BOARD OF LIFE SAVING REPORTS 7.1 DIRECTOR OF LIFE SAVING Ken Clark General Activities Club Visits with PDB President First time in 10 years president has attended patrols Recommendations/Correspondence Vehicle Operations Tractor Checklist SLSQ Meetings SLSQ Life Saving Committee 29/30 November 2013 Ken represents Branch at all SLSQ meetings General Issues IRB s o o The Branch has been holding marine license course to assist clubs in gaining IRB Drivers In season 2013/ people have attended this course Overall since we commenced this there have been 70 members attend marine license courses This will continue throughout the off season and will become a permanent part of the Branch Calendar 7.2 DEPUTY DIRECTOR OF LIFE SAVING Mark Ross General Activities PDB U11-U14 Championships Recommendations/Correspondence Nil SLSQ Meetings Nil General Issues Will be conducting patrol inspections prior to the end of the season 7.3 RESUSCITATION OFFICER Scott Byrnes OAM No report 7.4 EDUCATION OFFICER Michael Kearney Please see notes from the recent SLSQ Education Panel Meeting Documentation Review The new First Aid documents (Provide First Aid, Provide Advanced Resus, Provide CPR, Provide Advanced First Aid) were presented and endorsed by the Panel subject to a few changes. Key change to the above resources was instead of ticking for compliance, you would cross only if the candidate didn't perform correctly. Given the new AID units of competency, Ken Clark has offered to run a training session for key TAF's at SLSQ and then it is to be branched out to all TAF's within each branch. Resources Bronze Resource is being reviewed with a new blue book to be released shortly Chain of survival is to slightly change to align with the above First Aid resources Powerpoints to be updated. Annual Proficiency Theory was decided to be included, however a clear focus on a reduction of questions noting

3 IRB problems last year. We are targeting questions total for all awards. It was proposed by the Ed Panel to do away with the Pool Swim for proficient members. This is subject to approval by LSC which is likely to be hotly debated. Therefore, status quo remains until advised in writing via SLSQ Proficiency Circular. Key here was to align with national standard (SLSA do not require annual pool swim). Circular from SLSQ is to be clear and concise with clear standards stipulated - align with National Standards. Online - SLSQ will remove the "do not print certificate" comment as requested by PDB. IRB Proficiency Proposal to be sent to IRB Panel that members be given the option to complete a log book of training / driving / water safety. Should this be undertaken (onus is on individual member to log sufficient hours), member will not have to complete annual practical proficiency. Subject to IRB Panel endorsement and LSC Approval. LLN Upgrade LLN unit of competency was to be introduced by 1 July However ASQA have put this on hold and therefore TAF's do not need to be upgraded at this point in time. May still be required by 1 July 2015, but focus is currently on AID UofC upgrade. BSZ, TAA Upgrade to TAE 2 resources have been created by Inzone Training (a consultant employed by SLSQ). 1st resource is an RPL Process and 2nd resource is a RCC with training for those UoC's not held. Cost of this would be split approximately 50/50 between SLSQ and candidate (noting branch / club may elect to pay candidates share). Ed Panel advised SLSQ to run a report and send out proposal to Branches. Branches to advise their preference list of candidates. Probationary TAF's SLSA require a minimum number of probationary assessments before a probationary TAF can become a fully qualified TAF in each. However, SLSA do not stipulate a minimum number of probationary assessments for TAF's in subsequent awards. It was proposed that the probationary assessments for subsequent awards are eliminated on the basis that the TAF's have the respective skills to undertake their TAF role and hold the award they are training/ assessing / facilitating in. This will be put to LSC. This is a minimum standard and as always branches keep control of this process and ensure that TAF's are competent to undertake their respective role and can impose probationary processes as they so desire. Compliance Rates Karen will send to me for review, and I'll on send. PDB (as we know) were looking pretty good. Cert II Upgrade There are still several members who are financial and proficient that do not hold their Cert II. These include Matthew Kirkham (Cooly), Wayne Donnelly (Kirra), Paul Capper (Kirra), Derek Melling (NK), Scott O'Neill (PBQ), Anthony Buckingham (Tugun), Sascha Lahey (Tugun). A resource has been created to up skill these persons. I am not sure why Rick Melling is showing up as I personally put him through his Bronze and should hold a Cert II. May be similar issues with others. These members (and any other non Cert II holders) are not to complete a proficiency next year unless they complete the upgrade. BRANCH NOTE : PLEASE BE ADVISED THAT DEREK MELLING (NKI) AND SASCHA LAHEY (TUG) HAD DUAL DATABASES, THESE HAVE BEEN MERGED AND THEY HAVE CERTIFICATE 2 S.

4 SLSQ By-Laws Amendment Despite previous feedback, SLSQ Board endorsed the changes to the By Laws whereby it states 6 Regional Reps. If Brisbane is included as a region, PDB / SCB are consolidated as a region. Both PDB and SCB had strong objections to this proposal and asked for feedback to go to the board. In addition, anyone from any region can apply and it does not have to go to that Region / Branch office for endorsement beforehand. Furthermore, 6 reps could possibly all come from one branch / region. I asked for these concerns to be again raised directly to the Board. Pete Lucas advised that it was the intention of one rep from each region, but I told him the new By Laws do not specify that. Gold Medallion To be aligned to a UoC UoC was reviewed and does not increase the standards / paperwork requirements, noting ASQA have actually used our resource as the basis of the UoC. TAF Proficiency Agenda TAF Proficiency Agenda was reviewed and will be similar to previous years. Option for CTO's to attend branch run TAF Proficiency Day and roll out in Clubs. This would work well for SCB who have a large number of TAF's. PDB can still run it at a Branch level which appears to work well for us. ATV Proficiency Due to a problem with Surf Guard, the current coding does not make the ATV award not proficient when the licence expires. Therefore at the present time, an annual proficiency is to be raised upon the individual members drivers licence being sighted (i.e. no practical actually required). Admin and IT Panel has sent recommendation to SLSA to do away with this as it is a huge onus on Clubs. In the meantime, Clubs must review licence expiry dates and raise a proficiency for members who still hold a current drivers licence. Renewed licenses are to be shown to Club CTO / TAF to raise proficiency. Bronze / Cert II A review is currently being undertaken by ASQA on the mandatory / elective UoC in the Cert II Public Safety. SLSQ are participating in this review and have suggested that the First Aid package is to be incorporated in to the Cert II. This is on the basis that ~60% of the Apply First Aid award is already included in the current Cert II. In addition, this reduces the onus on Clubs at a patrol level (i.e. having to have a Bronze AND First Aid, etc) as these would be consolidated. However, this would add another day / half day to the Bronze Course. In addition, Bronze assessors would have to hold AID UofC as detailed above. Alternatively, there could be an individual First Aid assessment in the middle of the Bronze Course to ensure the final assessment does not go for an excessive period of time. This proposal has a long way to go, having to be approved by ASQA, SLSQ LSC and National LSC but happy to have the CTO's thoughts. Nationally Recognised Training versus SLS Awards All awards were reviewed to determine whether UofC's are to be gained in addition to SLS Award. IRB Panel to consider whether Crew and Drivers awards need to be aligned. Answer may be yes due to SLSQ being/ wanting to be an EMQ service provider. Review is following the Policy and Safety Review by Cabinet which recognised voluntary organisations are losing members due to compliance.

5 Pressure is being put on AQTF / ASQA to only change awards when absolutely necessary and a benefit is evidenced. It is recognised that SLSQ need to get better in their award documentation and make it as streamlined as possible. 7.5 COMMUNICATIONS OFFICER/LS Vacant No report 7.6 IRB OFFICER Dave Fisher No Report 7.7 FIRST AID OFFICER Steve Muller No report 7.8 EXAMINATION OFFICER Kerrie Barnes General Activities Continuing work on upgrading assessors and trainers Liaison with a company for FULL Cert 4 Recommendations/Correspondence Paperwork issues club generation SLSQ Meetings Admin and IT Error stats were given out. 79 errors in award processing across the State from July December of these as PDB s. Congratulations to all clubs and members on their hard work General Issues Continuing issues with paperwork that need to be addressed. This is happening regularly as the paperwork comes in with feedback to given to specific clubs/assessors/trainers. Have been working on updating all trainers and assessors with the correct awards (see General Business) Awards to date o Please see awards compared to last season (as at ) o Statistics are from 01 May 30 April in any one year
