2 AREA 4 & 5 TRAINING EXERCISES 2015 The Area 4 & 5 Training Exercises were held in Mainprize Regional Park (southeast of Weyburn, SK) and Moose Creek Regional Park (northeast of Estevan, SK). To assist in the exercises, Matrix Solutions was contracted to coordinate the exercises. This report is based on the information obtained in the planning, observations and sequence of events during the exercises. Recommendations in this report are based on the coordinator s observations. EXERCISE FORMAT: MAY 13 th & 14 th 2015 MAINPRIZE REGIONAL PARK: SCENERIO: To simulate a crude oil spill on the Rafferty Reservoir using peat moss. Personnel will use the Area 4 & 5 spill equipment and selected teams will deploy the appropriate equipment to contain and recover the simulated crude oil. TIME: 9:00am and 1:00pm LOCATION: The Rafferty Reservoir opposite the boat launch at the Mainprize Regional Park. P a g e 2 13
3 RAFFERTY RESERVOIR DETAILS: Teams were assigned to the following: a) Safety b) Lake Boats c) Containment Booms d) Pumps e) Pipelines A team captain was selected to coordinate each area of responsibility. OBJECTIVES: 1. To contain the simulated oil spill. 2. To recover the simulated crude oil. 3. To familiarize the attending personnel with all aspects of the oil spill equipment. EXERCISE OBSERVATIONS: Conditions were excellent at Mainprize Provincial Park for all four training exercises. The wind was light for all four sessions. Peter McFadden reviewed the equipment in the trailer with each team prior to the deployment of the equipment into the Warm Zone. TEAMS REVIEWING EQUIPMENT P a g e 3 13

6 PUMPING FROM SKIMMER INTO PORTABLE TANK EQUIPMENT BEING RETURNED TO TRAILER OBSERVATIONS: The wind conditions on May 14 th and May 14th allowed the boom to be pulled by one boat bringing the simulated oil (peat moss) to the skimmer. This was done extremely well by all teams for all four training exercises. P a g e 6 13
7 MOOSE CREEK REGIONAL PARK SCENERIO: To simulate a crude oil spill on the Alameda Dam Reservoir using peat moss. Personnel will use the Area 4 & 5 spill equipment and selected teams to deploy the appropriate equipment to contain and recover the simulated spill. LOCATION: North of the boat launch at the Moose Creek Regional Park, adjacent to the Golf Course. 8 OBJECTIVES: 1.To deploy a deflection boom to divert the simulated crude oil spill from reaching the shoreline or proceeding downstream. 2. To recover the simulated oil spill. 3. 13 SIMULATED OIL BEING PUMPED INTO PORTABLE TANK OBSERVATIONS: The conditions for all four exercises were excellent allowing all teams to deploy the booms and capture the simulated oil and direct it to the skimmer. The new format of having two training exercises each day reduced the numbers attending, allowing for better participation working with the equipment. With all the changes in the Equipment Trailer and the additional training sessions, all of the Exercises were conducted with both knowledge and professionalism. RECOMMENDATIONS: All training exercises went well and there were no recommendations at this time. COMMENTS: I would like to thank the planning committee Laurel Mohl, Jonas Fenn, Daryl McFadden, Doug Giroux, Robert Klassen, Jon Hutt, Dean Lemieux and Chuck Hignett for their assistance in the planning and coordination of the exercise.
