1 4/016 PEPPERDINE ATHLETICS - EMERGENCY ACTION PLAN INTRODUCTION: The Pepperdine University Athletics Emergency Action Plan has been created to provide all members of the athletic community including student-athletes, coaches, athletic trainers, team physicians, first responders, administrators and other emergency personnel a blueprint or model which outlines the necessary steps and procedures which must be followed when an athletic emergency occurs during Pepperdine University athletic practices or intercollegiate events. PURPOSE: The Emergency Action Plan has been established for the purpose of providing safe and expedient emergency care to any injured sports participant. Emergency situations can arise at anytime and at any location. The athletic community must be prepared to respond to these situations and to provide appropriate standards of emergency care. This preparation involves not only recognition of the plan but a thorough comprehension and ownership allowing one to ultimately execute the plan. The plan outlines emergency personnel including appropriate coverage of athletic events, proper emergency communication, the location of emergency equipment and individual (coach, athletic trainer, first responder, etc.) roles in emergency situations. The emergency plan should be reviewed at least once a year with all athletic personnel, along with CPR/AED and first aid refresher training. Through development and implementation of the emergency plan, Pepperdine University helps ensure that the athlete will have the best care provided when an emergency situation does arise. PLANNING/TRAINING AND REVIEW OVERVIEW: Pepperdine University Athletic Department Coaches are required to receive First Aid and Certification in CPR/AED every years. Staff members can be certified at Athletic Department In-services or obtain CPR certification on their own and then present documentation. In addition, all Lifeguards, Laundry workers and Team Student Managers for both the women s and men s basketball teams are encouraged to receive Blood-Borne Pathogen training annually. In addition each is encouraged to provide documentation of Hep B vaccination or sign a declination form. ANNUAL EMERGENCY ACTION PLAN TRAINING & IN-SERVICE CHECKLIST Review of Policies and Procedures including Emergency Action Plan CPR Certification/AED Training (Biannual) First Aid Certification (Biannual) Review of personal risk and potential liability CONTENT: The Pepperdine Athletics Emergency Action Plan has 8 major components 1) Trained Emergency Care Personnel ) Emergency Communication ) Emergency Care Equipment 4) Roles of the First Responder ) Emergency Procedure Protocols 6) Non-Emergency Procedures/Assessment/Referral 7) Specific Venue Action Plans with maps (Pepperdine only) 8) Lightning-Safety Policy For posting at athletic practice and contest venues Teams that participate in off-campus practices and events are encouraged to secure EAP s for local venues. i.e. Golf Courses, Tennis Clubs, High Schools, parks etc. 1

2 4/016 EMERGENCY CARE PERSONNEL With athletic association practice and competition, the first responder to an emergency situation is typically a member of the sports medicine staff, most commonly a certified athletic trainer. A team physician may not always be present at every organized practice or competition. The type and degree of sports medicine coverage for an athletic event may vary widely, based on such factors as the sport or activity, the setting, and the type of training or competition. The first responder in some instances may be a coach or other institutional personnel. Certification in cardiopulmonary resuscitation (CPR)/AED and First Aid certification is required for all athletics coaches associated with practices, competitions, skill instruction, and strength and conditioning. One of the first steps that you can take in emergency care planning is to assess your personal emergency care skills, especially those that might be required in a life-threatening emergency. Whereas the certified athletic trainers are responsible for the management of emergency situations when they are present, emergencies may occur during situations such as non-traditional season practices/competitions, strength and conditioning sessions and during team travel. In these situations, the coach is the primary person responsible for emergency management until further assistance becomes available. Knowing what to do and whom to contact is very important. Any coach responsible for a team has a legally defined duty to provide emergency care in a certified athletic trainer s absence. Each coach should have an emergency plan that includes the presence of someone qualified to render emergency care and the ability to quickly contact medical assistance. The development of an emergency plan cannot be complete without the formation of an emergency team. The emergency team may consist of a number of healthcare providers including physicians, emergency medical technicians, certified athletic trainers; DPS officers; student athletic trainers; coaches; managers; and, possibly, bystanders. Roles of these individuals within the emergency team may vary depending on various factors such as the number of members of the team and the athletic venue itself. There are four basic roles within the emergency team. The first and most important role is immediate care of the athlete. Acute care in an emergency situation should be provided by the most qualified individual on the scene. Individuals with lower credentials should yield to those with more appropriate training. The second role, equipment retrieval, may be done by anyone on the emergency team who is familiar with the types and location of the specific equipment needed. Student athletic trainers, managers, and coaches are good choices for this role. The third role, EMS activation, may be necessary in situations where emergency transportation is not already present at the sporting event. This should be done as soon as the situation is deemed an emergency or a life-threatening event. Time is the most critical factor under emergency conditions. Activating the EMS system may be done by anyone on the team. However, the person chosen for this duty should be someone who is calm under pressure and who communicates well over the telephone. This person should also be familiar with the location and address of the sporting event. After EMS has been activated, the fourth role in the emergency team should be performed, that of directing EMS to the scene. One member of the team should be responsible for meeting emergency medical personnel as they arrive at the site of the practice or contest. Depending on ease of access, this person should have keys to any locked gates or doors that may slow the arrival of medical personnel. A student athletic trainer, manager, or coach may be appropriate for this role. When forming the emergency team, it is important to adapt the team to each situation or sport. It may also be advantageous to have more than one individual assigned to each role. This allows the emergency team to function even though certain members may not always be present.

3 4/016 EMERGENCY COMMUNICATION Communication is the key to quick emergency response. Athletic Trainers and emergency medical personnel must work together to provide the best emergency response capability. Communication prior to the event is a good way to establish boundaries and to build rapport between both groups of professionals. If emergency medical transportation is not available on site during a particular sporting event then direct communication with the emergency medical system at the time of injury or illness is necessary. Access to a working telephone or other telecommunications device, whether fixed or mobile, must be assured. The communications system should be checked prior to each practice or competition to ensure proper working order. A back-up communication plan should be in effect should there be failure of the primary communication system. a) LAND TELEPHONES: Phones are directly accessible at the following locations: Athletic Treatment Center Phones located in office Firestone Fieldhouse- Campus phone in Fieldhouse Lobby (pool entrance) and courtside during intercollegiate events Raleigh Runnells Swimming Pool- Campus phone in Lifeguard Office. Ralph/Strauss Tennis Center- Phones in Men s and Women s Tennis Offices Athletic Performance Center- Phone in facility near office Eddy D. Field Baseball Stadium- Phone in home dugout office and Press box Tari Frahm Rokus Soccer Field- There is an intercom call box on the sideline And Stotsenberg Track of the field, which has a direct connection to The Department of Public Safety. Alumni Park- There is an intercom call box in the middle of the park, which has a direct connection to The Department of Public Safety. b) CELLULAR PHONES: All staff certified Athletic Trainers carry cellular phones. In addition, numerous coaches and staff may have access to cellular phones on campus. EMERGENCY CALLS First - Call 911 (from a cell phone) or (from a campus phone) Alert 911 of the nature and specific location of the emergency. Second Call (from cell phone), x4441 (from campus phone) Alert DPS of the nature and specific location of the emergency. EMERGENCY CARE EQUIPMENT All necessary emergency equipment should be at the site and quickly accessible. Personnel should be familiar with the function and operation of each type of emergency equipment. Equipment should be in good operating condition, and personnel must be trained in advance to use it properly. Emergency equipment should be checked on a regular basis and use rehearsed by emergency personnel. The emergency equipment available should be appropriate for the level of training for the emergency providers. Emergency care equipment will be present at all home events, including practices and games. Available equipment includes: Emergency crash kit, AED, a spine board with immobilization straps, neck immobilizers, vacuum splints,, crutches, first aid kits, sideline blood spill kits, and assorted extremity and joint immobilizers. Certified athletic trainers and/or coaches traveling with assigned teams will be responsible for obtaining the host athletic department s individual emergency protocols and equipment as needed.

4 4/016 ROLES OF FIRST RESPONDERS: 1) Immediate care of the injured or ill individual ) Emergency equipment retrieval ) Activation of the Emergency Medical System (EMS) 4) Direction of DPS and EMS to scene open appropriate doors/gates designate individual to flag down DPS and/or EMS to scene scene control: limit scene to first aid providers and move bystanders away from Call EMERGENCY DPS at , PROCEDURE (4441 PROTOCOLS from campus phone) This protocol is enacted when a serious injury occurs. Examples of serious injuries include: respiratory or cardiac arrest, exertional sickling event, neck/spine injuries involving any form of paresthesias, deteriorating head injuries, severe bleeding and/or shock, and obvious fractures. Athletic Trainer-in-charge or triage officer (seniority in chain of command) attends to the injured athlete and evaluates the situation. Utilizing ABC s and a quick head to toe assessment, determine the severity of injury. From this assessment a determination is made as to the need of additional medical services/transportation which would include the activation of EMS. See Communication (above) Athletic Trainer-in-charge in controlling the situation may call for assistance from coaches and others to open gates/doors to the gym/stadium etc and direct emergency personnel. For emergencies involving an unconscious athlete who is not breathing, log roll athlete if prone, open airway and be ready to perform rescue breathing, CPR and AED application. Stabilization of the neck is necessary if injury was traumatic and one suspects cervical spine involvement. If the athlete is unconscious and breathing, do not move the athlete, activate EMS as listed above, and continue to monitor breathing and other vitals. Obtain an AED from one of the locations listed in the individual site Emergency Plans, attached the pads and activate the device. If the athlete is conscious and prone, maintain this position and determine the extent of the injury utilizing a musculoskeletal exam before attempting any movement. One must rule out head/neck/spinal involvement Transportation (type and location) in emergency situations will be determined by emergency personnel and DPS and/or the certified athletic trainer on site. AED (Automated External Defibrillator) For the athlete who has collapsed and is unresponsive, an AED should be applied as soon as possible for rhythm analysis and defibrillation if indicated. The greatest factor affecting survival after sudden cardiac arrest is the time from arrest to defibrillation. AED application within minutes of collapse should be the goal. *An athlete lying on a wet surface or puddle or metal surface should be moved prior to defibrillation. If lighting is ongoing, rescuers must ensure their safety by moving the patient indoors if possible. 4

5 4/016 LIGHTNING-SAFETY POLICY Thunderstorm activity on the West Coast can be particularly dangerous because of its infrequency and the decreased awareness of its potential threat. All individuals should appreciate the lightning hazard, learn the published lightning-safety guidelines act prudently, and encourage safe behavior in others. Each person should also ensure their own safety when a lightning hazard is present. This lighting-safety policy has major aspects. 1. The promotion of lightning-safety slogans. The establishment of a chain of command during practice and competition. Weather monitoring 4. Identification of locations safe from the lighting hazard. The establishment of specific criteria to suspend and resume activity Lightning-Safety Slogans NO place is safe outside when thunderstorms are in the! When thunder roars, go indoors! Half an hour since thunder roars, now it s safe to go outdoors! Chain of Command The athletic trainer in charge during the practice or competition shall make the decision to remove individuals from the field or activity. This person has the unchallengeable authority to suspend activity. Once the decision has been made to suspend activity due to lightning danger the athletic trainer will work with the game administrator to clear the venue. Weather Monitoring When circumstances warrant a reliable means of monitoring local weather before and during the event will be employed. This may include local weather reporting and or a lightning detection device. The game administrator shall be in charge of monitoring the weather when circumstances warrant. The game administrator and athletic trainer will maintain close communication during the event. Identifications Safe from Lightning Hazard Upon notification of suspension the field will be cleared of participants, game personnel and spectators in a safe and efficient manner. The game administrator should notify the spectators to seek safe shelter detailed in the specific venue EAP. The athletic trainer should notify the participants to seek safe shelter detailed in the specific venue EAP. Criteria to Resume Practice or Competition While in safe shelter the athletic trainer and the game administrator shall monitor the lightning and thunder activity locally and through local weather reporting. 0 minutes after the last thunder is heard it will be deemed safe to return participants and spectators to the venue to resume activity.
