1 REVENUE & USTOMS SAILING ASSOIATION REGATTA 05 to 08 SEPTEMBER 2016 LARGS, SOTLAND SAILING INSTRUTIONS The organising authority is the Scottish Sailing Institute (SSI) in conjunction with the Revenue and ustoms Sailing Association (RSA). 1 RULES 1.1 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 2 ELIGIBILITY 2.1 Eligible competitors are those who have been invited by RSA. 2.2 Where boats are provided by a harter ompany they will be allocated to competitors by the RSA Regatta Organising ommittee. The condition of supplied equipment shall not be grounds for redress. This changes RRS Rule NOTIES TO OMPETITORS 3.1 Notices to competitors will be posted on the official regatta notice board situated in the lower corridor of Largs S, and may be repeated on the event website The Race Office will be situated in the Scottish Sailing Institute office upstairs in Largs S. 4 HANGES IN SAILING INSTRUTIONS 4.1 Any change(s) to the sailing instructions will be posted not less than one hour before the first start on the day it will tae effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will tae effect. 4.2 If it is necessary to mae a change in the sailing instructions, Flag L will be displayed from the Largs S balcony, or from the committee vessel. In each case it will be the responsibility of the helm to acquaint themself with the change. 4.3 Late changes may be announced via VHF SIGNALS MADE ASHORE 5.1 At Largs signals ashore will be displayed from the flagpole located on the northwest corner of the Largs S balcony, at other locations all signals will be made from the committee vessel. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 2 6.5 When starting ashore the Race ommittee will broadcast the intended time of the warning signal on VHF h72. The broadcast will be made not less than 5 minutes before a warning signal is displayed. 7 RAING AREAS 7.1 The racing areas will be in the Largs hannel and the waters around Great umbrae, the Firth of lyde and Loch Fyne (see nautical charts and the appendices to these sailing instructions for more information) 8 OURSES 8.1 The diagrams in the Appendices show the courses, including the order in which mars are to be passed and the side on which each mar is to be left. The course diagrams are not to scale and indicate the approximate location and description of mars. They do not accurately indicate the angle or distance between legs, please refer to nautical charts for accurate information. 8.2 At Tarbert the course to be sailed will be announced by VHF h72 prior to the warning signal for the race 8.3 At Largs the course to be sailed will be indicated by a blac number/letter on a white bacground that will be displayed on the Largs S balcony railings or from the committee vessel. 9 MARS 9.1 At Tarbert the mars may be inflatable mars laid specifically for the race, fixed channel mars and islands may also be used as race mars, descriptions of the mars will be given when the course is announced on VHF h At Largs mars for the various courses will be fixed race or channel mars for detailed descriptions of mars please see the attached Appendices. 10 THE START 10.1 The starting sequence will be as follows: Description Time to Start Signal ON-WATER STARTS Signal LARGS SHORE STARTS Alert Signal 10 min Orange Flag Displayed VHF Announcement Warning Signal 5 min lass Flag (I Flag W) Displayed Yellow Light Illuminated Preparatory Signal 4 min Flag P or I or Blac Displayed Blue Light Illuminated One Minute Signal 1 min Flag P or I or Blac Removed Blue Light Off START 0 min lass Flag (I Flag W) Removed Yellow Light Off 10.2 The starting lines will be as follows: SHORE START (LARGS): Between the starting light cluster on the western Largs S balcony and Mar (Green/Orange dumpy cylinder located west of Largs S) ON-WATER START: Between the orange flag on the committee boat and the start mar The Race ommittee may announce boats that are OS at the start by VHF on h 72, the absence of such announcements shall not be grounds for redress. This changes RRS Rule THE FINISH 11.1 The finishing lines will be as follows: SHORE FINISH (LARGS): Between the starting light cluster on the western Largs S balcony and Mar ON-WATER FINISH: Between the orange flag on the committee vessel and the finish mar After finishing, yachts should return/continue to the starting area and await the new warning signal, except after the last race of the day, or when a brea is scheduled. Finished yachts shall not impede yachts that are still racing. 12 TIME LIMITS 12.1 The time limit for ourses at Tarbert and Largs ourses 1, 2, 3, 4, 5, 6, 7 and 8 will be 150 minutes after the start of the race. Boats that do not finish before the time limit shall be scored DNF. This changes RRS Rule The time limit for ourses A, B,, D, E, F and G will be 420 minutes after the start of the race. Boats that do not finish before the time limit shall be scored DNF. This changes RRS Rule PROTESTS AND REQUESTS FOR REDRESS Protest forms are available from the Race Office in Largs S. Protests shall be delivered there within the protest time limit The protest time limit is 45 minutes after the last boat has finished the last race of the day, or the race committee signals no more racing today, whichever is later. The actual Time Limit will be posted on the Notice Board at the conclusion of racing.

3 13.3 Notices will be posted within 30 minutes of the expiry of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will tae place in the jury room located upstairs in Largs S. Parties to each protest are requested to remain in the vicinity Notices of protests by the race committee will be posted to inform boats under RRS 61.1(b) Protests will be heard as soon as possible, in approximately the order of receipt. It is the responsibility of the Protestor, Protestee and Witnesses to mae themselves available for the hearing On the last day of the Regatta a request for reopening a hearing shall be delivered: (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS Rule SORING 14.1 One race is required to be completed to constitute a series. a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. b) When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 15 SAFETY REGULATIONS 15.1 lydeport Operations Limited Restrictions. NARROW HANNELS. Attention is drawn to the International Regulations for the prevention of collisions at sea, Particular notice shall be taen of Rule 9b which states that a vessel of less than 20m in length or a sailing vessel shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway. Whilst racing or on a passage in the Firth of lyde north of umbrae Head yachts must regard any such recommended channels as a Narrow hannel within the meaning of the IRPS 9b. Furthermore lydeport Operations Limited has decreed that any waters in the Firth of lyde where vessels by virtue of their size, draught, speed or proximity to land, hazards and other vessels are unable to manoeuvre freely must be regarded as a Narrow hannel. Whilst racing any yacht which is unable for reasons of lac of wind or other cause, to sail clear of a large power driven vessel shall start her engine and/or paddle in order to clear and thereafter shall report full details to the race committee. ompetitors are reminded of the lydeport Operations Limited Byelaw which prohibits yachts and other craft from manoeuvring within 100m of any ferry terminal. Particular regard should be paid to this when in the vicinity of the aledonian Macbrayne facilities at Largs and umbrae Spinnaers shall not be used at any time during the regatta, and only one headsail may be flown at any one time Boats retiring must inform the Race Officer on VHF h 72 before leaving the sailing area A boat suffering a breadown shall report to the Race Officer on VHF h 72 at the end of the race. It is the responsibility of each sipper to chec the boat prior to racing and report faults to the harter ompany The standing rigging of all boats will be set by the harter ompany and shall not be altered by the competitors. All equipment supplied by harter ompany shall be carried in its appropriate place during racing No personal fittings may be added to any boat except that of a hand held GPS flag or burgee A decision by the harter ompany on all matters relating to equipment shall be final. 16 REPLAEMENT OF REW OR EQUIPMENT Substitution of competitors shall not be permitted without prior written approval of the race committee. 17 RADIO OMMUNIATION 17.1 Radio communication between the Race ommittee and competitors will be made on VHF h Except in an emergency, a boat shall neither mae radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 18 PRIZES The organising authority shall award a prize to the winner of each class. Additional prizes may be awarded depending on the number of entries in each class. 19 RIS STATEMENT 19.1 Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat s decision to participate in a race or to continue racing is hers alone." 19.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of ris. By taing part in the event, each competitor agrees and acnowledges that: (a) They are aware of the inherent element of ris involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent ris whilst taing part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

4 (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) 20 INSURANE The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per event or the equivalent.
