Purpose of the Regulation The purpose of the regulation is to regulate the accreditation procedure of calibration laboratories pursuant to Standard ISO/IEC 17011, the Act regulating the operation of NAH and the Government Decree (updated version can be found on the website 2. Personal and material scope The scope of the Regulation covers the activities of the NAH accreditation desk officers, general department heads, assessors/experts, the Accreditation Committee, the Deputy Director General, and the calibration laboratories to be accredited/accredited. 3. Definitions Basic concepts of metrology: Valid version of VIM (International Vocabulary of Basic and General Terms in Metrology) available at Terms and definitions of quality management: MSZ EN ISO 9000 Quality management systems. Basics and vocabulary MSZ EN ISO 9001 Quality management systems. Requirements Metrological traceability: NAR-36 Site: each unit that can be technically separated (laboratory, group of laboratories, etc.), each of which has a separate technical responsible person. (It is considered a separate site even if it is geographically on one site, e.g., in one building.) 4. Regulation 4.1. Overview of the accreditation programme In the accreditation of the calibration laboratories, NAH assesses the competence of the applicant organisation to establish if the quality of the tests performed thereby is in compliance with the standards, rules of law, NAH prescriptions applicable to the performance of laboratory tests and the internationally mutually accepted documents on accreditation and customer requirements Areas to be accredited Calibration areas to be accredited for which NAH has been prepared for in its activity, are contained in Table No. 1. Calibration in a laboratory and on-site must be indicated in the table. The most frequently used services belonging to the different areas are contained in Table No. 2. 3/15
4 The table of reference standards and other measuring instruments used in calibration services can be submitted in any format with the given parameters, e.g., as an annex but it shall clearly identify which reference standards are used for which services. Areas to be accredited: Table No. 1 Acoustics and ultrasound Flow (including flow rate of liquids) Force and torque Construction industry measuring instruments, testing equipment Acceleration, speed, displacement Length Temperature Time and frequency Ionising radiation Hardness Chemical (ph, gas mixture analysis...) Moisture content Pressure and vacuum Optics Density and viscosity Volume Mass Measurement of electric power DC and AC Measurement of electric power HF 4.3. Accreditation requirements *: L - laboratory calibration, H.: on-site calibration L* H* In the accreditation, extension of scope, renewal of accredited status, and surveillance procedures, extraordinary surveillance procedures, the applicant, accredited organisation shall fulfil the requirements of Standard MSZ EN ISO/IEC and the requirements laid down in the 4/15
5 applicable special standards, and ILAC and EA mandatory documents. In the area for which accreditation is requested, at least 3 months regulated operation must be demonstrated in case of new accreditation. Up-to-date requirements are available on the NAH website ( Calibration laboratories shall prepare calibration procedures for the areas to be accredited, for which NAR-18 gives guidance. Each calibration must be validated Identification of the area for which accreditation is requested (NAD KL) I. For laboratory calibration Name of measuring instrument (or quantity to be measured) to be calibrated Value or range measured by a reference standard or reproduced Calibration and measurement capability ID of the calibration procedure Note/number of calibrations performed Number of calibrations performed: number of calibrations performed during 1 year before the submission of the application (or, in case of a new activity, in the 3 months preceding the submission of the application).
