1 PURDUE UNIVERSITY NORTHWEST DEPARTMENT OF INTERCOLLEGIATE ATHLETICS EMERGENCY ACTION PLAN EMERGENCY ACTION PLAN The purpose of this action plan is to improve the care of our student-athletes in the event of an emergency. With this plan, every coach should understand what his/her role and duties are in the emergency action plan. In order for this plan to work, it is necessary for a coach or staff member to oversee every practice or competition. In addition to this we must mandate that all coaches and support personnel be trained in first aid/cpr/aed and required to keep these current. First aid/cpr/aed certification must be renewed every two years. It is recommended that an assistant coach, athletic administer, or legal guardian go in the ambulance with the athlete to the emergency room if able to. DWORKIN STUDENT SERVICES ACTIVITY CENTER AND CROSS COUNTRY PLAN Address: 1401 S. U.S. Hwy 421, Westville, IN Directions to Facility: From the North: Turn left off of US-421 South at the stop light to enter campus and take the first right at the roundabout. Follow the drive and make the final left into the parking lot into the Dworkin Center. From the South: Take the first right into campus off of US-421 North and the Dworkin Center will be straight ahead. The cross country course is located on the southeast corridor of the campus utilizing a combination of the walking/running trails. The start and finish line is directly behind the Dworkin Student Services Activity Center. Procedures and Responsibilities: 1) Athletic Trainer a. Immediate Patient Care b. First Aid c. Delegate Actions 2) Director of Athletics/Assistant Athletic Director/Team Manager a. If police are on site: i. Go to police on site and tell them to radio in the call for the ambulance ii. Police will block off entry way for ambulance and take care of street patrol b. If police ARE NOT on site: i. Call 911 and request an ambulance giving location, directions to facility, patients sex, age and nature of the condition ii. Call for campus police and inform them there is an ambulance in route to the facility c. Flag down EMS and make sure all gates are open and pathways are clear 3) Assistant coach/2 nd athletic trainer Assist in providing supplies from bench as needed. Bring all splints, medical kit, AED, and other emergency supplies to the Athletic Trainer 4) Head coach and Officials Crowd control. Do not allow for gathering around the injured individual. Get players back to benches. Head coach meet parents of injured athlete if at the event at the time of the injury.
2 IN CASE OF A 2 nd EMERGENCY AT DWORKIN CENTER: In the event the Athletic Trainer is the only medical professional at the event with the qualifications to supervise play and needs to tend to an emergency situation, concussion, etc., the Director of Athletics and on duty police at Purdue University Westville will observe for any situations where the athletic trainer would be needed. In the event of a second emergency in such a situation, the Director of Athletics will make sure the scene is safe, secure the scene with help from officials, and designate an individual to summon the athletic trainer to the scene to begin emergency care. From Indianapolis Boulevard, turn east on 173 rd Street. Turn right (South) into the Fitness and Recreation Center parking lot and proceed straight to door K2 (Gate 2), which will be the second entrance on the left. Go down the hallway and then make a left and then an immediate right though the opening to the gymnasium adjacent to the athletic training room (middle of the three doors). Procedures and Responsibilities: 1) Athletic Trainer a. Immediate Patient Care b. First Aid c. Delegate Actions 2) Director of Athletics/Assistant Athletic Director/Team Manager a. Kennedy Ave and keep right. Merge onto N. Kennedy Ave and take the first right onto 174th Street and make an immediate right onto J.F. Mahoney Drive. From the West: Heading east on I-80 E/I-94 E, take Exit 3 toward North Kennedy Ave and keep right. Merge onto N. Kennedy Ave and take the first right onto 174th Street and make an immediate right onto J.F. Mahoney Drive. The South Lot is convenient for Pepsi Field (soccer), Fifth Third Field (softball), and Community Hospital Courts (Tennis), while the North Lot is closest Albert's Diamond Jeweler's Field (baseball) and Community Hospital Courts (tennis). To reach the South Lot, continue straight on J.F. Mahoney Drive and follow the bend to the left. This lot will be the second driveway located on the left-hand side of J.F. Mahoney Drive. The lot is located behind the Jean Shepherd Center.
4 To reach the North Lot, make a left on 175th Street and follow it for 1/4 of a mile. The lot is located on right. Once through the gate enter the field on the gate on the left side in left field. Once the Tennis Courts are finalized, directions through the main lot will be documented. Procedures and Responsibilities: Athletic Trainer: o Immediate Patient Care o First Aid o Delegate Actions Game Manager/Director of Athletics: o Game manager will charge, distribute and collect walkie-talkies for each game o If police are on site: - Go to police on site and tell them to radio in the call for the ambulance - police will block off entry way for ambulance and take care of street patrol o If police ARE NOT on site: o 1) Call 911 and request an ambulance giving location, directions to facility, patients sex, age and nature of the condition 2) Call for campus police and inform them there is an ambulance in route to the facility 3) Flag down EMS and make sure all gates are open and pathways are clear Game manager will make sure gates are open and emergency personnel can enter venue. Assistant Coach/2 nd Athletic Trainer: o Assist in providing supplies from bench as needed. Bring all splints, medical kit, AED, and other emergency supplies to the Athletic Trainer Head Coach and Officials: o Crowd control. Do not allow for gathering around the injured individual. Get players back to benches. Head coach meet parents of injured athlete if at the event at the time of the injury. IN CASE OF A 2 ND EMERGENCY DOWLING PARK: In the event the athletic trainer is the only medical professional at the event with the qualifications to supervise play and needs to tend to an emergency situation, concussion, etc., the Director of Athletics and on duty police at Purdue University Northwest will observe for any situations where the athletic trainer would be needed. In the event of a second emergency in such a situation, the Director of Athletics will make sure the scene is safe, secure the scene with help from officials, and designate an individual to summon the athletic trainer to the scene to begin immediate emergency care. AED LOCATIONS: HOME BENCH AND CAMPUS POLICE VEHICLES IN CASE OF SEVERE WEATHER Lightening will be detected by the Istrike app on the athletic trainer s phone. o This will warn PNW Staff when lightening is close and need to seek shelter The Jean Shephard Center is to be used for shelter during severe weather. o Hours of Jean Shephard Center are: Mon-Friday 7am-9pm Saturday 9am-4pm Sunday Closed
5 o If the Jean Shephard building is closed all individuals/teams will go to FRNC on the Purdue Northwest Campus for shelter All student-athletes will stay inside the building until the Istrike app gives PNW staff the all clear PERSONNEL THAT WILL BE AT HOME GAMES Game manager Campus Police Athletic Trainer Director of Athletics/Assistant Athletic Director EMERGENCY PHONE NUMBERS (9 TO GET OUT FROM LAND LINE IF OFF CAMPUS CALL) EMS Dispatch University Police Student Health Services Athletic Training Room Athletic Office Community Hospital ER REFERRAL NUMBERS: Dr. Brown Dr. Bryant Hessville Urgent Care Health Center Dr. Benavente Ethos Dental Concussion Clinic LIGHTNING POLICY (Updated: 11/2015) 1) Establish a chain of command that identifies whom is to make the call to remove individuals from the field. Practice Licensed Athletic Trainer/head coach/assistant coach Game game day Management Protocol/licensed athletic trainer 2) Name a designated weather watcher protocol. Practice- Licensed Athletic Trainer/head coach/assistant coach Game- Licensed athletic trainer/game day management 3) Have a means of monitoring local weather forecasts and warnings: Istrike Weather App on phone 4) Designate a safe shelter for each venue. 5) Use the Istrike App to determine when to go to safety. By the time the Istrike App indicates the storm is within 10 miles all individuals/teams should begin to seek a safe structure. In the absence of the Istrike App, use the flash-to-bang method with the same distance precautions. (see below) 6) Once activities have been suspended, wait at least thirty minutes following the last sound of thunder or lightning flash prior to resuming an activity or returning outdoors. 7) Avoid being the highest point in an open field, in contact with, or proximity to the highest point, as well as being on the open water. Do not take shelter under or near trees, flagpoles, metal shelters; storage sheds; and/or open sheds, dugouts, open garages. 8) Observe the following basic first aid procedures in managing victims of a lightning strike:
6 Survey the scene for safety. Activate local EMS. Lightning victims do not carry a charge and are safe to touch. If necessary, carefully move the victim with care to a safer location. Evaluate airway, breathing, and circulation, and begin CPR & AED if necessary. Evaluate and treat for hypothermia, shock, fractures, and/or burns if necessary. 9) All individuals have the right to leave an athletic site in order to seek a safe structure if the person feels in danger of impending lightning activity, without fear of repercussions or penalty from anyone. FLASH-TO-BANG To use the flash-to-bang method, begin counting when sighting a lightning flash. Counting is stopped when the associated bang (thunder) is heard. Divide this count by five to determine the distance to the lightning flash (in miles). For example, a flash-to bang count of thirty seconds equates to six miles. As a minimum, the NCAA and the National Severe Storms Laboratory (NSSL) strongly recommend that all individuals leave the athletic site and reach a safe location by the flash-to-bang method of 30 seconds (6 miles). SAFE SHELTER 1) A safe location is any university-designated building. The building should have four solid walls (not a dug out), electrical and telephone wiring, as well as plumbing, all of which aid in grounding a structure. 2) The secondary choice for a safe location from the lightning hazard is a fully enclosed vehicle with a metal roof and the windows completely closed. It is important to not touch any part of the metal framework of the vehicle while inside during ongoing thunderstorms. 3) It is not safe to shower, bathe or talk on landline phones while inside of a safe shelter during thunderstorms (cell phones are acceptable) SAFE SHELTER FOR THREATENING WEATHER If you hear it, clear it; if you see it, flee it. All outside sports played at Dowling Park Athletics Complex: For threat of lightning/17 and lightning/tornado; teams, officials and staff should evacuate to the Jean Shephard Building. All fans should take shelter in their vehicles. TORNADO POLICY A Tornado Warning means a tornado has been sighted and poses an immediate threat. If a tornado is seen while on campus, immediately notify University Police, ext At the Academic Learning Center, immediately notify Merrillville Police at 911. In the event a tornado warning alert is in effect, occupants inside campus buildings will be instructed by the campus Emergency Preparedness Public Address System or a university representative to seek the nearest Storm Safe Area. The safest location is in any interior hallway or small interior room on the lowest floor of the building, away from windows and doorways. 1) The Building Deputy should tour the building and then proceed to the Storm Safe Area in their building and await the All Clear status message from the University Police either by announcement, radio or cell phone call. 2) On Campus, University Police will immediately be dispatched through parking lots announcing the warning and evacuation instructions.
7 3) University Police personnel will monitor the weather radio and other information sources to determine when to issue the All Clear message. STORM SAFE AREAS The following areas are designated Storm Safe Areas in the event a Tornado Warning is in effect for this immediate area: Hammond Campus 1) Anderson Building main hallway ground floor, restrooms and Anderson, room 148 2) Potter Building main hallway on ground floor, restrooms and Potter, room 112 3) Gyte Building ground floor hallway and restrooms 4) Gyte Annex Building ground floor hallway and restrooms 5) Student Union & Library cafeteria and Student Union & Library, room 100 (student lounge) 6) Lawshe Hall Lecture Room 131 and ground floor restrooms 7) Porter Hall East/West hallway ground floor and restrooms 8) Fitness & Recreation Center main hallway (by fitness center), locker rooms and restrooms 9) University Services S-21, 25 (locker rooms) 10) University Police Building men s locker room 11) Powers Building Powers, rooms 108, 120, 121 and restrooms 12) Community Services Building basement 13) Classroom Office (CLO) building main hallways on ground floor, center hallways, rooms 132, 135, 137, 139 and restrooms 14) The White Lodging Center/Challenger Center main floor rooms, 121, 125, 126, 127,132, 133 and restrooms 15) th Street building main hallways and restroom 16) The University Village main hallways on ground floor 17) Academic Learning Center ground floor hallways and interior rooms Westville Campus 1) James B. Corridor 1069 and east rooms, Athletic Training Room. *If immediate access to a designated storm safe area is not available then go to the nearest interior room with no windows on the ground floor of the building.
