STAFF UPDATE: John Karamitsos distributed a draft prototype for a staff Memorandum which might be used for projects requiring CBAR findings relative to Santa Ynez Community Plan requirements. VI. STANDARD AGENDA: Edison Street Service Station 1. 09BAR Car Wash Development Santa Ynez 09DVP (Dana Carmichael, Planner) Request of David Swenk, Urban Planning Concepts, agent for the owner, Santa Ynez Band of Chumash Indians, to consider Case No. 09BAR for a site visit of a service station of approximately 2,500 square feet and car wash of approximately 641 square feet. No structures currently exist on the parcel. The proposed project will require approximately 1,100 cubic yards of cut and approximately 875 cubic yards of fill. The property is a 1.14 acre parcel zoned CH and shown as Assessor's Parcel Numbers and -003, located at the intersection of Hwy 246 and Edison Street in the Santa Ynez Area, Third Supervisorial District. (Continued from 09/11/09, 11/13/09, and 03/12/2010) Site visit only. No action taken. Jamie Levin Jeff Cotter In Favor Dorothy Brunton In Favor Nancy Emerson Vincent Armenta In Favor Site Design: The depiction of the cross-slope at the western entrance is incorrect. The car-wash component of the project precludes the ability to meet the SYVCP setback/landscape buffer standards for the site. Consider pulling the car wash to the west, and canting or rotating the canopy. The project site represents the gateway to the Township of Santa Ynez and the proposed project has been designed as such.

3 Page 3 The design work conducted by the applicant is appreciated; more work is needed. There is a diversity of opinion regarding the sidewalk to the eastern edge of the project site along SR 246. Careful consideration should be given to the creek. Native vegetation including trees should be used to minimize erosion and protect the site from flooding impacts. The proposed character provided by the site design is good; but the scale is too great, and not in keeping with existing Santa Ynez development. Consider reductions in pavement to provide additional area for landscape screening. Consider elimination of the wall along SR 246. Increase ease of pedestrian access from the crosswalks. Consider incorporating water quality testing to ensure the health of the creek. Storypoles have been very useful and are appreciated. Architecture: The proposed tower is too large. Consider eliminating the tower if the scale of the entire proposed development cannot be reduced. The 90 length of the canopy cannot be adequately screened with 5 shrubs; more landscaping is needed to support the finding to reduce the landscape buffer. Consider further lowering of the 10 eave-line of the building; by reducing the grade onsite if necessary. The additional grade reduction would be helpful at the corner treatment also. Consider a cutout in the W elevation of the veranda to allow accommodation of trees. The height of the ridgeline of the store and the canopy do not need to be the same. Landscaping: Additional landscape screening is needed to: 1) justify the proposed encroachments within the setback area; and 2) on the northwest corner to screen the verticality of the development. Coordinate with State DFG regarding the use of woody species in streambank restoration on the project site. Recommend emulating the healthy willow riparian area located upstream and across the creek. Project received further conceptual review only. Lash absent. No action taken. Applicant may return for further conceptual review BAR Jones New Single Family Dwelling and Grading Santa Ynez 10LUP (Joyce Gerber, Planner) Jurisdiction: Size Request of Steve Martin, agent for the owner, Alan Jones, to consider Case No. 10BAR for preliminary approval of a new single family dwelling of approximately 19,281 square feet to replace an existing residence. The following structures currently exist on the parcel: a single family dwelling of approximately 4,400 square feet, a pool equipment shed of approximately 200 square feet, and a goat shed of approximately 38 square feet. The proposed project will require approximately 5,800 cubic yards of cut and fill. The property is a acre parcel zoned AG-II-100 and shown as Assessor s Parcel Number , located at 1550 Alisos Avenue in the Santa Ynez area, Third Supervisorial District. (Continued from 04/09/10) PUBLIC COMMENT: Nancy Emerson

4 Page 4 Depict the 2 acre limit for non-agricultural areas on the Site Plan. Consider the use of shutters on all facades. The same focus afforded to the structure should be provided for the Landscape Plan, which should acknowledge the relationship of the house to the pool and surrounding natural areas. While recognizing that the property is enrolled in the County Agricultural Preserve Program, which limits non-agricultural use of the parcel, consideration should be given to more formal treatment of landscaped areas surrounding the house and pool. Night-lighting must be carefully designed. Strongly recommend exceeding County requirements for the site and complying with SYVCP dark-sky requirements by using only fully-shielded, hooded lights. Depict all exterior lighting fixtures on plans. Demonstrate compliance with existing County ordinance requirements for exterior lighting. ACTION: Clough moved, seconded by Erickson, and carried by a vote of 5 to 0 (Miller-Fisher and Lash absent) to continue preliminary approval of 10BAR to the CBAR meeting of June 11, Applicant may return for preliminary/final approval BAR Vincent Vineyards & Winery Tier II Santa Ynez 09DVP (Tammy Weber, Planner) Request of Ray Severn, agent for owner, Tony Vincent, to consider Case No. 09BAR for further conceptual review of a new winery building of approximately 5,737 square feet. The following structures currently exist on the parcel: a residence of approximately 7,000 square feet, a pool house of approximately 1,000 square feet, a secondary residence of approximately 2,000 square feet, and an agricultural accessory structure of approximately 1,200 square feet. The proposed project will require less than 800 cubic yards of cut and no fill. The property is a parcel zoned AG-I-20 and shown as Assessor's Parcel Number , located at 2370 Refugio Road in the Santa Ynez Area, Third Supervisorial District. (Continued from 01/15/10) The proposed design for the structure looks good; consider options for minimizing the contrasting elements of the entry gate structure and reinforcing stylistic compatibility with the proposed winery. Landscape screening of the facility is necessary. Existing landscaping which, at maturity, will provide some screening from principle public views should be depicted. Proposed parking location is appropriate. Carefully consider turning radius for wine production equipment onsite. Darker fencing along SR 154 would be desirable; CBAR recognizes the expense of the polymer treatment on the existing fence, and the difficulties of making such a change that presents. Story Poles should be erected a minimum of 11 days prior to the Friday of the next CBAR meeting for the project. Approximately 8 poles should be erected, depicting building ridgelines and walls. Survey stakes will also be used. Consider the addition of a shade element from the parking area to the winery structure.

Applicant may return for further conceptual review BAR Harmon New Single Family Dwelling & Demolition Los Olivos (no planner assigned) Jurisdiction: Ridgeline Rural Request of James Lecron, architect for owner, Teri Harmon, to consider Case No. 10BAR for conceptual review of a demolition of an existing 3,800 square foot residence and 3,100 square foot barn to be replaced with a new residence of approximately 6,800 square feet with an attached garage of approximately 900 square feet, and a second unit of approximately 1,200 square feet with an attached garage of approximately 516 square feet. The following structures currently exist on the parcel: a residence of approximately 3,800 square feet and a barn of approximately 3,100 square feet (both to be demolished). The proposed project will not require grading. The property is a 5.5 parcel zoned AG-I-5 and shown as Assessor's Parcel Number , located at 2553 Santa Barbara Avenue in the Los Olivos Area, Third Supervisorial District. ACTION: Miller-Fisher moved, seconded by Erickson-Lohnas, and carried by a vote of 5 to 0 (Lash absent) to drop 10BAR from to the CBAR agenda. (See agenda status report.)
