2 ., WRIGHTSVILLE BEACH PLANNING BOARD MINUTES 321 Causeway Drive, Wrightsville Beah, NC Otober 4, 2016 The Town of Wrightsville Beah Planning Board met at 6:00.m. in the Town Hall Counil Chambers loated at 321 Causeway Drive, Wrightsville Beah, NC PRESENT: Chairman Ken Dull, Vie Chairerson Susan Snider, Janie Clark (arrived late), Vivian "Zeke" Partin, Jim Smith, David Gul ABSENT: Thomas "Ae" Cofer Staff Members Present: Tony Wilson, Diretor of Planning & Parks Zahary Steffey, Town Planner CALL TO ORDER Meeting alled to order by Chairman Ken Dull at 6:00.m. PLEDGE OF ALLEGIANCE Chairman Ken Dull led the audiene in the Pledge of Allegiane. APPROVAL OF MINUTES... Motion by Ms. Zeke Partin to arove the minutes with orretions from the Setember 6, 2016 meeting. Motion seonded by Ms. Susan Snider and arried unanimously by a vote of (5-0).

Mr. Tony Wilson stated that they do not antiiate the new mas being available until Ms. Partin asked for larifiation on how this will affet insurane rates. Mr. Wilson exlained how the new mas ould affet the rates. NEW BUSINESS AGENDA ITEM A: PRESENTATION BY THE WILMINGTON URBAN AREA METROPOLITAN PLANNING ORGANIZATION ABOUT THE RECENTLY ADOPTED CAPE FEAR TRANSPORTATION 2040 PLAN. PRESENTATION BY THE WILMINGTON URBAN METROPOLITAN PLANNING ORGANIZATION: Suraiya Motsinger, a Transortation Planner with the Wilmington Urban Area Metroolitan Planning Organization (MPO), resented the Cae Fear Transortation 2040 Metroolitan Transortation Plan. PLANNING BOARD QUESTIONS: Ms. Zeke Partin asked how often the MPO boundaries hanged. Ms. Motsinger stated that the boundaries hanged every 1 0 years. Ms. Ja.nie Clark asked what would ause the boundaries to be hanged. Ms. Motsinger said it is based on Census data. Mr. David Gul asked if the roosed bike aths would be onneting the existing iees of bike aths. Ms. Motsinger said that the lan inluded onneting the urrent aths. Ms. Zeke Partin disussed the onstrution osts and diffiulty with rojeting revenue so far in the future. Ms. Motsinger exlained how the MPO ame u with the numbers resented. Mr. Ken Dull asked for larifiation on how to read the reort and whether or not a rojet has been adoted. Ms. Zeke Partin asked about otential ugrades to the road in front of the Galleria. Ms. Motsinger said she would look into it and let Mr. Zah Steffey know if there is a resurfaing lan. Mr. Ken Dull asked about the rojet lanned for Eastwood Rd and Military Cutoff Rd. Ms. Motsinger said the lans are still very early in the develoment stage.

BOX 626 WRIG HTSVILLE BEACH, N.C November 29,2016 MEMORANDUM To: From: Re: C: Chairman Dull and Planning Board Members Zahary Steffey, Town Planner }6 Disussion on amending Setion and Setion Tony Wilson, Diretor of Planning & Parks Bakground: In order for the Town to move forward with otential imrovements to the Wrightsville Beah Park inluding the installation of a multi-use ath, boardwalk, and ier hanges need to be made to Setion and Setion of the Town's Code of Ordinanes. The roosed rojet may require the seletive removal of vegetation in order to imrove vantage oints along the ath and to remove invasive seies. The rojet \ / /.}. ' /..,..- ' ~. ~,_: :.... \ \~ reresents a ollaborative effort between various state and loal agenies with the end goal of reating rereational, ultural, and eduational oortunities for the itizens and visitors of Wrightsville Beah. Proosed Amendments: Planning Staff resetfully requests that the Planning Board onsiaer and disuss the following amendments to the Town's Code of Ordinanes: Setion Table ofpermitted/conditional Uses ofthe Code of Ordinanes, Town of Wrightsville Beah, is hereby amended as follows: a. Amend the use "Publi buildings" to read "Publi buildings to inlude sae leased in ubli buildings to rivate entities for use as offies or rofessional businesses". b. Add to the list of uses in roer alhabetial order "Doks and iers owned and oerated by a loal, state, or federal government ageny" and designate those uses as ermitted in the G-1 ubli and semiubli distrit and P-1 onservation zone.. Add to the list of uses in roer alhabetial order "On-street and off-street arking failities owned or managed by the Town" and designate those uses as ermitted in all rimary zoning distrits.

Setion P-1 Conservation Zone ofthe Code of Ordinanes, Town ofwrightsville Beah, is hereby amended to read as follows: P-1 Conservation Zone. (A) Within the onservation zone, designated as P-1 on the offiial zoning ma, no lot or arel ofland may be develoed for any urose exet ommerial iers (where the P-1 Zone adjoins a zone e1mitting a marina), rivate iers (where the P-1 Zone adjoins a residential zone), Town owned doks and iers, on-street and off-street Town owned or managed arking failities and their suort strutures, Town owned and oerated rereational failities, failities designed to mitigate the imats of stormwater 1un-off, and oean-related business ativities as ermitted in Chater 92 of this ode. Any roerty owner dissatisfied with the deision of the UDO Administrator or his or her designee may aeal suh deision to the Town Manager by delivering written notie of aeal to the Town Manager within ten days of the deision of the UDO Administrator or his or her designee. The deision of the Town Manager in this manner is final.
