Honoring, in letter and spirit, all the commitments made in the Environmental Management Plan of EIA report, latest indication of investments by the CEO after the Public hearing dated May 12, 2014 and assurances given in the Addendum to EIA dated June 03,2014 make the minimal requirement for this environmental approval. 2. The proponent will develop detailed Biodiversity Action Plan (BAP) in consultation with the Forest, Wildlife & Fisheries Department for the betterment of the National Park, clearly indicating the roles and responsibilities of all the stakeholders and also defining the implementation mechanism of the BAP along with its cost estimates for different activities at the earliest in the first quarter of proper commencement of the project and 'fill submit to EPA-AJK and other stakeholders for review and comments and its approval. 3. Under Corporate Social Responsibility (CSR) obligation, the proponent will follow the Security and Exchange Commission of Pakistan's Voluntary CSR guidelines to develop the long term partnership with the stakeholders and the local community and will develop the CSR plan with mutual consultation of local community and EPA-AJK within 03 months to make it more effective and viable. 4. The amount for CSR by, the Proponent should be at least Rs. 20 million during construction period and for operational period it has to be Rs Million per annum. 5. The proponent shall strictly adhere to take all the Mitigation measures suggested in the EIA Report & Environmental Management Plan (EMP) to ensure that there is no negative impact on soil, roads, ground water, ambient air quality, noise level, natural drainage, flooding, hill torrents, and livelihood of local communities and biological resources of the project area. Institutional arrangements for implementation of Environmental Management Plan (EMP) should be finalized well before the commencement of the project so that proposed mechanism of environmental Protection should be operative well in time. 5 P a g e M i r a P o w e r L i m i t e d

7 6. The proponent will undertake the acquisition of the land through a standard legal process by District revenue department and compensation shall be paid to inhabitants in case of loss of agriculture land, crops, property, usage right etc. in accordance with the rates / broader packages that were agreed upon by the affectees. All conflicting issues regarding compensation should be settled amicably sooner than later. 7. The proponent will develop detailed Land acquisition and resettlement plan after completing all legal process before the commencement on the project as committed in the Public Hearing. 8. Proponent shall ensure the adequate arrangements for addressing public grievance(s) and implementation of Resettlement Action Plan (RAP) through Public Grievances Redress and Settlement Committee (-PGRSC) without any delay. 9. The proponent will also develop the Watershed Management Plan of immediate and upstream catchment areas to control the siltation of the reservoir in consultation with the Forest Department and will take all possible efforts to utilize all the excavated material in the nearby watershed degraded area for land reclamation instead of dumping it along the river. 10. It will be ensured that no dumping is made along the river. However, whenever it is unavoidable the proponent will take all the protective measures to ensure no spoilage/excavated material reaches in the river. 11. The proponent will restrict removal of trees at project site to bare minimum; and if unavoidable, the cash compensation will be paid to the owners and Forest Department along with planting of trees five times of removed on nearby available blank areas in collaboration with AJK-Forest Department. 12. The Proponent shall ensure compliance to National Environmental Quality Standards (NEQS) during construction and operation of the project. 13. Proponent shall constitute Environmental Monitoring Committee (EMC) having the representatives of all concerned stakeholders as mentioned in EIA. The reporting mechanism and ToRs of the Committee shall be finalized in consultation with EPAAJK. 14. Monitoring shall cover the entire period of the Project, construction and operation. Monitoring reports shall be submitted to AJK-EPA on quarterly basis. 15. The proponent shall provide the copy of this approval and EIA report to the contractor(s) for compliance and any negligence on contractors' part will be considered proponent's negligence. 16. Blasting shall be avoided; if it is inevitable, the controlled techniques in accordance with Pakistan Explosive Act should be adopted in sliding and perspective sliding prone areas. 6 P a g e M i r a P o w e r L i m i t e d

In case independent Environmental Specialist firms/organizations are to be hired as a compulsory arrangement to undertake measurements of different parameters critically important in determining water & air quality and assessing noise emission level either during construction phase or in both construction and operation phases of the project, the finding of quality analysis on regular basis should positively be shared with EPA-AJK. 18. The proponent shall ensure that strict and efficient health and safety measure are in place for the protection of workers and passers-by backed by a comprehensive emergency response mechanism plan. 19. The proponent will ensure the employment opportunities to the local community on priority if eligible and will incorporate it in EPC and O&M agreements. As far as possible, employment should be provided to local people for all unskilled jobs. Preference may also be given to local people for all semi-skilled and skilled jobs as committed in Public Hearing. Employment record for all positions shall be provided to EPA-AJK positively. 20. In the case of precious stones/ semi-precious stones/ minerals discovery during tunneling or any other excavation activity the proponent should immediately stop the work and the concerned department or agency should be consulted for taking appropriate action. 21. In the case the articles of Archeological importance like artifacts, coins rock-art and other archeological relics are discovered, the work at the site should immediately be stopped and the concerned department or agency should be consulted for the appropriate action. 22. Proponent shall take special safety measures while working close to settlements, towns, schools and hospitals etc. for safety of the general public and livestock. 23. Proponent/contractor shall make sure the safety & security of wildlife and their habitats at the project site and in its environs with the prior consultation and adhering strictly to the guidelines of Forestry & Wildlife Department. 24. During the excavation of tunnel; the dug material and spoil should be utilized as per para 9, 10. Free roll down of excavated material shall be prohibited to avert damage to green vegetation cover, water bodies, perennial & non-perennial drains, irrigation channels,. Communication routes and productive lands. Littering would be avoided strictly during transportation of materials. 25. The sites to install the asphalt plant and other machinery would be selected in consultation with the Agency (EPA-AJK). Special consideration must be given to critical installations like school hospitals, mosques, community hall etc. while selecting temporary utility sites. 26. The proponent shall not setup labor camps close to the settlements and will develop independent services utilities to avoid intruding into local population privacy. 7 P a g e M i r a P o w e r L i m i t e d

9 27. The proponent shall manage scientifically all waste generated by construction activities and machinery, chemicals' spill, and no damage to flora fauna and overall ecology etc. 28. The proponent shall rehabilitate all sites to their natural conditions affected by temporary use during the construction phase at the end of the construction period. 29. The proponent shall be liable for the correctness and validity of the information furnished by them or their consultants and will provide periodic monitoring reports to the Department as specified in the report. 30. Proponent shall be liable for compliance of regulations 13, 14, 17 & 18 of IEE/ EIA Regulations 2009, which enunciate the conditions for approval, confirmation of compliance, entry, inspection and monitoring of the proposed project. 31. Proponent would be responsible to facilitate EPA-AJK teams for any visit for inspection/ monitoring etc. 32. Any change in the approved project shall be communicated to EPA-AJK and shall be commenced after obtaining the approval. 33. The approval shall stand null and void if any of the conditions, mentioned herein before, are not fully complied with. 34. This approval does not absolve the proponent of the duty to obtain any other approval or clearance that may be required under any law in force or by any competent forum/ court of law. 35. The proponent should be bound to submit undertaking for acknowledgement that you (proponent) completely understand and will implement the conditions of approval on judicial stamp paper in accordance with the requirements of Clause (2) of Regulation 13 and Schedule VI of "Azad Jammu and Kashmir Environmental Protection Agency Review of Initial Environmental Examination and Environmental impact Assessment Regulations 2009". 36. This approval shall be valid for a period of three years from the date of its issuance under Section 16 of IEE/EIA Regulations, This Approval can be withdrawn at any time without any prior notice if deemed necessary in the public interest. 8 P a g e M i r a P o w e r L i m i t e d

10 102 MW C. Incidents of Violations or Non-Compliance 1. The following information regarding incidents of violations or non-compliances has been recorded in the corrective action register. The ESOHS Corrective Action Plan (ESOHS CAP) is updated on daily basis with unsafe acts and conditions having impacts to environment, persons, property, community and reputation. 11 102 MW D. Status of Biodiversity Action Plan 1. The implementation of BAP is in progress after the engagement of Himalayan Wildlife Foundation (HWF) as Implementing Organization. HWF is submitting quarterly BAP implementation reports. Hagler Bailly Pakistan (HBP) has been engaged as Monitoring and Evaluation (M&E) Consultants. HBP is also submitting all seasonal M&E reports. 2. The Kashmir Catfish Breeding Facility is started, which is located along Hajeerah Nullah, approximately 1 km upstream of the town of Hajeerah 3. Awareness on national park and biodiversity has remained relatively unchanged. This shows that awareness promotion activities of the Azad Jammu & Kashmir Wildlife and Fisheries Department (AJKWFD) and Implementation Organization have been largely ineffective. 4. There was an increase in awareness in communities in 2017 as compared to 2016 that destructive means of fishing such as dynamite, electrocution, and use of poisons is illegal. 5. The increasing presence of wildlife guards has been noted by the community. In 2017, 27% of households considered the protection to be highly effective as compared to only 10% in MPL is proving all necessary resources as and when needed by HWF, HBP and Fisheries and wildlife Department. 10 P a g e M i r a P o w e r L i m i t e d

MPL has engaged one Gardawar and one Patwari (land Staff) to facilitate APs to prepare their documents and to receive their payments. 16 assist local communities by visiting them at their doorsteps. 2 Most of the AHs complained that the land prices assessed by the LAC are lower than market price. 3 Local communities raised few individual complaints: Source of water in Dera Nawab Khan ( a water spring) will be submerged in the reservoir. Damage to the link road in Villagers of Dera Nawab Khan. Yield of groundwater wells in Barali villages has reduced. Few women from Barali village complained that their privacy is being affected. One micro hydropower plant in Gulhar Sharif village More land is being affected in Gulhar Sharif village Land category of affected land is not correct in Sehar Mandi village. Affected land by proposed Thalalat bridge could not be included in the award. Affected water tank is not compensated. 4 Local communities complained that their privacy is being breached around the land acquired for powerhouse, contractor camp and offices along the residences of the local communities in Barali village. 98 title holders have contacted district court against the land price assessments from Gulhar Sharif, Hill Kalan, Mandi and Burali villages. A committee has already been formed to settle all the individual issues identified by the APs. It is recommended that the EPC contractor should be instructed to construct the boundary wall around the project. 15 P a g e M i r a P o w e r L i m i t e d

18 k) Livelihood restoration measures for economically affected people due to BAP and Sediment Mining Plan As per national park obligations wet mining and illegal fishing is prohibited in the river, however Mira Power Limited is in deliberation with AJK wildlife and fisheries department to issue license for fishing while sand miners will be facilitated once the sediment mining plan and detailed livelihood restoration plan will be implemented. l) Information on the Implementation of the Detailed Livelihood Restoration Plan Activities Mira Power Limited has not started activities of DLRP as it is in developing phase. m) Reporting on DLRP Commitments MPL is in process of developing a comprehensive Detailed Livelihood Rehabilitation Plan with consultation of all affected communities. DLRP will be implemented and will have alignment with CSR plan. All proposed interventions will be implemented. n) Special measures particularly for vulnerable individuals Vulnerable allowance is dedicated for vulnerable families. Apart from that all vulnerable individuals are inculcated in project activities, i.e. skilled/unskilled jobs, supplies and contracts. Furthermore during the CSR initiatives they will be particularly considered. o) CSR Programs in the Following Areas of Intervention Employment Enhancement Mira Power in coordination with EPCC is in a process of engagement of local residents in skilled, semi-skilled and unskilled jobs. Locals are being engaged in jobs on priority basis, whenever and wherever their services are required. Social Services There was a delay in approval of CSR plan at the part of government, however MPL and KOEN jointly organized CSR activities like, KOEN volunteers did activities with a local government school. Infrastructure MPL and EPCC are inclined to improve infrastructure of community in proximity of the project, for that purpose MPL has built a suspension bridge, renovated and reconstructed buildings of a school. p) Reporting on DLRP and CSR Budget Utilization The detailed Livelihood restoration plan is currently being finalized in consultation with Lenders and Environmental protection agency. 20 F. Incidents of Environmental and Safety Accidents a) Environmental Accidents and Mitigation No Environmental major accident has been reported in this quarter. However total of 142 non-compliances in the field of environment were reported and recorded in CAP register attached Exhibit-01. The EPC Contractor has prepared emergency response and contingency plan for spill contingency and inducted to the staff for any incident of spill. The EPC Contractor prepared Waste Management Plan for managing waste effectively which are generated by its activities, products and services (collection, handling, transportation, storage, treatment, disposal, records keeping, auditing) and within the requirements of the applicable waste Laws and Regulations. The EPC Contractor also delivered waste management session to camp management staff on the general practices. The EPC contractor prepared Muck Disposal Plan (MDP) for managing safe disposal of the muck generated from. The plan deals with the wastes identification of the options available for the disposal of the much generated during the project activities. The EPC Contractor according to the plan reused the materials as fill at various activities of the project area in order to ensure compliance to the waste minimization strategy. 1. The EPC Contractor conducted site visual inspections regularly in relevant areas of the Project. The inspections focused on compliance with the ESMP. The inspections played an important role in increasing awareness of ESMP. 2. Minor non-conformances were discussed during the inspection and recorded in CAP. Major non-conformances will be reported as incidents. results will be disclosed at management meetings b) Health and Safety Accidents and Mitigation 1. The platform was at a height of 112 inches above floor where a worker Mr. Shahid (AH Mechanical Fabricator) was standing. Labor Relations and Conditions The issues related to labor relations and working conditions and other relevant grievances are recorded and grievance redressel committee addresses those issues amicably. Labors grievances are attached as Exhibit-7. a) Labor relations and living conditions for construction labor force 1. As per Co pa s o se atio, the Co t a to has o du ted edi al e a i atio s of all appointed for Food handlers. The examination has been conducted based on following parameters; HIV, Hepatitis B&C, Chest X-Ray, blood and Erythrocyte Sedimentation Rate (ESR) test. The results showed absence of any contagious diseases in food handlers. 2. The Contractor has already developed a labor grievance redressal mechanism as per E IA a d o ke s g ie a es ha e ee ai tai ed usi g g ie a e ed essal mechanism. 3. Keeping in view the Security of the staff, the Contractor issued service cards to its employees. 4. To collect safe drinking water from installed water treatment plant (Reverse Osmosis Plant), workers and vehicles have been deputed to supply chill drinking water to whole Project Site. 5. The Contractor conducted spraying in labor camp and offices, in order to avoid mosquito breeding. 6. The EPC Contractor has ensured that drinking water meets national/local or WHO drinking water standards. 7. The EPC Contractor has ensured that all tanks used for the storage of drinking water are constructed and covered as to prevent water stored therein from becoming polluted or contaminated 8. The EPC Contractor via EHS department has ensured that drinking water quality is regularly monitored 9. The EPC Contractor ensured that specific containers for rubbish collection are provided and emptied on a regular basis 10. The EPC Contractor ensured that Rooms/dormitories are aired and cleaned at regular intervals 11. Standards range from providing tables, benches, individual drinking cups and plates to providing special drinking fountains 13. The EPC Contractor ensured that Kitchens are provided with facilities to maintain adequate personal hygiene including a sufficient number of washbasins designated for cleaning hands with clean, running water and materials for hygienic drying. 14. The EPC Contractor ensured that a number of first aid kits adequate to the number of residents are available. 15. The EPC Contractor ensured that First aid kits are adequately stocked. Where possible a 24/7 first aid service/facility is available 16. The EPC Contractor ensured that lockable cupboards are available in every room of o ke s eside e 17. Noise levels were kept as low as possible to enable pedestrians to hear any communications. Training & Capacity a) Health, Safety, Environmental & Social Trainings The EPC Contractor ensured that Personnel undergo basic environmental, social, safety, and health and safety trainings according to the specific job requirements. They shall be trained and qualified in the key elements of the job including documentation requirements such as, policies, plans, procedures and instructions etc. For every function, a job description with a specific training requirement is available with EPC Contractor. Training topics were updated at regular intervals whenever required or if new training was required e.g. new processes, new methods arise. 35 b) HSE Briefing/Toolbox Talk: 1. The EPC Contractor and their Sub-Contractors conducted weekly Toolbox Talks with the workforce. EHS Advisor EPC Contractor required a written record for the Toolbox Talks held from project staff who conducted them along with the safety topics given on every session. The implementation of toolbox talks was performed via immediate supervisors and engineers. The EPC Contractor above the requirements conducted daily toolboxes for day and night shift workforce. 2. Tool Box Talks consist of a minutes safety session on site, held early morning. Sub-contractors and immediate front line supervisors of the workers concerned shall actively participate in the toolbox talks. The EPC Contractor provided the topics for tool box talks in their weekly and monthly EHS reports. The purpose of the Toolbox Talk is to ensure: All personnel on site receive regular safety induction and instruction of the hazard exposed to them while performing their task. To educate and inform all workers on the current safety and health issues at the workplace. Front line supervisors are made to learn the contents of talks and appreciate their own responsibility for safety and health. To seek feedback from the workforce about safety hazards faced during their activities. Meeting should provide employees with the opportunity to ask questions and suggestions for improvements shall be encouraged. 3. The EPC Contractor delivered total of 430 toolbox talks to staff during the reporting period. The distribution is described below. i. The Contractor conducted 140 tool box talks in April, 160 in May, and 130 in June The toolbox talk manual is attached as Exhibit 5 ii. Keeping in view the established procedures of Environmental and Social Management System (ESMS), the Employer has placed UA/UC Card in Site Office for creating awareness about Health and Safety inside the office employees. 37 c) Emergency Drills and Practices: The EPC contractor prepared Emergency and Contingency Plan for construction work. In order to deal with emergencies and contingencies regular practices and drills were conducted. In this regard Hazards with less residual risks were categorized and decided to be control with emergency response plan with understanding that regular practice and drills were decided to provide better response. The basic purpose of these drills was to train on-site personnel to carry out the correct response to an emergency condition. 38 I. Stakeholder Consultation/CSR Activities a) Details of consultations 1. A Community Complaint Register (CCR) is placed at the entrance gate of the Site along with the sign board to communicate its location. All complaints in CCR have been addressed and resolved for developing good relations with the nearby community. 2. Efforts have been made by the Company by the Contractor in developing good relations with the nearby communities by providing jobs to locals and utilizing them in business e.g. restaurant services contract provided to affected person on merit basis. 3. As a standard practice, the Contractor checks the CCR on daily basis. Additionally, the Company checks the register regularly to ensure smooth functioning of Construction period. 5. Company is promoting community relations as all emerged community complaints and pending complaints are being addressed by MPL CLO. 6. Local employment has been created to enhance the local employment and community relations. 7. CSR Plan has not been approved by authorities so far. MPL and contractor are doing CSR activities apart from CSR plan. Two schools were connected with solar energy system and renovation of Government Boys Middle School Gulhar Sahrif has been done with an amount of 1.3 Million PKR. 37 P a g e M i r a P o w e r L i m i t e d

39 J. Monitoring and Compliance a) Findings 1. Environmental Management and Monitoring Plan (EMMP) is the synthesis of all proposed mitigate and monitoring actions, set to a timeline with specific responsibility assigned and follow-up a tio s defi ed 2. Thus, it acts as a tool which provides assurance of implementing the Project activities in an Environment friendly manner. 3. The EPC Contractor reported Environmental Social Management Plan (ESMP) / Environmental Management Plan (EMP) after incorporating updated status of Environmental Sampling of drinking water, surface water and waste water quality and noise level. Also, the quantification of generated Solid Waste has been included in update ESMP/EMP. 4. MPL and EPC Contractor devised the way of implementing EMP by conducting periodic Audits, s and walkabouts. In order to track the level of implementation of Audits and s, MPL and the Contractor has formally signed the ESOHS Corrective Action Plan (ESOHS CAP). The Contractor has provided timeframes for completion of actions in various ESOHS weekly meetings held on Site and clearly identified responsibilities for implementation across all parties. 5. In order to reduce soil erosion, culverts have been constructed on the Camp-A entrance and along various locations of the project such as temporary access roads. It helps to reduce the soil erosion as well as speed of rain water falling in the tailrace channel. 6. On the recommendations of Lenders, the Contractor in order to maintain a proper drainage and reduce soil erosion protection of the area adopted measures. Proper drainage system for joint restaurant both behind and in-front to drain water. 7. Catch pits to receive water from offices are prepared according to the peak flow of rainfall during the monsoon season. 8. On the recommendations of Lenders, main drainage system for Camp-B is prepared to control the water and maintain the flow of the water. 9. To reduce soil erosion alongside the tail race channel coble and boulders have been placed, after placing geo-textile layer of non-woven fabrication at the interface of gravel. b) Recommendations 1. As per Lenders recommendation a local contractor has been hired from Barali for the transportation and disposal of non-recyclable waste at Kotli Municipality approved site. The contractor has started services from May 05, 2015 and collecting all the waste from dumping pit also for its safe disposal. 38 P a g e M i r a P o w e r L i m i t e d

40 2. In order to eliminate the tripping and falling hazard at project site, housekeeping has been ensured by managing the same kind of items at same place and it is a continuous activity. More over in order to avoid falling hazard permanent guard railing has been installed along the stairs in the office building of power house 3. As per lenders recommendation different kinds of bare minimum procedures are developed for better understanding, and implementation of health safety and environment system. All incidents are reported accordingly. 4. Smoking area has been designated outside the office, power house and Labor camp. 5. As per MPL recommendation management involvement during risk assessment has been initiated including higher management of EPC Contractor. 6. As per MPL recommendation frequency of blasting inspection has been increased from weekly to daily basis. 39 P a g e M i r a P o w e r L i m i t e d

41 a. Monitoring of ESMMP The monitoring in accordance with the Environmental and Social Monitoring and Management Plan (ESMMP) of the projects ESIA was undertaken during this reporting period. The status of various aspects as identified in ESMMP is presented below: a) Soil Quality The EPC Contractor conducted visual inspections for any oil and lubricant spills and leakages in the construction area and presence of oil in the drains at the construction site on daily basis during routine EHS visit to construction areas. Non compliances were issued to concerned parties for generating the non-compliances. The EPC Contractor avoided the spills scenario by using drums with refueling pumps and dip trays for avoiding major spill by transportation with Tankers. The EPC Contractor ensured the generator areas are well contained with cement containment and providing oil spill emergency equipment in case of spills for response. The EPC Contractor is in process of inducting the staff regarding Spill Contingency Plan. The EPC Contractor try to ensure that impact be minimized by adopting mitigation measures and extra caution during refueling and machinery maintenance at on site workshops. The EPC Contractor reported the environmental non compliances in weekly and monthly EHS reports as per EMMP. b) Soil Erosion The EPC Contractor conducted Visual inspection of soil erosion and land sliding. Non compliances generated were discussed with the concerned parties. Non-Conformance reports were generated for environmental impacts arisen during construction works. EPC Contractor HSE department was involved in a timely manner for identification of hazards. The EPC Contractor adopted Slope stabilization measures such as adequate vertical and horizontal drains, drainage along roadsides, cross drainage and retaining walls which can be seen. Slope movement was monitored during the construction work in addition to erosion for safety measures. The EPC Contractor reported the environmental non compliances related to erosion in weekly and monthly EHS reports as per EMMP. No such major incident of soil erosion occurred during the reporting period. c) Waste Generation and Management The EPC Contractor conducted waste stream identification for the construction activities and domestic usages. Waste minimization strategies are identified in the Waste Management Plan which includes material elimination, inventory control and 40 P a g e M i r a P o w e r L i m i t e d

42 management, material substitution, reduction in the consumption of natural resources, process modification, and improved housekeeping. The of waste disposal areas and channels is conducted on weekly basis as required in the ESMMP is and sometimes conducted on regular basis. The records for various types of waste generated during this reporting period are presented in Exhibit-16. The EPC Contractor Wastewater treatment system is made to ensure that the effluents during construction comply with NEQS standards and the conditions of lenders. The EPC Contractor avoided direct releases of the camp effluents into the water channels by adopting the system of septic tanks and sewerage tanks. Separate sewerage system plan were developed for both camps A & Camp-B and implemented accordingly. EPC Contractor EHS monitored the sewerage pit and in case of any seepages or damages reports to construction department for immediate repairs. 44 d) Fugitive Dust Emissions The EPC Contractor ensures that new equipment and vehicles in good working condition are brought to work and low emission levels will be used. A visual check were performed when the equipment is mobilized and periodically later to screen out equipment and vehicles that emit unacceptable levels of smoke The of fugitive dust emissions at social receptors in case any complaints regarding excessive particulate matter in ambient air.is conducted on receipt of complaint as required in the ESMMP but so far no such compliant from locals or any other source has arisen which may result in such monitoring. The EPC Contractor ensured that water sprinkling is conducted on daily basis over the project to avoid dust generation from the access tracks and project construction activities. Water is sprinkled on unpaved Project roads in dry weather for fugitive dust control. EPC Contractor ensured that grading operation be avoided when the wind speed exceeds higher levels. The EPC Contractor over the project ensured that speed limits and defensive driving policies are strictly implemented and appropriate controls as per traffic management plans are implemented. The EPC Contractor ensured that Batching plants and associated machinery are installed with suitable dust control arrangements. e) Vehicular and Machinery Exhaust Emissions The EPC Contractor ensured that equipment and vehicles in good working condition and low emission levels are observed. A visual check was performed when the equipment is mobilized and periodically later to screen out equipment and vehicles that emit unacceptable levels of smoke. The of Visual checks of exhaust emissions from vehicles and batching plant machinery to ensure excess pollutants releases is conducted on monthly basis as required in the ESMMP. The EPC Contractor ensured that regular maintenance and service of vehicles and equipment will be conducted. No such complaints have been forwarded to EPC Contractor or CLO MPL in this regard. f) Noise and vibration 1. The EPC Contractor placed all stationary noise generating equipment such as air compressors and power generators at least 200 m away from the residential area to avoid any nuisance. 2. Mitigation measures were taken during blasting activity if threshold values are exceeded then adjusting the distances for the equipment on the basis of monitoring report. 3. The EPC Contractor placed a preventive maintenance procedure for Project vehicles and equipment set and followed which prevented noise levels from deteriorating with use. 4. The EPC Contractor provided Personal Protective Equipment (PPE), i.e. ear muffs and plugs, to reduce noise impact on personnel if any. 43 P a g e M i r a P o w e r L i m i t e d

45 5. Noise prone activities are avoided during night time. 6. Samples for noise monitoring have been collected, during the blasting activities after blasting and it was ensured that communities are at safe distance from the extreme levels. 7. The test results are compared with the Pak NEQS and IFC guide lines, and all results found satisfactory within the limits. The comparison of test results against NEQS and IFC. 8. Provision of necessary safety and personal protective equipment such as ear plugs, ear muffs etc. are ensured at high noise area like tunnels excavation areas. 9. Excavators and all heavy machines are lubricated in a routine matter to minimize the noise and to increase the life of equipment. 10. The EPC Contractor used specific blasting plans, correct charging procedures and blasting ratios, delayed / micro-delayed or electronic detonators, and specific in-situ blasting tests 11. Blast mats and good stemming was ensured by visual inspection prior to blasting to avoid noise levels. 12. Social complaints regarding noise are recorded and addressed accordingly; no complaints regarding noise has been received during the reporting period g) Traffic The of Random speed checks and inspections and investigations in case of complaints by community is conducted on monthly basis or incase if complaint is received as required in the ESMMP. The EPC Contractor as per Traffic Management Plan (TMP) conducted surveillance within the project and took immediate actions upon receipt of the complaints. 1. Dedicated ambulance service is provided at site for emergency situations. Medical staff for day and night shift if provided for first aid and minor emergencies. The EHS advisor act as Team Leader during various inspections conducted. Daily EHS inspection and monitoring were carried out by all inspectors under the supervision of EHS officers and advisors as and whenever required. In addition to the ongoing monitoring of the worksite by the EPC Contractor management, Health and Safety Officer performed a formal HSE inspection/walkabout of the worksite and accommodation quarters (if applicable) at least once a week to identify and correct any hazardous conditions and unsafe action noted. The monthly internal audit was conducted by higher managements of the Contractor representatives for immediate decision making on HSE mitigation measures for the project.
