The notation [NP] means a breach for that rule will not be grounds for a protest by a boat. 1 RULES 1.1 Each regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 The prescriptions of the National Authority will not apply. 1.3 Laser class rule 7 (a) is restricted as follows only one person shall be on board whilst racing. The person shall be named on the entry form 1.4 Appendix P "Special Procedures for Rule 42" will apply with changes to include: allowing a jury initiated redress, points penalty for a first penalty given after finishing and to prohibit a boat that has been disqualified for a rule 42 infringement or has retired in recognition of a rule 42 infringement from sailing in the race if that race is re-started or re-sailed. 1.5 In the event of a conflict between this Notice of Race, the Class Rules and the Sailing Instructions, the Sailing Instruction shall prevail 1.6 If there is a conflict between languages the English text will take precedence. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located left of the entrance of the clubhouse. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted before 09:00 on the day it will take effect 3.2 The scheduled time of the races for each day shall be specified in a notice posted by 21:00 on the day before it will take effect. 2 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the mast with the RNSYC flag near the clubhouse. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes 4.3 [NP] [DP] Flag G displayed on the beach with one sound means: Boats may go on the water and proceed to the racing area. G may be combined with class flags. 5 SCHEDULE OF RACES (All Times are in Local Summer Time GMT+2) 5.1 Registration at the harbour masters office, first door left after the entrance door of the clubhouse Thursday May 17 Friday May Dates of racing are scheduled as follows: Friday May 18 Saturday May 19 From to h From to h first warning signal first warning signal Sunday May first warning signal 5.3 Three races will be scheduled per day, back to back on the first 2 days and two races on the last day. 5.4 There will be a separate start for the Laser Standard and Laser Radial Rigs and for the Laser On the last day of racing, no warning signal shall be made after CLASS FLAGS 6.1 The Class Flags for the fleets will be: Laser Standard Rig Laser Class Flag red Laser logo on white background Laser Radial Rig Laser Radial Class Flag Red Laser logo on green background Laser 4.7 Rig Laser 4.7 Class Flag red Laser logo on yellow background 7 RACING AREAS 7.1 The racing area will be SW of the port of Ostend. See Attachment 1. 8 THE COURSES 8.1 The diagram in Attachment 2 shows the course, including the order in which marks have to be passed, and the side on which each mark has to be left. 8.2 No later than the warning signal, the Race Committee boat will display the approximate compass bearing to mark The course may be shortened to finish at any mark provided that 3 or more legs will have been sailed 8.4 When one gate mark is missing, the remaining mark shall be rounded to port. 9 MARKS 9.1 Marks 1, 1A, 2 and 3 will be orange cylindrical buoys, mark 4S, 4P and 5 will be a green cylindrical buoy with vertical yellow strokes. 9.2 The starting line is defined as the line between a staff with an orange flag at the Principal Starting Vessel at the starboard end and a staff displaying a red flag at the port end starting vessel. 9.3 The finishing line is defined as the line between a staff with a blue flag on the Finishing Vessel at the port end and a yellow spar buoy at the starboard end. 3 9.4 A race committee boat signaling a change of a leg of the course is a mark as provided in instruction SPARE 11 THE START 11.1 The starting line is defined in SI [NP] A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A Black Flag Rule: Rule 30.4 is supplemented as follows: Sail numbers will be displayed for at least 3 minutes before a new starting procedure. A long sound signal will be made when the numbers are initially displayed. A boat whose number is so displayed shall leave the racing area, defined in instruction before the new preparatory signal Before the starting signal, the racing area is the area within 100 meters of the starting line. After the starting signal, the racing area is the area within an imaginary line drawn 100 meters outside any point where a boat might sail during normal racing and includes the area bounded by marks 1, 2, 3,4 and 5 at all times when any boat of any fleet is still racing When the race committee decides that its application of rule 30.4 might entitle a boat to redress under rule 62.1(a), it may decide not to display her sail number and not disqualifying her (change of rules 30.4, 60.2 and 63.1) For the purposes of rule 30.4 a race is restarted or resailed when it has the same race number as a previously abandoned or recalled race, even if the race is resailed on a later date. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position Boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28 and THE FINISH 13.1 The finishing line is defined in SI PENALTY SYSTEM 14.1 Appendix P and T will apply with the following changes. If a first penalty is signalled after a boat has finished, the boat will be given a scoring penalty of 8 points without a hearing Appendix P3 is replaced with If a boat has been penalised for the first time under Appendix P1 and the race committee signals a postponement, general recall or abandonment before the boat has had an opportunity to take a penalty, the penalty is cancelled, but it is counted to determine the number of times she has been penalised during the regatta Appendix P4 is replaced with An action by the jury under Appendix P shall not be grounds for a request for redress by a boat. The jury may initiate a redress hearing and may give redress for an action by a member of the jury or its designated observer under rule P1. This changes rule 60.1(b). 4 A boat that has either retired from or been disqualified in a race for a breach of rule 42 shall not compete in that race if it is restarted or resailed. For the purposes of this instruction a race is restarted or resailed when it has the same race number as a previously abandoned or recalled race, even if the race is resailed on a later date, or is resailed as part of a final series instead of a qualifying series. If she competes, she shall be disqualified (score not excludable) without a hearing and the jury will consider calling a hearing under rule 69.1(a). This does not apply when the disqualification is the result of the boat's first penalty, and she was not informed of the disqualification prior to the restart or resail. This changes rule 36. This means: Yellow Flag 1st Immediate penalty action by boat Two turns/ 8 points (SI ) After a general recall or a postponement or an abandonment Can restart No action by boat DSQ After a general recall or a postponement or an abandonment Shall not restart if notified of the DSQ. 2nd Retire (DNF) Shall not restart DNE Shall not restart 3rd+ Retire (DNE) Shall not restart DNE Regatta Shall not restart 15 [NP] TIME LIMITS 15.1 Time limits times are as follows: MARK 1 TIME LIMIT TARGET TIME RACE LIMIT TIME 30 minutes 50 minutes 90 minutes 15.2 If no boat has passed mark 1 within the mark 1 limit time, the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35, A4 and A5. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. The same time limit applies to protests by the race committee and Jury about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Jury room, located at the race office 16.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b) A list of boats that, under instruction 14.1, have been penalized for breaking rule 42 will be posted. 5 16.6 On the last scheduled racing day, a request for redress from a Jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes Rule Decisions of the Jury will be final as provided in rule SCORING 17.1 Discards: When fewer than 4 races have been completed, a boat s series score will be the total of her race scores When from 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 18 SAFETY REGULATIONS 18.1 [NP] [DP] Check-out and check-in: before leaving the launching scope the competitors shall check out and hand over their badge (received at registration) to the beach masters. Immediately after returning ashore they shall check in and collect their badge again. Failure to do so shall result in a penalty without a hearing of 5 points for standard rig and 15 points for radial an 4,7 rig in all races of the day. Boats returning from sea earlier than the first boat that finished the last race of the day, shall report to the race office in case the beach master is not present on the beach. 19 REPLACEMENT OF EQUIPMENT 19.1 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 20 SPARE 21 [NP] [DP] EVENT ADVERTISING 21.1 Boats shall display event advertising if supplied by the organizing authority. 22 [NP] [DP] OFFICIAL BOATS 22.1 Official boats will be marked as follows: The Race Committee boat will be marked RC Jury boats will fly a yellow flag marked Jury. 23 [NP] [DP] SUPPORT BOATS 23.1 Team leaders, coaches and other support personnel shall register at the race office and fly a white identification flag with a black number that can be obtained against a deposit of 50, Team leaders, coaches and other support personnel shall stay outside areas* where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. *The prohibited areas are defined as not closer than 100 m from any competing sailor, course marks, starting or finishing line. 24 [NP] [DP] TRASH DISPOSAL 24.1 Trash may be placed aboard support or official boats. 25 [NP] [DP] RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. 6 26 PRIZES 26.1 Prizes shall be given as stated in the Notice of Race. 27 DISCLAIMER OF LIABILITY 27.1 Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in an event, each competitor (parent for minors) agrees and acknowledges that: they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part in an event; they are responsible for the safety of themselves and their boat and their property whether afloat or ashore; they accept responsibility for any loss, damage, personal injury or death to the extent caused by their own actions or omissions; their boat is in good order, equipped to sail in the event and they are fit to participate; the provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve them of their own responsibilities; the provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; their boat is adequately insured Nothing done by the organiser can reduce the responsibility of the helmsman or crew of a boat nor will it make the organisers responsible for any loss, damage, death or personal injury, howsoever it may have occurred, as a result of the boat taking part in racing Overboard Crews are also reminded of their primary responsibility to offer assistance to any person overboard at any time. If they stand by or assist, redress can be requested 28 INSURANCE 28.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of , - per incident or the equivalent 29 [NP] [DP] OOSTENDE HARBOUR SIGNALS 29.1 At all time the competitors are responsible to obey the harbour signals HARBOUR LIGHTS 0 Green 0 Green You can leave or enter the harbour 0 White 0 Green 0 Red 0 White or 0 Red You cannot leave or enter the harbour 0 Green 0 Red Please follow the instructions of the RC boats 29.3 At the entrance of the Montgomery dock there is a green/red traffic light witch you always should check for GREEN before leaving the dock. 7 29.4 Any boat obstructing the commercial traffic of Oostende harbour may be subject to a sanction by the Federal Sea Police or Harbour Authorities 30 TIDES! 31.
