1 1 RULES LARGS REGATTA WEEK UMBRAES WEEKEND 26 & 27 AUG 2017 KEELBOAT SAILING INSTRUTIONS The notation [DP] in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. The organising authority is Largs Sailing lub (LS) in conjunction with Fairlie Yacht lub (FY). The Regatta shall be governed by the rules as defined in the Racing Rules of Sailing (RRS). 2 NOTIES TO OMPETITORS 2.1 Notices to competitors shall be posted on the official regatta notice board situated in the lower corridor of LS. 2.2 The race office shall be situated in the entrance hall of LS. 3 HANGES TO SAILING INSTRUTIONS Any change(s) to the sailing instructions shall be posted not less than two hours before the first start on the day it shall take effect. 4 SIGNALS MADE ASHORE Signals ashore shall be made from the flagpole located on the North West corner of the Largs S balcony. 5 SHEDULE OF RAES 5.1 Dates of Racing: Saturday 26 AUG 17 Sunday 27 AUG 17 Keelboats, Dinghy and atamarans. PLEASE KEEP LEAR OF THE DINGHY RAE OURSES WHEN TRANSITING TO/FROM LARGS YAHT HAVEN. 5.2 Number of Races: lass SATURDAY SUNDAY lass 1, 3, 4 Up to 4 1 R35 Up to 4 Up to 4 lass LASS FLAGS AND SHEDULED START TIMES 6.1 The Organisers will publish the Keelboat class divisions on the official notice board downstairs in Largs Sailing lub no later than 20:00 hours on Friday 25 AUG 2017, the class divisions may also be published on the event website. Please check the class divisions on the official notice board prior to taking part in the event. lass Handicap System Flag Start SAT Start SUN lass 1 IR Num Pennant R35 IR R lass 3 YA Num Pennant lass 4 YA Num Pennant lass 5 Restricted Sail* YA Num Pennant *Restricted Sail: Spinnakers shall not be used, and only one headsail may be used at any one time except for cutter rigged (or similar) yachts that have 2 (or more) headsails recorded on their YA rating certificate that may use the recorded number of headsails simultaneously. 6.3 Keelboat competitors should display their class flag in a prominent position from their backstay (or starboard shroud for boats without a backstay) [DP]. 6.4 To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed (with one sound) not less than 5 minutes before the first warning signal of a series of starts is displayed 6.5 The Organisers may combine, divide or add classes depending on the number of entries, class starts may also be combined at the discretion of the Race ommittee.

2 7 RAING AREAS 7.1 SATURDAY Keelboats will race in the area to the north of Great umbrae Dinghies & atamarans will race in the Largs hannel ommittee vessels may display a yellow Largs Regatta Week flag on the way to the race area, the flag may be removed prior to the start of racing. The keelboat committee vessel may broadcast her approximate location on VHF h 72. ompetitors should note that the keelboat race area may be up to 6NM from Largs Yacht Haven. 7.2 SUNDAY Racing for all classes (except R35) will be around the Island(s) of umbrae using a fixed start line off LS. Note that in marginal weather conditions, the dinghy and catamaran fleet may sail an alternative course in the Largs hannel The R35 lass will race in the area to the north of Great umbrae The Race ommittee will communicate with competitors taking part in the Round umbraes Race on VHF h72, The Race ommittee will communicate with the R35 class on VHF h77. 8 THE OURSES 8.1 SATURDAY ourse configurations for lasses 1, R35, 3 and 4 on Saturday are as described in Appendix lass 5 Saturday only: the Race Officer will advise the course to be sailed by VHF h72 prior to the first signal. They do not accurately indicate the angle or distance between legs. 9 MARKS 9.1 SATURDAY OURSES A, B, and D: Marks 1, 2, 3 and 4 will be yellow inflatable cylinders, Sp and Ss will be orange inflatable cylinders and F will be a blue inflatable cylinder OURSES E and F: Marks 1, 1a and 4 will be yellow inflatable cylinders, marks 2, 2a and 3 will be blue inflatable cylinders, marks Ss and Sp will be orange inflatable cylinders lass 5 Only: ourse marks are as described in Appendix SUNDAY Marks for all lasses (except the R35 lass) on Sunday are as described in Appendix R35 lass only: Marks 1, 2s and 2p will be yellow inflatable cylinders, mark S will be a blue inflatable cylinder. A gate may be replaced by a single mark to be passed to port. 10 THE START 10.1 STARTING LINE SATURDAY The starting line will be between two orange inflatable marks. The committee vessel will take up station near one of the starting marks and on the extension of the starting line but may not be at anchor. Keelboats should not approach within 20m of the committee vessel [DP] lass 5 will use the same start line as lasses 1, R35, 3 and STARTING LINE SUNDAY The starting line for all classes (except the R35 lass) will be between a staff or mast displaying an orange flag on or near LS and a blue Inflatable cylinder. An Inner Distance Mark (IDM), normally a narrow yellow inflatable, may be laid approximately on the start line. Boats shall not pass between the marina breakwater and the IDM [DP[. Additional marks on or near the start line should be ignored. Beware of shallow water NE of the starting line and near the marina breakwater wall.

3 The starting line on Sunday for the R 35 lass will be between a staff or mast displaying an orange flag on the committee vessel and a blue inflatable cylinder Boats whose warning signal has not been made shall avoid the starting area [DP} A countdown to starting signals and additional race information may be broadcast on VHF h72 for all classes, except for the R35 lass that will switch to VHF h77 ON SUNDAY ONLY OS infringements may also be broadcast via the VHF hannels indicated above, failure to broadcast OS infringements shall not be grounds for redress After a general recall the first substitute will be removed one minute before the starting signal for the next scheduled class. No sound signal will be given. This changes RRS 29. SI 10.6 does not apply to the R35 lass on Sunday The normal starting sequence shall not be interrupted by a general recall. The warning signal for the class which has had a general recall shall be five minutes before its starting signal and shall normally be displayed at the starting signal of the last class to start correctly in the schedule. If more than one class is subject to a general recall, the second of these classes shall start five minutes after the first and so on. If a class subject to general recall is the last or only class to start, the next signal shall be the new warning signal, which shall normally be displayed five minutes after the original starting time. 11 HANGE OF THE NEXT LEG OF THE OURSE To change the next leg of the course, the race committee shall move the original mark (or the finishing line) to a new position. 12 SHORTENED OURSE 12.1 SATURDAY: lasses 1, R35, 3 and 4 only - in addition to RRS Rule 32.2, if a race is to be shortened at any mark of the course a finish mark (normally a pink inflatable) will be laid adjacent to that mark of the course. Boats shall finish by passing between these two marks. The committee vessel may not be at anchor. Boats shall not pass between a finishing mark and the committee vessel [DP] SUNDAY: In addition to RRS 32.2 the Round umbrae Race may be shortened at approximately 90 degrees to an island. ompetitors shall finish between the adjacent island and the vessel displaying Flag S The shortened course procedure for the R35 lass on Sunday will be in accordance with RRS THE FINISH 13.1 SATURDAY The finishing line will be will be between mark 3 and mark F for courses A, B, and D. The finish line will be between marks Ss and Sp for courses E and F (see Appendix 1 for details). A committee vessel will take up station near one of the marks and be on the extension of the finish line but may not be at anchor. Boats shall not pass between a finish mark and the committee vessel [DP] lass 5 Only: The Race Officer will advise the course to be sailed by VHF h72 prior to the first signal, including the location of the finish SUNDAY The finishing line for all classes (except the R35 lass) will be between a staff or mast displaying an orange flag on or near LS and a blue Inflatable cylinder The finishing line for the R35 lass will be between a staff or mast displaying an orange flag on a committee vessel and a blue inflatable cylinder. 14 TIME LIMITS 14.1 SATURDAY lass lasses 1, R35, 3, 4 lass 5 (Restricted Sail) 14.2 SUNDAY lass lasses 1, 3, 4 lass 5 (Restricted Sail) R35 lass Time Limit 90 mins after the start of each race 1600hrs Time Limit 1600hrs 1600hrs 75 mins after the start of each race 14.3 Boats failing to finish within the time limit will be scored DNF. This changes RRS 35, A4 and A If no boat within a lass finishes within the time limit, the times of the previous round completed by the leading boat may be used to calculate results. Subsequent retirals or rule infringements shall be disregarded. 15 PROTESTS 15.1 The Exoneration Penalty [and the Advisory Hearing and RYA Arbitration] of the RYA Rules Disputes Procedures may be available Protest forms are available at the Protest ommittee desk in Largs S. Protests shall be delivered there within the protest time limit.

4 15.3 The protest time limit is 60 minutes after the last boat has finished the last race of the day, or 60 minutes after the race committee signals no more racing today, whichever is later. On Saturday, the protest time limit will be extended to 90 minutes after the last boat has finished or 90 minutes after the race committee signals no more racing today, whichever is later. The time limit will be posted on the Notice Board at the conclusion of racing Notices shall be posted within 30 minutes of the expiry of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings shall be heard in the protest hearing room normally located upstairs in Largs S. Parties to each protest are requested to remain in the vicinity Notices of protests by the race committee shall be posted to inform boats under RRS 61.1(b) Protests shall be heard as soon as possible, in approximately the order of receipt. It is the responsibility of the Protestor, Protestee and Witnesses to make themselves available for the hearing On the last day of the Regatta a request for reopening a hearing shall be delivered: (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) no later than 15 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS Rule The Protest ommittee may impose a penalty that is less than DSQ for boats that have been found to break RRS 55 [DP]. 16 SORING 16.1 One race is required to be completed to constitute a series. (a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. (b) When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17 SAFETY REGULATIONS 17.1 NAVIGATION MARKS: hannel marker buoys may be left on either hand unless they are a designated mark of the course (see Appendices to these sailing instructions for details). The PA South ardinal No 38 - Tan Spit Buoy to the south west of Great umbrae, and PA Red an - HUN 3 at the north east of Great umbrae shall be passed on their proper side lydeport Operations Limited Restriction [DP]. NARROW HANNELS. Attention is drawn to the International Regulations for the prevention of collisions at sea, Particular notice shall be taken of Rule 9b, which states that a vessel of less than 20m in length or a sailing vessel shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway. Whilst racing or on a passage in the Firth of lyde north of umbrae Head yachts shall regard any such recommended channels as a Narrow hannel within the meaning of the IRPS 9b. Furthermore, lydeport Operations Limited has decreed that any waters in the Firth of lyde where vessels by virtue of their size, draught, speed or proximity to land, hazards and other vessels are unable to manoeuvre freely shall be regarded as a Narrow hannel. Whilst racing, any yacht which is unable for reasons of lack of wind or other cause, to sail clear of a large power-driven vessel shall start her engine and/or paddle in order to clear and thereafter shall report full details to the Race ommittee. ompetitors are reminded of the lydeport Operations Limited by-law, which prohibits yachts and other craft from manoeuvring within 100m of any ferry terminal. Particular regard should be paid to this when in the vicinity of the aledonian MacBrayne facilities at Largs and umbrae Any boat leaving the course area should notify the committee vessel. They shall not sail through the finish line but approach the ommittee vessel around the end of the line [DP] It is recommended that keelboats participating in the event comply with ategory 4 of the current World Sailing Offshore Special Regulations. 18 EQUIPMENT AND MEASUREMENT HEKS A boat or equipment may be inspected at any time for compliance with the appropriate class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection [DP]. 19 PRIZES 19.1 Prizes will be awarded for a series of races combining Saturday and Sunday results, additionally there will be a separate prize for the Round umbrae Race on Sunday The ENTERPRISE AYRSHIRE ROSEBOWL shall be awarded to the keelboat or dinghy, which in the opinion of the Largs Regatta Week ommittee, has produced the best performance throughout the weekend The HUNTERSTON WHEEL TROPHY for the Yacht of the Week will be awarded to the yacht, which in the opinion of the organising committee, has produced the best performance during Largs Regatta Week. Yachts shall compete in umbraes Weekend, the Midweek Series and The Scottish Two-Handed Race to qualify for this trophy which will be presented in Largs Sailing lub at 1200hrs on Sunday 03 SEP RISK STATEMENT 20.1 Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat s decision to participate in a race or to continue racing is hers alone."

5 20.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. (g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event. 21 INSURANE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per event or the equivalent.
