regatta Additional Information Information we need from each Fleet To help us plan, we would like to know as early as possible how many non-racers will attend the Regatta in addition to the entry information for racers. If any non-racers wish to purchase a regatta shirt, we would like to know that along with shirt sizes. You can send all of that information by to keoghke@gmail.com with a copy to mnewman@scyachtclub.com Travel For those who will be flying, the most convenient airport is Savannah (airport code SAV). It is served by American, Delta, Jet Blue, United and US Airways and has many car rental agencies. It is about a 45-minue drive from the airport to South Carolina Yacht Club. It is also possible to fly into Hilton Head airport (airport code HHH) which is about a 15-minute drive from the Club but is served only by US Airways (soon to be American) prop jets. That airport has car rental agencies and taxi service to all of Hilton Head Island. South Carolina Yacht Club is located in a community called Windmill Harbour which is on Route US 278 (exit 8 on I-95 in South Carolina). Travelling eastbound on 278, Windmill Harbour is the first community entrance on the right after crossing the two bridges that span the Intra-Coastal Waterway. There is a security gatehouse at the entrance. If you give us your names in advance, we will arrange for a gate pass that will be valid for the duration of your visit. Lodging Those who wish to have housing with Fleet 3 members should contact the Housing Hosts Chair, Sara Daniel, by at spdan4@gmail.com with your names, arrival and departure dates and contact information. For those who wish to stay in a hotel, South Carolina Yacht Club has arranged for a special room rate of $149 per night plus tax and local fee at the Sonesta Resort Hilton Head Island, which is about a 20-minute drive from the Yacht Club and has an ocean beach, golf course, tennis courts and spa. That rate is available from Thursday, October 22 through Tuesday, October 26. Reserve your guest room online at using the group code 1022HARBOU or by calling and using the same group code. Yacht Club Facilities The South Carolina Yacht Club restaurant, bar, pool, gym and tennis courts will be available for use by visitors. Take-out lunches will be available for purchase for race days with an advance order at registration. You will receive a guest card at registration and can settle all charges by major credit card. The Club has preferential greens fee arrangements at local golf courses. What Conditions Should You Expect In late October, the average daytime high temperature in Hilton Head is 75 and the average nighttime low is 55. The average water temperature in Calibogue Sound is 75. Calibogue Sound is open at the north to Port Royal Sound and at the south to the Atlantic Ocean. The rise and fall of the tide ranges from 7 to 8 feet, producing tidal currents of 1.5 to 2 knots.
