Agenda Basic Safety Training and BST Refresher Basic Technical Training Merit Assessment Process Future GWO Standards Speakers: Jakob Lau Holst, CEO, GWO Jakob Bjørn Nielsen, Senior Training Advisor, GWO John Barrie, Head of Training, Vestas Wind Systems and Chair of GWO Training Committee Sabas Rodrigo Herranz, HSE Manager, GE Bente Boa, Head of Learning & Development, Ørsted
Updates to Basic Safety Training/ Basic Safety Training Refresher Jakob Bjørn Nielsen Senior Training Advisor
BST and BSTR General New structure - redundant elements removed New section on Understanding GWO Learning Objectives incl. Taxonomy Table The standard now specifies all timetables are approximate times - lessons and learning elements may be organized differently provided all learning objectives are met New section on Conformity with other training allowing other similar training to be delivered simultaneously Control Measure Form modified (provided as template)
Changes in Modules Module 1 First Aid Module 2 Manual Handling Module 3 Fire Awareness Module 4 Working at Heights Module 5 Sea Survival Specified at least one scenario must be based on electrical incident The content of Manual Handling + Refresher module has been made identical and may now be delivered to basic course delegates and to refresher course delegates The content of Fire Awareness+ Refresher module has been made identical and may now be delivered to basic course delegates and to refresher course delegates Anchor point specified to minimum 6.75 meters - always ensuring that safe distance is available for fall arrester to work No content changes Diabetes deleted as first aid situation An annex on aggravating factors has been provided Technical term fire gases implemented (instead of smoke) Instruction in dry chemical extinguisher specified (reduced) to taxonomy level explain Proposal to shorten duration of training - Currently in the process of conducting a test
Basic Technical Training Standard John Barrie Head of the GWO Training Committee
Basic Technical Training The BTT includes 3 modules - Mechanical - Electrical - Hydraulic Target Group The BTT modules are targeted at candidates who have no previous experience of hydraulic, mechanical or electrical systems but may also be used to up skill candidates who have some knowledge but not of their application in wind turbines. Aims and Objectives The BTT Training shall enable Delegates to be able to perform basic hydraulic, mechanical and electrical tasks under the supervision of an experienced technician.
Changes - General New name: Basic Technical Training (replaces Basic Maintenance Training) New structure - all redundant descriptions of administrative procedures are now only in the general section New section on Understanding GWO Learning Objectives incl. Taxonomy Table New section on Conformity with other training allowing other similar training to be delivered simultaneously Added list of Definitions to avoid different interpretations by training providers Control Measure Form modified Handout requirement included
Changes - General Reduction in training time to 31 hours and 20 minutes by rearranging modules and removing redundancy BTT now organized as three separate modules and requires upload of 1 record per module Module timetables are specified as approximations as long as the total duration is not reduced and practical elements are not reduced in length If all three modules are delivered as a single training, introductory elements and evaluation elements may be combined
What does the BTT replace? The BTT replaces OEM specific training and standardizes the training across the industry - ensuring uniformity and quality across regions The BTT will reduce the amount of duplicated training and facilitate the transfer of skills across organization A significant proportion of safety incidents can be attributed to the incorrect use of tools and equipment - having a recognised industry standard will drive greater consistency and quality in the training provided The flexibility [of the modular approach] will help reduce the time from recruitment to the point where a technician is fit for purpose It is anticipated that the BTT will replace up to 50% of current Basic Technical Training
Merit Assessment Jakob Lau Holst CEO GWO
Merit Assessment
Future GWO Standards John Barrie Chair of Training Committee
Future GWO Standards Enhanced First Aid in Remote Areas, Q Advanced Rescue, Q Blade Repair, Q Electrical Safety to start in Q1/2-2018
Hierarchy of training prioritization Electrical Safety Enhanced First Aid in Remote Areas BST ongoing review BTT ongoing review Advanced Rescue Blade Repair Human Factors Environmental Awareness
Enhanced Enhanced First Aid First in Aid Remote in Remote Areas Areas
Enhanced First Aid in Remote Areas Purpose The Enhanced First Aid training adds on the skills attained from the Basic First Aid course - qualifying technicians with skills and knowledge to stabilize a casualty in the event of an accident/life threatening trauma/ illness and allowing the transfer of the casualty from a remote location to a place of safety and sustained medical attention e.g. hospital. Objectives On completion of training, a Delegate should be able to: Lead in the delivery of basic first aid to save life Demonstrate incident and casualty management Demonstrate immediate emergency lifesaving first aid Conduct telemedical consultation and medical/rescue assistance providing a concise and relevant report of the casualties condition Prerequisite Delegates must hold a valid GWO Basic First Aid certificate prior to attending the course. Duration: 1 day (3 days) Validity: 2 years Training Standard expected to be finalized: Q1/2018
Advanced Rescue
Advanced Rescue Purpose The aim of this training course is to enable the delegates to perform casualty rescue operations, in a WTG, using standard wind turbine industry rescue and fall protection equipment, and predefined rescue methods and techniques, exceeding those of GWO Working at Height. Objectives On completion of training, a candidate should be able to: Assess and determine rescue strategy for various rescue scenarios Perform rescue operations, in/on a WTG, using safe and suitable (certified or structural) anchor points, lifting angles, deviation, and edge protection for the rescue equipment Perform rescue operations using personal fall protection equipment on the casualty Prerequisite Delegates must hold a valid GWO BST certificate prior to attending the course. Duration: 3 days (1 day HUB module + 2 day Nacelle & Tower module) Validity: 2 years Training Standard expected to be finalized: Q2/2018
GWO Standards to be initiated in 2018 John Barrie Chair of Training Committee
Blade Repair Blade Repair
Blade Repair The aim of the Blade Repair standard will be to standardize the requirements for certification of personnel engaged in composite inspection and repair, as a scheme of training and qualifications focusing on safety, understanding and quality. The training standard should also ensure that blade technicians are able to identify the risks to their health when conducting a blade repair, how to manage the risks and how to reduce them to as low as reasonably practicable. The standard will be based on: Generic and commonly recognized Blade Inspection and Blade Repair principles and techniques The identification of known and suspected hazardous substances involved in blade repair Other work-related health issues associated with Blade Repair and means to reduce the exposure to acceptable levels, e.g.: Hand Arm Vibration Syndrome (HAVS): Hand-arm vibration comes from the use of hand-held power tools and is the cause of significant ill health, i.e. painful and disabling disorders of the blood vessels, nerves and joints Noise and hearing loss Other industry specific harmful effects
Electrical Electrical Safety
Electrical Safety Majority of the serious accidents in the wind industry are connected to Electrical Safety / LOTO Wind players operate to various training standards based in local regulations All training is based on the same scientific understanding of electricity and electrical safety principles
Lessons Learned GWO approach to compliance Jakob Lau Holst and Claus Rose CEO and Chair
Audit and Compliance in GWO Audit and Compliance committee meet 8-10 per year. All incidents, minor and major, are evaluated If serious incidents or major non-conformances occur at TPs, we suspend training (upload right in WINDA) and initiate an investigation. Two recent incidents / potential major non-conformance illustrate this: Working at Height incident, fall from 6,5 meters Lesson learned: constructive approach amongst members help Training Provider implement mitigating measures Allegations of upload of records without training Lesson learned: WINDA records matched against members records provide transparency - data quality is imperative
BST, Working at Height incident The incident report: Instructor 1 had to take an important phone call Instructor 2 continued training Delegate was instructed to tie a marchard knot and perform a cut-away exercise 2 nd fall arrest was not attached Marchard knot failed Delegate fell 6,5 meters, but managed to hang on with one hand to a rope as he descended somewhat slowing the fall On contact with ground he was not seriously harmed, but had sustained only minor injury to hand (burn) and shoulder Training then resumed with the remaining delegates Training Provider proposed mitigating measures: TP suggested to suspend both instructors, and retrain in their curriculum before they resume training TP produced a video instruction in marchard knot and cut-away to be shown always before exercises
BST, Working at Height incident GWO action: Suspension maintained until full re-certification Risk management Medical attention should have been offered immediately Measures to remove telephones and other potential distractions during training Train to the standard! Marchard knot and cut-away excercise are far beyond boundaries of basic training At least two instructors always during training, 3 to 12 ratio during practical exercises
WINDA records verified GWO member investigation report: GWO received a report involving 2 persons working for a GWO members subcontractor with apparently false WINDA records uploaded by a GWO certified training provider GWO found some clear irregularities between the documentation for attendance of training sent to the GWO member and later sent to GWO, in which delegate attendance sheets appeared manipulated, with missing names and in places identical signatures GWO member contrasted with signed worksheets for work carried out on the same dates, identical names and signatures GWO action: All rights to upload records were immediately suspended, and Training Provider was requested to receive an audit of management systems 14 days later, the original Certification Body performed audit with GWO as observer.
WINDA records verified Audit result: Audit showed NO non-conformances Original TP / delegate attendance sheets were verified hard and soft copy When the CB report was issued, and suspension was lifted Soft (digital) copy of attendance sheets appear to have been manipulated by TPs customer (the subcontractor to GWO member) prior to entering the GWO member report. Lessons learned: The Training Provider challenged by an important customer to deliver training at night WINDA and GWO creates transparency and a strong foundation for verifying or dismissing apparent non-conformances Data quality is imperative
Panel Discussion WindEurope Conference GWO side event November 28, 2017
Round 1 Training Providers, Service Providers What do you see as the main areas of improvement in GWO? Which demands do you see in the market for future standardizing for safety training? How do we increase the quality of the delivery of training?
Round 2 - Certification Bodies, G+ How can Certification Bodies play a role in raising the overall quality of training? How do we increase the quality of audits? As GWO is expanding into new markets, we see a lack of competent auditors with relevant experience. How do we solve this? In which areas can G+ and GWO benefit from each other? How can we improve this cooperation?
