Commodore s Letter Ushering in 2017 As we gathered for our first Board meeting, we were blessed to have Shaun Lehman and Janice Portillo join the team for Shaun is our new Fleet Captain, and Janice now runs the Ship s Store also known as the Chandlery. They ve hit the ground running with new strategic plans in publicity, and they also bring special CPR/1st Responder talent to the table! Read about a NYC-dedicated training class on page 6. Vice Commodore Kevin Arndt will join Commodore Fred Styer at the first HYRA meeting on O`ahu this month, where Kevin is on the agenda to clarify PHRF Handicap calculations for our Kaua`i Channel Race (KCR) on August 4th. We ll also have the chance to share Nawiliwili Yacht Club cheer with other HYRA yacht clubs and encourage them to join us for KCR celebrations this year. KCR Planning Committee meetings begin March 6th from 5 to 6 pm. Please join us! We need your talents and energy big time! Table 53 at the RumFire Po`ipū Beach Sheraton was a big hit for KSA in January, where all proceeds were donated to KSA. Speaking of KSA, please visit their website at There are a host of activities for both young and old, with Adult Learn to Sail classes soon to be offered! Charlotte Ross (Secretary) and John Ross (Webmaster) have created the most useful tool we have beyond the good ole corkscrew nawiliwiliyachtclub. org, where you can now plug in and be wellinformed club members. What a concept! And as a bonus, if you re active with our club or with a related Kaua`i organization, this can be a resource for publicity. Feel free to contact Charlotte or John with activities you d like posted. New Members Potluck Social Our annual New Members Potluck was held on Friday, January 20th from 5:30 to 7:30 pm. Again, the food and fellowship were fantastic! There were lots of great discussion and good cheer. Make Note: If we say Potluck, don t miss it! Big Mahalo goes out to Doug & Bonnie Tiffany for creating this wonderful event back in 2015, which now gives new members who joined within the previous 12 months a chance to meet the NYC Board members and ask questions about our club. This has become our break-out party for the New Year.

4 We re now all warmed up for our Opening Day Races and the Champagne Picnic on the Lawn. See you on the 11th! Burgee Exchange Tahoe Yacht Club founded many businesses and government programs, and taught entrepreneurship, grant funding, and business management at U of H, KCC. Ron & Vicki Solomon from Tahoe Yacht Club ( were our first visitors for Although our club was idle, we had a chance to show them around and talk story about their club activities on the lake. They were enchanted with our fine little setting in Nawiliwili Small Boat Harbour and promised to return when we re in full swing. Commodore Fred Styer Racing News Over the winter I ve seen a lot of work done on the race fleet with several boats hauled out, rigs inspected, and sails rinsed down and dried. I hope everyone is race-ready and set to compete because Saturday, February 11th at 10 am is the Opening Day Race Series and the beginning of the 2017 NYC racing season. We plan to have three races that day followed by the Champagne Picnic on the Lawn at the Clubhouse. We want the picnic to be a great party, so invite guests and visitors as we welcome in the 2017 race season. As you perform your pre-checks before the race, make sure that none of your safety equipment has expired, and you have the correct number and type of PFDs on board. Please make sure your RaceQs on your mobile device is up-todate and working. The Glen Hontz Memorial Series is a six-race series starting on Thursday, February 16th. This race series is in honor of Glen Hontz, a longtime member of the NYC, who The first Offshore Skippers Race will be on Saturday, March 4th. This is a great opportunity to take your racing skills out beyond the confines of the harbour and the frustrations of buoy rounding, and let your boats fly! We had three boats sail this race last year and all enjoyed whale and spinner dolphin sightings during the day. It s also a good time to make a plan for the night your boat is scheduled to host the postrace dinner. The host boat should contact NYC Secretary Charlotte Ross a few days before the race with the menu so she can send a pre-race letting everybody know what s for dinner. The guideline for the price of the meal to diners is $10 or less; special party dinners will be higher. The cost of the food will be reimbursed by the club, and the profits will be used for club expenses. Having said this, there s nothing like coming back to the club to boast about the perfect tack-to-cover maneuver over a cold libation and delicious food prepared by the other boat! 6 Burgee Exchanges Commodore Fred Styer presenting the NYC Burgee for a burgee exchange to Gary & Lyne Fitzgibbon from Maple Bay YC, BC, Canada. Gary and Lyne own and race an Olson 30 and were impressed with how active the Olson 30 fleet is with NYC. Mahalo, Kevin Arndt, Rear Commodore Janice & Shaun Crewing on SPEEDY Jump Right In! Two of our new members have jumped right into participating in our club s inner workings. Shaun Lehman took up the job of Fleet Captain for Originally from Colorado, Shaun has lived on Kaua i for almost three years. He grew up near the mountains but loves the ocean which is what brought him to NYC with a desire to learn sailing. He also loves to paddle, swim, and scuba dive. Janice Portillo is now the Chandler taking care of the Ship s Store, bringing the same enthusiasm to the job that she does with everything. Janice has always loved the water, and hails from El Paso, TX. She loves sailing and can usually be seen on the foredeck of Speedy waving, smiling, and working hard! Also an avid paddler and diver like her kane Shaun, she is also a scuba instructor. Emergency CPR & AED Course The Nawilliwilli Yacht Club will be offering a CPR & AED Course to Club Members and their families at a discounted fee of $60 per person. Non members who wish to participate in the class will be charged $85. This includes course materials, a pocket CPR barrier, and CPR/AED certification. The class will be held Saturday, March 11th from 8:30 am to 12 Noon in the Clubroom. Deadline for registration for the class is Wednesday, March 1st and is limited to twenty participants. We request $20 for participant materials at registration. The AED course teaches the basic principles of CPR and how to deploy and use an Automated External Defibrillator (AED) in an emergency situation. This life saving device can increase a patient s chance of survival from a cardiac arrest by fifty percent. We are looking forward to seeing you at this valuable and rewarding course which will give you the skills and certification to help in an emergency! 7 Kaua`i Sailing Association Mahalo NYC Members! January was a very busy month for KSA, but first and foremost a huge Mahalo to everyone who dined at Table 53 in January! What an extraordinary fundraising opportunity for KSA. Mahalo for your support! Nippon Maru Tour On January 6th, 23 Sailors and supporters of KSA boarded the Nippon Maru for a tour. KSA was invited on board in recognition of the dinghy training they provided to the cadets of Nippon Maru in The Nippon Maru is the flagship for the Japan Maritime College with 168 persons on board. The visit was particularly special as the last time the boat was in port was Captain Tomoki accepted an NYC burgee from Ken Martinez and Shale Shore, and jokingly said he would fly it from the top of the main mast! The sailors also gave the crew a thank you card. After receiving the card the crew deemed them worthy of a special tour. KSA Visiting the Wheel House During Nippon Maru s January 9th departure, KSA dinghies sailed as tiny escort boats beside her to the lighthouse. It was an impressive sight with all 110 cadets in the rig waving white sailor caps and chanting in unison. Navigation Training KSA was lucky to have Suzie of the Maritime License Center who teaches captains courses on Kaua`i, Maui, and O`ahu with us on January 22nd. Suzie ran a morning program for the kids that included basic chart plotting such as ETA, set, drift, and course corrections. The kids also learned to go from compass to true and time speed distance calculations. Well done everyone! Kite wawe koutou (Maori for see you soon), Sea & Bill Peterson Advanced Quiz 96 Three boats are approaching the windward mark to be left to port.s, on star board tack, is slightly above the starboardtack layline, and hails Starboard! Two port-tack boats, PL and PW, are approaching just below the port-tack layline. PL, to leeward, does not hail PW for room to tack. PW tacks to star board, immediately followed by PL. Both boats tack in the zone and complete their tacks without interfering with S. PW then luffs sharply up to nearly head to wind to round the mark. PL and S luff sharply above a close-hauled course as well, to avoid contact. S protests. You are on the protest committee; how would you decide this? ANSWER TO QUIZ 96 PW and PL are both disqualified. S breaks no rules. PW breaks rule 18.3, Tack ing in the Zone, and PL breaks rule 18.2(a), Giving Mark-Room. As the boats approach the windward mark, both PL and PW are required to keep clear of S, under rule 10, On Opposite Tacks. Furthermore, S is not required to give PL or PW mark-room because the boats are on a beat to windward (see rule 18.1(a), Mark-Room: When Rule 18 Applies). However, because PL and PW are over lapped when they reach the zone, PL is required to give PW mark-room, under rule 18.2(b), Giving Mark-Room, which includes room for PW to tack when PW can fetch the mark (see the defintions Fetching and Mark-Room). When PL tacks, she is required to keep clear of S from the moment she passes head to wind until she is on a closehauled course, under rule 13, While Tacking. And when both PL and PW are past head to wind and neither is on a closehauled course yet, PW (the boat on the left) is required to keep clear of PL (the boat on the right) (see rule 13, While Tacking). After PL and PW com plete their tacks (reach a closehauled course) they become the right-of-way boat to boats to windward of them, under rule 11, On the Same Tack, Overlapped; but they are initially required to give boats to windward of them room to keep clear under rule 15, Acquiring Right of Way. Each windward boat, PL and S, keep clear. Up through position 2, PW, PL and S have complied with the rules. At position 2, because PL and PW pass head to wind in the zone and are fetching the mark, rule 18.3 applies between each of them and S; therefore rule 18.2 does not apply between them and S (see rule 18.3) meaning that S does not need to give PL and PW mark-room (she simply needs to keep clear of them under rule 11). Rule 18.3 does not apply between PL and PW because rule 18.3 only applies between boats that have been on opposite tacks before the port tack boat tacks (see rule 18.3). When PW tacks, rule 18.2(b) ceases to apply between PW and PL (see rule 18.2(d), Giving Mark-Room)). When PW and PL are both on starboard tack (position 2), they are overlapped and rule 18.2(a), Giving Mark-Room, applies. PL (the outside boat) is required to give mark-room to PW (the inside boat). At position 3, PW luffs (changes course) as needed to round the mark. PL luffs in response in order to keep clear of PW and to try to give her mark-room. S luffs in response in order to keep clear of PL. Because PW s and PL s luff causes S to sail above a close-hauled course to avoid contact, PW and PL each break rule However, when PW luffs, she is required to give PL room to keep clear, under rule 16.1, Changing Course. Room includes the space PL needs to comply with the rules of Part 2, which includes rule 18.3 (see the de finition Room). Because PW s course change compels PL to break rule 18.3, PW breaks rule 16.1, and PL is exonerated for breaking rule 18.3, under rule 64.1(a). But because PW could not sail to the mark without breaking rule 18.3, PL fails to give PW room to sail to the mark (see the definitions Room and Mark-Room) breaking rule 18.2(a). Because PW needs to luff to round the mark, she is sailing within the mark room she is entitled to from PW. Therefore she is exonerated for breaking rule 16.1, under rule _1 Exoneration. However, because PW is not entitled to mark-room from S, she is not exonerated under rule 21 for breaking rule Furthermore though she is sailing within the mark-room she is entitled to from PL, rule 21 does not include exoneration for breaking rule Finally, even though PW is entitled to mark-room, no boat compels PW to luff and break rule PW sail to the incorrect side of the mark. Therefore she is not entitled to exoneration under rule 64.1(a) either. (See World Sailing Case 133.) Contact: NYC Notice of Race Offshore Skipper s Choice Saturdays: March 4 ~ April 8 ~ June 10 ~ October7 RULES: This series of races will be governed by the rules as defined in The Racing Rules of Sailing (RRS). U.S. Sailing and HYRA prescriptions with NYC modifications will apply. ELIGIBILITY AND ENTRY: The races are open to the following classes: Monohull & Multihull with LOA over 21 (3 boats are required to make a class) & Open (Monohull & Multihull) combined if individual classes are not established in both). There is no entry fee and NYC membership not required. SKIPPERS MEETING: There will be a skippers meeting at 0900 hours at the picnic tables at the NYC Clubhouse to determine: The race course of the day How the race will start and end (no starter is scheduled) RACE SCHEDULE: Saturdays: March 4, April 8, June 10, October 7. The scheduled time of the warning signal for each race start is 1000 hours. SCORING: Skippers will report their finish times to Vice Commodore Kevin Arndt. The scores for these four races will be combined with the scores for the Nawiliwili-Hanalei-Nawiliwili Offshore races to constitute the ten-race (10) Offshore Series.
