7 Volunteering Volunteer at Mandurah Offshore Fishing and Sailing Club. There is another absolutely vital crew who participate in every race - The Race Officials. This group of dedicated volunteers, led by the Race Officer, make racing possible. Without this team out on the racecourse, or at the race office there would be no racing or training. If you re not a sailor, but want to get involved, please get in touch with our Saturday Racing Volunteer Coordinator Sheranne Casey and/or Rear Commodore Dinghy Allan Payne Why should I volunteer? Training opportunities. Volunteering is rewarding and satisfying. Great way to spend time on the water and meet new people. MOFSC are always looking at ways to develop our volunteers. 8 International Code Flags Keelboats (Amended) Appendix E: Handicapping and Results 1. Unless otherwise indicated, all races sailed at Mandurah Offshore Fishing and Sailing Club during the Summer season will be sailed using a Performance based Handicap System. 2. Competitions Div A and JaM: Windward/Leeward Series; Handicap Start Series; Ocean Race Series; Consistency Series (Round the Marks); The Brian Burrows Digger's Cup. Soling: Windward/Leeward Series; Handicap Start Series; Ocean Race Series; Club Championship Series; State Championships; The Brian Burrows Digger's Cup. Numeral Pennants Season Consistency Trophies For Div A, JaM and Soling fleets, a Season Consistency Trophy will be awarded, based on corrected times across all events, with the exception of the Soling State Championships. Performance Handicap System Handicaps are adjusted with a penalty based on position. 1st is increased by 2%, 2nd by 1%, 3rd by 0.5%. Other finishers and Non-finishers are not changed. A non starter will not be adjusted. Handicaps will be Normalised. Substitutes Dinghy 1. Championship Trophy Single Fleets will be an over the line system and mixed fleets will be a yardstick system. 2. Consistency Trophy This will be calculated using a performance based handicap system. 3. Performance Handicap System The boat awarded 1st place will have their handicap increased by 1.5%. 2nd increased by 0.75%. The rest of the top third decreased by 0.15%. The rest of finishers decreased by 0.45%. Non-finishers will have no change. Handicaps will be Normalised. 8 45

Foreword Welcome to the 2014/2015 Summer Sailing Season at the Mandurah Offshore Fishing and Sailing Club. MOFSC proudly presents a program full of variation and fun activities this summer season. If you are a new skipper, as in any other sport, there are rules and requirements before you can join the game. The Office and Race Committee are able to advise, guide, mentor and assist you. MOFSC run a range of courses for beginners and experienced sailors to get you started, or you can join other boats to gain experience before you go racing with your own team. For a sport with inherent danger, injury and damage is very rare due to the competence and skill of skippers and crew. Competitive sailors respect the sea and love their dinghies and yachts. The sport is very safety conscious, despite the heroic escapades on deck in a stiff sea breeze and a kite hoist, with the fleet jostling for position up around the top mark. Camaraderie both on the boats and ashore after races is legendary, when rivalry is set aside and each moment of gain and loss is relived at the hospitality of the clubhouse. There is another absolutely vital crew who participate in every race the Race Control crew. This group of dedicated volunteers, led by the Race Officer, make racing possible. Without this team out on the racecourse, there would be no sport. If you re not a sailor, but want to get involved, please get in touch with the Office. For all competitors, common sense and the first rule (make every effort to avoid collision) are the principles on the water. Keep your boat and crew safe. Learn the basic rules before you join the fleet to avoid being advised very loudly of your ignorance. This handbook has detailed information on the calendar of events and course details. For both Dinghy and Keelboat Sailors. To get regular crew positions, contact the Office or Race Committee who keep a list of crew looking for boats, and skippers looking for crew. Crew membership is affordable. You can register yourself for a Discover Sailing Experience online and have your try at racing. If you enjoy it, become a member and continue sailing! Upon completion of all three courses a sailor will be encouraged to become a member of the Mandurah Offshore Fishing and Sailing Club and join the Mandurah Sailing Team. MOFSC also offers Learn to Sail courses for adults. For all course dates and for more information visit Club Racing and Training Dinghy Sailing Those sailors who do not wish to train are invited to enjoy club racing on Saturday afternoons. All sailors must register online prior to the start of an event. A sailor will only be considered once they have paid the appropriate fee. Mandurah Sailing Team The Mandurah Sailing Team train regularly on Tuesdays, and s with racing on Saturdays with the aim of competing for MOFSC at local, state, national and international competitions. Upon completion of these courses you will be encouraged to join the Mandurah Offshore Fishing Sailing Club and begin racing at club events. For course dates and for more information visit Club Racing and Training Jib and Main (JAM) JAM sailors are invited to race on Saturday afternoons. All sailors must register and pay online prior to the start of an event to be eligible to race. Solings Soling sailors are invited to race on Saturday afternoons. All sailors must register and pay online prior to the start of an event to be eligible to race. Division A Division A sailors are invited to race on Saturday afternoons. If you are unsure if your yacht qualifies for Division A, please contact the office. All sailors must register and pay online prior to the start of an event to be eligible to race. 13

14 Sailing Instructions 1. RULES 1.1 The racing will be governed by the rules as defined in the Racing Rules of sailing (RRS). Yachting Australia prescriptions will apply. Appendix C: Launching and Course Area A Dinghy Racing 1.2 The prescriptions of Yachting Australia and YA Special Regulations Part 2 for Off the Beach Boats will apply. 1.3 The Soling Class rules provide for a minimum crew of two (2) and a maximum crew of three (3). 1.4 Soling is racing under safety category.14 according to the YWA (Yachting WA) Compliance Card 2. NOTICE TO COMPETITORS Notices to all competitors will be posted on the official notice board located inside the building of the South East entrance of MOFSC. In addition to the notice board, notices to competitors may be updated on the MOFSC website and Facebook Page. 3. CHANGES TO SAILING INSTRUCTIONS 3.1 Any changes to the sailing Instructions will be posted on the official notice board not less than two hours before the scheduled start of the first race it will affect, except that any change in the Schedule of Races will be posted by on the day before it will take effect. Code Flag L will be flown from the signal mast, see 4.1 of SI, when a change of sailing instructions is posted. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the signal mast on the lawn to the south east of the clubhouse. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 5. ELIGIBILITY AND ENTRY 5.1 A person intending to race, shall complete the (see link below) Online Registration Form ( ) to the relevant class/division they intend to sail and if a skipper shall submit an Insurance Certificate of Currency. Neither a Skipper or a Crew will be considered registered and eligible to race until they have paid the appropriate fees

MARKS 10.1 Marks for Championship, Consistency and Handicap races will be fixed spar marks and/ or inflatable yellow, orange or red buoys in accordance with the courses shown in Appendix B. Marks for the Short Course Series will be inflatable yellow, orange, pink or red buoys. A Day Buoy may be used as part of any course Dinghy: Marks will be yellow, orange, red, green or pink inflatable buoys Coastal Races: Marks will be fixed spar marks, Department of Transport marks, inflatable marks or approximant GPS coordinates described in the MOFSC Marks in Appendix B. Inflatable marks will be yellow, orange or red. 11. OBSTRUCTIONS 38 Please note that after leaving the harbour there is a sand bar directly NE stretching approximately 300m NE. 15

THE START 12.1 Races will be started using Rule To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound signal for at least four minutes before a warning signal is Fixed Marks and Point Robert Gate Approximate Positions Mark B Mark C displayed The starting line will be between the staff displaying the orange flag on the race committee boat at the starboard end and a flag buoy displaying an orange flag at the port end A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes Rule A A boat who s warning signal has not been given shall keep clear of the starting line. 12. A boat failing to comply with paragraph 12.5 shall be scored DSQ with out a hearing. Point Robert Gate Point Robert Cardinal Mark A Mark D 12.7 When more than one race will be held on the same day for the same class the warning signal for each subsequent race will be made as soon as practicable after the completion of the previous race. To alert competitors and coaches that the next race will commence, the Race Committee may sound a long sound signal and display an orange flag. Falcon and Seascapes Buoys Approximate Positions 12.8 Handicap Start Procedure 5 minutes: Warning Signal Code Flag F (All classes) 4 minutes: Preparatory Signal 1 minute: Preparatory Signal removed Highest number displayed. Starting Signal: Code Flag F removed, highest number dropped and next highest number displayed. Seascapes Handicap numbers will be displayed on a board on the Committee Boat. Numbers will fall at one (1) minute intervals. A boat shall start on the fall of its handicap number. Handicap numbers will be displayed on the Official Sailing Notice Board at least two (2) hours prior to the scheduled race start Start order. The line is between the boat orange flag and the pin buoy with orange flag. 13.1A An additional dinghy finish line may be set on the starboard side of the committee boat When a course has been shortened the finish line may be between the Committee Boat or a Support Boat displaying a blue flag and a S-Flag and an adjacent mark Tower Finish Will be situated between the MOFSC Race Control Tower and MOFSC A Mark. The finishing line is defined by the MOFSC A Mark to seaward and an inflatable mark positioned inshore of the MOFSC A MARK After finishing, boats shall keep clear of the finishing line A boat failing to comply with paragraph 13.4 shall be scored DSQ with out a hearing. 14. PENALTY SYSTEM 14.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty 14.2 The Race Committee may decide to use on-water umpiring at any time Outside Assistance The Race Committee may retrieve crews and return them to their boats for safety reasons. Outside help whilst racing shall be reported to the protest committee before the end of protest time on the day concerned on a form available from the race office. The penalty for such a breach of rule 41 shall be at the discretion of the protest committee. This changes rule TIME LIMITS 15.1 Round the Marks The time limit for the first boat to finish will be three (3) hours. A boat failing to finish within 45 minutes after the first boat in its division/class will be scored Did Not Finish (DNF) without a hearing Windward Leeward Championship Series and all Dinghy Races. The time limit for the first boat to finish in each division shall be 0 minutes. A boat failing to finish within 20 minutes after the first boat in its division/ class will be scored Did Not Finish (DNF) without a hearing Coastal Races The latest time for finishing Ocean Races is 1700 hrs. A boat finishing later than hrs will be scored Did Not Finish (DNF) without a hearing. 17

18 1. PROTESTS AND REQUESTS FOR REDRESS 1.1 Protest forms are available at the Official Sailing Notice Board in the MOFSC Clubhouse. Protests and requests for redress or reopening shall be delivered to the person manning the tower within 0 minutes of the finishing time of the last boat of that division/class for the last race of the day or later at the discretion of the Race Committee. One representative of each boat shall be available immediately for the arbitration hearing. 1.2 Notices will be posted on the official notice board within 30 minutes of the Protest Time limit to inform competitors of hearings in which they are parties or named as witnesses. 17. ARBITRATION 17.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted. Rule 3 is changed such that an arbitrator may allow a protest to be withdrawn. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. 20 18.4 A sailor, requested by the Race Committee to volunteer instead of race for the days events, will be scored average points for each of those events. 19. SAFETY REAGULATIONS 19.1 A boat retiring from a race shall notify the Race Committee as soon as possible. This shall be done by notifying he Race Committee Boat or the Control Tower. The competitor s signature on the Entry Form or by clicking the Acceptance box on the online registration confirms the boat has such cover. 2.1 A boat failing to comply with paragraph 2 shall be scored DSQ with out a hearing

22 27. RISK AND RESPONSIBILITY Sailing and activities associated with it involves risks of personal injury, loss and damage and even death. The risks include but are not limited to the risk of injury from collision, capsizing, falling overboard, being trapped under the sail or boat, after capsize and impact with equipment. Any of these events can also result in death. The risk involved in this activities are heightened by: Adverse weather condition Inadequate training Fatigue Inexperience Failure to Maintain the boat Failure to supply and use the recommended sailing equipment Failure to observe the RRS or sailing instructions This warning is given as a risk warning pursuant to section 5I of the Civil Liberty Act of 2002 Amended). Having given this risk warning, competitors take part in this event entirely at their own risk. Mandurah Offshore Fishing and Sailing Club, its members, sponsors or representatives will not be held liable for damage or loss of equipment, personal injury or loss of life, however it may occur. 28.
