1 2018 TURKEY SPLASH INVITATIONAL MEET November 16-18, 2018 Host: Sanction: Location: Facilities: Desert Sharks Swim Club Held under the sanction of USA Swimming, Inc., and Border Swimming LSC, Inc. Westside Natatorium 650 Wallenberg Drive El Paso, TX The Westside Natatorium includes an indoor 50 meter by 25-yard competition pool, 3907 feet altitude, with movable bulkhead configured for eight (8), twenty-five-yard (25yd) racing lanes with non-turbulent lane lines and turn flags in place. Racing lanes include sloped starting blocks with adjustable tract start footrests, relay judging platforms with Speedlight LED technology, retractable backstroke start wedges and lane speakers under each block. Up to eight (8), additional twenty-five-yard (25yd) lanes will be available for warm-up/cool down during warm-ups and the meet in the non-racing portion of the pool. Separate changing room with showers and lavatories for men and women. Natatorium has upstairs grandstand seating for spectators. No reserved seating is allowed. Bleachers for swimmers and tables, chairs and open areas for coaches are available on the deck of the pool. Parents and spectators are not allowed on the pool deck, unless they are assisting with backup timing or lap counting. Athletes should remain on deck with their team, as no wet athletes are allowed in the grandstands. Swimmers going up to the spectator s areas must dry off and cover up before leaving the pool deck or changing rooms. Food and drinks, other than water, are not allowed on the pool deck. Spectators are allowed one small cooler in the grandstands that can be placed directly under their seating area. Teams are allowed two ice chests on deck for bottled water provided they do not contain any glass items. The complete Westside Natatorium Rules and Regulations are attached at the end of this invitation. Electronic timing equipment (Colorado Timing and Hy-Tek Meet Manager software with full color LED video display scoreboard will be in used with touch-pads at the finish end of the pool and Dolphin backup watches. The minimum water depth, measure in accordance with Article , is 9 feet at the start end and turn end measured for a distance of 1.0 meter to 5.0 meters from each end wall. The competition course has been certified in accordance with C(4). The copy of such certification is on file with USA Swimming.

No swimmer will be permitted to compete unless the swimmer is a member as provided in Article 302. There will be no on-deck registration. Flex Membership Registered Swimmers are eligible to enter as long as they have not already participated in two (2) USA Swimming sanctioned meets this membership year. This sanctioned meet will count towards that limit. The swimmer's age as of the first day of the meet, November 16, 2018, will be used to determine the age group for this competition. Swimmers will be restricted to 2 individual events on Friday and 4 individual events per session on Saturday and Sunday. Events 1-2, 9-12 will swim fastest to slowest and scored by age groups and will swim alternating heats of girls and boys. No time standards on any events 100 yards and shorter. 12 and Under Swimmers must have at least a B time to enter 200 yards or longer. 13 and Over swimmers must meet the B time for events 200 yard or longer. Times may be entered in short course yards (SCY) or long course meters (LCM). Swimmers entered in events with times outside of the standards will be removed from the event and will forfeit their entry fee. The Meet Director may modify events to reserve time restrictions. Entries are due Friday, November 9th by 10:00 PM. Late entries will be accepted on a space available basis at the meet on deck. 3 Event Seeding: Deck Entries: Age Groups: This is a PRE-SEEDED, timed final, short course, age group invitational meet. Seeding will be, unless otherwise indicated, slow to fast with short course yards seeded by time, then long course meters seeded by time. Positive check in required for events 400 and longer 30 minutes before the start of the session and will be deck seeded. Deck entries will be accepted on a lane availability basis until 30 minutes prior to the start of each session. Extra heats will not be created, and proof of times must be provided. Late entries will be $7.00 per event. All swimmers who deck enter will be required to show proof of current USA Swimming registration. There will be no on-deck USA Swimming Registration. The age groups for this meet will be: 10 & Under, 11-12, 13-14, 15 & Over Scoring: 1st 2nd 3rd 4th 5th 6th 7th 8th Awards: Individual Events 1 st through 8 th High Point* 1 st through 3 rd place in each age group (10 & U, 11-12, 13-14, 15 & O) *Ties for high point will be broken using the Hy-Tek Age Group Point System. Disclaimer: In granting this sanction/approval, it is understood and agreed by all parties that USA Swimming Border Swimming, DSSC, City of El Paso and any sponsors shall be free and held harmless from any and all liabilities or claims for damages arising by reason of injuries to anyone during the conduct of this event in accordance with USA Swimming, Inc., Rules and Regulations.

4 Officials: Warm-up: No competitive contest can be conducted without impartial, competent officials. Officials deserve the respect and support of swimmers, coaches and spectators. Officials must always be treated in a courteous manner. Likewise, officials must conduct themselves in a professional and courteous manner toward all swimmers, coaches and spectators. On- or off-record criticism of officials coaches directed toward swimmers or spectators shall be considered conduct unworthy of members of the coaching profession. Similarly, comments by officials critical of coaches, whether in public or private, shall be considered unethical behavior. Border mandatory warm-up procedures will be enforced. A USA-Swimming/FINA registered coach for each swim team must be present to conduct their team s warm-up sessions. Warm-up lane assignments will be posted at the pool behind the starting blocks. 1. General warm-up a. All lanes to be used for general warm-up. Circle swimming only. b. Swimmers must enter the pool feet first. NO DIVING or JUMPING from the blocks or the edge of the pool. 2. Coach Responsibilities a. Coaches shall instruct their swimmers regarding these safety guidelines and warm procedures as they apply to conduct at meets and practices. b. Coaches shall supervise and be responsible for the conduct of their swimmers throughout the meet, including the war-up session, competition, and cool down. 3. All meet warm-ups shall be scheduled for two 30 minutes sessions. Teams shall be assigned a warm-up session and notified of such session by the meet director. When the number of swimmers does not warrant splitting the sessions, one warm up session may be held. 4. The first twenty minutes of each session shall be designated as a GENERAL WARM- UP SESSION. There shall be FEET FIRST ENTRIES ONLY AND AT ALL TIMES during the general warm up session. Lanes may be used for pace, circle, or return swim only. Swimmers shall not mount the starting blocks at any time. The pace shall be carefully controlled by the coaches. Loitering and visiting in the lanes is not allowed. 5. During the last 10 minutes of each warm up session sprint lanes shall be open as follows: the lane you have been assigned for warm-up will be your sprint and return lane. Before using sprint lanes, they must be cleared of all swimmers. There will be NO DIVING at any time. RACING STARTS ONLY will be allowed at the start end, but the swimmers may swim back in the return lanes. 6. Swimmers in backstroke events or the backstroke leg of the medley relay, MUST ENTER THE WATER FEET FIRST. 7. Warm up and cool down lanes will operate under the same rules and regulations as general warm up lanes, with the exception that a maximum of 10 swimmers will be allowed in the warm-up/cool down lane at any one time. Diving and racing starts (backstroke included) are NOT permitted in the warm up/cool down lane.

5 Timers & Swimmers competing in the 500/1000 free must provide their own lap counters. Lap Counters: No exceptions will be made. Meetings: The officials meeting will be 30 minutes before the start of each session and a coaches meeting 15 minutes before the start of each session, if necessary USA Swimming and, where applicable, 2018 Border Swimming Rules and Regulations will govern the conduct of the meet. The USA Swimming whistle start and no recall procedure will be used. Coaches and officials will be required to display their 2018 or 2019 registration cards. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. All swimmers must be supervised by a coaching member of USA Swimming during warm up sessions, competition and warm down. Swimmers with disabilities are welcome and should notify meet director if special accommodations are needed. The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open-ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present.

9 Westside Natatorium Rules and Regulations 1. All participants must follow the CDC Healthy Swimming Policy and shower before entering the water, no exception. 2. All persons using Westside Natatorium must abide by the Code of Conduct. 3. No chewing gum, food or color-based drinks will be allowed on the pool deck, water only. 4. Participants/Spectators are not permitted to have signs or banners larger than 8 ½ in. by 11 in., confetti, balloons, or glass containers. 5. Participants/Spectators are not permitted to have artificial noise makers, (e.g. Thunder sticks, cowbells, clappers, air horns, etc.) 6. Individuals, other than lifeguards, are not allowed on the bulkheads at any time. 7. Use of starting blocks is prohibited, except during official swim meets and swim team practices. 8. Only participants, coaches, evet administrators, and event volunteers are allowed on the pool deck. All Spectators and parents must remain in the viewing stands. 9. Participants/Spectators are not allowed to stand in front of or lean over the rails. 10. Participants/Spectators are not allowed to stand or sit in the aisle. 11. Participants/Spectators are not allowed to use other areas of the Westside Natatorium complex during an event/practice without purchasing a Daily Admission at the main entrance. 12. Spectators are allowed one small cooler that can be placed directly under their seating area. Teams are allowed two ice chests on deck provided they do not contain glass items; bottled water is allowed. 13. Participants in swim suits are not allowed in the spectator seating area. 14. Each competing team is permitted one temporary banner during a swim meet placed at the discretion of the Aquatics Manager. Team banners must not exceed 3 x6. Banners must not block the spectator viewing. 15. Folding chairs are not allowed in the spectator or deck area. The walkways must stay clear at all times. 16. Blocking or restricting fire lanes or emergency exits, and the use of emergency exits for non-emergencies is prohibited. 17. Face-painting or body painting of any kind is not permitted at the Natatorium. 18. Pool staff has the authority to eject or suspend anyone from natatorium use and/or program privileges for those that fail to abide by these policies and regulations.
