One of my fondest memories is of watching Kermit the Frog singing Bein Green. The song carries a wonderful message about identity and about being proud of who you are and what you stand for. When I think about the pool, spa and hot tub industry, the message in that song clearly applies to us today and even carries a great new meaning that will take us into the future. If you remember, the song starts with Kermit lamenting It s not easy bein green... It seems you blend in with so many other ordinary things and by the end of the song Kermit comes to appreciate his greenness: It s beautiful and I think it s what I want to be. As an industry, we should always be proud of the positive, fun experiences our products help to create, and self confident that the work that APSP does improves our industry and creates safer, healthier products for everyone to enjoy. Today there is a new green message in the world, one that Kermit perhaps unknowingly anticipated in the early 70s. Today, green is about renewable energy, sustainability and environmentally kind thinking. Our industry has some exciting products and services that are on the very cutting edge of green engineering and environmentally friendly thinking. We should take pride in the evolution of pool, spa and hot tub equipment and the sanitization techniques that are enhancing the use of our products and allowing consumers to get more and better use of their investments. 11 A Responsible Approach To Pool Care in a Green World BY SCOTT NEWTON BIOGUARD BRAND MANAGER ITH THE HEADLONG rush toward developing and marketing pool and spa products that are considered green or environmentally friendly, one important party is often left out of the discussion - the pool or spa owner. That is, are those products truly promoting good citizenship, or are they just improving the company s marketing efforts? More importantly, are they doing their primary job of protecting our families and friends while also helping the environment? BioGuard takes the stance that true responsibility takes into account much more than the physical composition of the products that show up in our buckets, bags or bottles. It is important to look at the whole picture and work to develop solutions that help satisfy the consumer s goal and the goals of the manufacturers and dealers. That is the responsible approach to pool care. Certainly, the pursuit of environmentally friendly product innovations is at the forefront of all of our minds. BioGuard is very proud to have introduced a new replacement media for diatomaceous earth (DE) filters that is made from 100 percent biodegradable cellulose fiber. EcoKlean is an earth-friendly and effective alternative to DE, while still delivering a diamond-like sparkle to the pool. After the first use, filtration run cycles increase by up to 70 percent when compared to those of DE. And since three pounds of EcoKlean is equivalent to 25 pounds of DE, it creates a smaller footprint. In addition to product innovation, there are many opportunities in the daily course of doing business for all of us to improve our processes and incorporate good environmental sense into our programs. For example, BioGuard s manufacturing teams have recycled more than half a million pounds of corrugated waste and approximately a quarter of a million pounds of plastics in the first quarter of this year alone. This not only offsets the cost of disposal, but also prevented this volume from entering a landfill. BioGuard s teams have reduced the use of solvents by approximately 20 percent and are well under way with converting to aqueous-based solvents/degreasers. Another area in which we must stay diligent is seeking beneficial uses for off-specification and waste products, such as looking for environmentally acceptable substitutions for chemicals in other processes. Doing all that we can to avoid incineration of chemicals which cannot be re-used just makes good sense. Even taking a look inside our corporate offices and stores can provide a new perspective on ways to curb waste and work more efficiently. Something as simple as faxing or ing our communications instead of sending paper mail is a step in the right direction. We also took a look at the printed pieces being sent directly to consumers and began employing more to reduce paper usage. But a bigger picture still remains our most important call to action. A responsible approach to pool care begins and ends with making our products as effective and efficient as they can be. Responsibility = Effective and Efficient Is the product effective enough to do the job for which it is intended? Or does the consumer end up using a lot more of it or adding something else because it did not work completely or it caused another problem? Having to ultimately use more product costs not only money, but also steals away time better spent enjoying the pool or spa. We must ensure that every product works as advertised and that we do not make claims that cannot be supported with proven data. Our products must seek to prevent or solve problems in a way that makes total environmental and economic sense. Doing anything less is just plain wasteful and arguably less responsible when you think about all that is required to manufacture and deliver a product. There are extra materials used to make all of the containers and shipping cartons, extra energy and fuel consumed to create and ship those products and sometimes the extra consumption of precious water just to formulate a product. Even a simple consideration like determining how far a product has to be shipped or how many times it has to be handled is an opportunity to reduce and manage our footprint and one we must all take seriously. Responsibility = Health and Safety Of course, the main goal with pool and spa care products is protecting swimmers from harmful bacteria and other organisms. At BioGuard, we are proud to stand behind our products, which contain ingredients that are often considered best-in-class and have passed all necessary regulatory review. Responsibility means not taking chances with personal safety or suggesting something that may cause undue damage to a pool or spa. Likewise, BioGuard is dedicated to the education of our dealers and their customers. Responsibility = Active and Involved Industry stewardship is a third key component of environmental responsibility. We must all step up to play key roles and help shape decision making within the pool and spa industry as well as in the chemical industry. A great example is Responsible Care, the chemical industry s global voluntary initiative under which companies work together through their national associations to continuously improve their health, safety and environmental performance. They also seek to communicate with stakeholders about their products and processes in the manufacture and supply of safe and affordable goods that bring real benefits to society. Responsible Care first conceived in Canada and launched in 1985 has been commended for being a significant contribution by the chemical industry to sustainable development by the United Nations Environmental Programme (UNEP) at the World Summit on Sustainable Development held in Johannesburg in August The Bottom Line Being responsible takes more than a marketing campaign or just talking green. It means looking out for the good of the environment as well as the pool or spa owner. That is BioGuard s commitment, and one that we know we can all get behind. AQ 12 AQ APSP QUARTERLY

15 ISING ENERGY COSTS and an increased public awareness of the need for conservation have spurred consumers to look for ways to reduce their energy consumption. With the expected adoption by ANSI of two new APSP standards later this year APSP 14 for Portable Spa Energy Efficiency and APSP 15 for Energy Efficiency for Residential Inground Swimming Pools and Spas owners of new spas and swimming pools will have confidence knowing that they are doing their part to conserve energy. RThe pool and spa industry s interest in new standards goes back several years to when the California Energy Commission (CEC) adopted new energyefficiency regulations for appliances under Title 20. When many spas did not pass the CEC compliance testing, APSP organized spa manufacturers into a committee to resolve the problem. The group found flaws in the testing procedures involving issues such as water volume, control of ambient temperature and spa size, and worked cooperatively with the CEC to develop measurements that are more accurate. The CEC testing results and protocols set the table for the beginning of APSP 14, explains Carvin DiGiovanni, senior director, technical and standards at APSP. The committee and staff decided to capitalize on all the good work that had been done. We wanted to develop a standard that captured everything we did in California, put it into an ANSI consensus standard and make it applicable to all 49 states. Shortly after the requirements for California became effective, we noticed that a lot of other states don t really write their own bills, but copy larger states, adds Lee West, technical director at Newport Controls, who chairs the APSP 14 committee. But committee members felt they could improve on the California regulations. There remained a lot of confusion over testing; even though the requirements were very specific as far as the formulas that should be used, there was not enough detail so that everyone would be consistently testing the same way. Since energy and green are such big topics, we also knew that at some point the federal government would get involved. They would either write their own standard or put together a committee and hire a couple of consultants to put one together, he continues. The government doesn t like to interfere with widely accepted industry standards, however. If there is a standard there that has been approved and has gone through a consensus process like the ANSI standard, or if it s in the development stage by an organization that normally publishes standards and is successful at publishing them through ANSI they will look to that standard first, West adds. A Model for Energy Efficiency Because it wanted the standard to meet CEC requirements, the APSP 14 committee maintained the agency s formulas in its document. But we were a lot more detailed on how you test the hot tub, what temperatures you use, where you put the temperature probes, how many temperature probes you need and how you stabilize the temperature before you start the test. The way our standards are written, even someone who knows nothing about energy efficiency could take them, go step by step and do an effective test, says West. During its deliberations, the APSP-14 standards committee has kept the CEC apprised by sharing its working documents for review. We also have a gentleman from the CEC who is receiving all the information and giving his opinions and feedback, West adds. Although the testing sections of the APSP 14 draft standard are rock solid, West says the committee is still doing some fine-tuning on other sections. It SUMMER

17 hopes to submit the document to ANSI by early summer, and will then go through a public comment, review and final draft process before submitting it to the ANSI board for final approval. Even before its passage, APSP 14 is being used as a benchmark. The U.S. Senate, for instance, is currently considering a bill that involves the energy efficiency of portable hot tubs. Although the bill does not officially recognize APSP 14 because it is still in draft form, its language does mirror the standard. The law also has a requirement that says if there s a new ANSI standard on energy, the regulators in charge of this law would defer to the new ANSI Standard 14, DiGiovanni notes. Having an ANSI standard will also make it easier for states to adopt appropriate energy guidelines for hot tubs. The APSP 14/ANSI standard won t impact the hot tubs currently being produced by national manufacturers, since they have already made adjustments to comply with CEC requirements. Some smaller or regional manufacturers may have to make design changes, however. But APSP 14 will bring peace-of-mind to end users, DiGiovanni says. The retailer and the homeowner want to be able to buy a spa and don t want to have problems later on with it not meeting the laws of their state. Once we get a hot tub standard, that s resolved. Lower Power for Pool Filters Around the same time that the CEC was testing hot tubs, it was also looking at the efficiency of pool pump motors. Because of the good relationship developed during those discussions, the CEC was willing to cooperate with another of APSP s technical groups when questions arose about that issue. That committee, which had been working on the issue of improper motor labeling, determined that the CEC and its consultant were measuring energy efficiency based on the number of watts it takes to filter water, or watts per gallon. But the pool industry and pump manufacturers had been focusing on ANSI s Role and Function Since 1984, APSP has been the ANSI-accredited national standards developer for the pool, spa and hot tub industry. The American National Standards Institute (ANSI) is a non-profit, privately funded membership organization that coordinates the development of U.S. voluntary national standards and is the U.S. member body to the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) via the United States National Committee (USNC). The institute was founded in 1918, prompted by the need for an umbrella organization to coordinate the activities of the U.S. voluntary standards system and eliminate conflict and duplication in the development process. For more than 80 years, this system has been successfully administered by the private sector, via ANSI, with the cooperation of federal, state and local governments. The institute serves a diverse membership of more than 1,400 companies, 250 professional, technical, trade, labor and consumer organizations and some 30 government agencies. Standards exist in all industries, including safety and health, telecommunications, information processing, petroleum, medical devices, etc. ANSI does not itself develop American National Standards; rather it facilitates development by providing the structure within which standards can be developed and consensus can be achieved. ANSI approval of these standards is intended to verify that the principles of openness and due process have been followed in the approval procedure and that a consensus of those directly and materially affected by the standards has been achieved. The voluntary standards system in the United States consists of a large number of standards developers that write and maintain one or more national standards. The Institute ensures that its guiding principles consensus, due process, and openness are followed by these standards developers through the process of accreditation. SUMMER

18 pumps wire-to-water efficiency, measuring how much electricity is put in and how much water is lost. We found that you could have a very efficient pump and motor that was moving very little water relative to another pump technology that was moving a lot of water for less money. So you could have a less-efficient pump that was filtering more water for less money than a higher efficiency pump, says Steve Barnes, safety and compliance manager for Pentair Water Pool and Spa Inc., who headed the group that evolved into the APSP 15 committee. Once we figured out what they were doing, we concluded that they were technically correct, but the way they were saying things was confusing, Barnes adds. The results of the APSP committee s work with CEC are reflected both in California s Title 20 and 24 and, in slightly different form, in APSP 15. We didn t want to change the technical requirements and the formula, but we felt there was room for improvement in some of the explanations and definitions, says Barnes. APSP 15 bans split-phase, shaded-pole and capacitor start-induction run type pump motors. It requires that any filtration-pump motors with a capacity of one total horsepower or more be multi-speed or variable speed. It also sets maximum pool-filtration flow rates for both small (under 13,000 gallons) and large pools. Multispeed pumps must have controls that default to the filtration flow rate when no auxiliary pool loads are operating. APSP also incorporates testing standards for motors, pumps and heaters from the IEEE (Institute of Electrical and Electronics Engineers), NSF International and other groups, which are already being used in the industry. Under the APSP 15 standards, pool owners could enjoy an improvement of up to 90 percent in energy efficiency for pool filtering, Barnes says. During testing, the committee saw energy savings of between 50 and 75 percent using twospeed pumps and filtering on low speed. In one case study with an 18,000-gallon pool, a one horsepower pump consumed 6.6 kwh to turn it over. With a two-speed pump running on low speed, it consumed 3.4 kwh, a savings of 48 percent. A variable-speed pump consumed 1.5 kwh, a savings of 76 percent, Barnes adds. The APSP 15 standard committee is also finishing up its work and hopes to complete the ANSI process by the end of In the meantime, we can present this document as a model code and a state could adopt it and be consistent with the ANSI standard when it comes out, Barnes explains. That s what s happening in Florida, which is expected to pass legislation referencing the future ANSI standard 15 sometime this summer. Federal legislators have also agreed to wait for the ANSI standard before passing any laws regulating energy usage for swimming pools. The adoption of APSP 15 will require manufacturers to make some adjustments; currently less than half of the pumps sold in the U.S. will meet its standards, according to Barnes. Although some pool builders will choose to install the multi-speed pumps to comply, others may decide to install one pump under one horsepower for filtering and another, larger pump to handle everything else. In either case, the standard should level the playing field, since eventually all pool builders will have to comply with its requirements. 20 Selling That The industry has a retail sales training program that turns beginners into knowledgeable retail salespeople. BY MICHAEL FICKES ANUFACTURERS, BUYING GROUPS and other key pool and spa industry product and service suppliers are promoting a recently introduced Retail Sales Associate Program (RSAP). Developed by the Association of Pool and Spa Professionals Retail Council over the past three years, the program is simple, straightforward and, by all accounts, effective. 20 AQ APSP QUARTERLY

21 Works We gave out promotional materials about the program to 530 people representing 155 firms at our annual meeting this year, says Greg Howard, CEO of Carecraft, Inc., a poolindustry buying group headquartered in San Juan Capistrano, Calif. Costa Mesa, Calif.-based Aquatech Corporation has promoted the program at its annual conference for each of the last two years. We recommend it at our retailer roundtables, says Nancy Lesniewski, Aquatech s director of membership development. We also raffled off a free copy of the program during our last two annual conferences. Arch Chemicals featured the training program at its most recent training event, and the Arch sales force is promoting the program at its Regional Intensive Training Event schools around the country. We plan to incorporate the RSAP program into our own internal employeetraining programs, says April Nielsen, senior regional sales manager - Arch s Dealer Water Division. It will help provide a solid foundation for new hires in multiple support roles. A number of manufacturers have approved the use of co-op dollars to pay for at least part of the cost of the program, which consists of a textbook and a motivational how to sell book, Raving Fans, by Ken Blanchard, plus companion workbooks. Finally, there is a facilitator s guide to help the store manager present the material in the most effective way. Why the Buzz? RSAP has generated a lot of buzz in its short time on the market. Why? It s not as if retailers haven t been training sales people all along. Some have done it better than others. But what is special about this? In recent years, pool and spa retailers have seen rising competition from big box stores, online stores and other retailers of all kinds. The number one fear among pool and spa specialty retailers today is the changing ways in which consumers can buy pool products, says Carecraft s Howard. They used to go to specialized pool-supply stores. Now they can buy floaters filled with chlorine in the grocery store. They can find toys and floats and other gear in the drug store and on the Internet. Home Depot has a computer that helps consumers figure out which pool chemicals they need. The competitive solution to the problem is retail sales force training, continues Howard. If consumers are convinced that specialty pool and spa stores have people who know things about managing pools, they will be repeat customers, he says. Brenda Murr, vice president of Mermaid Pool, Spa & Patio in Anderson, Ind., adds that the industry has wanted a program keyed to pool and spa retail, not something general. This program has been developed by people in our industry for our industry, she says. We created the program by asking ourselves what we really wanted our counter people to know in order to sell more. As soon as a retail sales associate becomes knowledgeable, he or she becomes profitable, continues Murr. Knowledgeable employees can think ahead, answer questions and make confident recommendations. Another key feature of the RSAP is that it is a self-study course that doesn t require too much time from a business owner. We rely on the program to train new staff, says Kelly Reed, operations manager with Contemporary Watercrafters, Inc., in Bethesda, Md. Because it is designed as a self-study course, I don t have to actively participate in all facets of the training. The employee can study in between classes and helping customers. I can clarify when needed or expand on that basic knowledge with additional information that is specific to our company. Does It Work? So far, the RSAP reviews have struck positive notes. Managers especially like the speed with which it can give a new hire the knowledge to be effective on the sales floor. One of our members trained six new hires with the program, says Aquatech s Lesniewski. The owner set up a week of training that covered pool equipment and chemistry, company culture and the point-of-sale system. The classroom work, however, only covered the highlights. The employees finished on their own time. But after the week of classroom work, the employees were immediately able to go to work. The program gave them the confidence and the knowledge to deal with customers effectively. Lesniewski adds that raises for the new employees were connected to the successful completion of the program. We follow the modules the way they are presented, says Reed. That way we re sure that we touch on all the relevant topics. Reed recalls with pleasure seeing a new employee, freshly trained in the program, talk to a customer about a lateral on a sand filter. I ve also heard staff correcting customers, she says. A customer said that the filter wouldn t turn on, and the newly hired person said, Oh, it s the pump that won t turn on. That s where the problem is. Retailers appreciate the confidence the program engenders in new employees as well as the speed with which it works. First and foremost, they approach customers with more confidence, says Murr. They provide confident answers the kind of answers people want. We put a young man through the course just as he joined the company and the difference in his level when he first went onto the sales floor was incredible. Not long after he started, I heard him correctly explaining to a customer what a pump impeller does. Howard observes that a few companies in every retail segment always manage to survive, whatever the competitive challenges. They are the ones that offer the best service, he says. In the pool business, good training is the way to build a service organization. Howard points out that it is also important to learn about customers and how they might be changing and how a service operation may have to adapt. One of our members reported that his customers were buying tubs of chemicals on the Internet, he explains. When asked why, the overwhelming response was convenience and not, as expected, low price. Now that retailer can combine pool knowledge and expertise what chemicals are best for your pool with prompt delivery. The Internet can t beat that. 22 APSP news & resources CPSC Adopts APSP Language on Unblockable Drains The U.S. Consumer Product Safety Commission approved a final Technical Guidance document on the implementation of the Virginia Graeme Baker Pool and Spa Safety Act with a vote on March. 1. The Technical Guidance includes the APSP-advocated interpretive rule on unblockable drains. The unblockable definition was based on the testimony from APSP s Carvin DiGiovanni and public comments submitted by APSP. This is a critical issue because the VGB states that public pools and spas that have properly designed multiple drains or an unblockable drain are not required to install additional devices or systems such as an SVRS or shut-off switch. As a result of the CPSC vote, drains with covers that meet this criteria will be recognized as unblockable, even if the sump or pipe size is considerably smaller. This vote represents a significant victory for safety and the pool and spa industry, said DiGiovanni, APSP s senior director, technical and standards. This will make more options and more cost-effective options available to manufacturers, builders, owners and operators, while ensuring that suction fittings or cover assemblies certified as unblockable are safe for use on a single outlet. This decision, which adheres to the language in the ANSI/ APSP-7 Entrapment Avoidance Standard and the ASME/ANSI A Standard for Suction Fittings, is another endorsement of APSP standards, added DiGiovanni. It represents the viewpoints of many experts on the standards committees who wanted to raise awareness that if you decide to install an unblockable drain it requires a systems approach to doing it correctly rather than just swapping out to a VGB-compliant cover. And on the other hand, let s not forget that the VGB Act does allow for the option for pools to be built without drains. The approved CSPC Staff definition follows: Unblockable Drain: A suction outlet defined as all components, including the sump and/or body, cover/grate, and hardware such that its perforated (open) area cannot be shadowed by the area of the 18 x 23 Body Blocking Element of ASME/ANSI A and that the rated flow through the remaining open area cannot create a suction force in excess of the removal force values in Table 1 of that Standard. All suction outlet covers, manufactured or field-fabricated, shall be certified as meeting the applicable requirements of the ASME/ANSI A standard. APSP Helps OSHA Clarify Standard Carvin DiGiovanni, APSP s senior director, technical and standards, reports that OSHA has made a correction to its interpretation letter for Safety Procedures During Gunite and Shotcrete Pool Construction, Standard (See the corrected letter at: p_table=interpretations&p_id=21436). Before the correction, inspectors interpreted the rule to require safety apparatus where the excavated walls are used as the form for the gunite or shotcrete pool walls. Compliance in this case would prevent the performance of the required work. DiGiovanni reports that OSHA plans to incorporate the interpretation into the statute itself. Hot Tub Council Convenes Work Groups At its meeting at the Atlantic City Pool and Spa Show, the Hot Tub Council of APSP formed several committees and outlined goals for the coming year. Education, research, promotion, advocacy and membership will receive special attention from the Hot Tub Council. Committees provide focus and a way to share the workload among all HTC members, said APSP staff liaison, Lauren Stack. It s also a way for APSP members to get involved on a specific issue without serving on the council itself. The education committee is chaired by Steve Gorlin and has set forth four goals: partner with the Career Institute, APSP councils and NESPA to deliver the first pilot programs of the Basic Hot Tub Technician certification program; graduate the first class of certified hot tub technicians; identify additional continuing education opportunities for hot tub professionals, including a master certification; promote the value of the APSP Retail Sales Program to hot tub retailers. The research committee, chaired by Anthony Pasquarelli, seeks to foster the creation of reliable consumer and industry research to help stakeholders make informed business decisions. The committee will build strong partnerships with PK Data, the National Swimming Pool Foundation and others to assure that the needs of the hot tub industry are represented in ongoing research projects. The promotion committee, chaired by Greg Lowe, was formed to increase the communication between the council and member base to educate the industry on what the HTC is accomplishing and to retain and attract new members. John Schrenk will chair the advocacy committee. The committee s mission is to protect the interests of the hot tub industry through proactive advocacy efforts utilizing the expertise of HTC members and APSP staff in a concerted effort to positively interact with government and regulatory entities. The membership committee will strive to be the essential organization for those engaged in the hot tub and spa industry. Led by Chris Robinson, the group will work to communicate the value of membership and engage people across the industry in the council s activities. 23 Member Spotlight: Dan Johnson, CBP Dan Johnson, an APSP Certified Building Professional, APSP board member, technical and standards committee member and literature enthusiast, became a CBP in the very first year of the program. He founded his own company, Swim Incorporated, the following year in How did you get started in our industry? I ve been in the industry for 36 years. I got my residential pool contractor s license in 1983 and in the mid 1990s I received my commercial pool license. Q Tell us about your volunteer efforts. Q I am on the APSP National Board of Directors representing Florida, I chair the ANSI-5 committee and I am a member of the ANSI-7 committee. This is my second year as the APSP Region 7 director. I think that as a member of an industry that has been good to me I feel some sense of obligation to give back. The truth is, it s an honorable thing to do to give back to an industry that has been good to you and needs help. We don t have tremendous opportunities; we don t have a big voice in the government arena. Those of us who have the capacity to volunteer, should. It s all about finding your capacity. Over the years, I have studied our language so I m a pretty good interpreter. On the ANSI-7 committee, I sit with engineers. I m a pool contractor, but I can translate engineer talk. That capacity allows me to volunteer and improve communication and open pathways that were closed. I enjoy doing it. How do you help advocate for the industry? I chair the ANSI-5 committee and I m also a member of Q the ANSI-7 committee that wrote the suction entrapment avoidance standard. I was honored to be called to Washington and help when congress was writing the language for the VGB Act. The current language is not great, but it s better than what was originally there. I have also lobbied locally in Tallahassee and traveled the state talking with legislators about implementation of the ANSI-7 safety code. Why are you an APSP member? Q I m an APSP member for two primary reasons: Being a member of an association allows for information sharing. When I m with other members, there s a comfort-level in sharing information in an industry with severely limited educational opportunities. The educational opportunities through APSP are great. There s strength in numbers. When it comes to advocacy and government relations, being a member of an association carries more weight when talking with legislators. When it comes to the size of the industry, we re not very big. Individually, we don t have a voice in legislative issues. We re far better to have input in regulation than to just have it forced upon us by people who don t understand what we do. What advice do you have for those entering Q the industry? I have powerful advice: It took me at least 12 years to figure out that I didn t know anything at all. You need to form a perspective when you enter the industry that you are going to become a business that [services, sells, builds] pools. There s an overabundance of great pool contractors that are not good businessmen. If you re a good businessman first, when economic conditions worsen you may be able to survive. I have friends who are very good contractors that are out of business, and it breaks my heart. It s part of my own history. I understood how to contract the pool, but I needed to understand what happened at the end of the year when I handed my book over to my accountant. There are some very qualified people who aren t surviving because they didn t learn the business skills as well as they learned the craftsmanship. How did you learn to be a good businessman? Q I taught myself. I am a completely self-educated individual. I went back to a local community college and took some night courses in business, but I have a voracious appetite for reading. I don t read fiction. I read history, biographies, educational and instructional materials. I m typically reading four to six books at a time. I believe the most educational tool is reading. The more you read, the more words you know and the more intelligent you become. Educate yourself at every opportunity: learn, learn, learn and never stop learning! What is something you re really proud of Q and why? On a daily basis, I love what I do. I look at each day as a challenge. Attitude is everything. If you can maintain your attitude in a positive frame, it s amazing. Your attitude becomes gravitational. Work to put the needs of others before your own. Try to see things from their side, keep a smile on your face. It s astonishing what a smile can do without even saying anything. documents contain several requirements that qualifying states would have to impose on pools and in-ground spas, portable spas or hot tubs are deemed to be in compliance with all entrapment provisions as long as they are certified to UL 1563 by a nationally recognized testing laboratory. This provision will exempt portable spas from several requirements that are appropriate for pools, but are not indicated for hot tubs: The 3-foot separation required for multiple-drain systems The need to replace outlet covers in existing installations The need to install backup devices such as SVRSs or shut-off switches Congratulations to the CPSC on completing this final piece of the act, said Carvin DiGiovanni, APSP s senior director, technical and standards. This has been a long journey to increased safety for pools and spas. 25 leg of the journey is to train and educate the aquatic professionals and consumers on the VGB and the related ANSI consensus standards and to remind designers that the VGB Act does allow for pools and spas to be built without suction outlets (main drains), thereby eliminating the hazard completely. The action by the CPSC Commissioners, which confirmed their staff recommendations, is a recognition at the highest level that factory-built, portable spas listed to UL 1563 already provide sufficient protection against entrapment and that any additional entrapment provisions in the VGB would not provide additional safety. This result was the culmination of a years-long effort by the APSP to promote recognition of the UL standard and to exclude UL 1563-compliant hot tubs from certain VGB provisions that were intended for pools and in-ground spas. These efforts included public comments submitted by the APSP in October, 2008, and a critical meeting with the CPSC on December 8, 2008, where APSP s Carvin DiGiovanni, APSP Counsel Steven Getzoff and several manufacturers met with the CPSC Assistant Executive Director, Compliance and Field Operations John Gib Mullan and CPSC General Counsel Cheryl A. Falvey. The technical guidance document is available at grant.pdf, and the model code document is at APSP to Launch Resource for Building and Public Health Officials APSP has begun development of online resources to provide public health and building code officials with the latest pool, spa and hot tub codes, standards and technical information. The site will include links to APSP standards, which are incorporated into the I-codes; training videos on new requirements, such as the Virginia Graeme Baker Pool & Spa Safety Act; and a forum where officials can ask questions of and receive answers from peer officials. With the P&SSAct, new energy legislation and evolving technology, it s hard for building and public-health officials to stay up to date with developments in the pool, spa and hot tub industry, said Carvin DiGiovanni, senior director, technical and standards.
